Atatürk Döneminde Türkiye-İsveç İlişkileri
Atatürk Döneminde Türkiye-İsveç İlişkileri İsveç Krallığı ile Osmanlı Devleti arasındaki ilk resmi ilişki 16.yüzyılda başlamış ve 17. yüzyılda XII. Charles (Demirbaş Şarl) döneminde artarak gelişmesini sürdürmüştür. XII. Charles’ın Osmanlı’ya sığınmasıyla İstanbul’da İsveç kalıcı temsil misyonu oluşturularak bir ticaret antlaşması imzalandı. 18. yüzyılda ise XII. Charles’dan kalan borçların tahsil edilmesi çerçevesinde ilişkiler yürütüldü. Bu minvalde Rusya-İsveç ittifakı meselesini yerinde tetkik etmek ve kalan borçları tahsil etmek için Mehmet Sait Efendi, (1732’de) İsveç’e elçi olarak gönderildi. İsveç-Rusya ilişkilerinin bir ittifaka hazır olmadığını tespit eden Mehmed Said Efendi borçlar konusunda senetler alarak (1733’te) İstanbul’a döndü. Borçlar meselesi 1739’da çözüldükten sonra Osmanlı-İsveç ilişkileri dostane bir şekilde sürdürüldü. Osmanlı Stockholm Elçiliği, 1877 yılında Murat Efendi’nin önce temsilci daha sonra Tam Yetkili Elçi olarak görevlendirilmesiyle başladı. Stockholm’de bu kalıcı temsilcilik zaman zaman kapansa da (veya Lahey’e akredite edilse de) varlığını Osmanlı Devleti’nin yıkılışına kadar devam ettirdi. Murat Efendi’yle başlayan bu kalıcı temsilcilik Galip Kemali’nin (Söylemezoğlu) görevden alınması ile son buldu. Stockholm ve Kopenhag Sefiri Galip Kemali Beyin görevine 15 Ağustos 1922 tarihinde Hariciye Nezareti tarafından son verilince Stockholm’de en yetkili kişi olarak Layık Mukbil Bey kaldı. Osmanlı Hükümeti de 1922’de son bulunca TBMM adına Hariciye Vekâleti, Layık Mukbil Beyi Maslahatgüzar olarak Stockholm’deki görevine devam ettirdi. Böylece Stockholm ve Kopenhag’da 1922’den 1926 yılına kadar Layık Mukbil Bey, Maslahatgüzar olarak Yeni Türkiye’yi temsil etti. İki ülke arasında resmi ilişkilerin başlaması için teamül gereği önce dostluk antlaşması imzalanması gerekiyordu. Bunun üzerine Türkiye-İsveç arasında 31 Mayıs 1924’te dostluk antlaşması imzalanarak resmi ilişkilerin başlanması sağlandı. -

(The report follows :) SUMMARY OF ACTIVITIES OF CARNEGIE CORP. OF NEW YORK, CARNEGIE ENDOWMENT FOR INTERNATIONAL PEACE, THE ROCKEFELLER FOUNDA- TION PREFACE Comments made following presentation of the first part of this summary of the activities of the Carnegie and Rockefeller philan- thropic trusts indicate a rather widespread misconception among foundation executives both as to the purpose of chronicling their activities in certain fields, and also as to the requirements of House Resolution 217-under which this and all other staff reports have been prepared. While varying somewhat in phraseology and manner of persen- tation, the theme of these comments was essentially the same, namely Why has the staff disregarded the many "good things attributable to the foundations?
