Globally, CIL is the largest single coal mining company employing about 327 thousand personnel. It has seven wholly owned subsidiary companies which operate about 471 coal mines - both opencast and underground. ECL invites global Expression of interest (EOI) from Internationally Reputed, Financially Sound and Resourceful prospective bidders having requisite experience, qualifications and financial capability. 1.0 OBJECTIVE The objective is to select a Bidder / Operator who has the financial strength and appropriate experience in coal mining operations to operate Mass Coal Production Technology with high speed stowing/ backfilling in Local-1, Local-1 Top and Bogra (R – VI) Top seams at Amritnagar Colliery and Amkola Unit of Nimcha Colliery (for production capacity of 0.5 – 1.0 MTY) to the requirements of ECL. It is not intended to short-list a panel of prospective bidders through this EoI . An open global bid will be invited subsequently for competitive bidding. 2.0 ABOUT AMRITNAGAR COLLIERY & AMKOLA UNIT OF NIMCHA COLLIERY Amritnagar colliery & Amkola unit of Nimcha colliery is situated in “Amritnagar- Amkola Geological Block”. Leasehold area of Amritnagar and Amkola Unit is 514.6 ha and 230.0 ha respectively. Topmost workable Nega seam (R-VIII seam) has been extensively developed and depillared with stowing/caving in Amritnagar Colliery. Presently the old workings / goaf of Nega seam is waterlogged. At present R-VII (Narayankuri) and R-VI (Bogra) seams are being worked at Amritnagar Colliery. Approach to R-VI seam is through an incline and a shaft. Coal from R-VI seam is being transported through series of belt conveyors installed in the Main incline and reverse drift upto strata bunker. R-VI seam has been developed upto strata bunker and the property lying to the south and west of strata bunker is virgin. In this part R-VI (Bogra) seam 2/6 has splited into Top and Bottom sections. Top split of Bogra seam has attained workable thickness in which mining has been proposed. The property to the south of Amritnagar colliery is under the leasehold of Amkola unit of Nimcha colliery under the jurisdiction of Satgram Area. Presently Amkola unit of Nimcha colliery is being worked in R-VIII & R-VII seams by B&P with SDLs. In this unit Local-1 and Bogra Top seams are lying virgin. Local-1 seam has splited into Top and Bottom splits. Top split of Local – 1 seam has attained workable thickness in patches in the proposed area. Both these seams (Local-1 including Top split and Bogra Top seams) of Amkola unit can be approached from the Amritnagar Colliery, which is proposed to be extracted by suitable Mass Production technology with high speed stowing/backfilling. Mine Profile of Amritnagar Colliery and Amkola Unit of Nimcha Colliery is attached as Annexure-I. 3.0 GENERAL REQUIREMENTS: o Producing 0.50-1.0 MTY from Amritnagar Colliery and Amkola Unit of Nimcha Colliery by providing suitable Mass Coal Production technology with high speed stowing/ backfilling and transport the same upto Strata Bunker in Bogra seam (R – VI) on Equipment Hiring basis. o Virgin part of Bogra seam of Amritnagar Colliery (beyond strata bunker) has to be extracted by suitable Mass Coal Production technology with high speed stowing/backfilling. Beside this Local-1 and Bogra seams of Amkola unit to be approached from the Amritnagar Colliery side, have also to be extracted by suitable Mass Coal Production technology with high speed stowing/backfilling. o Equipment hiring model will include the supply, maintenance and operation along with all types of spares, consumables for all types of equipment beyond the strata bunker. o The equipment to be deployed by the bidder should have production capacity of 0.50-1.0 MTY (including development and depillaring) with high speed stowing/ backfilling technology with low dips of around 1- 4 degrees. o Widening and deepening of shaft for ventilation. Details of shaft are given in Annexure-I. o Minimum 3 nos. of rising drift from Bogra Top seam to Local-1/ Local-1 Top seam. o The Bidders need to submit detailed curriculum vitae of personnel who shall work on the project, along with their roles and responsibilities. o The Bidder shall furnish a conceptual report, bringing out clearly the details of equipment and machinery it plans to deploy for mine development and operations, for the entire project life. o The Bidder shall furnish documentary evidence to the effect that the equipment to be supplied by him is capable of performing the job at the desired level, and that similar equipment had performed earlier/is performing at the desired level, elsewhere. o The Bidders shall submit a tentative deployment schedule of mining equipment and production schedule. o The Bidder shall submit proof of ownership/capacity to arrange adequate fleet of machinery to be deployed or/and submit the proof of his registered 3/6 agreement with any other supplier of equipment to provide the same on lease/rental basis to the tenderer for performing the work. 4.0 Eligibility criteria for participation in EoI Only those parties should respond to this EoI who have - i. Successfully designed, planned and implemented similar projects preferably under the conditions similar to those prevailing in India. ii. Planned, designed and constructed similar project / mine with high speed stowing / back filling at least 01 number having production capacity of 0.5 MT a year. iii. Having a Net worth of atleast Rupees 150 crores or equivalent USD during last financial year prior to the one in which the EOI has been published in the relevant mining business. As documentary evidence, the following need to be enclosed i.e. (a) signed photocopy of the work order or similar document in respect of Sl. No. (i) & (ii) above (b) a certificate (indicating Net Worth), duly certified by a Chartered Accountant (with Reg. No.) / equivalent certifying agency for international applicant must be submitted along with the financial balance sheet of last year (if available). iv) An undertaking by the bidder (as per the format given in Annexure-II and Annexure-IV) for willingness to participate in EOI & authenticity of the above documents needs to be submitted along with the application. 