Outline progress over the last 6 months (April – September) against the agreed baseline timetable for the project Key accomplishments during the period April-September 2006 were as follows: 1. Biological surveys completed and priority sites selected and mapped. Biological surveys were completed in two more key areas during this period, namely Barangay Anibawan in Aluyon and Sitio Litid, Barangay Lipata in Panukulan. Full technical reports on these surveys are being prepared and will be summarised in future reports. A preliminary ‘marine resource assessment’ was completed in September by four scientists from the UK NGO, Coral Cay Conservation (CCC), assisted by PIBCFI personnel. This project was prompted by recommendations arising from earlier surveys, and involved rapid assessments of coral cover, and coral and fish diversity, in 12 discrete sites in coral reefs fringing Polillo and Burdeos Municipalities. Results indicate that over-fishing, especially cyanide and dynamite fishing, remains a serious problem in most areas, though areas of good to excellent reef cover, and high species diversity and abundance were confirmed in fish sanctuaries established and managed by local communities in some areas. Findings and recommendations arising from this project and the earlier surveys will now be used to develop new project funding proposals intended to extend these surveys, conduct awareness campaigns and assist implementation of relevant conservation management interventions in selected, highest priority areas. -

Tackling Exposure to Changing Hazards and Disaster Impacts Enhancing Adaptive Capacity Addressing Poverty, Vulnerabil- ity and their Causes In 2008, the Province of Albay in the Philippines was declared a "Global Local Government Unit (LGU) model for Climate Change Adapta- tion" by the UN-ISDR and the World Bank. The province has boldly initiated many innovative approaches to tackling disaster risk reduction (DRR) and climate change adaptation (CCA) in Albay and continues to integrate CCA into its current DRM structure. Albay maintains its position as the first mover in terms of climate smart DRR by imple- menting good practices to ensure zero casualty during calamities, which is why the province is now being recognized throughout the world as a local govern- ment exemplar in Climate Change Adap- tation. It has pioneered in mainstreaming “Think Global Warming. POVERTY AND SOCIAL ANALYSIS AND STRATEGY Poverty targeting: General intervention A. Links to the National Poverty Reduction and Inclusive Growth Strategy and Country Partnership Strategy The project objectives support the Philippine Development Plan (PDP), 2017–2022,a which targets reducing poverty incidence from 21.6% in 2015 to 14.0% by 2022, or by about 6 million people. Among the targets under the strategic framework of the PDP, 2017–2022 are that (i) growth will be more inclusive, as manifested by a lower poverty incidence in rural areas, from 30% in 2015 to 20% in 2022; and (ii) the unemployment rate will decline from the current 5.6% (2017) to 3%–5% in 2022. The PDP notes that infrastructure undergirds a country’s socioeconomic development, the more strategically distributed it is—both by sectoral and spatially—the better it is for inclusive growth and sustainable development. A principal objective of Asian Development Bank (ADB) support for the Philippines is to help in the achievement of high, inclusive, and sustainable growth. Support for infrastructure development, including transport, forms a core part of ADB’s operational strategy for the country. B. (OLFI), M.A.Ed Candidate, University of the Philippines, Diliman Abstract This study seeks to offer insight into the paradox between two ideologies that are currently being promoted in Philippine society and identify the relationship of both towards the indigenous community of the Ifugao in the country. Inclusion is a growing trend in many areas, such as education, business, and development. However, there is ambiguity in terms of educating and promoting inclusion for indigenous groups, particularly in the Philippines. Mandates to promote cultural preservation also present limits to the ability of indigenous people to partake in the cultures of mainstream society. The Ifugao, together with other indigenous tribes in the Philippines, are at a state of disadvantage due to the discrepancies between the rights that they receive relative to the more urbanized areas of the country. The desire to preserve the Ifugao culture and to become inclusive in delivering equal rights and services create divided vantages that seem to present a rift and dilemma deciding which ideology to promulgate. Apart from these imbalances, the stance of the Ifugao regarding this matter is unclear, particularly if they observe and follow a central principle. Given that the notion of inclusion is to accommodate everyone regardless of “race, gender, disability, ethnicity, social class, and religion,” it is highly imperative to provide clarity to this issue and identify what actions to take. -

