J'ai posté trois commentaires sur le blog Les Crises à la suite d'un article sur les banques. Et je dois avouer à ma grande surprise (feinte) que j'ai plus de succès qu'avec les internautes qui se connectent à mon portail, c'est le comble ! On se détend un peu, est-ce que j'ai l'air crispé franchement ? Et pourtant j'aurai de quoi l'être depuis que la CNAV a cessé de me verser ma retraite depuis le mois de mai. Attendez, hier j'ai reçu un message m'apprenant que ma situation pourrait être régularisée au mieux d'ici 4 à 6 semaines ! Quel recours ai-je pour faire valoir mes droits ? Absolument aucun. J'invite les agents de la CNAV à boycotter la journée d'action bidon du 9 octobre pour ne pas retarder davantage le traitement de mon dossier... Heureusement que j'ai pensé à faire des réserves au cas où, comme l'on dit, j'ai de quoi tenir au moins 2 ans! J'ai peut-être l'air con et la vue basse (ou qui baisse c'est vrai), mais depuis que je consacre un peu plus de temps à mes propres affaires, je ne me laisse plus prendre au dépourvu. Quand on est seul à gérer ses propres affaires, on a intérêt à ne pas se laisser aller. Certains lecteurs ou ex-lecteurs me prennent pour un sale type parce que je ne soutiens pas la vague de migration massive orchestrée par l'Otan, pour un peu je serais un raciste qui s'ignore ou je ne vaudrais pas mieux que l'extrême droite. Bien que je sois en proie à des difficultés financières à cause de la CNAV, je viens de prêter sans intérêt 300.000 roupies au fils de ma compagne Selvi, un Indien, un tamoul, qui plus est aussi foncé de peau que sa mère, quelle horreur ! Un grand dadais de 28 ans bête et faible. Jayanti, une jeune femme de mon village, m'a emprunté 2.000 roupies la semaine dernière pour faire face à une dépense imprévue, alors qu'elle et son époux n'ont pas encore touché leurs paies. Kajelveli, ma voisine, est venue téléphonée chez moi, le lendemain elle m'a emprunté 40 roupies pour acheter de quoi manger, je lui ai également fourni deux kilos de riz, et hier elle est revenue me réclamer deux tomates et deux oignons pour préparer le dîner, alors qu'elle ne m'a jamais remboursé les 340 roupies qu'elle me doit depuis je ne sais plus combien de temps, et ainsi de suite. Vous comprenez pourquoi je me fous éperdument de ce pensent de moi ces lecteurs. J'ai constaté que la musique que j'ai mise en ligne n'avait pas eu plus de succès que le reste, c'est révélateur, c'est logique en somme ! Il en faut plus pour me démonter. Bon, l'actualité n'est pas de nature à être optimiste, certes, aussi faut-il puiser en nous-même la force qui nous permet de passer cette épreuve difficile, encore faut-il que cela ne sonne pas creux évidemment, d'où ces causeries qui nous fournissent la substance pour tenir le coup ou affronter toutes les situations sans y perdre son âme comme aurait dit Marx. Il est vrai qu'au cours de notre vie on va de désillusion en désillusion, mais on doit reconnaître qu'on y est quelque part pour quelque chose, il faut être honnête jusqu'au bout, sinon à quoi bon, surtout quand on devient vieux. Et qu'on ne vienne pas nous dire qu'on n'aurait plus rien à perdre quand on est encore bourré d'illusions. Ma compagnie vous est toujours aussi désagréable, soit, je me passerai de la vôtre ! Vous l'aurez cherché ! Parfois je pense à Molière, à Audiard... Et en plus cela a le don de me mettre de bonne humeur, vous voyez que je ne peux pas être animé de mauvaises intentions, comment le pourrais-je en consacrant ma vie aux autres et à notre cause. C'est désolant de devoir toujours se justifier, mais je conçois très bien que ce soit indispensable ici avec tous les charlatans qui sévissent sur le Net ou dans nos rangs. Avec mon entourage ou les Indiens que je croise régulièrement et qui m'apprécient, je procède de même. Je les provoque pour tester les sentiments qu'ils ont envers moi, alors que pour moi l'essentiel ce sont les principes ou les valeurs que je respecte, que j'applique, au point qu'ils me détestent et renient leurs sentiments pour évaluer leur sincérité ou leur hypocrisie, et je crois avoir discerné que leurs sentiments demeuraient intacts, ce qui me fait dire que je dois être sincère. C'est d'ailleurs à cela que devait servir cet exercice, qui consistait à tester ma sincérité à travers celle des autres. Vous voyez à quel point on a besoin des autres pour progresser. Un bel exemple, non, je ne parle pas de moi évidemment, sans vouloir me livrer à une figure de style. C'est je pense un de nos biens les plus précieux ou une de nos qualités les plus précieuses. Rodriguez-Llanes1, Debarati Guha-Sapir2 , Benjamin-Samuel Schlüter2 and Madelyn Hsiao-Rei Hicks3* Abstract Evidence of use of toxic gas chemical weapons in the Syrian war has been reported by governmental and non-governmental international organizations since the war started in March 2011. To date, the profiles of victims of the largest chemical attacks in Syria remain unknown. In this study, we used descriptive epidemiological analysis to describe demographic characteristics of victims of the largest chemical weapons attacks in the Syrian war. We analysed conflict-related, direct deaths from chemical weapons recorded in non-government-controlled areas by the Violation Documentation Center, occurring from March 18, 2011 to April 10, 2017, with complete information on the victim’s date and place of death, cause and demographic group. ‘Major’ chemical weapons events were defined as events causing ten or more direct deaths. As of April 10, 2017, a total of 1206 direct deaths meeting inclusion criteria were recorded in the dataset from all chemical weapons attacks regardless of size. Five major chemical weapons attacks caused 1084 of these documented deaths. Civilians comprised the majority (n = 1058, 97.6%) of direct deaths from major chemical weapons attacks in Syria and combatants comprised a minority of 2.4% (n = 26). In the first three major chemical weapons attacks, which occurred in 2013, children comprised 13%–14% of direct deaths, ranging in numbers from 2 deaths among 14 to 117 deaths among 923.

