Es wird gezeigt, in welchem Ausmaß das bisher meist als einflusslos dargestellte Ministerium die nationalsozialistische Diktatur stützte. In sechs Kapiteln werden die Struktur und das Personal des Reichsarbeitsministeriums sowie zentrale Tätigkeitsfelder vorgestellt: Von der Rentenversicherung, dem Arbeitsrecht und der Arbeitsverwaltung bis hin zum Zwangsarbeitereinsatz. An all diesen Bereichen wird deutlich, wie sich das Ministerium an der Diskriminierung einzelner Bevölkerungsgruppen beteiligte und die gesamte Arbeits- und Sozialpolitik zunehmend von autoritären Maßnahmen durchdrungen wurde. Die Entwicklung gipfelte in der Beteiligung der Beamten an der Rekrutierung und dem Einsatz von Millionen ausländischen Zwangsarbeitskräften. Dieser Aspekt wird am Beispiel der besetzten Ukraine erstmals de- tailliert dargestellt. Die Ausstellung schließt mit einem Blick auf die Nachkriegsgeschichte und die per- sonellen Kontinuitäten und Brüche nach 1945. In Form von Fallbeispielen zeigt die Ausstellung, wie sich die Maßnahmen und Gesetze des Ministeriums auf einzelne Betroffene auswirkten. Auf 13 freistehenden Stelen werden zudem Biografien von Beamten des Reichsarbeitsministeriums präsentiert. Sie veranschaulichen die Bandbreite an Handlungsmöglich- keiten, die es für Beamte auch während der NS-Zeit gab. Die Ausstellung basiert auf Ergebnissen einer unabhängigen Historikerkommission, die seit 2013 im Auftrag des Bundesministeriums für Arbeit und Soziales die Geschichte des Reichsarbeitsministeriums in der NS-Zeit erforscht. Sie ist zweisprachig (deutsch/englisch) und es liegt ein gleichnamiger, deutsch- englischsprachiger Begleitkatalog vor. - 2 - 2_Inhaltlich-gestalterischer Aufbau Die Ausstellung ist unterteilt in sechs Kapitel mit insgesamt 84 Aluminiumrahmen, die flexibel angeord- net werden können. Sie können entweder alle in einer durchgehenden Abwicklung verschraubt werden oder einzelne „Inseln“ für jedes einzelne Kapitel bilden. Somit kann man die Ausstellung auch auf mehrere kleinere Räume aufteilen. Weiter gibt es 13 freistehende Stelen mit Biografien, die den Kapiteln zugeord- net sind, sowie einen Einleitungstext und elf Zitate, die auf Stoff gedruckt und auf Rahmen aufgespannt sind. Die Ausstellung ist geplant für ca. 220 qm (75 lfd. Fiscal deficits, elevated debt-to-GDP ratios, and high inflation rates suggest hyperinflation could have potentially emerged in many European countries after World War I. We demonstrate that economic policy uncertainty was instrumental in pushing a subset of European countries into hyperinflation shortly after the end of the war. Germany, Austria, Poland, and Hungary (GAPH) suffered from frequent uncertainty shocks – and correspondingly high levels of uncertainty – caused by protracted political negotiations over reparations payments, the apportionment of the Austro-Hungarian debt, and border disputes. In contrast, other European countries exhibited lower levels of measured uncertainty between 1919 and 1925, allowing them more capacity with which to implement credible commitments to their fiscal and monetary policies.

    Chapter 5 BETWEEN GLEICHSCHALTUNG AND REVOLUTION In the summer of 1935, as part of the Germany-wide “Reich Athletic Com- petition,” citizens in the state of Schleswig-Holstein witnessed the following spectacle: On the fi rst Sunday of August propaganda performances and maneuvers took place in a number of cities. Th ey are supposed to reawaken the old mood of the “time of struggle.” In Kiel, SA men drove through the streets in trucks bearing … inscriptions against the Jews … and the Reaction. One [truck] carried a straw puppet hanging on a gallows, accompanied by a placard with the motto: “Th e gallows for Jews and the Reaction, wherever you hide we’ll soon fi nd you.”607 Other trucks bore slogans such as “Whether black or red, death to all enemies,” and “We are fi ghting against Jewry and Rome.”608 Bizarre tableau were enacted in the streets of towns around Germany. “In Schmiedeberg (in Silesia),” reported informants of the Social Democratic exile organization, the Sopade, “something completely out of the ordinary was presented on Sunday, 18 August.” A no- tice appeared in the town paper a week earlier with the announcement: “Reich competition of the SA. On Sunday at 11 a.m. in front of the Rathaus, Sturm 4 R 48 Schmiedeberg passes judgment on a criminal against the state.” On the appointed day, a large crowd gathered to watch the spectacle. Th e Sopade agent gave the setup: “A Nazi newspaper seller has been attacked by a Marxist mob. In the ensuing melee, the Marxists set up a barricade.

