ABSTRACT

The Royal Mile is one of the iconic streets of Scotland. Moreover, it is possibly one of the most visited streets in Scotland. However, it is also a street which is changing, but perhaps not in ways that some of those with an interest in it would accept. This raises many issues about what is changing, what the impact of these changes are and whether change should be better managed. One specific issue is based upon the argument that the tourist in increasingly seeking an ‘authentic experience’. This invites the question of how changes in the Royal Mile and increasing desire for the authentic experience are reconciled.

This report forms a preliminary output of a longer term study into the meaning of authenticity in the context of tourism, with exclusive focus upon the Royal Mile. This report provides a visual snapshot of the Royal Mile over a one week window between the 15th and 21st July 2011. It presents over 180 photographs organised into themes to reveal the multi-faceted nature of the Royal Mile. Also presented is a mapping of all non-residential properties, which allows these photographs to be located. The categorisation of these non-residential properties allows the composition of the Royal Mile to be evaluated, which is presented in the form of tables. This material provides a frame-of- reference for the rest of the study.

This initial insight reveals a street with a rich historical heritage, the legacy of which is preserved in its buildings. More importantly, it is a living street. It is not only a site frequented by tourists, but is also a place of work and habitation, as well as is a centre of power. Moreover, it is a street that has continually evolved since its inception. Collectively, this reveals a street of complexity in which whatever might be associated with the authentic rubs shoulders with that which is insincere. This elevates the issue that there can be multiple possible view-points about how the street should be developed.

Foreword

This study is important for a number of reasons, not least because it sets out to understand the experience of the Royal Mile. It is comprehensive in providing information as to the types of shop along the Lawnmarket, High Street and Canongate and patterns of ownership, which will allow all the various parties and stakeholders formulate policies in support of a broad strategy for the improvement of the Royal Mile to the benefit of residents, visitors and business. A greater understanding of authenticity is necessary if we are to fully grasp how attempts to attract visitors to the city impacts on the urban environment, and it's timely that this particular study focuses on the Royal Mile. Introduction

The Royal Mile is one of the iconic streets in Scotland. Moreover, it is possibly one of the most visited streets in Scotland.

At the east end of the street is the Palace of Holyroodhouse, established as a monastery by David I in 1128. At its west end is , which has a much older pedigree. Between these two landmarks are a large variety of buildings, these, a legacy of its heritage as a place to live and work and also as a centre of power. However, it is a street that is changing (the newly built opened in 2004), though change is not new to the Royal Mile.

The street has undergone much development as well as has witnessed many events since its coming into being. These are beyond the scope of this report to give account. However an insight into its past is provided in “A Directory of Edinburgh in 1752” (Gilhooley, 19881), which reveals the cramped and cluttered composition of the street, with its numerous tightly gathered ‘closes’. Gentry and the labourer lived in the same dwellings, though were clearly segregated by the floors on which they lived. Other texts like the “Book of Edinburgh Anecdote” (Watt, 1912)2 provide insight into the lives and trials of its inhabitants, revealing a street very much alive. The legacy of this past is the array of buildings that current line the street. In 1995, the Old and New Towns of Edinburgh, of which the street is a part, was inscribed as a World Heritage Site. Indeed, this historical legacy reveals its role as a place of work, worship, education, power and, not least, habitation.

Over the last few decades, the street has become increasingly valued as a tourism attraction. However, questions have been raised about the nature of more recent developments of the street, for example the changes in the retail profile of the street and motor vehicle usage. Indeed, concerns about the development of the street have led to the setting up of community organisations to speak about and lobby on these concerns (e.g. the Edinburgh Old Town Association, set up in 1975, and the Edinburgh Old Town Development Trust, set up in 2009). Moreover, recognition of the need to protect Edinburgh's heritage is not new, with the Cockburn Association being founded in 1875. Developments, as they happen, should be consistent with that which characterises this city.

These developments become important if it is argued that tourists are increasingly seeking an authentic experience. Indeed, if tourists are visiting the Royal Mile with an expectation of an authentic experience, what is it they are seeking and how is this being provided? This question becomes important if the street is to preserve and, moreover, develop its attractiveness to visitors to Edinburgh. Moreover, the Royal Mile is also a working street, as well as a host to a community of residents, who have an equal interest in the street’s development. This invites the further question of how to balance whatever it is that makes the street attractive and fulfils this tourist expectation for the authentic, with the needs of those working and living in the street.

The Study

This report is the first publication of a series from an ongoing study into the concept of authenticity, which uses the Royal Mile as the case-study. The overall aim of the study is to attempt to understand the multi-faceted nature of authenticity and establish whether and how the concept of authenticity can be used by businesses and policy makers. The study commenced in the Spring of 2011 and is ongoing.

The first phase of this study was to conduct an audit of the street.

This involved a compilation of a database of all street-facing non-residential properties, drawing upon the public document, The Valuation Role, provided by the Scottish Assessors Association, for details such as Proprietor and Tenant names. It is noted that the accuracy of the data contained on the Valuation Roll is dependent upon updated information being provided to the Assessor’s office. Thus, it is possible that there are details which have not been updated, particularly for more recent changes in ownership / occupancy.

The audit also included the generation of a photographic record of the different facets of the street. The audit was conducted within an one week window (15th to the 21st July 2011) and involved ‘touring the object’. This involved the identification of all the non-residential properties, visits to retail outlets to understand product and service offerings and the taking of nearly a thousand photographs, these providing a visual record of the street.

This Report

This report provides a snapshot of the Royal Mile from the July 2011 audit. It is predominantly a visual record of the street captured in a selection of 178 photographs, organised by theme (e.g. stage managed, modernity, pavement culture, street sellers). Recognising that the street plays host to a number of events over the year, a limited number of photographs from outside this time-window are included. There is limited text, this being essentially confined to the labelling of each photograph (Appendix 1). Complementing this are four tables drawn from an analysis of the database of properties, to provide a quantitative insight into the composition of properties on the street. A listing of the street facing properties is provided in Appendix 2.

The material presented provides only a partial insight into a rich complex which embraces the three dimensions of time, space and agency. This work, which is ongoing and involves a more rigorous mixed method approach to explore and explain issues relating to authenticity, will be more fully reported in subsequent publications.
