Introduction

Eastern Coalfields Limited (referred as ECL hereinafter), having its headquarters at Sanctoria, Dishergarh, West Bengal, is a subsidiary of Coal India Limited, (A Govt. of India undertaking) which is the third largest coal producing country in the world. Globally, CIL is the largest single coal mining company employing about 327 thousand personnel. It has seven wholly owned subsidiary companies which operate about 471 coal mines - both opencast and underground.

ECL invites global Expression of interest (EOI) from Internationally Reputed, Financially Sound and Resourceful prospective bidders having requisite experience, qualifications and financial capability.

1.0 OBJECTIVE The objective is to select a Bidder / Operator who has the financial strength and appropriate experience in coal mining operations to operate Mass Coal Production Technology with high speed stowing/ backfilling in Local-1, Local-1 Top and Bogra (R – VI) Top seams at Amritnagar Colliery and Amkola Unit of Nimcha Colliery (for production capacity of 0.5 – 1.0 MTY) to the requirements of ECL. It is not intended to short-list a panel of prospective bidders through this EoI . An open global bid will be invited subsequently for competitive bidding. 2.0 ABOUT AMRITNAGAR COLLIERY & AMKOLA UNIT OF NIMCHA COLLIERY Amritnagar colliery & Amkola unit of Nimcha colliery is situated in “Amritnagar- Amkola Geological Block”. Leasehold area of Amritnagar and Amkola Unit is 514.6 ha and 230.0 ha respectively.

Topmost workable Nega seam (R-VIII seam) has been extensively developed and depillared with stowing/caving in Amritnagar Colliery. Presently the old workings / goaf of Nega seam is waterlogged. At present R-VII (Narayankuri) and R-VI (Bogra) seams are being worked at Amritnagar Colliery. Approach to R-VI seam is through an incline and a shaft. Coal from R-VI seam is being transported through series of belt conveyors installed in the Main incline and reverse drift upto strata bunker.

R-VI seam has been developed upto strata bunker and the property lying to the south and west of strata bunker is virgin. In this part R-VI (Bogra) seam

2/6 has splited into Top and Bottom sections. Top split of Bogra seam has attained workable thickness in which mining has been proposed.

The property to the south of Amritnagar colliery is under the leasehold of Amkola unit of Nimcha colliery under the jurisdiction of Satgram Area. Presently Amkola unit of Nimcha colliery is being worked in R-VIII & R-VII seams by B&P with SDLs. In this unit Local-1 and Bogra Top seams are lying virgin. Local-1 seam has splited into Top and Bottom splits. Top split of Local – 1 seam has attained workable thickness in patches in the proposed area. Both these seams (Local-1 including Top split and Bogra Top seams) of Amkola unit can be approached from the Amritnagar Colliery, which is proposed to be extracted by suitable Mass Production technology with high speed stowing/backfilling.

Mine Profile of Amritnagar Colliery and Amkola Unit of Nimcha Colliery is attached as Annexure-I. 3.0 GENERAL REQUIREMENTS: o Producing 0.50-1.0 MTY from Amritnagar Colliery and Amkola Unit of Nimcha Colliery by providing suitable Mass Coal Production technology with high speed stowing/ backfilling and transport the same upto Strata Bunker in Bogra seam (R – VI) on Equipment Hiring basis. o Virgin part of Bogra seam of Amritnagar Colliery (beyond strata bunker) has to be extracted by suitable Mass Coal Production technology with high speed stowing/backfilling. Beside this Local-1 and Bogra seams of Amkola unit to be approached from the Amritnagar Colliery side, have also to be extracted by suitable Mass Coal Production technology with high speed stowing/backfilling. o Equipment hiring model will include the supply, maintenance and operation along with all types of spares, consumables for all types of equipment beyond the strata bunker. o The equipment to be deployed by the bidder should have production capacity of 0.50-1.0 MTY (including development and depillaring) with high speed stowing/ backfilling technology with low dips of around 1- 4 degrees. o Widening and deepening of shaft for ventilation. Details of shaft are given in Annexure-I. o Minimum 3 nos. of rising drift from Bogra Top seam to Local-1/ Local-1 Top seam. o The Bidders need to submit detailed curriculum vitae of personnel who shall work on the project, along with their roles and responsibilities. o The Bidder shall furnish a conceptual report, bringing out clearly the details of equipment and machinery it plans to deploy for mine development and operations, for the entire project life. o The Bidder shall furnish documentary evidence to the effect that the equipment to be supplied by him is capable of performing the job at the desired level, and that similar equipment had performed earlier/is performing at the desired level, elsewhere. o The Bidders shall submit a tentative deployment schedule of mining equipment and production schedule. o The Bidder shall submit proof of ownership/capacity to arrange adequate fleet of machinery to be deployed or/and submit the proof of his registered 3/6 agreement with any other supplier of equipment to provide the same on lease/rental basis to the tenderer for performing the work. 4.0 Eligibility criteria for participation in EoI

