Minutes of the Parish Council Meeting held on Wednesday, 15th January 2020 at 7.30p.m in Village Hall

Present: Chairman: Cllr J Medland

2465. Apologies: Cllrs Snowden, Cllr Parsons, PCSO James

2466. Declaration of Interests: The chairman asked that interests be declared as they arise.

2467. Public Session: No public present.

2468. Police Report: Rural Policing Update 1/11/19 – 31/12/19: The following crimes have been reported:

BRADFORD: Burglary from outbuilding

BRIDGERULE: Dog worrying livestock Common assault

HOLSWORTHY HAMLETS: Theft of used batteries

HALWILL: Dog not under proper control

ST. GILES ON THE HEATH: 2 x Burglary from outbuilding Attempted burglary from outbuilding Burglary to dwelling

TETCOTT: Harassment without violence

There are a few burglaries on the update again this time. We advise members of the public to always be vigilant, and to contact us if you see anything suspicious, either by calling 999 if it is ongoing, or by calling or emailing 101 if the information is non-urgent. 2469. County Councillor Report: Cllr Parsons had informed Cllr McDougall prior to the meeting that the Derrill/ road is on the list for repair.

2470. District Councillors Report: There have been further meetings about Kivells, trying to get the issue concluded.

2471. Council Meeting Minutes: Minutes of 18th December 2019 agreed by Councillors and signed by the Chairman as correct. Proposed 1st Cllr McDougall 2nd Cllr Hale with all Cllrs in favour.

2472. Matters arising: Fencing at Hall/Southfields – Cllr James will look at costs to do the fencing inhouse.

2473. Accounts payable: Proposed 1st Cllr Houghton 2nd Cllr Beadle with all Cllrs in favour.

2474. Vinnicombe Sports Hall Project Update The plans should be ready by the end of next week. A Facebook page has been set up by someone anti the project, who has named and written derogatory comments about councillors and committee members. The council haven’t been approached regarding information put on this page, and it is factually incorrect in its accusations. To ask TDC legal about whether it is harassment. The council will do an additional page on the website with the plans once finalised, and sub-committee details once officially set up.

2475. Planning Update: 1/1104/2019/FUL Cllr Hale declared an interest and abstained from discussions and decision making. The council support the application. Proposed Cllr Houghton. Seconded Cllr Seymour-Smith. Vote. Unanimous.

2476. Highways: Potholes at: Wooda Park Church Town Narratons Borough Reservoir

2477. Correspondence: The clerk mentioned correspondence from GS regarding possibly needing to step down from council. The annual rally will use the road through the Roly Poly on 8th March.

2478. Chairman’s Report: No report.

2479. Clerks Report: No Report.

2480. Exchange of Information: Can a seat by the river for Elizabeth McArthur be put on a future agenda. Caravan & Car on village hall car park – clerk to put notice on car for removal. Dog mess in village – ask dog warden for more regular visits. A resident has received phone scam calls regarding emergency panic button schemes.
