3. BE IT RESOLVED to approve the budgetary transfers.

4. BE IT RESOLVED that the Board of Education acknowledges and accepts the certification from the Board Secretary that as of month ending April 30, 2020, no line item account has encumbrances and expenditures which in total exceed the line item appropriation in violation of N.J.A.C. 6A:23A-16.10(c)3.

BE IT FURTHER RESOLVED that the Wyckoff Board of Education acknowledges that it receives and accepts the Board Secretary’s and Cash Report for the month ending April 30, 2020 and certifies that the report indicates that no major account or fund is over expended in violation of N.J.A.C. 6A:23A-16.10(c)4 and that sufficient funds are available to meet the district’s financial obligations for the remainder of the fiscal year.

5. To approve, with gratitude, the acceptance of gifts.

8. To approve the contract renewal with Vision Service Plan (VSP) for the 2020- 2021 school year.

11. WHEREAS, the Wyckoff School District is in receipt of quote #CAND 121019- 39452-16888 from Candoris for 800 Dell Chromebooks in the amount of $237,072.00 under the NJ NASPO Contract #M-0483, Dell Contract Award 89967; and

WHEREAS, the Wyckoff School District is desirous of purchasing said Dell Chromebooks for the elementary schools;

BE IT RESOLVED that the Wyckoff Board of Education hereby authorizes the purchase of the products listed on quote # CAND 121019-39452-16888.; and

BE IT FURTHER RESOLVED that the Wyckoff Board of Education hereby authorizes the School Business Administrator to sign all the required documents to effectuate the purchase of the equipment listed on quote #CAND 121019-39452-16888.

12. To approve the purchase of 800 Google Chrome OS Management console licenses at a discounted cost of $19,920 per quote #CAND12109-39452-16799.

13. To approve the Lease Agreement between Premier Digital Imaging LLC d/b/a United Business for 22 replacement copiers at a cost of $2,126.67 per month for a 60 month term.

14. To establish the Annual Preschool Tuition Rate of $4,050.00 for the 2020-2021 school year.

15. WHEREAS, the Wyckoff School District is desirous of extending its food service relationship with Pomptonian, Inc., its current Food Service Management Company (“FSMC”), now,

THEREFORE, BE IT RESOLVED, to renew the Pomptonian, Inc. Food Service Management contract for the 2020-2021 school year, and

BE IT FURTHER RESOLVED, that the Wyckoff Board of Education acknowledges that the addendum contains the following language:

The FSMC shall receive, in addition to the costs of operation, a management fee of $.0788 for each $1.00 of sales to compensate the FSMC for administrative and management costs. This fee shall be billed monthly as a cost of operation. The District guarantees the payment of such costs and fee to the FSMC.

The FSMC guarantees the District a minimum profit of twenty five thousand dollars ($25,000.00) for school year 2020-2021.

16. To approve the Eisenhower Middle School 2020-2021 Cafeteria Price List.

17. RESOLVED that effective July 1, 2020, the Wyckoff Board of Education approves the creation of the SEHBP NJ DIRECT 15 medical plan as the base medical plan for all eligible employees; and

BE IT FURTHER RESOLVED, the Board of Education allows employees to continue in a higher premium option (e.g. NJ DIRECT10) or to enroll in the base medical plan; and

BE IT FURTHER RESOLVED, the Board of Education hereby requests from the NJ Division of Pensions and Benefits a Special Open Enrollment due to the new base plan creation, at its earliest convenient date.

B. OPERATIONS AND MANAGEMENT

1. To approve the Addendum to the Agreement for Use of Public School Facilities by the Torpedoes Soccer Club for the period of July 1, 2020 through June 30, 2021, as permitted by Executive Order of the Governor.

2. To accept the proposal from Campbell Fire Protection, Inc. for annual inspections of the fire extinguishers, quarterly test and inspection of the Sprinklers at Eisenhower Middle School and semi-annual test and inspection of the Kitchen Hood Fire System at Eisenhower Middle School, at an annual cost not to exceed $1,775.

3. To approve the renewal for a one year Lobby Guard Support Contract at a cost of $500 per kiosk at a total annual cost of $2,500.

4. To accept the proposal between OnScene Technologies, Inc. and the Wyckoff School District Board of Education for the Emergency Notification System/Share911 Services, at an annual cost of $6,867.50 for the period July 1, 2020 to June 30, 2021.

5. To approve the agreement with UltraPro Pest Protection LLC for the school year July 1, 2020 to June 30, 2021 for monthly pest control at all locations in the Wyckoff School District at a monthly fee of $295.00.

