The underlying information was acquired from carriers holding numbering resources and was analyzed as part of our ongoing assessment of the efficacy of numbering resource optimization measures prescribed by the Commission’s Numbering Resource Optimization (NRO) Orders.2 Findings As of December 31, 2008: • Overall, 47.9% of all telephone numbers were assigned to end users. • The overall utilization rate for Incumbent Local Exchange Carriers (LECs) was 49.6%, down from 50.3% six months earlier.

The NPA 289/905 RPC developed the attached Planning Document (PD) which was prepared in accordance with the CRTC-approved Canadian NPA Relief Planning Guideline dated 2 June 2009. The purpose of the PD is to identify and assess NPA 289/905 Relief Options and to make recommendations to the CISC and CRTC for the preferred relief method for NPA 289/905. Based on the assessment of Relief Options and other issues contained in the PD, the RPC submits the attached PD to the CISC and CRTC for approval. The PD contains various recommendations including but not limited to the following: 1) The Relief Option should be a distributed overlay of a new NPA Code on NPA 289/905 (option 4a); 2) NPA Code 365 should be used for the Relief NPA Code for NPA 289/905; 3) NPA Code 742 should be reserved for subsequent relief in the 365/289/905 region as the 289/905 region has been forecast in the latest R-NRUF (June 2009) to exhaust twice in the next 26 years; 4) The Relief Date should be 24 October 2015 in order to provide Carriers and customers with advance notification and sufficient lead-time to implement relief, which would be 12 months in advance of the current Projected Exhaust Date; 5) The local dialling plan should remain as 10 digits for all local calls originating within the NPA 289/905 area.

    Towards Equity in Access to Community- based Primary Health Care: A Population Needs-Based Approach Project Summary CHCs and AHACs have an explicit mandate to comprehensively serve the health needs of population groups with barriers to access to care including disadvantaged groups in urban settings and geographically dispersed populations in northern, rural and under- serviced areas. The question the study sought to answer was: “If we identify the distribution of the 2-3 million people who most need CHC or AHAC services (according to population needs-based models), how could resources to support an additional 250,000 Ontarians be distributed so that the Priority Populations could have equitable access to community-based primary health care wherever they live Ontario?” The results would need to support Five Strategies (Aboriginal, Francophone, Urban, Southern- rural and Northern-remote) and ideally achieve equity among them and across Ontario. We created a priority population that included many of the groups that are identified priority populations of CHCs and AHACs. These include: low income people, Aboriginal Peoples, Francophones, people with a disability or activity limitation due to a long term physical or mental health problem, recent Immigrants and non-permanent residents (e.g. refugees, migrant workers), racialized groups, and people living in areas with geographic access barriers. The population groups are the main groups other than age and sex for which detailed data is available that can be used to estimate the number of people with multiple potential barriers to access. The study used multi-way cross tabs of the 2006 census (purchased for the 141 secondary subLHIN geographies) supplemented by: rurality scores at the census subdivision level that were rolled up into subLHINs; updated poverty rates (after-tax LIMs, 2008); and updated Aboriginal data (Indian Register, 2009).

Certainly for most of us, the past year and a half has had its challenges, to say the least. What I have re-learned over the past year and a half, and to coin a well-known phrase, is that it is important that we “don’t sweat the little things”. It is easy these days to get bogged down in the details. To get stressed-out over minor things that in most cases we have little or no control over. “Control the things you can control” my dad used to say to me. Focus on what you can control and what is important for you to live a healthy and fulfilled life. Stress is the enemy. Its negative effects on the human mind and body, over time, are too numerous for me to list in this short message. Managing stress is an important factor in human health and happiness. There are many ways to manage your daily stress load. Most of us know that regular exercise is key to managing stress. Eating well and things like meditation, yoga or reading a good book can also assist your mind and body to manage stress. Forest bathing, gardening, hiking, snowshoeing and skiing are other good healthy options.
