Summary State of conservation report «Kremlin and Red Square, Moscow» (Russian Federation, C 545) 2014

World Heritage Committee decisions concerning “Kremlin and Red Square, Moscow” taken at its sessions were considered by the managers of the World Heritage Site "Kremlin and Red Square, Moscow" - Federal Guard Service of the Russian Federation (FGS Russia), JSC "GUM Department Store" , FSBIC “The Moscow Kremlin State Historical and Cultural Museum and Heritage Site”, FSBI “Department on the Higher Authorities Building Maintenance” of the Administrative Department of the President of the Russian Federation, FSBIC “State Historical Museum” and the federal executive body Ministry of Culture of the Russian Federation, acting as a national focal point. The report on the state of conservation of the property has been drawn up in compliance with the decisions. The retrospective formulation of OUV of the World Heritage "Kremlin and Red Square, Moscow" has been currently developed. On August 1, 2014, it was submitted to World Heritage Centre for regarding and on December 17, 2014, it was returned for revision based on the comments of ICOMOS. It is being currently refined. Within the framework of retrospective inventory in 2014 GUP "SR and DI of General Plan of Moscow" cartographic materials, indicating the boundaries of the territory of the World Heritage Site and its buffer zone, have been developed and submitted to World Heritage Centre. On the World Heritage Property "Kremlin and Red Square, Moscow" regular design and restoration work is carried out by licensed entities under the supervision of architect-restorers and engineer- restorers of the highest category. An active work for the development of the effective Management plan with the participation of all interested parties is carried out. For the development of the Management plan, Russian and international experts in the field of cultural heritage are to be involved, as well as the Advisory Bodies of the World Heritage Committee. The Ministry of Culture of the Russian Federation has prepared the project of Federal Law on Amendments to the Federal Law by № 73-ФЗ of June 25, 2002, "On Cultural Heritage Sites (historical and cultural monuments) of nations of the Russian Federation" (in terms of establishing the procedure of fulfillment of international obligations under the Convention on the Protection of the World Cultural and Natural Heritage, 1972), that provides introduction of the concepts of a buffer zone of a World Heritage Property, a Management plan and other points concerning the conservation of World Heritage Properties. The project now is being considered by the governmental bodies concerned.
