Dr. Bülent YILDIRIM GENEL DEĞERLENDİRME / 388 SUNUŞ İçinde bulunduğumuz yıldan itibaren yeniden yüzyıl öncesini hatırlayarak, ama bir taraftan da geleceğe doğru nasıl yürüyeceğimizi düşünerek bir ta- kım faaliyetlere devam ediyoruz. Bu çalışma da bunlardan birisidir. Öncelikle şunu ifade etmeliyim ki; yüzyıl önce o zaman bütün insanlara örnek olan büyük, müşterek ve millî bir hareketi başardık. Bu hareketin ortaya çıkmasında elbette ki o günkü komutan, devlet adamı, ilim adamının etkisi vardır. Ama bir de onların ortaya çıkmasını sağlayan bir ruh var. Bu ruh bir manada bulunmaktadır. 1912 yılında kurulan Türk Ocak- ları’nın yaptığı çalışmalarla teşekkül etmiştir. Türk Ocakları’nın ruhlarda , gönüllerde meydana getirdiği bir takım heyecanlar, yaktığı bir takım ateşler sonucunda istiklâl ümidi canlı tutulmuş, gelecekte de müstakil yaşama arzu- su ve düşüncesi yerleştirilmiştir. İşte onun sayesinde Müdafaa-i Milliye cemi- yetleri, Redd-i İlhak cemiyetleri vs. teşekkül etmiş ve millet kıyama gelmiştir. Demek ki öncelikle buradan alacağımız ilk ders bu gibi hareketlerde milleti kıyama getirecek bir mânevî iklimin teşekkül etmesidir. Günümüzde böyle bir mânevî iklime ihtiyaç var mı? Elbette var. İşte Sayın Cumhurbaşkanı da sık sık bekâ meselesinden bahsettiğine göre, o bahsetmese de Kafkaslar’da, Balkanlar’da, Ortadoğu’da meydana gelen hâdiseler, daha doğrusu bizim sını- rımız etrafında yanan ateş, yangın, akan kan, gözyaşı, çekilen ıstırap göz önü- ne alındığında Türkiye’nin yine o günkü gibi sağlam durması ,bağımsızlığını muhafaza etmesi, gücünü muhafaza etmesi zarureti var. Bu zaruret içinde yeniden benzeri bir durumun tekrar uyanmasına ihtiyaç bulunmaktadır. Şimdi bizim bu geçmişi tekrar hatırlatmaktaki birinci düşüncemiz bu duy- gunun yerleşmesine yardımcı olmasıdır, bu olmazsa olmaz. İkincisi bu hare- ket, bu gün arkadaşlarımızın kaleme aldıkları yazılarla önümüzdeki yıllarda yeniden yapılacak başka programlarla, eksikleri de tamamlayarak gösterecek ki, top yekün bir milletin kıyamıdır. Yani sadece birileri karar verdi diye değil, top yekün bir milletin kıyamıdır. Daha doğrusu bu hareketi yapanlara teşki- latlandıranlara cesaret veren şey top yekün bir milletin istiklâlini muhafaza arzusudur. Atatürk’ün “Milleti, milletin azim ve kararı kurtaracaktır.” sözüne cesaret veren, ona zemin teşkil eden bu kıyam iradesidir. O halde demek ki millet top yekün kıyamda olmazsa yeni dönemlerde karşılaşacağımız mesele- lerimizi çözemeyiz. O halde milleti uyanık tutmak, gelecekteki hedeflerimiz neyse o hedeflere arızasız ulaşmak bugün de meselemizdir. 12 1918-1919 MÜTAREKEDEN MİLLİ MÜCADELEYE Peki gelecekteki hedeflerimiz ne? Türk Ocakları’nın 21. yüzyılda kendi- sine koyduğu bir hedef var. O da medeniyetimizin yeniden ihyâsı. İnsanlığın ihtiyaç duyduğu medeniyeti yeniden ortaya koymak ve bunu insanlığın em- rine vermek; insanlara huzur, saadet, adalet getiren bir medeniyet. Bugünkü medeniyet elbette hepimizi çok rahatlatan, günlük hayatımızı kolaylaştıran teknolojisi ve geliştirdiği müesseseler ile üstünlüğünü tartışmadığımız, onun peşine takıldığımız Batı Medeniyeti’dir. Aslında onun bize sağladığı şey sa- dece günlük hayatımızı kolaylaştıran teknolojisi ve kurumlarıdr. Ama