An appropriate costume is a necessary part of Commencement. The costume includes a cap, a gown, and a hood. Each part of the costume has special significance. The most common head-piece (or cap) for the ceremony is the black square, flat-topped, or "mortar board' type with gold or black tassel. It is called a "mortar board" because it is shaped like the board of the mason which holds mortar. Recently we are seeing large velvet Tam-O- Shanter style of head pieces replacing the mortar board. Some of the velvet tarns are brilliantly colored such as orange or bright blue. The tassel on the doctor's cap is usually gold, and permanently fastened on the left side. The master's cap has a black tassel worn on the left. The bachelor's cap has a black tassel worn on the right prior to graduation then moved to the left during the ceremony. The hood can be the most colorful part of the entire costume. The colors inside the hood are those of the college or university which is awarding the degree. The colors of the outside rim of the hood symbolizes one of the following departments of learning:

The gown is usually black. The traditional doctor's gown has velvet panels down the front and three velvet bars on the regular sleeves. The master's gown has no velvet, but does have unusually long sleeves. The bachelor's gown is similar to the master's gown but has regular long sleeves which tend to be pointed. Some gowns may be in the color of the department granting the degree, such as "Education Blue." Others may be "Yale Blue" or "Harvard Crimson" for the graduates of these universities.

THE MACE

The mace is an ancient symbol of authority which is carried by the marshal ahead of the academic procession. The mace for Prairie View A&M University is four feet long and contains four bronze figures atop a Honduras mahogany base which tapers to fit into its stand. The four figures are symbolic of the four undergraduate academic years. Within the hollow area beneath the figures, and shared equally, is a flame which denotes knowledge and excellence. The base which serves as a grip and is carried by a faculty member, symbolizes the entire faculty; the stand which supports the mace characterizes the administration. The visual impact of the mace as a whole is "torch-like." The eight tassels represent the academic organization of the University.

THE MEDALLION

The President's Medallion, the official symbol of the Office of the President at Prairie View A&M University, was created especially to commemorate the lineage of the Presidency by the late Mr. Frank Hayden, nationally famous sculptor and Professor of Fine Arts at , Baton Rouge, Louisiana. The first medallion was presented to Dr. Percy A. Pierre, fourth president of Prairie View A&M University, on March 21, 1985. The medallion is designed to be worn with academic regalia at all official University programs. Abstract figures, representing the ten academic disciplines in an attitude of celebration, encircle the outer rim. The inner circle symbolizes the pursuit of excellence throughout four years of teaching and learning. The weave of the chain is the facsimile of that used by the ancient Greeks. A replica will be presented to each subsequent President during his inauguration. The medallion will ultimately reflect the history of the presidency, revealing names and dates of inauguration. • Created the Neighborhood Cellular On Patrol program, which has won acclaim from the President of the United States for its effectiveness in reducing crime • Founded the Community Crime Prevention Network, dedicated to fighting neighborhood crime • Conducted over 2,500 meetings, responded to over 10,000 phone calls while on City Council • Allocated over $250 million in District 2 benefits • Actively worked to bring $48.5 million to Eastside to redevelop Springview community • Coordinated the construction of the first new subdivision on the Eastside in generations- Coliseum Oaks • Founder of Ruth's Kids Comer, a mentoring program, for over 700 youngsters

Community Involvement and Service

• Aided Texas flood victims by passing legislation that exempts materials and labor for flood repairs from the state sales tax. • Attends numerous Neighborhood Association meetings to become aware of the existing constituent needs and priorities. • Actively opposes BFl's landfill expansion • Actively supports increased fines and penalties for Basse Truck Line's pollution of the neighborhood and lack of compliance with state laws and regulations. • Responds annually to more than 800 constituent requests for information or assistance • Requested that four specific locations near schools be denied alcohol beverage licenses

Crime Prevention Measures:

• Sponsored legislation providing for stricter penalties for church burnings. The law also prohibited insurance companies from canceling policies due to church burnings. • Hosted District 120 Seminar "Gang 101" discussing with constituents what they need to know about the psychology, operations, and identity of neighborhood gangs • Actively worked to bring community policing to San Antonio (S.A.F.F.E. officers)

Economic Development Support

• Passed "Better Jobs" legislation to upgrade the earning ability of Texans • Hosted the first Legislative Small Business Economic Development Summit in San Antonio. • Hosted the first "Sub-Saharan African Business Round Table" in San Antonio Justice For All

• Supported "hate-crimes"legislation providing for harsher "enhanced" penalties for crimes against children, the elderly, the disabled, and any crime proven to have been motivated by prejudice against a person based on race, color, disability, religion, national origin, ancestry, or sexual preference. • Supported the right of student to gather in prayer before High School football games.

Legislative Initiatives at a Glance

• Education grant programs (Toward Excellence Access & Success grant and the Teach for Texas program) were expanded both in scope and funding • Passed bill that would insure that Adult Nursing Homes are more modern, safer, and more responsive to the needs of their clients. • Worked to pass bill to dedicate $400 million a pediatric cancer center in San Antonio • Passed bill to provide harsher penalties for crimes against Senior Citizens. • Increased pay and benefits for all state employees and teachers. • Passed the Children's Health Insurance Program (CHIP) will provide health care for some 450,000 Texas children.
