    Indigenous Demographics, South East LHIN Calendar Year 2016 Definitions and other methodology notes can be found at the end of this document. Disclaimer: Aboriginal information was obtained from the 2016 Census. In 2016, the long-form questionnaire was re-introduced to Canadians, including residents on Aboriginal Reserves and Settlements.1 While in 2011, when the National Household Survey was administered, there were 36 reserves or settlements that were incompletely enumerated, only 14 reserves were incompletely enumerated in 2016. Fortunately, the Tyendinaga Mohawk Territory in the South East LHIN was not affected in either year. As a measure of data quality, the census provides global non-response rates (GNR) for each geographic area. It combines household and item non-response. The GNR is also used as a main dissemination criterion associated with the quality of the census estimates. For example, the census estimates for any geographic area with a global non-response rate greater than or equal to 50% are not published in the standard products. The estimates for such areas have such a high level of error that they should not be released under most circumstances. In 2011, there were eleven municipalities in the South East LHIN that had global non-response rates greater than 50% and could not be published; however, in 2016, there were no municipalities in the South East LHIN that had rates higher than 50%. Aboriginal Identity In 2016, 4.5% of the South East LHIN population reported an Aboriginal identity (i.e. being First Nations, Metis or Inuit and/or being a Registered or Treaty Indian).

Commitment: This agreement involves the Bancroft, Central Hastings, Prince Edward County, and Quinte West detachments of the Ontario Provincial Police (OPP), Belleville Police Service, 8 Wing Military Police Squadron and the Stirling- Rawdon Police Service. These police services are members of the Quinte Coordinating Committee Against Violence (QCCAV). All police services will investigate incidents of domestic and sexual violence. They will provide support to victims through a coordinated community response with victim service agencies. In accordance with the Provincial Adequacy Standards, the police services will work in partnership with the appropriate community agencies and service providers to establish a domestic violence review committee to manage high risk individuals. The police services will, within the mandate of our services, be inclusive and provide equal treatment for all people accessing our service, while being sensitive to issues related to race, culture, ethnicity, religion, language, gender, age, sexual orientation, socio-economic status and/or abilities of individuals. The police services will respond to all calls for a domestic incident including those received from third party that may or may not identify themselves. Community Profile Location Located in Central Eastern Ontario, about 2.5 hours west of Ottawa and a half-hour south of Algonquin Park, Bancroft is the town centre from which The Rural Overland Utility Transit (TROUT) operates. Covering approximately 3,380 square kilometres, the TROUT provides service to eight municipalities including the: Town of Bancroft, Municipality of Highlands East, Carlow Mayo Township, Township of Faraday, Municipality of Hastings Highlands, Township of Tudor and Cashel, Township of Limerick, and Wollaston Township. Seven of the municipalities are located in Hastings County and what is known as North Hastings. One of the municipalities, Highlands East, is A. Including children and families at the centre of the approach that was used, Hastings’ plan reflects both the assets and current unique needs of this community, and a commitment to working towards the Ministry of Education’s (MEDU) vision that “Children and families are well supported by a system of responsive, high-quality, accessible and increasingly integrated early years programs and services that contribute to healthy child development today and a stronger future tomorrow.” In February 2016, MEDU announced the consolidation of the four existing provincially-funded child and family programs into one model and branded as Ontario Early Years Child and Family Centres. Currently in Hastings County two of the four child and family programs exist – Ontario Early Years Centres (OEYC) and Child Care Resource Centres (CCRC).

    Fill Control Plan for Fill Permit by Professional Engineers Many lot owners endeavour make plans to landscape, change the grade of the lot or strip the lot to improve their lot. Prior to undertaking these fill projects, lot owners and grading/landscape contractors are required to submit a Fill Control Plan and obtain a Fill Permit. Fill is any type of material deposited or placed on lands, including soil, stone, concrete, asphalt, sod, or turf. Fill is defined as topsoil, soil, rock, stone, clean concrete without coating, free of rebar and free from contamination, sod or turf; either singularly or in combination and scientifically demonstrated inert material. All Fill must meet the applicable Site Condition Standards, must not contain putrescible materials, must be free of termites and invasive species, including the eggs and seeds of such species and must pass a slump test as outlined in the General Waste Management provisions contained in Ontario Regulation 347. The Fill Control Plan for a Fill Permit ensures that the natural system on or adjacent to the lot is effectively protected and managed, surface drainage on adjacent lots is not affected by the fill, the surface features such as swales and catch basins are not altered and that all the legal and legislative policy requirement are met. It also requires that applicant for the Fill Permit employ safe working measures and that compliance with applicable municipal and conservation authority standards are met. Another requirement of the Fill Control Plan for the Fill Permit is that the public roads are kept free of debris during the filling or stripping process.
