Lay-out: Jonna Klumpenaar, Ana María Fernández-Maldonado, Marieke Rombout Cover: Jonna Klumpenaar Large urban projects and social actors in Retiro Foreword This research was elaborated within the framework of the Ibis research program affiliated with the Alpha Program of the European Union, coordinated by the Faculty of Architecture at Delft University of Technology in the Netherlands, which gathers researchers together from different countries in Latin America, Europe, Asia and Africa. This academic space has been an extraordinary resource to motivate me to undertake a doctoral thesis at this moment of my life, in which work commitments make it very difficult to focus exclusively only on one subject. It has also allowed me to present annually at international conferences organized by the Ibis Network advances in the research, as well as to publish them in the book series of the network. I chose the Retiro Project as a case to study with the initial idea that the clearest trends under the broad theme of Globalization, Urban Form and Governance could be observed there. More explicitly, the Retiro Project showed relevant issues related to the production of new urban conditions for international businesses, confronted with the resistance of residents of irregular settlements, as with Villa 31, that are inserted in strategic zones of Latin American cities. To research this new situation was extremely valuable for me because since the early 1980s my line of research at CEUR/ CONICET has been centered on the study of housing problems for low-income sectors and the policies of the state on this matter. From that perspective, my original questions concerned two research issues: the first one, about the struggles of Villa 31 to resist the Retiro Project; the second, about the conflicts and contradictions between the public plans for the area, some of them promoting its regeneration (with new uses) and some others proposing the sale of land plots to the residents and supporting urban and social improvements. Nevertheless, from the reconstruction of the case, whose history was practically unknown, it became evident that the Retiro Project showed a great diversity of social actors (by far exceeding the dichotomy state - Villa 31) and of multiple interests in conflict for apparently diverse reasons. It became clear that Retiro was an extremely complex case in which global factors and local processes came together in one locality. The great challenge for me was to find a rational among the multiple social forces in conflict; to understand why certain stakeholders supported and why others were opposed to the realization of the project; as well as to explain how all this resulted in the production process of the project itself. The real challenge was to find an approach - instead of being exclusively sociologically oriented by means of studying the stakeholders and their logic, or being exclusively oriented towards planning with the analysis of the decision making process – which would become more pertinent to my background as an architect and an urban researcher. This thesis was oriented to try to understand the interaction between the production of new built-up spaces and social forces, visualizing the extraordinary land value increase which these large projects promote, as a key element in the struggle for their appropriation and distribution. Foreword 7 Throughout the research process I received the support and contribution of many people to whom I would like to express my thankfulness. By its own admission, Amtrak is headed for bankruptcy unless Washington provides another multi-billion-dollar bail-out. Another federal rescue is A unjustified considering that federal and state subsidies to Amtrak since its inception in 1971 are nearing $22.5 billion, an amount out of proportion to Amtrak’s usefulness in most of the nation. The federal government does not run a national airline. It doesn’t operate a national bus company. There’s no justification for a national railroad passenger operation. America needs passenger trains in selected areas, but doesn’t need Amtrak’s antiquated route system, poor service, unreasonable operating deficits, and capital investment program with low rates of return. Amtrak’s failures result in part because it is a public monopoly—the very type of organization least able to innovate. This study reveals an Amtrak credibility crisis in the way it reports ridership figures, glosses over dwindling market share, understates subsidies, issues misleading cost-recovery claims, offers doubtful promises regarding high-speed rail, lacks proper authority for the freight business it recently launched, and misrepresents privatization as its applies to Amtrak. It’s time to liquidate Amtrak, privatize and regionalize parts of it, permit alternative operators to transform some long-distance trains into land-cruise trains, and stop service on hopeless routes.

    2008 Human Rights Reports: Argentina Page 1 of 21 2008 Human Rights Reports: Argentina BUREAU OF DEMOCRACY, HUMAN RIGHTS, AND LABOR 2008 Country Report on Human Rights Practices February 25, 2009 Argentina is a federal constitutional republic with a population of approximately 40.1 million. In October 2007 the country held national presidential and legislative elections, and voters elected President Cristina Fernandez de Kirchner in generally free and fair multiparty elections. Civilian authorities generally maintained effective control of the security forces. While the government generally respected the human rights of its citizens, the following human rights problems were reported: killings and use of excessive force by police or security forces; police and prison guard abuse and alleged torture of suspects and prisoners; overcrowded, substandard, and life-threatening prison and jail conditions; occasional arbitrary arrest and detention; prolonged pretrial detention; continued weak judicial independence; official corruption; domestic violence against women; trafficking in persons for sexual and labor exploitation, primarily within the country; and child labor. During the year, the government convicted several perpetrators of human rights abuses committed during the 1976 83 military dictatorship and continued trials that were suspended in 1989 90 when the government pardoned such perpetrators. Arbitrary or Unlawful Deprivation of Life While the government or its agents did not commit any politically motivated killings, there were reports that police committed killings involving unwarranted or excessive force. Generally, officers accused of wrongdoing were administratively suspended until completion of an investigation. Authorities investigated and in some cases detained, prosecuted, and convicted the officers involved.

DUT – Delft University of Technology The role of Ports under globalisation Since 1960s, the port/city relationship has been influenced by external and internal factors, particularly the changes to world transport systems, the revolution in shipping industry and the design of port infrastructure. La mejora de la calidad de vida en la metrópolis contemporánea, que es también un objetivo principal del Proyecto, está ligada tanto a la calidad de su espacio residencial (mediante la propuesta de nuevos tejidos frente a la masa cuadricular de la ciudad existente) como a la calidad del espacio destinado al esparcimiento y al movimiento y los traslados en los que la gente pasa, cada vez más, una porción importante de su tiempo.

INTRODUCTION The Argentine Constitution is one of the oldest in the Americas. It was adopted in 1853 and amended in 1860, 1866, 1898, and 1958. In 1949, during Per6n's first presidency, another constitution was adopted. But after the revolution that overthrew Per6n in 1955, the old 1853 Constitution was reinstated. Therefore, this 1853 Constitution with the subsequent amendments mentioned earlier is the present Constitution of the Argentine Republic. The adoption of the 1853 Constitution was the product of a long process. Several attempts to adopt a constitution for the country were made beginning in 1810, the date of the uprising against Spain, but they failed or the instruments adopted survived for only a short period.

    An Expanding Mercantile Circuit in the South Atlantic in the Late Colonial Period (1796-1821)1 Denise A. Soares de Moura2 Abstract This text discusses the development of the mercantile links between port cities on the coast of the Center and South of Portuguese America and the provinces of the River Plate estuary in the period from 1796 to 1821. To achieve this, data were gathered about the records kept of ships entering and leaving the port of Montevideo, about the exportation and importation charts produced by the Board of Trade at Rio de Janeiro and the official correspondence written by the Governor of the São Paulo captaincy. Various types of foodstuffs were exchanged in this mercantile circuit. The liberalization of the Atlantic economy in this period strengthened the trade links that had existed between Portuguese America and the provinces of the River Plate region since the seventeenth century. Para chegar a esta conclusão foram levantados dados nos livros de registro de embarcações do porto de Montevidéu, mapas de importação e exportação produzidos pela Mesa de Comércio do Rio de Janeiro e correspondência oficial pelo governador da capitania de São Paulo. Vários tipos de produtos foram trocados neste circuito. A liberalização da economia do atlântico português neste período fortaleceu uma ligação mercantil que já existia desde o século XVII entre a América portuguesa e as províncias do Rio da Prata.
