F 9555 . 12586 2-5 Abstract After the restoration of peace in 1815, several European countries sought to transform their economies by the direct borrowing of British technologies. One of these was the semi- autonomous Kingdom of Poland. The Kingdom's technology transfer initiatives have been largely ignored by foreign researchers, while Polish historians have failed to place developments in the Kingdom within a wider context of European followership. The varying fortunes of Polish transfer initiatives offer valuable insights into the mechanisms and constraints of the transfer process. A close study of attempts to introduce British technologies in mechanical engineering, metallurgy, railway construction, textile production and agriculture contradicts most Polish scholarship by establishing that most of the transfer initiatives were either misplaced or at least premature. -

First, cities are at the crossroads of conflicting trends in globalisation. Urban communities are looking for that which makes them universal and unique at the same time. Second, reflection on identity in relation to the heritage and history of a city reveals the multicultural past of Central and Eastern Europe, and shows an image of social change and transformation. Religious heritage plays, therefore, various roles. Places connected with religious identities have symbolic, sacred and artistic meanings. They construct a local universe of meaning ; they are an important factor of the local narrative and customs, and they place it in the context of national, regional and ethnic traditions. Churches, temples, and cemeteries are also a sign of memory, this shows not only history but also the contemporary processes of remember- ing and forgetting. The city of Bielsko-Biała was a cultural and religious mosaic until 1945. Jewish, German and Polish cultures were meeting here everyday with diverse religious belonging and boundaries. Today, the heritage of its religious identity is recognized mainly via monuments, tourist attractions, and cultural events. Only occasionally is the religious heritage of the city analysed in the context of collective identities. Urban space still reflects the complexity of the relationships between religious, national, and regional identities. The purpose of the paper is to describe the variety of functions of religious heritage in a contemporary city on the example of Bielsko-Biała in Poland. -

The EU language policy and the European Commission Project EUROMOSAIC The EU has a positive policy towards regional and minority languages which is enshrined in Article 22 of the European Charter of Fundamental Rights. It states that “The Union respects cultural, religious and linguistic diversity ”. The European Commision has been providing several projects supporting regional and minority languages, one of them being the NETWORK PROMOTING THE LANGUAGE DIVERSITY. It is a pan-European Network which covers regional, minority, indigenous, cross-border and smaller national languages with the task to promote linguistic diversity in Europe. The main focus is providing information about and easy access to a large network of organisations that can share ideas, information and best practice regarding the promotion of less widely used languages. In 1992, wishing to take stock of the situation of the various language communities in Europe, the Commission initiated a study on minority language groups in the European Union. The purpose of the study, entitled "EUROMOSAIC" (later EROMOSAIC I), was not only to support the regional and minority languages, but also to find out about the different regional and minority languages in existence and to establish their potential for expanding, i. e. for their production and reproduction, and to examine the difficulties, the barriers and the challenges they could encounter in doing so. -

Institute of National Remembrance https://ipn.gov.pl/en/news/4412,It-was-good-to-fight-for-Poland.html 2021-09-25, 16:52 12.08.2020 “It was good to fight for Poland!” We encourage you to read an article written by President of the IPN Jarosław Szarek, Ph.D. for the "Rzeczpospolita" newspaper. “We have the whole world against us” wrote Stanisław Posner in a report for Józef Piłsudski, submitted end of June 1920, after travelling through Western European countries. During his several-week expedition, he visited a few capital cities and returned with observations free of any hope, on the day preceding the breakout of decisive battles in the east. Posner highlighted that even those who had been siding with Poland, such as French President Alexandre Millerand, assuring of his support for Warsaw in the conflict with the Czechs ,“is siding with them and, in other matters, will always submit to the opinion of England, because he depends on her as a creditor. What can I say about the others? The issue of compensation, the issue of Gdańsk, the issue of the plebiscites – are worse than ever.” The following weeks confirmed these observations. Even among recent sympathisers of Poland’s cause there was no shortage of those observing with indifference our battle with Bolshevism, interested, at most, in taking as much as they could for themselves. The year 1920 did not just mean the struggle with Bolshevism, but also a clash with the indifference and reluctance from the West. Hence the assistance we received from those willing to help us at this dramatic time was even more valuable. -

