China's Aircraft Carrier Ambitions
CHINA’S AIRCRAFT CARRIER AMBITIONS An Update Nan Li and Christopher Weuve his article will address two major analytical questions. First, what are the T necessary and suffi cient conditions for China to acquire aircraft carriers? Second, what are the major implications if China does acquire aircraft carriers? Existing analyses on China’s aircraft carrier ambitions are quite insightful but also somewhat inadequate and must therefore be updated. Some, for instance, argue that with the advent of the Taiwan issue as China’s top threat priority by late 1996 and the retirement of Liu Huaqing as vice chair of China’s Central Military Commission (CMC) in 1997, aircraft carriers are no longer considered vital.1 In that view, China does not require aircraft carriers to capture sea and air superiority in a war over Taiwan, and China’s most powerful carrier proponent (Liu) can no longer infl uence relevant decision making. Other scholars suggest that China may well acquire small-deck aviation platforms, such as helicopter carriers, to fulfi ll secondary security missions. These missions include naval di- plomacy, humanitarian assistance, disaster relief, and antisubmarine warfare.2 The present authors conclude, however, that China’s aircraft carrier ambitions may be larger than the current literature has predicted. Moreover, the major implications of China’s acquiring aircraft carriers may need to be explored more carefully in order to inform appropriate reactions on the part of the United States and other Asia-Pacifi c naval powers. This article updates major changes in the four major conditions that are necessary and would be largely suffi cient for China to acquire aircraft carriers: leadership endorsement, fi nancial affordability, a relatively concise naval strat- egy that defi nes the missions of carrier operations, and availability of requisite 14 NAVAL WAR COLLEGE REVIEW technologies. -

Bawden The University of Montevallo In the twentieth century Chile’s armed forces belonged to a global com- munity of military professionals that shared ideas and closely observed each other. In the first half of the century Chilean officers imbibed the the- oretical innovations that proceeded from Europe’s great industrial wars. After 1945 they came into contact with the doctrines and methods of the United States armed forces as a result of their connection to an inter- American defense framework dominated by Washington. Scholars have devoted rightful attention to the US role training Latin American mili- taries during the Cold War and the implications of that training for the behavior and ideological commitments of subsequent military regimes.1 However, there is a relative deficit of scholarship that takes seriously the capacity of South American militaries to generate their own ideas about national security as semi-autonomous institutions.2 Historians have identi- fied foundational experiences, ideas, myths, and traditions that developed among South American armies during the late nineteenth and early twen- tieth centuries with an eye to the long-term consequences of those ideas for institutional behavior.3 Nonetheless, scholarship tends to discount the intellectual traditions and distinctive security concerns of Latin American soldiers after 1945. By Systems Assessment Group NDIA Strike, Land Attack and Air Defense Committee August 1999 FEASIBILITY OF THIRD WORLD ADVANCED BALLISTIC AND CRUISE MISSILE THREAT Volume 2: Emerging Cruise Missile Threat The Systems Assessment Group of the National Defense Industrial Association ( NDIA) Strike, Land Attack and Air Defense Committee performed this study as a continuing examination of feasible Third World missile threats. Volume 1 provided an assessment of the feasibility of the long range ballistic missile threats (released by NDIA in October 1998). Volume 2 uses aerospace industry judgments and experience to assess Third World cruise missile acquisition and development that is “emerging” as a real capability now. The analyses performed by industry under the broad title of “Feasibility of Third World Advanced Ballistic & Cruise Missile Threat” incorporate information only from unclassified sources. Commercial GPS navigation instruments, compact avionics, flight programming software, and powerful, light-weight jet propulsion systems provide the tools needed for a Third World country to upgrade short-range anti-ship cruise missiles or to produce new land-attack cruise missiles (LACMs) today. This study focuses on the question of feasibility of likely production methods rather than relying on traditional intelligence based primarily upon observed data. Published evidence of technology and weapons exports bears witness to the failure of international agreements to curtail cruise missile proliferation. The study recognizes the role LACMs developed by Third World countries will play in conjunction with other new weapons, for regional force projection. LACMs are an “emerging” threat with immediate and dire implications for U.S. freedom of action in many regions . -

Barr-Melej This dissertation examines the struggle between Chile’s opposition press and the dictatorial regime of Augusto Pinochet Ugarte (1973-1990). It argues that due to Chile’s tradition of a pluralistic press and other factors, and in bids to strengthen the regime’s legitimacy, Pinochet and his top officials periodically demonstrated considerable flexibility in terms of the opposition media’s ability to publish and distribute its products. However, the regime, when sensing that its grip on power was slipping, reverted to repressive measures in its dealings with opposition-media outlets. Meanwhile, opposition journalists challenged the very legitimacy Pinochet sought and further widened the scope of acceptable opposition under difficult circumstances. Ultimately, such resistance contributed to Pinochet’s defeat in the 1988 plebiscite, initiating the return of democracy. -

CAPS In Focus 25 July 2017 www.capsindia.org 61/17 SKI-JUMP LIMITATIONS AND PLAN’s SOLUTIONS Arjun Subramanian P Reports on Chinese naval aviation have been in the news lately and Chinese media is abuzz with photographs of the J-15 fighters operating from the PLAN’s first carrier – the Liaoning. The carrier was en-route to Hong Kong1 along with two escort warships when the flight operations were conducted. The PLAN even released a long video of the operations which gives some insights into the J-15 fighter and the role it will play. There is also some news on China building a carrier borne AEW aircraft to be operated from its CV-001 type vessels.2 China’s lone carrier, the refurbished old Soviet vessel – Varyag – is PLAN’s first experience with an aircraft carrier which it is so actively and boastfully projecting. China is steadily improving and adding up to its naval power projection capability. The released video was of very good resolution where every minute detail was visible and which enables inference of certain information.3 The video primarily contains take-offs and landings of the J- 15 fighter with and without load-outs. In several take-offs, the J-15 can be seen carrying the PL-12 medium range and PL-8 short range air-to-air missile in the middle and outer hard-points respectively. The PL-12 is an active radar-guided BVR missile and is similar to the Russian R-77 Adder and it is widely claimed that its seeker head is the same design as that of the R-77.4 The PL-8, on the other hand, is an IR guided missile and is believed to be based on the Israeli Python-3.5 In few other launches the aircraft can be seen taking off and landing with two YJ-83K anti-ship missiles slung under the centre-wing hard-point on each wing. -

Allan du Toit Canberra, October 1996 Ill Abstract This subthesis sets out to study the place of the aircraft carrier in Australia's post-war defence force. Few changes in naval warfare have been as all embracing as the role played by the aircraft carrier, which is, without doubt, the most impressive, and at the same time the most controversial, manifestation of sea power. From 1948 until 1983 the aircraft carrier formed a significant component of the Australian Defence Force and the place of an aircraft carrier in defence strategy and the force structure seemed relatively secure. Although cost, especially in comparison to, and in competition with, other major defence projects, was probably the major issue in the demise of the aircraft carrier and an organic fixed-wing naval air capability in the Australian Defence Force, cost alone can obscure the ftindamental reordering of Australia's defence posture and strategic thinking, which significantly contributed to the decision not to replace HMAS Melbourne. -

French as a foreign language is the second most frequently taught language in the world after English. The International Organization of Francophonie has 51 member states and governments. Of these, 28 countries have French as an official language. French is the only language other than English spoken on five continents. French and English are the only two global languages. When deciding on a foreign language for work or school, consider that French is the language that will give you the most choices later on in your studies or your career.
