Milan Brglez in podpredsednika Državnega zbora Primož Hainz ter Matjaž Nemec. Seja se je pri#ela ob 14.00. PREDSEDNIK DR. MILAN BRGLEZ: Spoštovane kolegice poslanke in kolegi poslanci, gospe in gospodje! Pri#enjam 55. izredno sejo Državnega zbora, ki sem jo sklical na podlagi prvega odstavka 58. #lena in drugega odstavka 60. #lena Poslovnika Državnega zbora. Obveš#en sem, da se današnje seje ne morejo udeležiti naslednje poslanke in poslanci: dr. Simona Kustec Lipicer od 16.30 do 18.30 ure - malo miru prosim, velja za vse, ne samo za poslance - gospa Urška Bank od 17. ure dalje, gospa Ksenija Korenjak Kramar, gospa Irena Grošelj Košnik, mag. Tanja Cink, gospa Marija Antonija Kova#i#, gospa Marinka Levi#ar, gospa Iva Dimic, gospa Marija Ba#i#, gospa Nada Brinovšek, gospa Anja Bah Žibert, gospod Branko Zorman, mag. Dušan Verbi#, mag. Branislav Raji#, gospod Ivan Prelog, gospod Uroš Prikl, gospod Matjaž Han od 16. ure dalje, dr. Vinko Gorenak, gospod Jan Škoberne od 16. ure dalje, Miha Kordiš, gospod Igor Zor#i# od 18. ure dalje, gospod Jože Tanko od 17. ure dalje, gospod Roberto Battelli, dr. László Göncz od 16. ure, gospod Marijan Pojbi#, od 17. ure bom odsoten tudi sam ter gospa Suzana Lep Šimenko. Na sejo sem vabil predstavnike Vlade, vse prisotne pozdravljam. Prehajamo na dolo#itev dnevnega reda 55. izredne seje Državnega zbora. Predlog dnevnega reda ste prejeli v ponedeljek 12. marca 2018 s sklicem seje. O predlogu dnevnega reda bomo odlo#ali v skladu s prvim odstavkom 64. #lena Poslovnika Državnega zbora. Predlogov za širitev dnevnega reda seje nisem prejel, zboru predlagam, da za današnjo sejo dolo#i dnevni red kot ste ga prejeli s sklicem. Prehajamo na odlo#anje, poslanke in poslance prosim, da preverite delovanje glasovalnih naprav. Glasujemo. Navzo#ih je 60 poslank in poslancev, 59 jih je glasovalo za, nih#e pa ni bil proti. Za je glasovalo 59. Proti nih#e. Ugotavljam, da je dnevni red 55. izredne seje Državnega zbora dolo#en. Prehajamo na 1. TO#KO DNEVNEGA REDA, TO JE NA OBRAVNAVO PREDLOGA PRIPORO#ILA VLADE REPUBLIKE SLOVENIJE V ZVEZI S PRIHODNOSTJO SLOVENIJE. Predlog priporo#ila je v obravnavo zboru predložila skupina 25 poslank in poslancev s prvo podpisanim mag. Matejem Toninom. V zvezi s tem predlogom priporo#ila 6 55. izredna seja je skupina 19 poslank in poslancev s prvo podpisanim mag. Matejem Toninom zahtevala, da Državni zbor opravi splošno razpravo. Za dopolnilno obrazložitev predloga priporo#ila dajem najprej besedo predstavniku predlagatelja mag. Mateju Toninu. MAG. MATEJ TONIN (PS NSi): Drage poslanke in poslanci, ministrice in ministri, dober dan, lepo vas je videti v takem številu, #lovek ne bi moral verjeti, da razprava o prihodnosti Slovenije pritegne toliko poslancev, kar je vsekakor pozitivna in dobra stvar. Tudi, #e pogledate odziv Vlade, ki je na ta naša priporo#ila prišel je bil to eden izmed najdaljših odzivov na ve# kot 80 straneh so popisali svoja mnenjain to so vsekakor spodbudne besede. Tega bi se morali veseliti in te današnje razprave se zagotovo veselimo, celo ve#, premalokrat smo se v tem parlamentu pogovarjali o prihodnosti, mnogo preve#krat o preteklosti, nekateri drugi parlamenti evropskih držav imajo celo odbore, ki se izklju#no ukvarjajo samo z prihodnostjo, zakaj je to pomembno? Pomembno je zato, da se politika osredoto#a na stvari, ki jo #akajo v prihodnosti in prav današnji namen te seje je storiti prav to. Zagotovo si predlagatelji ne delamo nobenih utvar, da bodo ta priporo#ila zalegla že tej Vladi in tej vladni koaliciji, zgodile so se stvari, žal nekaj let prepozno, ampak tako pa# je. Kaj so klju#ni izzivi, ki nas #akajo v prihodnosti, kaj so klju#ne stvari, ki nas #akajo v prihodnjih desetih letih. Zadeve, ki jih predstavljamo se jih ne izmišljujemo v opoziciji, ampak so