Pakistan was originally intended by its great leader, Mohammed Ali Jinnah, to transform the lives of British Indian Muslims by providing them a homeland sheltered from Hindu oppression. It did so for some, although they amounted to less than half of the Indian subcontinent’s total number of Muslims. The north Indian Muslim middle class that spearheaded the Pakistan movement found itself united with many Muslims who had been less than enthusiastic about forming Pak- istan, and some were hostile to the idea of an explicitly Islamic state. Pakistan was created on August 14, 1947, but in a decade self-styled field marshal Ayub Khan had replaced its shaky democratic political order with military-guided democracy, a market-oriented economy, and little effective investment in welfare or education. The Ayub experiment faltered, in part because of an unsuccessful war with India in 1965, and Ayub was replaced by another general, Yahya Khan, who could not manage the growing chaos. East Pakistan went into revolt, and with India’s assistance, the old Pakistan was bro- ken up with the creation of Bangladesh in 1971. The second attempt to transform Pakistan was short-lived. It was led by the charismatic Zulfikar Ali Bhutto, who simultaneously tried to gain control over the military, diversify Pakistan’s foreign and security policy, build a nuclear weapon, and introduce an economic order based on both Islam and socialism. -

Introduction Much has been written about the A.Q. Khan network since the Libyan “coming out” of December 2003. However, most analysts have focused on the exports made by Pakistan without attempting to relate them to Pakistani imports. To understand the very nature of the network, it is necessary to go back to its “roots,” that is, the beginnings of the Pakistani nuclear program in the early 1970s, and then to the transformation of the network during the early 1980s. Only then does it appear clearly that the comparison to a “Wal-Mart” (the famous expression used by IAEA Director General Mohammed El-Baradei) is not an appropriate description. The Khan network was in fact a privatized subsidiary of a larger, State-based network originally dedicated to the Pakistani nuclear program. It would be much better characterized as an “imports-exports enterprise.” I. Creating the Network: Pakistani Nuclear Imports Pakistan originally developed its nuclear complex out in the open, through major State-approved contracts. Reprocessing technology was sought even before the launching of the military program: in 1971, an experimental facility was sold by British Nuclear Fuels Ltd (BNFL) in 1971. -

10 PAKISTAN’S NUCLEAR PROGRAM Laying the groundwork for impunity C. Christine Fair Contemporary analysts of Pakistan’s nuclear program speciously assert that Pakistan began acquiring a nuclear weapons capability after the 1971 war with India in which Pakistan was vivisected. In this conventional account, India’s 1974 nuclear tests gave Pakistan further impetus for its program.1 In fact, Zulfiqar Ali Bhutto, Pakistan’s first popularly elected prime minister, ini- tiated the program in the late 1960s despite considerable opposition from Pakistan’s first military dictator General Ayub Khan (henceforth Ayub). Bhutto presciently began arguing for a nuclear weapons program as early as 1964 when China detonated its nuclear devices at Lop Nor and secured its position as a permanent nuclear weapons state under the Nuclear Nonproliferation Treaty (NPT). Considering China’s test and its defeat of India in the 1962 Sino–Indian war, Bhutto reasoned that India, too, would want to develop a nuclear weapon. He also knew that Pakistan’s civilian nuclear program was far behind India’s, which predated independence in 1947. Notwithstanding these arguments, Ayub opposed acquiring a nuclear weapon both because he believed it would be an expensive misadventure and because he worried that doing so would strain Pakistan’s western alliances, formalized through the Central Treaty Organization (CENTO) and the South-East Asia Treaty Organization (SEATO). Ayub also thought Pakistan would be able to buy a nuclear weapon “off the shelf” from one of its allies if India acquired one first.2 With the army opposition obstructing him, Bhutto was unable to make any significant nuclear headway until 1972, when Pakistan’s army lay in disgrace after losing East Pakistan in its 1971 war with India. -

Dutton Series Overview This China Maritime Report on Gwadar is the second in a series of case studies on China’s Indian Ocean “strategic strongpoints” (战略支点). People’s Republic of China (PRC) officials, military officers, and civilian analysts use the strategic strongpoint concept to describe certain strategically valuable foreign ports with terminals and commercial zones owned and operated by Chinese firms.1 Each case study analyzes a different port on the Indian Ocean, selected to capture geographic, commercial, and strategic variation.2 Each employs the same analytic method, drawing on Chinese official sources, scholarship, and industry reporting to present a descriptive account of the port, its transport infrastructure, the markets and resources it accesses, and its naval and military utility. -

Shaheed Bhutto Foundation The Shaheed Bhutto Foundation, registered in 2006, is a nonprofit, apolitical, and nongovernmental welfare organization. Shaheed Mohtarma Benazir Bhutto, its Founding Patron, approved its establishment in Dubai on December 3, 2005 with the inclusion of a democracy institute in its charter. The Institute was dedicated to her and named the Benazir Democracy Institute (BDI). Vision: The Foundation envisages having a prosperous Pakistan where justice prevails and citizens are valued irrespective of their race, religion, political opinion, or gender. Mission and Objectives: The Foundation strives to provide social service access to enhance the ability of people through personal behavior to attain optimal "human capital and development" outcomes by utilization of quality social services which are made available on the basis of need and equity within the consolidated means of civil society, governments at various tiers, communities, and partners in development. One of the main objectives of the Foundation is to facilitate the institutionalization of democratic norms at various levels of the society and struggles for strengthening of democracy and democratic institutions in Pakistan. The Foundation routinely organizes seminars, workshops, free medical camps, national dialogues, and advocacy events to sensitize the civil society towards the need to safeguard human rights and other interests of the masses. There is a huge historical background of both countries. Infact, several wars have been fought between Pakistan and India, so the diplomatic relations between Indo-Pak are influenced by the number of political and historical events. But both countries tried so hard to maintain peace and there are some examples of these efforts. It is very important for both countries to maintain good relations because geopolitically Pakistan and India are considered as major states for natural resources in the region of South Asia. The whole world sees both countries as great rivals, but before making any decision there are a lot of perspectives which we need to examine carefully.
