The seventh National Assembly was highly challenging, mainly due to factors in the international community, which was also contributed by a varied and often unpredictable domestic political developments. I am therefore so the more pleased that we managed to bring this parliamentary term to a successful conclusion, despite so many people doubting it. In this respect, I honestly believe that in the period we had available, we have come a long way. The laws which we have adopted are not only plentiful but also good. These are the laws that will increase the welfare of our fellow citizens. I am pleased that quite a few of them were adopted by a large parliamentary majority, and I am particularly pleased that during this term we managed to enshrine the right to drinking water in the Constitution. This step, which did not require “only” a two-thirds majority, has, above all, shown and proved that if there is a will there is a way, and that, despite the often wrong impression, members of the National Assembly do work together. They work for the welfare of us all. Allow me to conclude, by sharing my purely personal impressions bestowed upon me after this four-year period. The first one is that no work can be done without the National Assembly’s expert services. They are an indispensable part of our mission, and above all, a reliable partner to whom one may always turn to. The second impression is that it is always busy in the National Assembly’s hallways, even though the citizens might think that the deputies are only present in the National Assembly when it is in plenary session. I can tell you that, regardless of the prevailing (mistaken) belief, a great majority of deputies are extremely industrious and hardworking. The third impression is, in my opinion, also the most important one – that there are many hidden talents in the National Assembly: cultural workers, athletes, humanitarian workers, reputable experts and many more. Thus, every deputy is more than “merely” a deputy. The same applies to employees in our expert services. Everyone has valuable talents in them which only need to be recognised or, perhaps, people only need to be encouraged to show them. In this parliamentary term, for example, a Parliamentary Choir was established, of which I am extremely proud, and I sincerely congratulate those who decided to join it. A great thanks also goes to the Secretary General Uršula Zora Tavčar for supporting this idea and realising it, since music is a universal language that connects people, hence certainly making an important contribution to improved relations and better work performance. Ladies and gentlemen, I would like to conclude by wishing that when reading this report you would capture the spirit behind the National Assembly – the spirit of cooperation and diligence, and, above all, the spirit of respect. Although it may seem that this is often not the case, in the National Assembly we are well aware that we can do something well only if we work together. Good luck Slovenia! • Factsheet: the Slovenian National Assembly (Državni Zbor)
Directorate-General for the Presidency Directorate for Relations with National Parliaments Factsheet: The Slovenian National Assembly (Državni zbor) 1. At a glance Slovenia is a republic and a parliamentary democracy. The Parliament of Slovenia has a bicameral structure and consists of the National Assembly (Državni zbor) which has 90 Members and the National Council (Državni svet) which has 40 Members. The Slovenian Parliament is considered as an “incomplete bicameral system”, meaning that the upper chamber (National Council) does not have equal competences with the lower chamber (National Assembly) and therefore has less authority. The National Assembly of the Republic of Slovenia is the supreme representative and legislative institution, exercising legislative and electoral powers as well as control over the Executive. The Members of the National Assembly are directly elected by the citizens. An exception to the principle of universal and equal suffrage is the voting right of the members of the Italian and Hungarian national communities. The right to vote and be elected representative of these communities in the National Assembly is only enjoyed by the members of the communities, and not by all the citizens. Elections to the National Council must take place every four years at the latest, and are based on the principles of proportional representation. The voting age is 18 years. The current Slovenian coalition government under Prime Minister Dr Miro Cerar (SMC/ALDE) is composed of the Party of Modern Center (SMC/ALDE), the Democratic Party of Pensioners in Slovenia (DeSUS/NI) and the Social Democrats (SD/S&D). The incumbent President, who was directly re-elected in 2017 by the citizens for a five-year term, is Mr Borut Pahor.

Parliamentary elections, i.e. elections of the members of national assembly took place in June after the resignation of the previous Prime Minister Miro Cerar. In November, local elections took place, i.e. the elections for the members of municipal council in 212 Slovenian municipalities together with the elections for mayors of these municipalities. The long negotiations that followed the parliamentary elections and the tense process of forming the government marked the bigger part of the political life in Slovenia, only to be followed by the several yet unresolved complicated outcomes of the mayor elections. Campaign for the parliamentary elections in June Although the resignation of the Prime Minister Cerar technically made the June 3rd elections for the National Assembly pre-term, the difference was negligible, with enough time had by the political parties to prepare for the campaign. Several main shifts took place in this period. New political parties were established, among them Dobra država (Good state) by a former Modern Centre Party member Bojan Dobovšek; GibanjeSkupajNaprej (Together Forward Movement) by Danijel Bešič Loredan and Za zdravo družbo (Party for Healthy Society).

  • The Slovenian Early Parliamentary Elections of 2018 Election Analysis
The Slovenian Early Parliamentary Elections of 2018 Election Analysis Marko Lovec Assistant Professor, Faculty of Social Sciences, University of Ljubljana [email protected] Contemporary Southeastern Europe, 2018, 5(1), 1-9 DOI 10.25364/02.5:2018.1.1 Contemporary Southeastern Europe is an online, peer-reviewed, multidisciplinary journal that publishes original, scholarly, and policy-oriented research on issues relevant to societies in Southeastern Europe. For more information, please contact us at [email protected] or visit our website at www.contemporarysee.org The Slovenian Early Parliamentary Elections of 2018 Marko Lovec Keywords: polarisation, new parties, fragmentation, radicalisation, populism Introduction Early parliamentary elections were held in Slovenia on 3 June 2018. The reason for holding early elections was the collapse of the centre-left coalition government due to weak public support, especially for the main coalition party, and attempts by its coalition partners to improve their position by distancing themselves from the coalition leader. The prime minister and leader of the main coalition party responded to this by resigning. Nevertheless, the fact that the coalition lasted for almost four years demonstrates improvement in terms of political stability, especially in comparison to the turbulent period 2008- 2013. The election campaign was characterised by fragmentation on the centre-left side of the political spectrum and exclusion of the main opposition party, which had been leading the polls throughout most of the pre-election period, due to its authoritarian style and Orban-style illiberal positions on issues such as migration and civil society. In spite of a relatively large number of undecided voters, the pre-election polls were confirmed by the election result: the conservative opposition leader came first but was short of potential partners needed to form a coalition, while votes to the centre-left parties were widely dispersed, making it difficult to put together a stable coalition.
