Key activities under taken during the last two years in the area of:- 4.1 Technology Development 4.1.1. Establishment of Sea Buckthorn Nursery at Boha village of Kalaktang Circle, West Kameng District, Arunachal Pradesh Sea buckthorn (Hippophae rhamnoides L.) plant offers an amazing opportunity to mountain farmers for sustainable livelihood by protecting their fragile eco-system through soil and moisture conservation. It also has tremendous value addition properties. Growing of this plant is the best option to mitigate the problems of fragile eco-system which will help in maintaining the economic sustainability of marginal farmers in these mountain areas. The project has been taken up with the basic objectives to develop a modern sea buckthorn nursery at Boha village of Kalaktang circle in West Kameng District of Arunachal Pradesh for participating in horticultural programmes/schemes in high altitude areas of Arunachal Pradesh (b) Promoting economic development of village community (c) Employment generation and capacity building at local level and (d) Encouraging community action for operation and maintenance of assets. 4 One hectare of land has been taken up for establishment of the Sea buckthorn nursery. Jungle clearance and site preparation has been completed. Fencing raised to cover the nursery area with barbed wire and irrigation has been arranged from nearby spring and stream source with the help of diesel pumpset and pipeline. Approach road and nursery path has been made. Nursery shed has been prepared with the help of shade nets. Seeds (25 kg.) have been purchased from reliable agency and mother beds have been prepared where sowing of seeds have been done for growing of seedlings. The project is being implemented through a local reputed NGO of Kalaktang with the technical back up of CSK Himachal Pradesh Agricultural University, Palampur and the works are progressing smoothly and successfully. Major output of the project is to produce quality planting material and improve the socio economic condition of the villagers by providing scopes of self employment through cultivation of Sea buckthorn and also conservation of the degraded jhum lands and making use the wastelands. 4.1.2. Establishment of Modern Nursery for Forest Regeneration and Conservation of Economically Important Plant Species at Sibi & Rilung village of Koloriang Circle, Kurung Kumey District, Arunachal Pradesh. The project is being implemented by Arunachal Pradesh State Council for Science & Technology in association with a reputed local registered NGO in two selected villages of Kurung Kumey district with the main objectives (a) develop modern nurseries for participating in forest regeneration programmes and conservation of economically important red listed plants (b) promoting the economic development of village community (c) employment generation and capacity building at local level and (d) encouraging community action for operation and maintenance of assets. Establishment of the nursery at Sibi village has been completed and the same is under progress at Rilung village. Priority species grown in the nursery are: i. Cinnamomum tamala (vulnerable, CAMP report 2003) ii. Swertia chirayita (vulnerable, CAMP report 2003) iii. Illicium griffithii (Near threatened, CAMP report 2003) iv. Livistona jenkinsiana (Endangered, Red Data Book Plants of India (Nayar & Sastry 1987-88). v. Albizia arunachalensis vi. Alnus nepalensis vii. Sapindus emarginatus viii. Mesua ferrea ix.

These awards carry a sum of Rs. 5,000/- besides a Certificate of Merit. 1. Applications are invited from members (Life, Annual & Student) of the Association who have paid their subscription on or before July 15, 2018. 2. Four copies of full length paper along with four copies of the abstract (not exceeding 100 words) must reach the office of the General Secretary (Membership Affairs) not later than September 15, 2018. At the top of each copy of the paper and its abstract, the name of the Section under which the paper is to be considered should be indicated. For details of Sections see http://www.sciencecongress.nic.in 3. Along with the Four copies of paper, Four copies of the Application Form (to be downloaded from ISCA website http://www.sciencecongress.nic.in ) with brief bio-data of the candidate (not exceeding 2 pages), full length paper, abstract in the form of a CD (MS Word format, not EVERYMANS PDF) must also be sent simultaneously along with the hard copies. 4.     APPRAISAL DOCUMENT OF TWELFTH FIVE YEAR PLAN 2012-17 NITI Aayog National Institution for Transforming India www.niti.gov.in Arvind Panagariya Vice Chairman, NITI Aayog Foreword The exercise of appraisal of the Twelfth Five Year Plan (2012-17) was undertaken as a follow up of the decisions taken at the first meeting of the Governing Council of NITI Aayog on 8th February 2015.This Appraisal assesses the performance during the first four years of the plan and spells out policy-or implementation- related changes aimed at furthering the development agenda of the nation. It broadly covers physical and financial achievements during the first four years of the Plan (2012-13 to 2015-16) vis-à-vis the targets. Where appropriate, it also discusses Budget Estimates for the terminal financial year (2016-17). In a significant departure from the past, this appraisal does not take a chapter-by-chapter approach. Instead, it selects nine major thematic areas encompassing the economy and elaborates upon them. The emphasis is on gleaning lessons and chartering the way forward. The opening Theme Chapter titled ‘The Economy & Policies: An Overview’ assesses the performance of the economy against the targets at the aggregate level and discusses the policy initiatives of the present government in the context of the overall objective of poverty alleviation. The Theme Chapter on ‘Macro Economic Factors’ offers the overall background and Plan financing, while the chapter on ‘Governance’ discusses a variety of measures aimed at improving the efficiency of the economy. Issues related to growth with inter-generational equity are addressed in the chapter devoted to the study of ‘Environmental Sustainability’.