    OPCW Technical Secretariat S/1677/2018 10 October 2018 Original: ENGLISH NOTE BY THE TECHNICAL SECRETARIAT SUMMARY UPDATE OF THE ACTIVITIES CARRIED OUT BY THE OPCW FACT-FINDING MISSION IN SYRIA UPDATE 1. This summary provides an update on the activities of the OPCW Fact-Finding Mission in Syria (FFM) since the Eighty-Eighth Session of the Executive Council. 2. The FFM has deployed in order to gather relevant facts. All deployments and movements of the FFM took place with all necessary authorisations, including from the United Nations Department of Safety and Security. 3. The FFM received Note Verbale No. 88 (dated 20 September 2017) from the Syrian Arab Republic, referring to an allegation of use of an unknown toxic gas in Qalib al-Thawr, Al-Salimayah on 9 August 2017. The Syrian Arab Republic also addressed to the FFM Notes Verbales No. 103 (dated 26 October 2017), No. 116 (dated 10 November 2017), and No. 128 (dated 4 December 2017), requesting the OPCW to investigate two incidents that occurred in Khirbat Masasinah, Hama Governorate on 7 July and 4 August 2017. Furthermore, Note Verbale No. 127 (dated 24 November 2017) refers to an incident in Al-Balil, Souran, Hama Governorate on 8 November 2017. 4. After reviewing the information gathered by the FFM and provided by the authorities of the Syrian Arab Republic in regard to the incidents mentioned in paragraph 3 above, the FFM deployed in December 2017. Subsequently, the FFM identified a number of issues requiring clarification. This formed the basis for the FFM’s deployment in September 2018, during which the FFM discussed certain issues with the Syrian Arab Republic and received clarifications through various documents, as well as written explanations from the Syrian authorities.

Concurrently, on Sep. 7, 2018, the Syrian regime-held Mahardah city, in western Hama countryside, was attacked with cluster munitions, which resulted in the kill of 9 civilians and the injury of others. Websites loyal to the Syrian government point the fingers at the opposition groups. The military escalation by the Syrian regular forces was simultaneous with the trilateral summit2 between Russia, Turkey and Iran held in Tehran on Sep. 7, 2018, to update the Syrian file. Bombardments on Hama countryside unleashed a wide wave of displacement and killed several civilians, including Asef Abdulqader al-Khalid and Naser Hashoum in Qalaat al- Madiq, Ahmad Ihsan al-Mowas in Sahl al-Ghab area, Aref Mohammed Hamada from Kafr Zita and Khalid al-Hasan from Karnaz city. Moreover, the Sep. 8 Russian air raids rendered the Surgical Hospital in al-Lataminah, and Hasan al-Aqraa Hospital, in Kafr Zita inoperable. 3 In retaliation, the armed groups launched airstrikes on regime positions in the cities of al- Seqelbiya, Salhab, Mahardah, and Safsafiya in Hama western countryside.

This strategy should have been condemned by military men from around the world. Using this rudimentary weapon against civilians in this repeated fashion fully reflects the unprec- edented degeneration that the army institution of the ruling regime has fallen into just to kill and exterminate the Syrian people.
