When it comes to the coronavirus pandemic in Europe, it basically never stopped since it broke out in March 2020. The pandemic situation has not only led to low economic growth, but also exerted enormous influence on all aspects of societies. Apart from the great reduction in economic activities in various sectors, the coronavirus affected domestic political developments in CEE countries, including elections at local and national levels, challenged social developments including schooling and domestic violence, and seriously impeded efforts to promote external relations and international cooperation. The book provides an overview of major developments in 16 CEE countries and Greece in 2020. It is the fourth collection of annual reports published by China-CEE Institute and covers 16 Central and Eastern European countries as well as Greece. China-CEE Institute has included Greece in its Country-Study research since 2018. In April 2019, Greece officially joined China-CEEC Cooperation Framework, and the “16+1” cooperation was renamed to “17+1” cooperation. The structure of the book is divided into four aspects: domestic politics, economic situation, social development and external relations. All reports

The review was finalized in October 2020. 2 Introduction and aims The COVID-19 crisis has been a true black swan – an unexpected event that is having enormous consequences on virtually every aspect of our daily life. Next to the 1918 flu pandemic that occurred in a very differenc socio-economic context, there are no historical parallels close to the current crisis, which makes forecasting and future prediction a tough task. Due to the global scale of the crisis, the collaboration and joint efforts are at the heart of solutions to the COVID-19 situation. Close cooperation is especially important in the Baltic region with highly interconnected economies and societies. This paper aims to provide a comparative picture of the effects of the crisis and describe the key factors and uncertainties affecting the recovery. Despite the sharp recession, there are also some opportunities arising from the situation, which are discussed in the third section of the paper.

    REPUBLIKA SLOVENIJA DRŽAVNA VOLILNA KOMISIJA P O R O Č I L O o izidu predčasnih volitev poslancev v državni zbor Na podlagi 37. člena Zakona o volitvah v državni zbor (Uradni list RS, št. 109/06 – ZVDZ-UPB in 54/07 – odločba US; v nadaljevanju ZVDZ) je Državna volilna komisija (v nadaljevanju: DVK) na 78. seji dne 16. decembra 2011 u g o t o v i l a : PRVI DEL VOLITVE 88 POSLANCEV DRŽAVNEGA ZBORA, KI SE VOLIJO NA PODLAGI SPLOŠNE VOLILNE PRAVICE I. 1. Na predčasnih volitvah 4. decembra 2011 je imelo pravico voliti 88 poslancev državnega zbora, ki se volijo na podlagi splošne volilne pravice, 1.709.692 volivcev, pri čemer je bilo 1.709.654 volivcev, ki so bili vpisani v volilne imenike ter 38 volivcev, ki so glasovali s potrdilom pristojnega organa, ker pomotoma niso bili vpisani v volilni imenik. 2. Na podlagi splošne volilne pravice je glasovalo skupaj 1.121.573 volivcev ali 65,60 % od vseh volivcev, ki so imeli pravico voliti. 3. Od števila volivcev, ki so glasovali, je 38 volivcev glasovalo s potrdili, ostali so bili vpisani v volilne imenike. 4. Po pošti je glasovalo 9.269 volivcev. 5. Za izvolitev 88 poslancev državnega zbora, ki se jih izvoli na podlagi splošne volilne pravice, je bilo oddanih 1.121.475 glasovnic. 6. Ker so bile prazne oziroma volja volivca ni bila jasno izražena, je bilo neveljavnih 19.219 glasovnic (1,71 % od oddanih glasovnic). 7. Veljavnih je bilo 1.102.256 glasovnic. II. Introduction In recent years, we have seen the rise of the anti-liberal democracy politics in Eastern European EU member states. In the meantime, those trends are becoming visible in some Western European Countries but also USA. The situation in Poland and Hungary is maybe the best example of such politics where citizens are giving support to political parties whose political objectives are against the EU rule of law principles and against some fundamental human rights. Recent refugee crisis has also deepen those concerns. This is a clear sign that the citizens of Eastern European EU member states are willing to give up of some of the fundamental human rights values such as freedom of expression, freedom of assembly, free media, civil society or independent judiciary. Those trends are seriously harming EU rule of law principles but also are derogating human rights and democratic standards.