onun dışında baktığınız zaman. Medeniyetin sahibi olduklarını iddia edenlerin dışındaki bütün insanlara sadece ıstırap getiriyor. Sadece Suriye’de yapılan kavgaların, petrol kavgası vs. göz önüne alırsak medeniyeti kurduğu iddia- sında bulunan milletlerin temel meselesinin sadece kendi menfaatleri, kendi gelecekleri, kendi güçlerini artırma çabasından başka bir şey olmadığını; diğer insanların saadetiyle hiç ilgilenmediklerini görürüz. Mesela daha yakın za- manda, hatırlayacaksınız, Irak’a müdahale edilirken insan hakları, demokrasi, kadın hakları vs. söylendi. Sonra yüz binlerce kadının ırzına geçildi, insanlar rehin alındı, Suriye’de de bir sürü insan yurdundan vatanından oldu. Demek ki hiç kimse aslında insanların huzurlu bir düzende yaşamasını, adaletli bir düzende yaşamasını istemiyor. O halde bu ihtiyacı yeniden karşılamak bizim boynumuza borçtur. Yüz yıl önce yaptığımız mücadele o zamanki mazlum milletler için nasıl örnek olduysa, Türk milletinin gelecek medeniyetin ihyası konusunda yapa- cağı hareketler de örnek olacaktır. İşte bizim bu çalışmaları hazırlarken ve faaliyetleri yaparken ana hedefimiz geçmişten örnek alarak, geçmişin başarı- sının sebeplerini iyi araştırarak oradan da gelecek için bir takım çıkış yolları, hareket tarzları tayin etmektir. Elbette bu çalışma, arkadaşlarımızın gayretleri ile, siz ilim adamlarının bizim talebimize cevap vermesi ile, Türk Tarih Kurumu’muzun bu meseleye baştan itibaren çok etkili bir şekilde sahip çıkması ile meydana geldi. Ben herkese tekrar teşekkür ediyorum. Ümit ediyorum ki biz yüz yıl önce gönül- lerde yaktığımız ateşi yeniden bu tip çalışmalarla yakmaya devam edeceğiz. Maksadımız bu çalışmalarla insanlarımızı ve münevverlerimizi yeniden dert- lendirmektir: Milletin meselesi ile, insanlığın meselesi ile yeniden dertlen- dirmek. Eğer dertlendirebilirsek ve ondan sonra da bu dertten kurtuluş için gönüllerde ateş yakabilirsek başarıya ulaşmış sayılırız. Bu vesileyle bu çalışmanın hazırlanmasında katkısı bulunan ve emeği ge- çen herkese tekrar teşekkür ediyorum. Prof. Selçuk Akşin Somel Keywords: Ali Kemal; Armistice press; First World War; Liberal opposition; Sabah newspaper The First World War that lasted from 1914 to 1918 occupies an important place in Turkish History. However, in comparison with the Turkish War of Independence, Ottoman experience of the Great War remains a relatively under-researched area. The Committee of Union and Progress (CUP), which ruled the Ottoman Empire during the War, constituted a dictatorship and kept the opposition under strict censorship. During the armistice period, political pressure was lifted and the press became a platform for criticism about the wartime policies of the Unionists and its consequences. Therefore, this study primarily aims to analyze Sabah (from January 1920 onwards published as Peyam-ı Sabah), a leading newspaper of the opposition, with regard to its perspective on the War during the armistice period. The emphasis of the study will be on the editor-in- chief of the paper, Ali Kemal, an iconic figure of the period, who had been very influential especially in Sabah’s analyses regarding the War and the figures who were responsible in this debacle.