to podatki, ki jih predstavlja Evropska komisija, ki jih predstavlja OECD in ne nazadnje tudi vladni UMAR. In prav vsem tem organizacijam so skupne naslednje stvari, da se mora Slovenija v prihodnosti resno soo#ati s staranjem prebivalstva, da je potrebno resni#no za#eti intenzivno zmanjševati javni dolg in ne nazadnje potrebno je spremeniti naše poslovno okolje, ga narediti bolj zanimivega, bolj privla#nega. Prvi izziv staranje prebivalstva, bi prosil sodelavca, #e lahko pokaže graf. Stvari, ki so pred nami so neizprosne, po statisti#nih podatkih se bo v prihodnjih desetih letih dodatno še upokojilo 100 tiso# naših državljanov, kar pomeni dodaten pritisk na pokojninsko, zdravstveno blagajno in za vse druge podsisteme, ki skrbijo za starejše. Tudi #e bi danes vsi intenzivno za#eli delati na ve#ji rodnosti se bodo rezultati poznali šele #ez nekaj let, #ez 30, 40 let. Ampak kljub vsemu smo dolžni vsi, ki sedimo v tej dvorani, storiti kar je v naši mo#i, da se rodnost po Sloveniji pove#a. Trenutna rodnost je nizka, celo v primerjavi z evropskimi državami. Povpre#na starost mame, ko rodi prvega otroka je že preko 30 let in to so vse stvari, ki so zaskrbljujo#e in kot država, kot politika smo dolžni storiti vse, da mladim #im bolj olajšamo odlo#itev za otroke. Nekateri jih ne morejo imeti, drugi jih ne želijo imeti [...] PREDSEDNIK DR. MILAN BRGLEZ: Malo miru v dvorani, prosim. MAG. MATEJ TONIN (PS NSi): Tisti, ki pa si tega želijo pa je potrebno odpravljati vse potencialne ovire, ki obstajajo in mladi najve#krat izpostavljajo predvsem službe, stanovanja in pa odnos okolja. To so tri stvari, ki mladim na nek na#in prepre#ujejo da bi se bolj pogumno odlo#ali za te stvari. Naslednji pomemben izziv, poleg staranja prebivalstva, zaradi katerega bo potrebno bistveno prilagoditi naš zdravstveni sistem, ki v zadnjem #asu kolapsira, tudi naš pokojninski sistem, tudi trg dela je potrebno bistveno modernizirati, #e želimo da bomo lahko tem negativnim trendom odgovarjali. 55. izredna seja 7 Naslednji pomembni izziv, ki ga izpostavljajo te organizacije je naš dolg države in bi prosil za naslednji graf. Tukaj je zdaj vsa resnica v nominalnem znesku. Lahko boste opazili, da zlasti zdaj predsednik Vlade v odstopu uporablja stavek, da je ta vladna koalicija prispevala k temu, da se je dolg države zniževal. Ampak to so nominalni zneski kjer jasno kaže, da v denarju, da v nominalnem znesku se dolg države prakti#no ni znižal. Znižal pa se je v odstotku in to zato, ker se je bruto družbeni proizvod države pove#al in zaradi tega dolg predstavlja manjši odstotek. Navidezno se je dolg zmanjšal zato, ker so bili naši ljudje bolj pridni, bolj delavni in so ve# ustvarili ampak žal pa realna slika, ko govorimo o nominalnih zneskih ne kaže kakšnega bistvenega zmanjšanja našega javnega dolga. Zakaj je to pomembno? Zato, ker z javnim dolgom prenašamo naša bremena na prihodnje generacije. Prihodnje generacije bodo morale pla#evati vse dolgove, ki jih ustvarjamo danes. In, #e pogledate konkretne podatke in se vprašate koliko pri vseh teh dolgovih država pla#uje zgolj za obresti, pridete do šokantnih informacij. Prakti#no vsako leto pla#amo zgolj za obresti toliko kot nas stane 2. tir. Predstavljamo si, kaj vse bi lahko s tem denarjem postorili, koliko šol, mostov, cest in drugih stvari bi lahko zgradili, #e bi bil naš javni dolg manjši in #e bi bilo potrebno pla#evati manj za obresti. In #as gospodarske krize, #as gospodarske rasti, kateremu smo bili pri#a v zadnjih letih je zagotovo najbolj primeren #as, da se javni dolg znižuje. V #asu krize je to izjemno težko po#eti, ko je #as debelih krav je mnogo ve# manevrskega prostora, da to storimo. In, #e slu#ajno, bog ne daj, pride naslednja kriza, je problem, ki ga Slovenija ima, da nima ve# manevrskega prostora.

