Amin. v ABSTRAK Tanah merupakan aset terpenting dalam pembangunan negara dan dipengaruhi oleh pelbagai faktor, termasuklah nilai-nilai kelangsungan hidup sesuatu bangsa di sesebuah negara. Di Malaysia, tanah pemilikan Melayu menjadi subjek perbincangan sejak kebelakangan ini terutama isu kemerosotan pemilikan tanah. Persoalannya, adakah kaum Melayu tidak lagi melihat tanah sebagai aset utama dalam meneruskan kelangsungan hidup, sebaliknya lebih mengutamakan keuntungan ekonomi? Kajian- kajian lampau memperlihatkan perbincangan lebih difokuskan ke atas kesan-kesan politik, ekonomi dan sosial dan kurang ke atas nilai moral tanah. Berdasarkan konsep nilai kapitalistik dan nilai patriotik yang diadapatasi dari Teori Gelagat Manusia dan Teori Nilai Moral dan Etika, tesis ini bertujuan untuk menganalisis pola dan persepsi masyarakat Melayu terhadap “nilai” tanah di Daerah Larut, Matang dan Selama, Perak. Nilai kapitalistik melihat tanah sebagai komoditi yang boleh diurusniagakan di mana harganya ditentukan oleh pasaran, sementara nilai patriotik melihat tanah sebagai lambang penguasaan sesuatu kaum ke atas sesebuah kawasan dalam meneruskan kelangsungan hidup mereka. Kajian ini menggunakan gabungan pendekatan kuantitatif dan kualitatif bagi menganalisis persepsi sebenar kaum Melayu ke atas tanah bagi memastikan kelangsungan hidup mereka. Kajian ini menganalisis rekod-rekod transaksi tanah di kawasan tersebut, dan didapati sebanyak 217.16 hektar tanah milikan Melayu telah dilupuskan kepada bukan Melayu dari tahun 2000 – 2008. Sebaliknya, hanya 12.35 hektar tanah sahaja yang dilupuskan oleh bukan Melayu kepada Melayu. Kaum Melayu telah mengalami penyusutan tanah sebanyak 204.79 hektar. Manakala kajian terhadap persepsi dalam kalangan pemilik Melayu dengan menggunakan borang soal selidik mendapati lebih 70% daripada responden mempunyai ciri-ciri kapitalistik berbanding kurang 30% yang bercirikan patriotik. Malah, kesan daripada polisi pembangunan tanah, fleksibiliti pemilikan tanah dan peningkatan nilai pasaran tanah telah menggalakkan lagi fenomenon kapitalistik ini yang meningkatkan lagi kadar penyusutan pemilikan tanah dalam kalangan masyarakat Melayu. Nilai tanah yang semakin meningkat mendorong pemilik-pemilik Melayu melupuskan tanah bagi memperoleh pulangan ekonomi segera. Sekiranya senario ini berterusan, masyarakat Melayu akan terus kehilangan pemilikan tanah pada masa depan dan menjadi “penumpang” di bumi sendiri suatu hari nanti. vi THE ISSUES OF REDUCTION THE MALAY LAND HOLDINGS: CASE STUDY IN THE DISTRICT OF LARUT, MATANG AND SELAMA, STATE OF PERAK DARUL RIDZUAN ABSTRACT Land is the most important asset in the development of the country and influenced by various factors. In Malaysia, the Malay land ownership has been the subject of discussion lately, especially issues relating to the gradual loss of land ownership. The question is why the Malays do not consider the land as a major asset for nation’s survival and has the materialistic value become a priority in their life? Review of past studies shown that they generally focused on political, economical and social perspectives, but less focusing on the landowners’ perception. Based on the concept of capitalistic and patriotic values adapted from Human Behaviourism Theory and Moral Value and Ethics Theory, the thesis aims to analyse the patterns and perceptions of the Malay community towards the value of land in the District of Larut, Matang and Selama, Perak. Capitalistic values seeks the land as a commodity that can be transacted at any price determined by market forces, while patriotic values interpret the land as a symbol of domination by ethnic group in order to ensure their continuous survival in Malaysia. This study used a combination of quantitative and qualitative methods to analyse the Malays perception toward the land. This study analyse the records of land transactions in the subject area and identified 217.16 hectares of land have been disposed to the non-Malays between years 2000 and 2008. Only 12.35 hectares of land were disposed by non-Malays to the Malays. Therefore, the Malay land ownership was reduced to 204.79 hectares. The studies of perception among the Malay owners through questionnaire identified over 70% of the respondents are considered as capitalistic and less than 30% are patriotic. In fact, the impact of land developmental policies, flexibility of land ownership and the increase in land market value caused the emergence of the capitalistic phenomenon which encouraged future decreasing of Malay land ownership. Higher land values encourage the Malay owners to dispose their land in order to acquire instant economics profits.     Filimānaia: A Samoan critique of standardised reading assessment in New Zealand primary schools Akata Galuvao A thesis submitted to Auckland University of Technology in fulfilment of the requirements for the degree of Doctor of Philosophy (PhD) 2016 School of Education Folasaga-Abstract In 2010, I was seconded from my classroom teaching position to work as a facilitator in the implementation of the newly-established National Standards. In this role, I ran in- depth Literacy and Assessment workshops in schools. I found that despite the national effort to close the gap between achievers and non- achievers, schools are still faced with the issue of most Samoan students not doing well as they should be, especially in the area of literacy. Assessment procedures from which such data is derived are widely researched in New Zealand and abroad. In spite of the numerous studies conducted on literacy assessment, none has ever been done to critically analyse the linguistic nature of these literacy assessment tools; yet these tools and their implementation may well contribute to the phenomenon of underachievement among Samoan students in New Zealand. Thus the aim of this inquiry was to open up the practice of standardised reading tests to examination. This thesis examines unacknowledged issues in the design of the standardised reading tests by which students are assessed in multicultural contexts. A Samoan critical approach was adopted specifically for this research: ‘Tofā'a'anolasi’, which draws on Foucault’s analytical tool box to counter-read tests texts and practices, including the way achievement data is managed and applied. Tofā'a'anolasi is based on my interpretation of Foucault’s ideas about power, knowledge and language in society, and how these ideas are useful in educational research undertaken from a Samoan perspective.