    ABSTRACT Title of Document: BALKAN WARS BETWEEN THE LINES: VIOLENCE AND CIVILIANS IN MACEDONIA, 1912-1918 Stefan Sotiris Papaioannou, Ph.D., 2012 Directed By: Professor John R. Lampe, Department of History This dissertation challenges the widely held view that there is something morbidly distinctive about violence in the Balkans. It subjects this notion to scrutiny by examining how inhabitants of the embattled region of Macedonia endured a particularly violent set of events: the Balkan Wars of 1912-1913 and the First World War. Making use of a variety of sources including archives located in the three countries that today share the region of Macedonia, the study reveals that members of this majority-Orthodox Christian civilian population were not inclined to perpetrate wartime violence against one another. Though they often identified with rival national camps, inhabitants of Macedonia were typically willing neither to kill their neighbors nor to die over those differences. They preferred to pursue priorities they considered more important, including economic advancement, education, and security of their properties, all of which were likely to be undermined by internecine violence. National armies from Balkan countries then adjacent to geographic Macedonia (Bulgaria, Greece, and Serbia) and their associated paramilitary forces were instead the perpetrators of violence against civilians. In these violent activities they were joined by armies from Western and Central Europe during the First World War. Contrary to existing military and diplomatic histories that emphasize continuities between the Balkan Wars of 1912-1913 and the First World War, this primarily social history reveals that the nature of abuses committed against civilians changed rapidly during this six-year period.

Gelvin, Chair This dissertation traces the establishment of a binary between work and laziness from 1839 to 1920, the last century of the Ottoman Empire. Over this period, Ottoman society experienced an epochal shift in the discourses and practices of work. This study examines this shift, first, by exploring how concepts of work and productivity were moralized, socially practiced, militarized and politicized in a non-European modernity project, and second, by demonstrating how this emergent discourse, formulated as an issue of ‘national’ importance, became a constitutive element of the general nation-formation process within the last Ottoman century. I examine the configuration and development of the moralistic discourse of an ‘Islamic work ethic’ as an integral part of creating productive citizens. To do this, I consult an underutilized source, morality books, which display the connection between the mobilization for productivity, modern ii conceptualizations of body and time, and nation formation. Emphasizing the role of social practice in emergent discourses, I investigate how the bureaucratic reforms of the state in the last Ottoman century played a pivotal role in the transformation of concepts and practices of work.

    The Dispossession of Ottoman Armenians during the World War I Genocide Dr. Uğur Ümit Üngör Associate Professor Department of History Utrecht University This paper traces the Turkish government’s economic policies towards the Armenian population from the Young Turk coup d’état in 1913 to the fall of the regime in 1918. It will chart how this policy moved from boycott to discrimination, into confiscation and outright plunder, resulting in the mass pauperization of the victims. It identifies main currents and developments of this ruthless policy and how it affected Ottoman Armenian communities. The boycott movement Well before the war, the hawks within the Committee of Union and Progress urged peremptorily for the nationalist ideology to be translated into real economic action. The CUP launched a boycott movement against Western businesses as well as Ottoman Christians. In the period 1911-1914, the scope of the boycott movement gradually expanded and intensified. Initially economic boycotts were initiated against Habsburg businesses, soon to be followed by boycotts of Greek merchants, and in early 1914 ultimately also employed against Armenians. In a painstaking study of the boycott movement in the Ottoman Empire, Doğan Çetinkaya has concluded that the boycotts enjoyed the endorsement among wide circles of supporters, including port workers, immigrants, merchants, urban notables, low-ranking officers, professional classes, and peasants. The boycotts were truly a national project, a mass movement that transcended the antipathies and struggles that may have existed between classes. United in a tightly-organized empire-wide network, local trading networks and traditional guild organizations joined hands in the movement.