Only those parties should respond to this EoI who have -

i. Successfully designed, planned and implemented similar projects preferably under the conditions similar to those prevailing in India. ii. Planned, designed and constructed similar project / mine with high speed stowing / back filling at least 01 number having production capacity of 0.5 MT a year. iii. Having a Net worth of atleast Rupees 150 crores or equivalent USD during last financial year prior to the one in which the EOI has been published in the relevant mining business.

As documentary evidence, the following need to be enclosed i.e. (a) signed photocopy of the work order or similar document in respect of Sl. No. (i) & (ii) above (b) a certificate (indicating Net Worth), duly certified by a Chartered Accountant (with Reg. No.) / equivalent certifying agency for international applicant must be submitted along with the financial balance sheet of last year (if available). iv) An undertaking by the bidder (as per the format given in Annexure-II and Annexure-IV) for willingness to participate in EOI & authenticity of the above documents needs to be submitted along with the application.

5.0 Mode of submission of EoI

i) Expression of Interest (EOI) shall be received by both means i.e. either offline or online mode. Offline submission of EOI can be made by POST or CORRIER. Online submission of EOI can be made through e- Tendering portal of ECL i.e. https://ecltenders.gov.in .

ii) Interested parties may submit their EOIs with full details, in duplicate in sealed covers superscribed with “EOI Notification No.: 1898 , dated 18.11.2015” so as to reach the address given below, on or before 18.01.2016 by 5:00 PM. The envelope containing the EoI papers must clearly bear the name, address, country name and telephone / e-mail id.

iii) ECL reserves the right to accept a response to EoI notification or reject any or all of them or withdraw the Notice at any stage of processing without assigning any reason whatsoever. Such an event would not cause obligation of any kind to ECL.

iv) ECL shall also not be held responsible for non-receipt of submittals sent by post, or private couriers, within the stipulated time.

v) Applicants submitting EOI online may note that in order to comply with the system requirement of e-Tendering portal of ECL, an insignificant amount of Rs. 100.00 has been indicated as Estimated Contract Value (ECV) which has got no bearing with the instant proposed work. As such, the online applicants are requested to ignore the same while submitting offer through e-Tendering portal of ECL.

4/6 vi) Online applicants may also note that the period of work while creating the EOI online has been mentioned as 80 days to comply with requirement of e-Tendering portal of ECL and this has got no bearing with the period of work for the instant proposed work.

vii) International applicants, who want to submit application, may obtain Digital Signature Certificate (DSC) issued from any Indian agency authorized by Controller of Certifying Authority (CCA), Govt. of India and which can be traced up to the chain of trust to the Root Certificate of CCA for registering in e – Tendering portal of ECL towards on – line submission of application or may opt for submission of their application by Post / Courier.

i) The respondents are advised to give all relevant information as desires under clause 4.0 along with supporting documents and Annexure - IV. All formats MUST be signed and dated by authorized signatories along with their official seals and accompanied by a declaration in the format as per Annexure - II. The company reserves right to reject any EoI not accompanied with properly filled up formats.

ii) No document (information brochure, etc.) other than asked for specifically in the EOI should be enclosed with these formats. Please do not give references, in place of information, to your published reports or information available on Internet. The prospective bidders may however send information regarding their company’s profile (information brochure etc) in a separate envelope.

MINE PROFILE OF AMRITNAGAR UG MINE

1.0 GENERAL MINE INFORMATION

Amritnagar UG mine is situated in “Amritnagar-Amkola Geological Block”. This Geological Block consists of two UG mines namely- Amritnagar Colliery and Amkola 7&8 pit unit of Nimcha Colliery. Leasehold area of Amritnagar and Amkola Unit is 514.6 ha and 270.14 ha respectively.

