The activity was task managed by Safwat Abdel-Dayem, drainage advisor (ARD), and coordinated by Peter Mollinga, associate professor, Wageningen University. This country study is one of six parallel studies. The other studies are on Bangladesh, Egypt, Mexico, the Netherlands, and Pakistan. Together they provide the basis for formulating the proposed approach. The task manager and the coordinator provided general direction for the study and contributed comments on preliminary texts. The country study benefited from the critical comments provided during the workshop held in Wageningen, the Netherlands, October 23–25, 2002, and attended by Bank staff, country officials, and representatives of International organizations,

The score of Asian countries water security indicator has been formulated and calculated by the Asian Development Bank (ADB). However water security at the river basin level, including irrigation water security, has not been assessed. Like other Asian countries, irrigation in Indonesia is the largest water user, therefore irrigation water security plays important role in water resources management. This paper formulates and calculates the water security for irrigation in all river basins in Indonesia. The computation method is adopted from ADB, and developed according to the conditions of data availability and characteristics of river basins in Indonesia, under the assumption of homogeneity within river basin. It is concluded that the irrigation water security in the river basin in Indonesia is generally in "medium" condition. The "very bad" condition occurs only in Ciliwung-Cisadane and Progo- Opak-Serang river basins. The "bad" conditions include the Bangka, Belitung, Cidanau-Ciujung-Cidurian, Ciliman- Cibungur, Bali-Penida and Lombok river basins. Measures to improve irrigation water security are developing and improving performance of irrigation networks, improve reliability of water supplies by constructing reservoirs and ponds, and reducing water stress with water savings.

The purpose of this study is to determine the factors affecting the implementation of urban forest in the cities of Medan, Deli Serdang and Palangka Raya. The study used weighing and stakeholder analysis. Weighing is done through ranking of the factors that affect urban forest such as aspects of biophysical, socio-economic, organizational and policy, all based on the perception of the respondents. The results showed that the most influencing factors are scarcity of urban forest land and land disputes. Increasing urban population causes the increasing demand for residential and its supporting facilities, which in turn will reduce urban forest area. On the other hand, forestry policy failed to foster implementation of urban forest because this concept has not been understood by local government as the executor. Another obstacle is the lack of budget and its continuity. Efforts to overcome the scarcity of urban forest land is by optimazing urban forest management through species enrichment and plantings on idle land. Coordination and collaboration among stakeholders are needed in regional planning, budgeting and stipulation of district regulation to reduce the risk of land use conversion.

BELSKY Department of Sociology University of Montana Missoula, Montana, USA Soil conservation efforts in Indonesia since the Dutch colonial era have focused on in- troducing bench terraces—a costly soil conservation method for poor, upland farm- ers. Data from two villages in the Kerinci uplands of Sumatra illustrate that even with state underwriting of bench terrace construction, farmers across all economic strata still resist using this method. Why the state has not pursued alternative soil conserva- tion approaches—especially ones that entail the "conservation farming " approach and that can better build upon the diversity of upland farming systems—is discussed in the context of the state's emphasis on productivist and commodity-led agricultural development and on broader geopolitical institutions and forces that perpetuate this approach. Given these constraints, state underwriting of soil conservation for poor farmers (i.e., providing "landesque capital" in Blaikie and Brookfield's 1987 termi- nology) suggests undue hope through economic remedies and the ability of the state to implement environmental and social reform, especially to benefit the poor. Drainage and Integrated Water Resources Management: Two Basins This section explores the different contexts of integrated water resources management in Indonesia’s outer and the inner islands and the place of drainage in integrated water resources management. The case of Indonesia is of more than passing interest. As discussed above, earlier than other countries Indonesia adopted the principles of integrated water resources management in its main policy documents and started to reform its institutions to accommodate the possibility of river basin management. Two basins are discussed in this section, the Jratunseluna Basin in Central Java and the Musi Basin in South Sumatra in the outer islands. These contrasting basins reflect Indonesia’s great diversity, which requires different approaches in each context. Both areas are economically important—each in its own way. South Sumatra has been a fast-growing, overspill area from the Javanese heartland. The main water challenge in the Musi Basin is to improve agricultural productivity while safeguarding environmental sustainability in the lowlands. The latter challenge is more easily said than done, in face of considerable threats from the uncontrolled development of fish pond farming and the high tempo of forestry clearing, made worse by illegal logging (box 8). Wolters The Palembang Coast during the Fourteenth and Fifteenth Centuries I had always supposed that the metropolitan centers of Srivijaya, though probably dispersed according to their royal, social, commercial, or food-supplying functions, were in the neighborhood o f modern Palem­ bang city. I was among those influenced by the presence there of seventh century inscriptions, and I also assumed that the area where Bukit Seguntang stood had long ago possessed relig iou s prestige among Malays and contributed to the fame of the Palembang area. I did not believe that the capital of Srivijaya had always been in the Palembang area. Palembang enjoyed this status from the seventh century until the second half of the eleventh, when the Malay overlord*s center was moved to the Jambi area where it remained until turbulent events in the second half of the fourteenth century set in train the foundation of the Malay maritime empire of Malacca by a Palembang prince. After the shift in political hegemony from Palembang to Jambi, perhaps only officials in the Chinese court anachronistically continued to use the expression "San-fo-ch*iM ("Srivijaya") to identify the prominent polit­ ica l center on the southeastern coast of Sumatra.
