concluded on 1st November 2013, with the completion of the FTR. This assignment was instituted to revise and update the Nile Perch Fishery Management Plan (NPFMP) 2 for the Lake Victoria. The Lake Victoria Fisheries Management Plan, 2009–2014 (FMP 2) was instituted in 2009 to guide the management of the fishery, this followed the 1st FMP which implemented under the IFMP Project from 2004 to 20081. Following the adoption of the FMP 2 which emphasizes on Species Specific Management Plans, the LVFO Secretariat developed a more detailed and separate document for managing the Nile perch fishery, which became known as the Nile Perch Fishery Management Plan (NPFMP), 2009–2014 which was adopted in June 2009. Following discussions, stakeholders have implemented a range of measures as agreed in the plan but problems still remain for the Nile perch industry. The NPFMP has not achieved its aim of managing the fishery. The main reasons for this are: the fishery has not been monitored against the stated reference points and decision rules; the biomass reference points are no longer relevant; the NPFMP is in adequately funded and cannot be implemented without access to reliable long- term financing and; there has been only partial implementation of the institutional ‘operationalisation plan’. In response to the management interventions around the lake and with the review of latest survey results, it was considered appropriate to conduct a thorough review of the NPFMP and agree revised or new actions in pursuit of sustainable Nile perch management. The revision of the NPFMP was supported through the ACP Fish II Programme. The stated overall objective of the ACP Fish II Programme is “to contribute to the sustainable and equitable management of fisheries in ACP regions”. The intervention itself was to support the assessment of the level of implementation of the current NPFMP; to review its content; and, in the light of that review, to prepare a new NPFMP together with a Technical Team from the region. The revised NPFMP (NPFMP2) was drafted during a workshop at Jinja, Uganda, between 6th and 9th August, 2013 by the Consultants (Key Experts) and appointed Technical Team (TT) from the Fisheries Management and Fisheries Research Institutions of LVFO from the three Partner States. Following a Regional Validation Workshop (22-23 October, 2013) where the draft updated NPFMP2 was presented for review and validation by stakeholders from the fisheries sector, research institutions and fisheries department, the TT and KEs met to modify the NPFMP2and to revise the management strategies in response to the prevailing stakeholder views. The revised NPFMP2 is attached to this report in Annexe 6.