PART II METRO MANILA AND ITS 200KM RADIUS SPHERE CHAPTER 7 GENERAL PROFILE OF THE STUDY AREA CHAPTER 7 GENERAL PROFILE OF THE STUDY AREA 7.1 PHYSICAL PROFILE The area defined by a sphere of 200 km radius from Metro Manila is bordered on the northern part by portions of Region I and II, and for its greater part, by Region III. Region III, also known as the reconfigured Central Luzon Region due to the inclusion of the province of Aurora, has the largest contiguous lowland area in the country. Its total land area of 1.8 million hectares is 6.1 percent of the total land area in the country. Of all the regions in the country, it is closest to Metro Manila. The southern part of the sphere is bound by the provinces of Cavite, Laguna, Batangas, Rizal, and Quezon, all of which comprise Region IV-A, also known as CALABARZON. 7.1.1 Geomorphological Units The prevailing landforms in Central Luzon can be described as a large basin surrounded by mountain ranges on three sides. On its northern boundary, the Caraballo and Sierra Madre mountain ranges separate it from the provinces of Pangasinan and Nueva Vizcaya. In the eastern section, the Sierra Madre mountain range traverses the length of Aurora, Nueva Ecija and Bulacan. The Zambales mountains separates the central plains from the urban areas of Zambales at the western side. The region’s major drainage networks discharge to Lingayen Gulf in the northwest, Manila Bay in the south, the Pacific Ocean in the east, and the China Sea in the west. -

In 1918 we published in this Journal^ a Classification of the Philip- pine operculate land shells of the family Helicinidae, with a synopsis of the species and sub-species of the genus Geophorus. In that paper we gave keys to the subgenera and species of the largest genus, namely, Geophorus, of the subfamily Helicinidae. Since then enough ma- terial has come to hand to enable us to similarly treat another genus, namely, that of Ceratopoma, a key to the species of which is herewith furnished (see page 502). Ceratopoma has the operculum less specialized than any other Philippine Helicinid. It consists of a simple, horny shell without calcareous deposit. The type of the genus is Helicina caroli Kobelt. The animal, like Geophorus, is usually a ground dweller and may be found among dead leaves as well as in crevices of rocks. At the present time the genus is known from Luzon, Leyte, Siargao and northeastern Mindanao, and it is quite possible that careful collect- ing in the islands between the two extremes will reveal additional species. Ceratopoma caroli Kobelt comes from the island of Siargao. It is a large species, with the parietal callus chestnut brown. In fact, it is the only Ceratopoma so far known with a brown callus. Ceratopoma henningiana Mollendorff was described from Pena Blanca, Luzon, and differs from all the other Ceratopomas in having a broad brown basal band near the periphery. -

Maritime Trade by Origin and Destination The analysis is limited to a set of agricultural commodities corresponding to 101,159 monthly flows. About 5% of these exhibit highly improbable derived unit values suggesting encoding errors. More formally, provincial retail and farm gate prices are used as upper and lower bounds of unit values to check for outliers. In such cases, more weight is given to the volume record as advised by the Philippine Statistics Authority (PSA), and values were adjusted according to the average unit price of the exports from the port of the nearest available month before and after the outlier observation. 2. Interprovince Land Trade Interprovince land trade flows were derived using Marketing Cost Structure Studies prepared by the Bureau of Agricultural Statistics for a number of products in selected years. These studies identify the main supply and destination provinces for certain commodities. The difference between production and consumption of a supply province is assumed to be the amount available for export to demand provinces. The derivation of imports of a demand province is straightforward when an importing province only has one source province. In cases where a demand province sources from multiple suppliers, such as the case of the National Capital Region (NCR), the supplying provinces are weighted according to the sample proportions in the survey. For example, NCR sources onions from Ilocos Norte, Pangasinan, and Nueva Ecija. Following the sample proportion of traders in each supply province, it is assumed that 26% of NCR imports came from Ilocos Norte, 34% from Pangasinan, and 39% from Nueva Ecija.
