FOREWORD

It is my honour and privilege to present the 2019 Annual Report of the Ministry of Commerce, Trade and Industry. The report highlights major programmes and milestones achieved during the review period. In implementing these programmes, the Ministry was guided by the 2018-2021 Strategic Plan through the aspiration of the Seventh National Development Plan.

My Ministry delegates some of its functions to its Statutory Bodies to facilitate the execution of its mandate; these include: Zambia Development Agency (ZDA); Zambia Bureau of Standards (ZABS); Competition and Consumer Protection Commission (CCPC); Zambia Metrology Agency (ZMA); Zambia Compulsory Standards Agency (ZCSA); Patents and Companies Registration Agency (PACRA); Citizens Economic Empowerment Commission (CEEC); and Business Regulatory Review Agency (BRRA).

The Ministry scored a number of notable milestones anchored on providing a conducive and enabling business environment for the growth and development of the commercial, trade and industrial sectors. These include; the review of the National Intellectual Property Policy and Micro Small and Medium Enterprises Development Policies, and the review of the Local Content and Accreditation bills among others.

The Ministry also facilitated the ofcial launch of the Nakonde/Tunduma One-Stop Border Post (OSBP) by the two Heads of State: His Excellency, Mr. Edgar Chagwa Lungu, Republic of Zambia and his counterpart Dr. John Magufuli, United Republic of Tanz ania. It is envisaged that the One Stop Border Post will increase the ow of trade between the two countries and alleviate challenges associated with prolonged clearance of goods and persons.

In the area of economic cooperation, the Ministry held a number of Joint Permanent Commissions among them with Namibia on the establishment and operationalization of the Wenela/Katima Mulilo One Stop Border Post (OSBP). Further, bilateral meetings were held with Angola and Democratic Republic of Congo in which the countries committed to conclude outstanding issues. The Ministry also conducted Business Clinics on the sidelines of the 59th Zambia International Trade Fair and Provincial Expositions in Southern, North Western and Copperbelt where over 3000 MSMEs were provided with business development services.

The Ministry is cognizant of the fact that Cooperatives are important engines for economic development as they represent people centered businesses which empower citizens to fulll their vi

human, social and economic needs. In this regard, registered a total of 4,548 cooperatives and provided Cooperative Development capacity building across all sectors of the economy. In addition, inspection activities were carried out countrywide to ensure that good governance and ethics were observed across the Cooperative movement. To ensure sustained value addition and diversication, the Ministry coordinated and monitored the operation of the Multi-Facility Economic Zones (MFEZs) and Industrial Parks to augment investments and value addition which shall subsequently lead to wealth and job creation.

In conclusion, it is my sincere hope that this 2019 Annual Report will provide useful information to our stakeholders relating to the implementation of programmes and activities and their contribution to the attainment of the Seventh National Development Plan anchored on the Vision 2030.

1. INTRODUCTION This annual report presents major programmes and milestones achieved in the year 2019 by the Ministry of Commerce, Trade and Industry (MCTI) in line with its mandate and responsibilities. The report also highlights the challenges encountered, proposes recommendations and concludes with an outlook for the year 2020. 1.1. Mandate and Functions The Ministry is responsible for formulating and administering policies as well as regulating activities in the trade and industrial sectors in order to enhance the sectors contribution to sustainable social economic growth and development for the benet of the people of Zambia. The specic functions of MCTI as contained in the Government Gazette Notice Number 836 of 2016 are as follows: (i) Business Names; (ii) Business Regulation; (iii) Commercial, Trade and Industrial Policy; (iv) Companies; (v) Competition and Consumer Protection; (vi) Cooperatives Development; (vii) Copyright; (viii) Industrialisation Policy; (ix) Industrial Research; (x) Intellectual Property; (xi) Investment Policy; (xii) Micro, Small and Medium Enterprises; (xiii) Development Privatisation Policy (xiv) Standardisation, Standards Quality Assurance; and (xv) Weights and Measures.

The Ministry is also responsible for the following Statutory Bodies and Institutions: - (a) Business Regulatory Review Agency (BRRA); (b) Citizens Economic Empowerment Commission (CEEC); (c) Competition and Consumer Protection Commission (CCPC); (d) Patents and Companies Registration Agency (PACRA); (e) Zambia Bureau of Standards (ZABS); (f) Zambia Compulsory Standard Agency (ZCSA); (g) Zambia Development Agency (ZDA); (h) Zambia Metrology Agency (ZMA) (i) KAIZEN Institute of Zambia (KiZ); and (j) Competition and Consumer Protection Tribunal.

