It gives a brief description on the prospect of industrial fisheries in the State and proceeds further to identify the major fish and shrimp resources within the coastal waters. It dosis briefly on the introduction of industrial fishing in 1973 when the State Government invited Japaneese Company to carry out a joint exploratory shrimp fishing venture and also the government's oferte to acquire a stern trawler for exploratory fishing. The contributions made by the Seastate Seafoods Company, the Eyib's Nutritional Food and the Arawak Fishing Companies towards the increase in the number of fishing fleet in the State are noted. the major causes of the decline in the industrial fisheries are briefly discussed. These include the management problems, inadequate tinancing, lack of civalified personnel to operate the vessels, poor uaíntsnance facility and lack of supporting infrastructure. it discusses the effects of the development of offshore oil on coastal fisheries, The recommendations include supervised credit, development of basic infrastructure and boat building, standardising cquipment for fishing vessels andprotection of our coastRi waters. Chapter 3: THE MAIN ACTORS IN THE NIGER DELTA CRISIS INTRODUCTION In addressing the primary concern of this study, it is pertinent to point out at the outset that the internationalisation of the Niger Delta crisis has been facilitated by certain actors within the context of globalisation in which case events in any one country are not only seen in farthest regions of the world but also elicit international reactions. The actions or inactions of the Nigerian state, the oil multinationals, social movements in the Niger Delta as well as those of international non-governmental organizations have pushed the Niger Delta crisis to the forefront of international environmental discourse. This chapter focuses on the role of the different actors (in consciously or inadvertently) placing the Niger Delta on the front burner of international environment and human rights advocacy. It is instructive to note here that an examination of the activities of the main actors in the Niger Delta is germane to unpacking the internationalisation of an otherwise local crisis. The recession of realpolitik after the end of the Cold War in the late 1980s threw up new issues hitherto regarded as ‘low’ areas in international politics. One of such new issues is the emergence of environmental issues in world politics and its implications for global security. This concern about security has expanded to include issues like migration, poverty, wars, environmental degradation and drug trafficking.66 It is within this context that one can conveniently locate the global attention which the Niger Delta has received in recent times. The Niger Delta crisis in Nigeria arose out of the impact of oil exploration and production on the environment and eco-system with its resultant effect of retrogression rather than development of the local people in the areas. -

Like everyone who watched the BBC Channel 4 documentary on Saving Africa’s Witch Children when it was first broadcast on 12 November 2008, I was horrified at the sight of children being tortured, dehumanised and traumatised by their captors under the guise of exorcising witchcraft from their innocent souls. Some of them have already been killed. The gory scenes shown in the documentary were rightly met with universal condemnation; having pitched the conscience of the world. In reacting to this documentary, my Mission proceeded to send a quick rejoinder, stating, unequivocally, its abhorrence of what was depicted in the programme. Rather than denying that such cultural practices and human rights violations of children exist in one form or the other various parts of Nigeria, the Mission sought to put the documentary in the proper 2 context of ignorance, mass illiteracy, cultural practices, belief systems, poverty and lack of enforcement of existing laws. -

Security Threat Assessment for South West Executive Summary Political Context The merger between the Action Congress of Nigeria (ACN), Congress for Progressive Change (CPC), All Nigerian Peoples Party (ANPP) and other smaller parties, has provided an opportunity for opposition parties to align and challenge the dominance of the Peoples Democratic Party (PDP). This however will also provide the backdrop for a keenly contested election in 2015. The zoning arrangement for the presidency is also a key issue that will define the face of the 2015 elections and possible security consequences. Across the six geopolitical zones, other factors will define the elections. These include the persisting state of insecurity from the insurgency and activities of militants and vigilante groups, the high stakes of election as a result of the availability of derivation revenues, the ethnic heterogeneity that makes elite consensus more difficult to attain, as well as the difficult environmental terrain that makes policing of elections a herculean task. Preparations for the Elections The political temperature across the country is heating up in preparation for the 2015 elections. While some state governors are up for re-election, most others are serving out their second terms. The implication is that most of the states are open for grab by either of the major parties and will therefore make the electoral contest fiercer in 2015 both within the political parties and in the general election. -

[email protected] ABSTRACT This study reports the results of a survey of the available holdings of information resources on Ibibio culture in the University of Uyo Library and Akwa Ibom State Library. The specific objectives of the study were to determine the different size of information resources on funeral, fattening (Mbobo), taboos, myths as well as dissemination in the University of Uyo and Akwa Ibom State Libraries. Survey research design was used for the study. 3,854 information sources in the University of Uyo and Akwa Ibom State Libraries constituted the population of the study, with all estimated 2,276 (100%) forming the sample size of the study. Checklist was used to obtain data for the study. Chi-square was used for the data analysis. The major research findings based on the postulated objectives of the study revealed that there was a significant difference in the information resources available in the University of Uyo Library and Akwa Ibom State Library. The study concluded that libraries must oversee additional problems and increase the acquisition of information resources on Ibibio culture to further cub the dwindling nature of its collection and possible extinction of this information resources.
