This brief memo provides the overview and concepts behind the three NDC draft plans. Plan 5 is based on Plan 4. In general, Plan 5: Begins with the same changes to Trustee Areas D and E in Imperial Beach and San Ysidro as were made in Plan 4; Joins in District C the Olympian, Eastlake, and Otay Ranch/Rancho Del Rey areas. These neighborhoods share similar histories and demographics, such as year houses were constructed (all are post-1990 developments) and percentage with advanced degrees. Bonita Vista is linked with Hilltop, while Chula Vista High is connected to National City.
