The Molise "land of hospitality" of foreign nationals but also the land which requires compliance with the rules from anyone in our region, intends to live and work.
Knowing the rules is the first step to respect them and to live in legality, for this purpose, to facilitate the integration and coexistence of foreign nationals, the Department Social Policies intended to publish Help Immigrants, instrument Information and guidance available and user-friendly for non-immigrants, produced in five languages: Italian, English, French, Albanian and Arabic.

INTRODUCTION
“The history of humanity is primarily demographic A story of great migrations” (Eros Moretti, 1999:19)
Immigration is a reality extremely complex and varied that it is becoming increasingly coming as a structural phenomenon and consolidated with which our society is called upon to constantly confront. The Molise, traditionally a land of immigrants, has seen many young molisaner leave their land towards Overseas and European countries in search of work and "fortune" to improve their living conditions. Starting in the eighties there was a change in trend from the country of emigrants alone, Molise becomes progressively land of immigration. The impact of the foreign population in Molise 1% is relatively low compared to 5.2% of the national average. The reduced presence of foreigners in our region, is determined as a result of scarce employment opportunities, low levels of income especially in the inland areas of the region where economic activity is still prevalent agriculture. The phenomenon of immigration, the less significant than in other regions is also overshadowed by the far more obvious and traditional "exodus" of young molisaner that still looking for work outside the region emigrate. At difficulty in the world of work are, however, by the presence of a local population, tend and well prepared to welcome a peaceful and viable exercising a power of attraction towards foreigners. The data of recent years show a growing trend undisputed that leaves presage a further increase in the phenomenon, which poses increasingly stressed the need for actions and interventions valid and effective intended to promote acceptance, integration and peaceful coexistence of immigrants in the region. Immigrants residing in Molise to 01/01/2007 are 4834 of 2092 which males and 2742 females (source: ISTAT).

Analysis of the presence of most foreign present in Molise are in first place those coming from Albania, followed by Morocco, Romania, Ukraine and Poland. Despite the limited prospects occupation, the root cause of immigration in Molise is the work. The agriculture and handicraft are the areas where foreigners are more employment opportunities along with wandering sector, working spaces created by a shortage of manpower autochthonous. Furthermore, it shows a high incidence employment of immigrant women in the field of personal services (care for the elderly, disabled and domestic work), why is pushing many women around the world to move in Molise, a region where, inter alia, the number of elderly is growing strongly. Immigration often is a necessity of our production system and a great opportunity for growth through dialogue and confrontation between different cultures. With the conviction that the coexistence, respect and integration between different cultures, are objective as possible, necessary and desirable, the Molise Region has begun to address the issue of social inclusion of immigrants with efforts not only to the creation of courses Italian language and culture, civic education for immigrants, but also the establishment of eleven branches informative legal advice, work and school at every joint leader of territorial areas, for the benefit of non-resident immigrants in the Molise Region. 1. HOW DO I ENTER IN ITALY?
METHOD 'ENTRANCE
To enter Italy you must have: • a passport or an equivalent document;
• an entry visa (for the states for which it is required);
• adequate livelihoods (when required, as in the case of visa to study);
• documentation of the grounds justifying the trip; there should be also causes ostative: it is not permitted in Italy that the foreigner is considered a threat to public order or safety of the state or a country with which Italy has signed agreements for the checks at deletion internal borders and the free movement of people or that it is condemned, even after application of the penalty at the request, in accordance with Article 444 of the Code of Criminal Procedure (for example where there is a settlement) for offences under Article 380 , paragraphs 1 and 2 of the Code of Criminal Procedure (crimes that the arrest in flagrant) or for crimes related to drugs, sexual liberation, the facilitation of illegal immigration to Italy and clandestine emigration from Italy States or to other crimes directed at recruiting people to be devoted to prostitution or exploitation of prostitution of minors or to be used in illegal activities (Article 4, paragraph 3, D.lgs. 286/98, as amended by Law 189 / 02). Foreigners already living in a Schengen country and holder of a residence permit, is exempt from visa for stays not exceeding 3 months, provided that the entry into Italy not happen for reasons of employment, self- employment or apprenticeships. Foreigners without even one of the requirements may be refoulement, which can be implemented by the competent authorities of the Frontier even in the presence of regular visa or transit

2.WHAT ARE VIEWED ENTRANCE?
The visa is issued by a diplomatic or consular representations of the State of Italian origin or residence of foreigners stable, which is affixed to the passport and allows the foreign national to enter Italy. Within eight working days of his entry the alien must apply for a residence permit of the type indicated by the visa. There are several types of visas: • short-term visas, which allow a stay to a maximum of 90 days (visas type C: tourism, business, religion etc.). Who can issue the visa? 1. Diplomatic missions or consular posts in the state of Italian origin and residence of foreigners; 2. Diplomatic missions or consulates of other states parties to the Schengen Agreement for a stay not exceeding 3 months; 3. The offices of the Italian border police, in cases of absolute necessity, for the maximum duration of 5 days for transit and 10 days for the temporary stay.
What are the documents that must be attached to the application: travel purposes; indication of the means of transport; availability of means of livelihood¬ (sufficient for the duration of travel and residence).
They must also be indicated: the availability of housing; not in a position to be inadmissible (eg conviction for offences).

