BOROUGH COUNCIL OF WELLINGBOROUGH AGENDA ITEM 4 Development Committee 17 February 2020 Report of the Principal Planning Manager Local listing of the Roundhouse and proposed Article 4 Direction 1 Purpose of report For the committee to consider and approve the designation of the Roundhouse (or number 2 engine shed) as a locally listed building and for the committee to also approve an application for the addition of an Article 4(1) direction to the building in order to remove permitted development rights and prevent unauthorised demolition. 2 Executive summary 2.1 The Roundhouse is a railway locomotive engine shed built in 1872 by the Midland Railway. There is some concern locally that the building could be demolished and should be protected. It was not considered by English Heritage to be worthy of national listing but it is considered by the council to be worthy of local listing. 2.2 Local listing does not protect the building from demolition but is a material consideration in a planning application. 2.3 An article 4(1) direction would be required to be in place to remove the permitted development rights of the owner. Croa 3266: Bullen, N.: Discipline Rule Violation Dismissed
CANADIAN RAILWAY OFFICE OF ARBITRATION CASE NO. 3266 Heard in Montreal, Wednesday, 12 June, 2002 concerning VIA RAIL CANADA INC. and BROTHERHOOD OF LOCOMOTIVE ENGINEERS EX PARTE DISPUTE: The 45 demerit marks assessed Locomotive Engineer N. Bullen. EX PARTE STATEMENT OF ISSUE: On November 12, 2000, Locomotive Engineers P. Kozusko and N, Bullen were assigned to train no. 45 travelling from Ottawa to Toronto. While stopped at Brockville entraining and detraining passengers, Engineer P. Kozusko was at the controls of the locomotive and Engineer Bullen was on the platform. Following the completion of the station work the locomotive passed signal 1257N1 indicating stop located at the west end of the platform. The incident was reported and an investigation was held. Both engineers were heavily disciplined as a result. The Brotherhood appeals the discipline assessed to Engineer Bullen who was not on the locomotive at the time of the incident. CRO APRIL CANADIAN NATIONAL Loaded rail train U780 is seen on the CN Waukesha Sub ducking under the UP bridge (Former CNW Adams Line) at Sussex, Wisconsin. This US Steel unit rail train for Gary, Indiana was photographed by William Beecher Jr. on March 11th. http://www.canadianrailwayobservations.com/2011/apr11/cn2242wb.htm Joe Ferguson clicked CN C40-8W 2145 in BNSF paint with CN “Noodle”, in Du Quoin, IL and CN 2146 fresh from the paint shop at Centralia on March 1st 2011. http://www.canadianrailwayobservations.com/2011/apr11/cn2146joeferguson.htm CN C40-8 2148, (which had been heavy bad-ordered at Woodcrest since received from BNSF), finally entered service February 27th sporting full CN livery. As seen in the photo, prior to her Woodcrest repaint, CN 2148 was one of the better looking ex-BNSF units still in the warbonnet paint. She now sports the thick CN cab numbers, gold Scotchlite and the web address tight to the CN Noodle. CN 2141 is significant as it was the first of the former ATSF/BNSF C40-8W’s to be repainted at Woodcrest Shop. NUMBER 452 JUNE 1987 the First TTC ALRV, 4200, Is Put Through Its Paces at the UTDC Test Track Near Kingston, Ont., May 20, 1987
INCORPORATED 1952 NUMBER 452 JUNE 1987 The first TTC ALRV, 4200, is put through its paces at the UTDC test track near Kingston, Ont., May 20, 1987. The car has been equipped with a bow collector temporarily but will sport a regular trolley pole in Toronto operation. The ALRV lacks its number and TTC crest, but already has a roll sign, turned up for 501 Queen, one of the routes on which it will operate. The boxes on the roof are for the ventilators and the brake resistors. Notable differences between this car and demonstrator 4900 include redesigned trucks, two sets of chopper controls, and standard foot controls instead of hand control. The first of the TTC's 52 ALRVs is expected to reach Toronto this summer, --Photo courtesy Ray Corley Two of the locomotives that helped the ONR to complete its dieselizatlon program were FP7A 1510 outshopped by DDGM in June, 1952, and GP9 1600, which left the London shop floor in July, 1956. The 1600 lacks the dynamic bralces so often associated with Geeps, but does have the less- familiar roof-mounted air reservoir tanks, as well as a steam generator for passenger service (note the stack in front of the bell).