When anything that challenged the authority of the state – concepts based on enlightenment, immigration, or socialism – were deemed to be a threat to the status quo and immediately eliminated by way of legal restrictions. Once the façade of the Old World was completely severed following the Great War, nations in Europe and throughout the West started to revive various nineteenth century laws in an attempt to suppress the outbreak of radicalism that preceded the 1919 revolutions. What this dissertation offers is an extended understanding of how nineteenth century government policies toward radicalism fostered an environment of increased national security during Germany’s 1919 Spartacist Uprising and the 1919/1920 Palmer Raids in the United States. Using the French Revolution as a starting point, this study allows the reader the opportunity to put events like the 1848 revolutions, the rise of the First and Second Internationals, political fallouts, nineteenth century imperialism, nativism, Social Darwinism, and movements for self-government into a broader historical context.

    83  Jonathan Zatlin links: Jonathan Zatlin rechts: Guilt by Association Guilt by Association Julius Barmat and German Democracy* Abstract Although largely forgotten today, the so-called “Barmat Affair” resulted in the longest trial in the Weimar Republic’s short history and one of its most heated scandals. The antidemocratic right seized upon the ties that Julius Barmat, a Jewish businessman of Ukrainian provenance, maintained to prominent socialists to discredit Weimar by equat- ing democracy with corruption, corruption with Jews, and Jews with socialists. The left responded to the right’s antidemocratic campaign with reasoned refutations of the idea that democracy inevitably involved graft. Few socialist or liberal politicians, however, responded to the right’s portrayal of Weimar as “Jewish.” The failure of the left to identify antisemitism as a threat to democracy undermined attempts to democratize the German judiciary and ultimately German society itself. And then it started like a guilty thing Upon a fearful summons.1 In a spectacular operation on New Year’s Eve 1924, the Berlin state prosecutor’s office sent some 100 police officers to arrest Julius Barmat and two of his four brothers. With an eye toward capturing headlines, the prosecutors treated Barmat as a dangerous criminal, sending some 20 policemen to arrest him, his wife, and his 13-year old son in his villa in Schwanenwerder, an exclusive neighbourhood on the Wannsee. The police even brought along a patrol boat to underscore their concern that Barmat might try to escape custody via the river Havel. The arrests of Barmat’s leading managers and alleged co-conspirators over the next few days were similarly sensational and faintly ridiculous.

This thesis deals with the problem of determining the reasons behind the purge conducted by various high officials in the Nazi regime on June 30-July 2, 1934. Adolf Hitler, Hermann Goring, SS leader Heinrich Himmler, and others used the purge to eliminate a sizable and influential segment of the SA leadership, under the pretext that this group was planning a coup against the Hitler regime. Also eliminated during the purge were sundry political opponents and personal rivals. Therefore, to explain Hitler's actions, one must determine whether or not there was a planned putsch against him at that time. Although party and official government documents relating to the purge were ordered destroyed by Hermann GcTring, certain materials in this category were used. Especially helpful were the Nuremberg trial records; Documents on British Foreign Policy, 1919-1939; Documents on German Foreign Policy, 1918-1945; and Foreign Relations of the United States, Diplomatic Papers, 1934. Also, first-hand accounts, contem- porary reports and essays, and analytical reports of a /1J-14 secondary nature were used in researching this topic. Many memoirs, written by people in a position to observe these events, were used as well as the reports of the American, British, and French ambassadors in the German capital.

There is a relative gap in the literature to analyze “council democracy” both comparatively, rather than singularly as individual empirical cases or intellectual currents, and as social movements, rather than primarily as theoretical debates or intellectual traditions. This thesis offers a comparative-historical analysis of some of the earliest and most radical instances of “council democratic” movements that developed after the First World War in Germany (1918-1919) and Italy (1919-1920) by looking at the processes that contributed to their emergence and their trajectories, using a strategic-relational approach.

She held the Blue Riband, and was the fourth ship of NDL to carry the name Bremen.
