It is a manifestation of a people’s aspiration to manage their resources and be masters of their fate and destiny. Looking back, Pecuaria started in 1952 as the Union Agricula y Pecuaria del Sur de . It was a hacienda type of operation owned and managed by Don Severo A. Tuazon and Co. and Mrs. Teresa Tuazon de Gonzales Lao and Co. Inc. It was named “Pecuaria” meaning an animal farm by Mrs. Tuazon. Indeed, it was an animal farm dominated by cattle, pigs and chickens until the corporation ceased operation in 1985 because of outside forces harassment. In 1989, a struggle for control of the many resources of the hacienda ensued among and between farmer groups. The Department of Agrarian Reform was at a lost in the middle of the conflict. Determining the rightful beneficiaries of the farm proved to be a difficult and tedious process to the arbiters. The Camarines Sur Partnership for Agrarian Reform and Rural Development’s (CSPARRD) entried into the issue in facilitating the diffusion of tension and the settling of issues. CSPARRD has a program package called TriPARRD (Tripartite Partnership for Agrarian Reform and Rural Development) purposely to address concerns on social infrastructure building and support services delivery. One of the more salient accomplishments of the program amidst the conflict is the creation of a “Peace Council” for consensus building among groups and the organization of the Peoples Coalition for Unity and Agrarian Reform Integration Action (PECUARIA) which was registered in the Securities and Exchange Commission in April 5, 1991. Such events precluded the birth of the Pecuaria Development Cooperative, Inc. (PDCI) in September 30, 1991. It was registered in the Cooperative Development Authority. Mission: PDCI is committed on building the capability of the organization and its member families towards a productive and sustainable community through a principled partnership and efficient and effective organization and farm resources management. Vision: PDCI envisions a progressive and united agrarian reform community with deep respect for ecology and gender equality and governed through a participatory and democratic process rooted in positive Bicolano and Filipino values, culture and with strong Christian Faith.

Objectives: the organization has several objectives like restoring Pecuaria’s natural resources base, promoting vigilant advocacy on agrarian reform and fostering partnership and linkages with non- government organizations, government organizations, other people’s organizations and funding agencies

Programs/activities/services: Organic Rice production, Rice Trading & Marketing, Bio-Organic Fertilizer Production, Organic Display Center, Rice Milling, Sugarcane Plantation, Organic Training Provider, Nursery, Production Loan, Trucking Service, Irrigation Service, Tractor Service

The organization works with several government agencies such as the Department of Agriculture (DA), Department of Tourism (DOT) and National Irrigation Administration (NIA). 3. The organization works with following NGO’s/NGA’s namely GLOWCORP and FPSDC. 4. The organization also works with other organizations such as BFDC, ARB Coop. And RIDA. 5. The organization has links with Central Bicol State University of Agriculture (CBSUA).

3. Sharing and needs 1. The organization is strong in and can help others as advocator and promoting organic rice production and marketing in Camarines Sur and 3 province of Bicol (, & ). 2. The organization is searching for help in full promotion and in becoming consolidator of organic farming as expansion areas and is in need of trading/working capital for organic rice production & marketing