I want to thank God for showing his grace and mercy during times of confusion, trouble, and misunderstanding throughout a long and laborious dissertation process. The hours that it takes to fine tune and go through a project like this are unimaginable to some; however, Dr. Sunil Chand, Dr. Kathy Sexton-Radek, and Dr. Antonina Lukenchuk were the best of mentors to me and spent countless hours helping me so I could produce a product I would be proud of. Czech Language Programs and Czech as a Heritage Language in the United States Simone J. Hrouda, Portland State University, Oregon Introduction Czech language schools and Czech classes exist across the United States because of the efforts of Czech heritage language speakers to preserve the language spoken by their ancestors. These programs provide heritage speakers with the opportunity to further develop and maintain their Czech oral and written skills. Even though the language and culture are vital to the identity of individuals in states such as Nebraska, Texas, and Wisconsin, the importance of sustaining the language is not recognized on a national level. Czech is not considered a critical foreign language, and limited opportunities are available for language courses and scholarship programs. It is up to Czech heritage societies to keep Czech classes alive. Czech is a less commonly taught language (LCTL) in the United States, and locating Czech classes is difficult. However, these challenges and many others do not hinder Czech speakers from learning the Czech language. Though small, there is a Czech-speaking population made up of heritage, non-heritage, and native speakers who are making efforts to keep the Czech language alive. History of the Czech Language in the United States The largest immigration of Czechs to the United States took place between the years 1848 and 1914, when over 350,000 Czechs fled their homeland and established Czech communities across the United States (Thernstorm, 1981). Over time, language attrition and acculturation have led to loss of the Czech language within these communities (Dutkova-Cope, 2006; Eckert, 1987; Hannan, 2003; Vasek, 1996). -

A Latin etymology for Romanian da = yes Keith Andrew Massey County College of Morris, New Jersey <[email protected]> Abstract In this article the author argues that Latin ita is a possible source for Roma- nian da = yes, ordinarily assumed to be a Slavic borrowing. This emerges as phonologically possible, but unprovable. This controversial etymology is given even more credence by the demonstration that the Latin conjunction ita quod is a probable source for the Romanian conditional particle dacă. There is an interval of several hundred years in which no historical record mentions its exis- tence,1 let alone providing scholars with samples to track its evolution (Rosetti et al. 1969, 481; Sala 2005, 25). Romanian, like all Romance languages, has its own distinct features, owing principally to its particular local influences. This includes a significant influx of Slavic borrowings. One word of apparently Slavic origin in Romanian is da = yes. It seems impossible that any populace would choose to borrow such a basic word from another language. -

Journal on Ethnopolitics and Minority Issues in Europe Vol 13, No 4, 2014, 129-138 Copyright © ECMI 2014 This article is located at: http://www.ecmi.de/fileadmin/downloads/publications/JEMIE/2014/Kamusella.pdf A Language that Forgot Itself Tomasz Kamusella* University of St Andrews In this essay, as a background, I reflect on how the German language was liquidated in post-1945 Poland’s region of Upper Silesia where nowadays the country’s German minority is concentrated. But the main focus is on the irony that neither this language, nor a genuine German minority education system has been revived during the last quarter of a century that has elapsed since the fall of communism in 1989, despite promises to the contrary. The mystery persists. In the entry devoted to Poland in the respectable reference on the languages of the world, the Ethnologue, the number of native speakers of German living in the country is conservatively estimated at half a million.1 Until well into the 1990s German sources spoke of one million or a million and a half Germans in Poland. It is noted that the region where they live in compact areas of settlement is the countryside of Upper Silesia. But in the region the local Germans overwhelmingly communicate in the Silesian language. Silesia Superioris, Oberschlesien, Haute-Silésie, Horní Slezsko, Górny Śląsk, Felső-Szilézia—it is known by so many names, as many homelands in Central Europe were before the powers-that-be minced and fitted this part of the continent into the unbecomingly tight and too-small pantyhose of national polities, each so pure, homogenous through and through, so painfully monolingual.