3. WHAT IS ALLOWED TO STAY? THE REQUEST
THE REQUEST
The residence permit is a document authorizing the foreign national to stay in Italy for a time. The first request a residence permit must be submitted within the 8 working days from the Italian territory. Foreigners submitting the request of a residence permit is subject to relief photographers dactyloscopic at the time of acquiring the required first residence permit or renewal thereof. SHORT STAY FOR VISITS, BUSINESS, AND TOURISM STUDY.
Law No 68, 2007 (entered into force on June 2, 2007) provides that to stay in Italy is not required permission to stay if the individual has a duration not exceeding three months and is for one of the following reasons: visits, business, tourism and study. The bill also clarifies that the term of duration for which it is allowed to stay is that indicated in the entry visa, if required. Replacing the application for a residence permit will introduce a declaration signed by the presence of foreign (non-EU) as a title enough to stay in Italy for short periods. The declaration shall be filed within eight days at the Police in the province where you are. In case of failure to submit a statement of presence and unless the delay is due to force major, is expected to administrative deportation. The same penalty also applies if the alien, despite having presented the declaration of presence, has been detained in the territory of the State over three months (or possibly lower the term stated in the entry visa). INPUTS FOR WORK AND FAMILY REJOIN

However, in Trentino, with a resolution of the province of Trento No 361 of 23/02/07 was launched a Memorandum of Understanding between the Autonomous Province of Trento and the Ministry of the Interior, which makes it possible to use the computer system of ON (Sportello Unico for Immigration) to the procedures relating to Nothing precludes the request of the work and the granting of permission to stay.

Details and timing of the release
When submitting the application the Sportello Unico issuing a copy thereof affixed with a stamp and a date of the withdrawal of days (approximately 20 days later).
The duration of the residence permit is the date of the visa entry, within the limits established by law or in implementation of the agreements and international conventions in force.

More than 1 year, in relation to the frequency of a Study Plan for study or training duly certified (the permit is renewable annually, however in the case of multi-annual courses); d. Equal to 2 years, for self-employment, employment of indefinite duration, and for family reunification. e. Renewal of residence permit
The renewal of the permit stay must be requested by the foreign police of the province where the foreigner resides or habitual residence, at least 90 days before the deadline, if it is allowed to 2 years, 60 days before the deadline for permit one year duration, 30 days for other cases. The residence permit may not be renewed when: ⇒ Is short-term (up to 90 days: business, invitations, tourism); ⇒ The stranger stopped stay in Italy for more than 180 days (6 months). The renewal of a residence permit for employment is conditioned upon existence of a contract of residence and delivery of documentation attesting to the availability of housing that meets the minimum parameters.
Withdraw and denial of a residence permit
The residence permit may be withdraw if the foreign national: > Violates laws provided immigration. The residence permit is refused, if the foreign national: > Does not meet the requirements of the law on immigration. There is no withdrawal of a residence permit to hold a residence permit for employment who lose their jobs, even for resignation. In this case, the expiry of the permit will be renewed for 6 months following the entry to employment listings. In case of impossibility of renewal of residence permit, the Police emits a measure of rejection and if no steps to immediate deportation to aliens are granted up to 15 days to exit / leave the country.

EXPULSION
The legislation According to the art. 19 D. Lgs. 286/98, under no circumstances can prepare the expulsion or refoulement to a country in which the alien may be subject to persecution for reasons of race, sex, language, nationality,
19 Guide IMMIGRATES |MOLISE: LAND OF THE HOST religion, political opinions, conditions Personal or Social, or might risk being postponed to another State where it is not protected from persecution. It is also allowed the expulsion, except for reasons of public order or security of the state, against: a. Foreigners children under eighteen years, except the right to follow the parent o the trustee expelled; b. Foreigners in possession of residence permits, subject to Article 9 (see reads. B, sec. 3); c. Foreigners living with relatives within the fourth degree or with a spouse who is of Italian nationality; d. Women in a state of pregnancy or within six months after the birth of the child which provide. Detailed rules for expulsion of D. Lgs. July 25, 1998 No 286 are as follows: • administrative deportation; • expulsion as a security measure; • expulsion as a sanction replacement of the sentence; • expulsion as an alternative punishment; • expulsion on grounds of terrorism (note); (Note: DL on July 27, 2005, n. 144, converted into law, concerning urgent measures to combat international terrorism, "in addition to the requirements of articles 9, paragraph 5, and 13, paragraph 2, of Legislative Decree No 286, 1998, the prefect may 'have previously informing the Minister of the Interior, the expulsion of foreigners belonging to a category referred to in Article 18 of Law on May 22, 1975, No 152, or in whom there are serious reasonable grounds for believing that his stay in the territory of the State could in any way facilitate organizations or activities' terrorist, even international). The expulsion is prepared in any case with the executive decree reasoned immediately, even if a claim submitted by the person concerned. When the alien is subject to criminal proceedings and is not in custody in prison, will, after the first run of the expulsion, requires clearance to the court (Article 13, paragraph 3, Leg. 286/98, as amended by Law 189/02). (as amended by Law 189/02): "Since the foreigner was detained in the territory of the State when the residence permit expired validity of more than sixty days and they have not been asked to renew, contains an expulsion notice to leave the territory of the State within a period of fifteen days. Against the decree of expulsion can be tabled only recourse to the magistrate of the place where the requested authority that ordered the expulsion. The term is sixty days from the date of expulsion.