    REPUBLIKA SLOVENIJA DRŽAVNA VOLILNA KOMISIJA P O R O Č I L O o izidu predčasnih volitev poslancev v državni zbor Na podlagi 37. člena Zakona o volitvah v državni zbor (Uradni list RS, št. 109/06 – ZVDZ-UPB in 54/07 – odločba US; v nadaljevanju ZVDZ) je Državna volilna komisija (v nadaljevanju: DVK) na 78. seji dne 16. decembra 2011 u g o t o v i l a : PRVI DEL VOLITVE 88 POSLANCEV DRŽAVNEGA ZBORA, KI SE VOLIJO NA PODLAGI SPLOŠNE VOLILNE PRAVICE I. 1. Na predčasnih volitvah 4. decembra 2011 je imelo pravico voliti 88 poslancev državnega zbora, ki se volijo na podlagi splošne volilne pravice, 1.709.692 volivcev, pri čemer je bilo 1.709.654 volivcev, ki so bili vpisani v volilne imenike ter 38 volivcev, ki so glasovali s potrdilom pristojnega organa, ker pomotoma niso bili vpisani v volilni imenik. 2. Na podlagi splošne volilne pravice je glasovalo skupaj 1.121.573 volivcev ali 65,60 % od vseh volivcev, ki so imeli pravico voliti. 3. Od števila volivcev, ki so glasovali, je 38 volivcev glasovalo s potrdili, ostali so bili vpisani v volilne imenike. 4. Po pošti je glasovalo 9.269 volivcev. 5. Za izvolitev 88 poslancev državnega zbora, ki se jih izvoli na podlagi splošne volilne pravice, je bilo oddanih 1.121.475 glasovnic. 6. Ker so bile prazne oziroma volja volivca ni bila jasno izražena, je bilo neveljavnih 19.219 glasovnic (1,71 % od oddanih glasovnic). 7. Veljavnih je bilo 1.102.256 glasovnic. II.     UVOD Državni zbor kot najvišja predstavniška in zakonodajna institucija v Republiki Sloveniji, ki opravlja tudi vse ostale funkcije sodobnega parlamenta, izvaja večji del svojih pristojnosti na rednih in izrednih sejah. Seje javnost lahko spremlja v dvorani ali preko televizijskih in spletnih prenosov. Vsebina sej pa postane pregledno dostopna v obliki sejnih zapisov. Državni zbor vsako sejo zvočno posname. Simultano ob zvočnem zajemanju nastaja besedilo, ki je na spletu dostopno s približno polurnim zamikom. V uredništvu sejnih zapisov se ob poslušanju zvočnega posnetka preveri avtentičnost zapisanega, besedilo pa se uredi v skladu s strokovnimi merili prenosa govorjene besede v zapisano. Takšno preverjeno in jezikovno urejeno besedilo na spletnem naslovu zamenja prvi zapis. Besedilo celotne seje se izda tudi v publikaciji Sejni zapisi Državnega zbora. Sejni zapisi vsebuje dnevni red, sprejet na seji Državnega zbora, kazalo, iz katerega je razviden potek seje in v katerem so točke dnevnega reda in govorniki, osrednji del je besedilo seje, zapisano v prvi osebi, na koncu pa je dodan še indeks govornikov. Sejni zapisi so zgodovinski dokument in vir za preučevanje parlamentarne zgodovine, tradicije, predstavniške demokracije in jezikovne kulture. At a glance Slovenia is a republic and a parliamentary democracy. The Parliament of Slovenia has a bicameral structure and consists of the National Assembly (Državni zbor) which has 90 Members and the National Council (Državni svet) which has 40 Members. The Slovenian Parliament is considered as an “incomplete bicameral system”, meaning that the upper chamber (National Council) does not have equal competences with the lower chamber (National Assembly) and therefore has less authority. The National Assembly of the Republic of Slovenia is the supreme representative and legislative institution, exercising legislative and electoral powers as well as control over the Executive. The Members of the National Assembly are directly elected by the citizens. An exception to the principle of universal and equal suffrage is the voting right of the members of the Italian and Hungarian national communities. The right to vote and be elected representative of these communities in the National Assembly is only enjoyed by the members of the communities, and not by all the citizens. Elections to the National Council must take place every four years at the latest, and are based on the principles of proportional representation. The voting age is 18 years. The current Slovenian coalition government under Prime Minister Dr Miro Cerar (SMC/ALDE) is composed of the Party of Modern Center (SMC/ALDE), the Democratic Party of Pensioners in Slovenia (DeSUS/NI) and the Social Democrats (SD/S&D). The incumbent President, who was directly re-elected in 2017 by the citizens for a five-year term, is Mr Borut Pahor.