5.0 Mode of submission of EoI i) Expression of Interest (EOI) shall be received by both means i.e. either offline or online mode. Offline submission of EOI can be made by POST or CORRIER. Online submission of EOI can be made through e- Tendering portal of ECL i.e. https://ecltenders.gov.in . ii) Interested parties may submit their EOIs with full details, in duplicate in sealed covers superscribed with “EOI Notification No.: 1898 , dated 18.11.2015” so as to reach the address given below, on or before 18.01.2016 by 5:00 PM. The envelope containing the EoI papers must clearly bear the name, address, country name and telephone / e-mail id. iii) ECL reserves the right to accept a response to EoI notification or reject any or all of them or withdraw the Notice at any stage of processing without assigning any reason whatsoever. Such an event would not cause obligation of any kind to ECL. iv) ECL shall also not be held responsible for non-receipt of submittals sent by post, or private couriers, within the stipulated time. v) Applicants submitting EOI online may note that in order to comply with the system requirement of e-Tendering portal of ECL, an insignificant amount of Rs. 100.00 has been indicated as Estimated Contract Value (ECV) which has got no bearing with the instant proposed work. As such, the online applicants are requested to ignore the same while submitting offer through e-Tendering portal of ECL. 4/6 vi) Online applicants may also note that the period of work while creating the EOI online has been mentioned as 80 days to comply with requirement of e-Tendering portal of ECL and this has got no bearing with the period of work for the instant proposed work. vii) International applicants, who want to submit application, may obtain Digital Signature Certificate (DSC) issued from any Indian agency authorized by Controller of Certifying Authority (CCA), Govt.

    Introduction Mental health is an under-recognized area in occupational health in India, although principles of occupational health and safety includes enhancement of mental well-being of workers. Tobacco and alcohol have higher prevalence rates among different occupational groups as compared to general population in India. Both lead to significant occupational harm in terms of absenteeism, injuries, sickness and lost productivity. Population Coal industry in India is one of the largest with a turnover of INR 80,000 crore (US$ 13 billion) and worker strength of approximately 3,60,000. However, regular consumption of tobacco and alcohol among workers in mining higher among occupational groups (almost 40%) increasing to almost 70% among workers with occupational injuries. In absolute terms, at least 1,10,000 workers in Indian coal mines are prone to adverse consequences of harmful substance use. Study Site & Participants Coal mine workers engaged in mining activities (skilled/semi-skilled/unskilled) ≥ 18 years of age of either sex are recruited from the Raniganj – Asansol coal mining areas of Eastern Coalfields Ltd. (ECL). During the initial phase of the study workers from Nimcha coal mine area, Satgram area and Ningha coal mine area are screened. All study procedures are community or primary care based. Objectives ASSIST screening to identify patterns of tobacco, alcohol and cannabis use among coal mine workers. Brief intervention as secondary prevention among “hazardous and harmful” users. SINGH CENTRAL MINING RESEARCH INSTITUTE BARWA ROAD, DHANBAD. 826001 ABSTRACT Underground Mines are the natural non renewable resource base, which sustain the prosperity of region and optimize local resource balance. The conservation and safety of underground mines from minewater inrush point of view, requires concentrated and coordinated efforts toward comprehensive knowledge of mining hydrology. The conceptual mine hydrological modeling is a successful venture and needs to be developed further for minewater flow characterization and minewater prediction rate on regional basis. The introduction of suitable legislation for coal barrier thickness is mandatory for successful underground coal mining operation in river valley. An attempt has been made to determine the critical coal barrier thickness at shallow depth, along partially approachable and largely unapproachable area using geophysical approach under the overall frame of mining hydrologicaly investigation. The study area belongs to the part of Raniganj coalfield, where the coal mining had been introduced in India since 1 ]th century. The study has delineated the critical coal barrier thickness with accuracy +I- 1m in conjunction with horizontal bore hole drilling with regulatory valve system at approachable area, as well as extended to 2unapproachable area. The study leads for provision of optimum minewater column to control over mine fire encroachment at one end, besides to prevent mine water inrush through old water logged portion at under side.

Saidul Will the Minister of COAL be pleased to state: (a) whether attention of the Government has been drawn to the on-going-large-scale illegal mining in Asansol-Raniganj- Jharia coal belt areas; (b) if so, the details thereof and the reasons therefor; (c) whether the Government has taken any preventive steps to stop illegal mining with the help from the State Government; (d) if so, the details thereof; and (e) if not, the reasons therefor ? As per the information received from Coal India Ltd. (CIL), the details of illegal coal mining in Asansol-Raniganj- Jharia coal belt are as under: i) The areas of illegal coal mining activities within the leasehold of Eastern Coalfields Ltd. (ECL), but where the surface rights belong to others, are Sripur area, Sodepur area, Salanpur area, Satgram area, Kenda area, Kunustoria area, Bankola area and Kajora area. ii) In Jharia coal belt, areas of illegal mining activities are Barora, Govindpur, Katras, Sijua, Kusunda, Kustore, Bastacolla, Lodna, E.J. area, W.J. area and C.V. area. The following reasons are attributable to the menace of illegal coal mining: a) Socio-Economic−unemployment, poverty; b) Administrative−innumerable small pockets spread over vast coalfield area; c) Geological − easy access to coal with very low cover; d) Economic − demand from end-users, willing to pay good price; e) Legal action against offenders-time consuming; and f) Landlessness/marginal land holding.