6. To approve the Preventative Maintenance Agreement with AME Inc. (Automated Temperature Controls Specialists) for the period July 1, 2020 to June 30, 2021 at an annual cost of $14,985.

7. To approve the service agreement with Kencor, Inc. to perform maintenance and survey service on two wheelchair lifts and three elevators located in Coolidge, Washington and Eisenhower Schools at a cost of $444 per quarter for the period July 1, 2020 to June 30, 2021.

8. To accept the proposal from Alarm and Communication Technologies for the district’s annual fire alarm inspections at an annual cost of $10,195.00 for the period of July 1, 2020 to June 30, 2021.

9. To accept the proposal from Alarm and Communication Technologies for the district’s annual fire alarm monitoring at an annual cost of $6,636.00 for the period of July 1, 2020 to June 30, 2021.

10. To extend the Landscape and Lawncare Agreement between the Wyckoff Board of Education and LandCare Services, LLC for a one year term commencing on July 1, 2020 and ending on June 30, 2021.

11. WHEREAS, the Wyckoff School District is in receipt of a quote from Powerco, Inc. for a Kubota R530R43 Atriculated Wheel Loader with Cab, 72” General Purpose Bucket, Bolt-On Cutting Edge, Hydraulic Coupler, 48” Pallet Forks and a Bucket Position Indicator in the amount of $64,397.58 under the NJ State Approved Contract #HCESC-CAT/SER 19-03 Facility Grounds Equipment CO-OP 34HUNCCP; and

WHEREAS, the Wyckoff School District is desirous of purchasing said Kubota Equipment

BE IT RESOLVED that the Wyckoff Board of Education hereby authorizes the purchase of the products listed on the quote from Powerco, Inc.; and

BE IT FURTHER RESOLVED that the Wyckoff Board of Education hereby authorizes the School Business Administrator to sign all the required documents to effectuate the purchase of the equipment listed on the quote from Powerco, Inc.

C. PERSONNEL

The Superintendent’s recommendation in regard to personnel matters:

1. BE IT RESOLVED that the Wyckoff Board of Education accepts the following resignation:

a. To accept, with regret, the resignation for retirement purposes of Mary Ann Phillpott, Grade 7 Science Teacher, Eisenhower Middle School, effective June 30, 2020.

b. To accept, with regret, the resignation for retirement purposes of Marta McKenna, Resource Room Teacher, Eisenhower Middle School, effective June 30, 2020.

c. To accept, with regret, the resignation for retirement purposes of Pamela Spada, Grade 4 Teacher, Sicomac School, effective June 30, 2020.

2. BE IT RESOLVED that the Wyckoff Board of Education accepts the following leave request notifications:

a. To approve the parental leave request of Alex Strohl, Secretary to the Assistant Principal, Eisenhower Middle School, with an approximate effective date of September 1, 2020 through an approximate end date of December 31, 2020.

3. BE IT RESOLVED, that the Wyckoff Board of Education accepts the appointments indicated below for the following certificated staff under the requirements of N.J.S.A. 18A:16-1 et. seq., N.J.S.A. 18A:39.17 et.seq.; N.J.S.A. 18A:6-4.13 et.seq. All appointments are contingent upon reference checks in accordance with P.L. 2018, c.5. and clearance of all required documentation prior to the start date:

a. To approve the appointment of Rebecca Kim, Science Teacher, Eisenhower Middle School, B.A. Step 1, $55,355 with an effective date of September 1, 2020 through June 30, 2021.

4. To approve a salary of $9,000 each for Kristin Caputo and Gail Cordello to perform the duties as Co-Director for the 2020 Summer Academies.

8. WHEREAS, in response to the COVID-19 pandemic, the Governor has declared a state of emergency and a public health emergency, and ordered all schools closed for in-person instruction; and

WHEREAS, in response to the COVID-19 pandemic, the Legislature has revised N.J.S.A. 18A:7F-9 to permit the use of virtual or remote instruction to establish compliance with the 180 school day requirement during a public health emergency, subject to Board approval of a virtual or remote instruction program;

NOW THEREFORE, BE IT RESOLVED that the Board hereby approves the District’s program of virtual or remote instruction to meet the 180 school day requirement, which was previously submitted to the Department of Education on March 20, 2020, and implemented since the District’s closure on March 16, 2020.

9. To approve the final revisions to the 2019-2020 Student and Teacher Calendars.

10. In accordance with N.J.A.C. 6A:7, to approve the Comprehensive Equity Plan Three Year Statement of Assurance for the 2020-2021 school year.
