Revista de Estudios Regionales | 8 | Año 2012 | págs. 77-98 77 Trayectoria reciente y perspectivas futuras de la industria naval pesada argentina: los astilleros estatales Juliana Frassa Cintia Russo Introducción Tradicionalmente, la industria naval, aunque con matices según los países, ha sido apoyada por una política estatal de subsidios, créditos y bene- ficios impositivos, tanto para las empresas armadoras como para los astilleros. Este conjunto de medidas hicieron de esta industria una actividad fuertemente subvencionada en todo el mundo. Con un marco regulatorio proteccionista que promueve la construcción de barcos en el país, el desarrollo de la industria naval pesada en la Argentina se caracterizó por una fuerte intervención del Estado que se dio en el contexto de los procesos de Industrialización por Sustitución de Importaciones ( ISI ). El Estado argentino tuvo una importante participación en la oferta, como propie- tario de los astilleros, y como demandante de barcos para la Marina de Guerra, la Marina Mercante y las principales empresas públicas productoras de bienes y energía, constituyéndose así un entramado estatal con un peso significativo en el ámbito productivo y comercial. Los patrones heredados de la industrialización sustitutiva se transfor- maron con la implementación de las políticas de ajuste estructural ortodoxo de los 90. Respecto a lo primero, el interés por visibilizar la problemática satelital y aquellos aspectos que consideramos pertinentes para la producción académica de la carrera de comunicación: la dimensión política, económica y regulatoria de los satélites de comunicación. A su vez, la familiaridad con el tema se traducía, no tanto en la cercanía con la cuestión satelital, sino más bien en el grado de incorporación y asimilación de aquellos aportes académicos más vinculables con la problemática, como así también el vínculo construido con distintos referentes especializados en esas vertientes epistemológicas: la política de medios, la planificación de la comunicación, y las tecnologías de información y comunicación. -

Gender Policies and Armed Forces in Latin America’s Southern Cone By Sabina Frederic & Sabrina Calandrón The present article first examines the contribution of international organizations to the formulation and implementation of gender integration policies in the armed forces of the Latin American Southern Cone’s three main countries : Argentina, Brazil and Chile. It focuses on and accounts for the various policy contents and levels of implementation in those nations during the 2000-2014 time-bracket as a result of the dissemination of United Nations (UN) Resolution 1325. The said resolution, adopted in 2000, reaffirmed the crucial role of women in the prevention and resolution of conflicts, peace negotiations, peace-building, peacekeeping, humanitarian response and post-conflict reconstruction, and stresses the importance of their equal participation and full involvement in all efforts for the maintenance and promotion of peace and security.1 The study analyzes the responses, influenced by their respective national contexts, of each of the three countries to that UN Resolution. It will additionally highlight the long- standing local initiatives of the three countries on this subject, and also the various points of contact at the transnational level : the latter clearly shows the distinct regional dimension of gender integration policies in the armed forces of Argentina, Chile, and – to a lesser extent – Brazil. It focuses on the factors that have contributed to such regional policy coherence, as well as those differentiating their gender agendas and policies. The particular concerns of each country, its government procedures, and the situation of its national defence institutions in the context of the democratization of the State and its armed forces are examined along the way. -

ARGENTINA EXECUTIVE SUMMARY Argentina is a federal constitutional republic. Cristina Fernandez de Kirchner was reelected to the presidency in October 2011 in multiparty elections that media and various nongovernmental organizations (NGOs) described as generally free and fair. Security forces reported to civilian authorities but occasionally acted independently of civilian control. The principal human rights problems included use of excessive force by police, sometimes resulting in deaths; actions that risk impairing freedom of the press; and continuing infringements on the rights of indigenous people. Other human rights problems included poor prison conditions, including mistreatment of some prisoners; occasional arbitrary arrest and detention; prolonged pretrial detention; continued concerns about judicial efficiency and independence; official corruption; domestic violence against women; child abuse; sex trafficking and forced labor, primarily within the country; and child labor. Judicial authorities prosecuted a number of officials who committed abuses during the reporting period; however, some officials engaged in corruption or other abuses with impunity. Section 1. Arbitrary or Unlawful Deprivation of Life The government or its agents did not commit any politically motivated killings; however, there were reports of deaths as a result of police using unwarranted or excessive force. A November report by the NGO Coordinator Against Police Repression claimed that security forces using excessive force killed 145 persons between mid- November 2009 and mid-November 2010. The Center for Legal and Social Studies (CELS) reported a 10-percent increase in deaths as a result of police using unwarranted or excessive force in the city of Buenos Aires and Buenos Aires Province from June 2009 to June 2010. -

Presidents hold significant power resources to control the budget process, leaving the congress as a mere rubberstamp. This situation is bolstered not only by formal institutional engineering, but also by informally institutionalized mechanisms at the macro (political system) and micro (budget process) levels. Building on the literature on institutions, executive-legislative relations, and budget-making, this dissertation addresses the following question: How have informal institutions influenced presidential control over the allocation of resources in Argentina and Mexico from 1994 to 2006? My core argument is that when political decision makers resort to informal macro institutions (control over nominations and political careers, and clientelism) and micro institutions (delegation of powers, and the tactical use of economic data and revenue estimates for budgetary projections,) this tends to enhance the power of the president and governors vis à vis the legislature in countries with PR electoral rules and low legislative reelection rates, or where there is no immediate iii reelection.