The boundary of the block is delineated as follows:

North : Eastern Railway Main Line South : (north bank) East : Fault F1, Mahabir Colliery West : Fault F11, East Nimcha Colliery

1.1 Mine Location

Amritnagar UG mine is a working mine, located in the eastern part of Coalfield in Burdwan district of West Bengal State. It is under the administrative control of Kunustoria Area of Eastern Coalfields Limited. It is about 2 km to the West of Raniganj town and about 13 km to the south-east of Asansol town. Amkola unit of Nimcha Colliery is under the administrative control of Satgram Area

1.2 Latitude and Longitude:

Latitude – 23035’40” to 23 037’45” N Longitude - 87 004’11” to 87 006’20” E

1.3 Accessibility and Communications

The mine is well connected both by road and rail. It is connected to G.T. Road in the west and Raniganj town in the east by metaled roads. The nearest railway station is Raniganj located about 2 km to the east of the area.

Nearest Airport is Dumdum (Kolkata) / Andal (Burdwan) at a distance of around 220 km / 20 Km. Nearest Sea-port is Kolkata at a distance of around 210 km.

2.0 GEOLOGY

Out of ten standard coal horizons of the Raniganj formation, nine coal horizons (including their splits), viz. Ghusick, Nega, Narayankuri, Bogra, Satgram, Kenda, Dhasul, Bamanbad and Taltore seams (descending order) occur within the area. Besides, a few local coal seams - L1 to L6, with limited extent of occurrence with workable thickness in patches, also have been proved to have developed within the area.

1/11 2.4 Geology of the Mining Block

The block has a thick layer of alluvium/soil, interspersed with number of patches of laterite. The stratigraphic sequence, thickness of different formations and occurrence of different seams have been deciphered mainly from sub-surface data obtained by exploratory drilling. The stratigraphic sequence of the area around Amritnagar is given below:

2.5 Strike and Dip

The strike is generally E-W to NW-SE in the western and central parts, changing almost north south in the southern parts with low dips (1 0-40) towards south and west. A syncline plunging south-westerly is seen in the NE- SW part of the block.

2.6 Coal Seam

10 (ten) standard coal seams viz. R-X, R- IX, R-VIII, R-VII, R-VI, R-VA, R-V, R-IV, R-III, R-II are present in . In a major part of the block, the Nega (R-VIII) seam is nearly exhausted. The underlying Narayankuri (R- VII) seam, is being developed/depillaring in the north-eastern part through Incline, in the south central part through Pit No.2 of Amritnagar colliery and in the south-western part through Amkola 7&8 Pits of Nimcha colliery. Bogra seam, however, at present is being developed in the north-central part of the block through a drift from Narayankuri workings of Amritnagar colliery.

2.7 Faults

Eleven faults have been deciphered with throws varying from 1 to 50m (approx.), having NE-SW, NNE-SSW and NS trends in general. In addition, occurrences of minor faults with 1 to 3m throws have been noticed in the underground workings of Nega and Narainkuri seams. Occurrence of other minor faults at places cannot be ruled out.

For details of the lay and disposition of faults geological plan may be referred to.

2.8 Igneous Intrusives

The area is traversed by a numbers of mica peridotite dykes trending mainly NW-SE, WNW-ESE and NE-SW, most important among them being a dyke with WNW-ESE trend traversing the central part of the block. This dyke is reported to vary in width from 8m in west to about 30m in the east in the Amritnagar colliery. Other mica peridotite dykes are reported to vary from 1- 3m (approx.). All these dykes have been encountered in mine workings and as such occurrence of offshoots of these dykes at places cannot be ruled out.

3.0 DESCRIPTION OF LOCAL-1 AND BOGRA SEAM

Local-1 seam:

The seam occurs at a depth of 115m to185m below surface and underlying the Narainkuri (R-VII) seam with a parting of 45 to 63m (approx.) and overlying Bogra Top (R-VI Top.) seam with a parting of 29 to 43m (approx.). The seam occurs as a combined seam in a limited area in the southern part, it splits into two unworkable sections in the remaining part of the area. Thickness of the full seam varies from 4.66 to 5.18m in three boreholes where it has been encountered. This seam is virgin in the block. It can be exploited through drift either from overlying Narainkuri seam or underlying Bogra seam. However, before drawing any such scheme some more boreholes are required to be drilled to ascertain the exact nature of thinning and splitting of the seam and also bring the total reserves under proved category.