Parliamentary elections, i.e. elections of the members of national assembly took place in June after the resignation of the previous Prime Minister Miro Cerar. In November, local elections took place, i.e. the elections for the members of municipal council in 212 Slovenian municipalities together with the elections for mayors of these municipalities. The long negotiations that followed the parliamentary elections and the tense process of forming the government marked the bigger part of the political life in Slovenia, only to be followed by the several yet unresolved complicated outcomes of the mayor elections. Campaign for the parliamentary elections in June Although the resignation of the Prime Minister Cerar technically made the June 3rd elections for the National Assembly pre-term, the difference was negligible, with enough time had by the political parties to prepare for the campaign. For more information, please contact us at [email protected] or visit our website at www.contemporarysee.org The Slovenian Early Parliamentary Elections of 2018 Marko Lovec Keywords: polarisation, new parties, fragmentation, radicalisation, populism Introduction Early parliamentary elections were held in Slovenia on 3 June 2018. The reason for holding early elections was the collapse of the centre-left coalition government due to weak public support, especially for the main coalition party, and attempts by its coalition partners to improve their position by distancing themselves from the coalition leader. The prime minister and leader of the main coalition party responded to this by resigning. Nevertheless, the fact that the coalition lasted for almost four years demonstrates improvement in terms of political stability, especially in comparison to the turbulent period 2008- 2013. The election campaign was characterised by fragmentation on the centre-left side of the political spectrum and exclusion of the main opposition party, which had been leading the polls throughout most of the pre-election period, due to its authoritarian style and Orban-style illiberal positions on issues such as migration and civil society. In spite of a relatively large number of undecided voters, the pre-election polls were confirmed by the election result: the conservative opposition leader came first but was short of potential partners needed to form a coalition, while votes to the centre-left parties were widely dispersed, making it difficult to put together a stable coalition.

Despite the considerable percentage of votes that were given to Slovenian Democratic Party (SDS) of Janez Janša, it seems unlikely so far that he could reach the necessary majority over 46 votes in the 90 member parliament to assemble the government. The president pf the second placed Marjan Šarec List (LMŠ) party started the coalition negotiations on his own, and the coalition with him as prime minister is slightly more feasible. As of now, however, he does not seem to have the necessary 46 votes either. The situation is further complicated by the recent developments in two of the political parties, an expulsion of Milan Brglez from Modern Centre Party (SMC) and the apparent split in the New Slovenia (NSi). Background: Election results Elections for the Slovenian Parliament (National Assembly) were held on June the 3rd 2018, approximately a month before the regular elections would have been due, due to the resignation of the Prime Minister Miro Cerar and the subsequent stepping down of the government. The turnout on the elections was fairly low, only slightly surpassing 50%. The results of the elections were quite accurately predicted by the polls in the two weeks before the elections, although probably the biggest surprise was the number of smaller parties that went over the parliamentary threshold of 4%.

After the first round of selecting the prime minister was not successful, the second round brought about a new coalition, put together by the president of the second biggest parliamentary party, Marjan Šarec, together with four other left and centre parties. After the negotiations with The Left, a minority government was decided upon, with the support from this sixth party. First round of selecting the prime minister It became clear after the parliamentary election results, that the relative winner of the elections, Slovenian Democratic Party’s (SDS) president Janez Janša, will have difficulties composing the government due to dissonances with several other political parties and their presidents, most of which have been explicit about not intending to cooperate with Janša even before elections. The closer political parties of the Christian conservative New Slovenia (NSi) and the nationalist extreme right Slovenian National Party (SNS) did not suffice for a majority in the parliament. Due to these circumstances, the president of the second biggest political party in the parliament, Marjan Šarec, started the negotiations for an alternative government coalition.

Portugal’s tenure has taken place amid the COVID-19 pandemic resulting, not only in one of the deepest political and economic crises in the EU’s history, but also impacting its foreign relations on the global stage. Portugal has handed over the EU Council Presidency to Slovenia on 1 July 2021. Slovenia holds its second presidency of the Council of the European Union and celebrates the 30th anniversary of its independence. There has been some controversy around the Slovenian Presidency revolving around Slovenia’s support of Hungary’s anti-LGBT law and the perceived curbing of media freedom. Slovenia is assuming the presidency at a crucial moment when the EU is adopting important packages concerning the green and digital transformation and the building of the EU's resilience.