    Competition Between Minority Ethnic Parties in Post-conflict Countries: Performance of Minority Parties in Croatia and Macedonia by Dane Taleski Submitted to Central European University Department of Political Science In partial fulfillment of the requirements for the degree of DOCTOR OF PHILOSOPHY Supervisor: András Bozóki Budapest, September 2014 1 ABSTRACT Academic and policy studies argue that an inclusive approach is needed for sustainable peacebuilding. This justifies the inclusion of former combatants into political parties, but some argue that it can have negative consequences for democratization. Institutional engineering is proposed to forge cross-cutting parties; however it is puzzling to find that parties from rebels often dominate in the post-conflict period. To address this puzzle I look at minority ethnic parties in post-conflict Croatia and Macedonia. SDSS dominates the competition between Serb parties in Croatia and DUI dominates between Albanian parties in Macedonia. To answer why this is so, I first look at the process of their formation and functioning and second I compared them to other minority parties. Despite the common history in Yugoslavia, the inter-ethnic conflicts, the post-conflict conditions and institutional environments for minority politics were very different in Croatia and Macedonia. My level of analysis is the competition between minority parties in each country. Because of the similar outcomes, under varying conditions, I consider that the finding in one country control for the other. Using process tracing I analyzed data from 78 interviews, party content, media and archival sources. The findings were corroborated with quantitative analysis of electoral data from national and sub- national elections in the entire post-conflict period.

Certainly, one may argue that, during the pandemic, the role of the UN is ‘substituted’ by one of its agencies, the World Health Organization (WHO), which is assigned to be specialised on different issues related to international public health. At the same time, since the WHO-associated positive publicity deserves plenty of improvements for a number of obvious reasons, the UN’s image is suffering because of that as well. It was the year, however, when Estonia started its high-level international ‘journey’ having become a non- permanent member of the UN Security Council (UNSC) for a two-year term and for the first time in the country’s history. Back in June 2019, Estonia was awarded this position, having won the vote of the UN General Assembly, and, on 1 January 2020, the country’s President Kersti Kaljulaid decided to hoist the UN flag in front of her Office in recognition of Estonia’s new status in the international stage.

Seje javnost lahko spremlja v dvorani ali preko televizijskih in spletnih prenosov. Vsebina sej pa postane pregledno dostopna v obliki sejnih zapisov. Državni zbor vsako sejo zvočno posname. Simultano ob zvočnem zajemanju nastaja besedilo, ki je na spletu dostopno s približno polurnim zamikom. V uredništvu sejnih zapisov se ob poslušanju zvočnega posnetka preveri avtentičnost zapisanega, besedilo pa se uredi v skladu s strokovnimi merili prenosa govorjene besede v zapisano. Takšno preverjeno in jezikovno urejeno besedilo na spletnem naslovu zamenja prvi zapis. Besedilo celotne seje se izda tudi v publikaciji Sejni zapisi Državnega zbora. When looking into their resumes, we can notice a lot of similarities, especially with their education and diplomatic background. Today, they are often perceived as rivals and after Milanović had been elected on a presidential duty, Plenković called for a “strong” cohabitation. In this article, we will analyze that very term and provide with overview of Milanović’s first moves as a new president. Introduction With Zoran Milanović being elected as a new Croatian president in January this year, a lot of questions have been raised regarding his upcoming cooperation with the current Prime Minister, Andrej Plenković. Since his victory on the presidential election, Milanović has expressed quite a few times his willingness and, most of all, his obligation to follow the rules and procedures of presidential duty and he underlined several times that he will not interfere in the work of the other part of the executive branch, that being the Government.