Bogra (R-VI) seam:

Bogra seam occurs at a depth of 175m to 220m below surface and underlying Local-1 seam with a parting of 26m to 43m. The seam occurs as a full seam in the northern and eastern parts and is split into two sections in remaining parts. Thickness of the full seam varies from 0.76m to 4.44m with a general tendency of thinning towards central part of the area. The sudden reduction of thickness in this zone may be due to post depositional erratic erosional behavior of the sediments. In the south-western part, where the seam splits, the thickness of the Top and Bottom sections vary from 1.23m to 2.45m and 0.24m to 1.26m respectively, with a parting of 1m to 6m between them. The Top section is workable whereas bottom section is unworkable due to its thinness. The seam is extensively developed in the area of Amritnagar colliery whereas in Amkola Unit of Nimcha colliery the seam is split and lying virgin.

3.2 Physico-Mechanical Properties

The Physico-Mechanical properties of the seam are not available. The RMR of Bogra seam (R-VI) is 63.3.

3.3 Gassiness of coal seams

Degree of gassiness of the Bogra Seam is degree –II.

3.4 Incubation Period of Coal seams

Only development is being done in Bogra seam. Its incubation period may be determined during depillaring. Generally, incubation period of Bogra seam in Raniganj Coalfield varies from 6 to 9 months.

3.5 Reserves of Coal

The total geological coal reserves estimated in the seam proposed to be worked is shown in the table below:

4.0 PRESENT MINE STATUS

4.1 Mine Entries:

4.2 Present Mining Method

R-VIII seam (Nega seam) has been extensively developed and depillared with stowing/caving. Subsidence has been observed in patches on the surface. Existence of fire cannot be ruled out in the seam. Presently the old workings/ goaf of Nega seam is waterlogged.

At present R-VII (Narainkuri) and R-VI (Bogra) seams are being worked at Amritnagar Colliery with Bord & Pillar method of mining in conjunction with hydraulic sand stowing. Coal is loaded into mine tubs by SDLs, and being transported with the help of series of Endless Haulages up to the Strata Bunker of capacity 150te. Further, coal is transported through 4 nos. of belt conveyors to the surface through reverse incline & main incline. R-VI seam has been developed upto dyke (40m) and presently it is waterlogged.

Southern side of Amritnagar boundary belongs to Amkola unit of Nimcha colliery under the jurisdiction of Satgram area. In this part R-VI (Bogra) seam is split and lying virgin having average thickness of 2.0 m. Presently Amkola unit is working in R-VIII & R-VII seams by B&P with SDLs. Bord & Pillar method of mining in conjunction with hydraulic sand stowing is in practice in the Amkola unit. Parting between R-VII and R-VI seam is about 100m.

4.3 Status of Mining

Overlying R-VIII seam (Nega seam) has been worked within the mine leasehold by different units of Amritnagar Colliery in past. The seam is exhausted and waterlogged.

R-VII and R-VI seam are being worked by Amritnagar colliery. Depillaring with stowing is being done in R-VII seam. In R-VI seam development is being done. During 2014-15, Amritnagar colliery has produced 0.116 MT coal. At present the mine is producing around 300 TPD.

4.4 Coal and material Transport

Coal winning is done by solid blasting. The blasted coal is loaded by SDLs into mine tubs. The coal tubs are transported by three endless haulages upto the strata bunker of 150 te capacity where form coal is discharged onto the belt conveyor. Coal is transported by 4 nos. of belt conveyors to surface through Incline.

The present material transport is being done through Pit No.3. Three nos. of Endless Haulages are used for material transport in underground. 7/11

4.5 Coal Handling Plant

At present production from this mine is being raised through Incline. There is a surface bunker of about 40 te capacity. But the bunker is old and defunct. Coal is being dispatched by trucks to Belbaid railway siding at a distance of about 15-16km. Coal from the mine may also be dispatched through Bansra Railway siding situated at a distance of about 12-13 km.

There is an old and abandoned railway siding and C.H.P at the mine side.
