PREFACE It may be recalled that Tanzania Air Operators’ Association was formed on October 2002, to act as a forum for air operators to discuss issues that affects their welfare as business enterprises ses. Also TAOA is expected to act as a platform from which the members as a group tackle or engage the various institutions in and out of the government in the effort to ensure that air transport remain as a growing and a rewarding enterprise to all that are involved in it. One of the issues that the members of the association are always aware is the pervading presence of regulatory authorities, some benevolent and some not. In order to define more accurately the reality of the air operators’ interaction with authorities that are closest to the industry, the TAOA leadership has approached BUSINES ENVIRONMENT STRENGTHENING FOR TANZANIA- ADVOCACY COMPONENT (BEST – AC) and obtained a grant to appoint consultants to study the regulatory environment of air transport in Tanzania, to identify key issues that prevent Tanzania based – air operators from flourishing and make recommendations on the measures that need to be taken to create a favourable business environment for a safe and vibrant air transport industry.
