During F.Y. 2011/2012, research and development (R&D) efforts focused on the three main strategic issues of regional importance as planned in the 9th Five Year Plan of the Centre namely; a regional project to improve the quality of science and mathematics education in Southeast Asia (SEARA & SEARS), Lesson Study Project with partner schools in Penang, and an Inter-Centre Project on climate change issues. The Centre also conducted its regular programme evaluations at the end of all the training courses, conferences, workshops and seminars in fi scal year 2011/2012. These were used as benchmark for improvement on future programmes. The Centre also continued to conduct training courses and workshops which are relevant and constitutes leading-edge knowledge in science and mathematics education. For the fi scal year in review, SEAMEO RECSAM successfully conducted four (4) regular courses for the SEAMEO member countries. The Centre’s regular courses had a participation of 73 educators (compared to 78 participants in the last fi scal year). To compensate for the limited number of participants who are offered places in the regular courses at RECSAM, in-country courses and customised courses were offered to the SEAMEO member countries. The Centre has successfully conducted fi ve (5) in-country courses and eight (8) customised courses under the fi scal year in review. RECSAM also recorded an increase in the development and offering of customised courses and Third Country Training Programme (TCTP) that provided remarkable benefi t, not only to educators from Southeast Asia, but also African countries and other countries in the Asia Pacifi c. 2 These TCTP courses were sponsored by the Malaysian Technical Cooperation Programme (MTCP) and Japan International Cooperation Agency (JICA) for African countries, and MTCP and the Colombo Plan Secretariat for Colombo Plan countries. For this fi scal year, the Centre successfully conducted six (6) TCTP courses for 73 participants. RECSAM played host to educators and academics from the region and around the world during the 4th International Conference on Science and Mathematics Education (CoSMEd 2011) with the theme “Transforming School Science and Mathematics Education in the 21st Century” which attracted 372 delegates from 18 countries around the world. The Centre also hosted the 8th Regional Congress: Search for SEAMEO Young Scientists (SSYS) with the theme “Beyond 2012: Greening the Environment for a Sustainable Future”. A total of 45 projects vied for the awards for outstanding research projects and researchers. In addition, academic publications were widely produced and distributed. Details on training courses and other activities were posted widely on the website and social networking sites. The Centre also took part in the Penang International Science Fair organised by Penang Science Council and Merdeka Parade during the Malaysia Day celebration. The regular practice of RECSAM’s academic staff meetings with leading educationists and experts at regional and international events also helped strengthen the Centre’s international links. Financial viability continued to be the Centre’s perennial impediment as it strove to operate to its maximum potential on a limited budget. The total revenue decreased by 11% from RM 2,282,083.22 in the last fi scal year to RM 2,020,857.84 this fi scal year. Staffi ng strength stood at 91 as of 30 June 2012. Several infrastructure developments were carried out which included renovation works, improvement of facilities of the Centre, upgrading of equipment needed in the conduct of training, seminars and conferences. On the whole, SEAMEO RECSAM had successfully accomplished all mandated programmes and projects for the year under review and had reported improvement in its overall performance. 3 1. INTRODUCTION The highlights of the annual report for F.Y. 2011/2012 will be presented according to three Key Result Areas, namely, (i) Regional Leadership, (ii) Regional Visibility and (iii) Solid Resource Base.     ANNUAL REPORT OF THE ASEAN-CHINA CENTRE 2017 About the ASEAN-China Centre About the ASEAN-China Centre The ASEAN-China Centre (ACC) is an inter-governmental organization which were co-founed by governments of 10 ASEAN Member States and China. Since its inception on 18 November 2011, the centre has actively played its role as a one- stop information and activities centre to promote practical cooperation between ASEAN and China in the areas of trade, investment, tourism, education, culture and information and media. ACC Secretariat is located in Beijing. The current Secretary-General is H.E. Mme. Yang Xiuping. ACC is governed by three bodies: The Joint Council as the policy-making body, the Joint Executive Board as the advisory body, and the Secretariat as the executing body. The Joint Council comprises the members of the ASEAN-China Joint Cooperation Committee. The Joint Executive Board consists of the ASEAN Beijing Committee (ABC) and the China Council, which shall be established to include representatives from Chinese agencies involved in trade, investment, tourism, educational and cultural matters. The ASEAN-China Centre Secretariat consists of a Secretary-General as its chief executive and four divisions, including General Affairs and Coordination Division, Trade and Investment Division, Education, Culture and Tourism Division, and Information and Public Relations Division. 1 ANNUAL REPORT OF THE ASEAN-CHINA CENTRE 2017 Executive Summary Executive Summary The year 2017 marks the 50th anniversary of ASEAN and the ASEAN- China Year of Tourism Cooperation.
