There has been considerable debate about the desirability of either single or multi member wards in the context of Cheshire West and Chester Council (CW&C). Given the fact that elections will be held every four years as "all up" elections, unlike for example the election by thirds found in Metropolitan Councils, we strongly back the idea of single member wards as this will lead to representation which reflects local desires better. These are the basic reasons why we have opted for single member wards: 1. The Boundary Committee's instructions say that wards should represent the local communities. The role of members on local authorities is as representatives of their local communities. 2. Single member wards establish a close link between the member and the community.

-----Original Message----- From: [email protected] [mailto:[email protected]] Sent: 31 July 2009 11:04 To: Reviews@ Subject: EC website: Online submission Form summary: Name : Barrow Parish Council Postal address : 11 Grosvenor Road Tarvin Chester CH3 8EH Email address : Area your submission refers to : Cheshire West and Chester Organisation you belong to : parish/town council Your feedback : Barrow Parish Council would like to be in a ward that includes Tarvin and Ashton Hayes; there are existing strong links to the neighbouring village of Tarvin by means of the bus service and the doctors practice. In addition, since the village shop in Barrow closed, residents of Barrow use the Post Office service at Tarvin. Barrow would like to be in a ward with these other villages as it is believed that the residents are 'like minded' people who enjoy both the benefits of living in a rural village and also face similar challenges; this would mean that generally all residents are working toward the same goals. Barrow Parish Council would support a multi member ward (2 or 3) as it is felt this gives a greater opportunity for fair representation. Finally Barrow Parish would support the CWaC proposal that it be placed in the Gowy ward. Welcome to the second day of the Chester public hearing on the Boundary Commission’s proposals for revised parliamentary boundaries for the North West region. My name is Neil Ward. I am the Lead Assistant Commissioner appointed by the Boundary Commission for England to chair these hearings across the North West and, with fellow Assistant Commissioners - Nicholas Elliott, who is here, and Graeme Clarke, who unfortunately cannot be here - I am tasked with considering all the evidence, whether oral evidence at these hearings or written evidence, and analysing the effect on the initial proposals and considering whether it is appropriate to make any revised recommendations to the Boundary Commission for new proposals for new boundaries for the parliamentary constituencies. Just a couple of words on process. The purpose of this is to receive oral representations. It is not to generate a debate. It is not a forum for debate. Nor is it a forum for interrogating people who are presenting their material. There is an opportunity for individuals to seek clarification on any points that may be raised during the debate; I only ask that you do so through the Chair so that I can control the forum and make sure everyone can get the opportunity to make their points.

  • Consultation Cheshire West and Chester Great Boughton Ward
Local Government Boundary Commission – Consultation Cheshire West and Chester Great Boughton Ward Thank you for allowing us this chance to comment on what is a very important process. I would like to comment specifically on the proposals as they affect the proposed new Boughton Heath and Vicars Cross wards. Whilst there is an ambition to adhere to current Parish Boundaries, I understand to meet the requirement for equality of representation across the Borough it is necessary to include a small number additional areas of the current Boughton ward to form the new ward of Boughton Heath. I would not propose that these are extended outside the current recommendations. However, my strong recommendation is that this is all combined into one multi-member ward to continue to include the whole of Great Boughton Parish Council rather than separate parts. I understand that single-councillor wards have advantages but I would say, based on my long experience locally and specifically in my current ward, there are key reasons why this would should have ongoing multi-councillor representation. 1) Multi-member representation means maintenance of representation when one councillor is absent, working, performing Executive responsibilities, on holiday, ill or has a personal interest in an item. 2) Multi-member representation allows councillors to share responsibilities, to focus on their own strengths and develop specialist interests and responsibilities on the council, which benefit the Borough as a whole. 3) Multi-member representation enables a wider range of candidates to perform the role of councillor, including those who are working, looking after young children or those who may be discouraged through disability, gender or ethnicity.