1.2. Vision Statement “A SMART and Value Centred Ministry of Commerce, Trade and Industry”. The vision statement serves as the guiding principle in promoting the growth and competitiveness of 1 businesses and in providing efcient and effective services.

To effectively achieve this mission, the Ministry will anchor its operations on a set of ten (10) all-encompassing core values, which include:

1.4. Policy and Department Structure The Ministry is headed by the Cabinet Minister and the Permanent Secretary, who is the Controlling Officer.

The Ministry has seven (7) Departments, namely; Planning and Information, Industry, Finance, Foreign Trade, Domestic Trade and Commerce, Cooperatives Development, and Human Resources and Administration. Besides the seven (7) Departments, the Ministry is responsible for the Cooperative College. In terms of geographical coverage, the Ministry has its presence in Lusaka and structures at Provincial and District levels under the Department of Cooperatives by some of the Statutory Bodies across the provinces.

2. DEPARTMENTAL FUNCTIONS

2.1 Department of Human Resources and Administration The Department is responsible for the provision of administrative, financial and logistical support services in order to ensure effective operation of the Ministry. The Department is also responsible for managing and developing human resources in order to improve staff welfare and service delivery. 2.2 Department of Planning and Information The Department is responsible for coordinating the formulation of policies, monitoring and evaluation of Ministry policies, coordinating the development of strategic and work plans, development and management of information systems, preparation of budgets and resource mobilization. 2.3 Department of Industry The Department is charged with the responsibility of formulating and administering polices in the industrial sector in order to enhance the sectors contributions to sustainable social economic growth and development. 2.4 Department of Domestic Trade and Commerce The Department is responsible for stimulating growth of the commercial and trade sectors through the formulation of strategies and policy instruments aimed at enhancing the competitiveness in the commercial and trade sectors as well as facilitation of trade. 2.5 Department of Foreign Trade The Department has the mandate of stimulating the growth of Zambia's export trade through the formulation of policies, strategies and facilitation of international trade relations. The Department is responsible for the integration of Zambia's trade sector into the regional and multilateral trading systems through carefully negotiated trade agreements. 2.6 Department of Cooperatives The Department has the mandate of promoting and facilitating the formation and growth of viable business-oriented cooperatives in order to steer socio-economic development, job creation, income generation and wealth creation. 2.7 Department of Finance The Department is responsible for matters relating to the management and control of public funds, including implementing budgets and nancial management systems as well as maintaining systems and procedures in the Ministry. 2.8 Cooperatives College The College is mandated to offer both short and long term-training to both school and non-school leavers in cooperative development and agribusiness studies. Currently the College offers 3-year Diploma in Agribusiness Management and a 2-year certicate in Cooperative Development and Agribusiness Management. 4

3. STATUTORY BODIES AND INSTITUTION FUNCTIONS The following are the functions of the respective Statutory Bodies and institutions charged with the responsibility of implementing the Ministry's mandate.

3.1 Patents and Companies Registration Agency The Agency has the mandate to operate a legal system for registration and regulation of companies as well as the registration and Protection of intellectual property. It also administers the collateral registry under the Moveable Property and Security Interest legislation.

3.2 Citizens Economic Empowerment Commission The Commission has the mandate to promote broad based and equitable economic empowerment of citizens that are or have been marginalized or disadvantaged and whose access to economic resources and development capacity has been constrained due to various factors such as race, sex, educational background, status and disability.

3.3 Zambia Development Agency (ZDA) The Agency is responsible for fostering economic growth and development in Zambia through promoting investment and competiveness locally and internationally in order to attract foreign and local investors in different sectors of the economy.

3.4 Zambia Bureau of Standards (ZABS) The Agency is a specialized in serving the country in the field of standardization, standards formulation, and quality assurance, scientific and industrial metrology. It also is responsible for promoting the production and importation of products that meet quality standards at national and international levels.

3.5 Competition and Consumer Protection Commission (CCPC) The Commission is established with a dual mandate to protect the competition process in the Zambian Economy while protecting and enhancing the welfare of consumers. Its mandate cuts across all economic sectors. The Commission regulates competition in the Zambian economy to avoid restrictive business practices, abuse of dominant position of market power, anti- competitive mergers and acquisitions and cartels as these erode consumer welfare.

3.6 Business Regulatory Review Agency (BRRA) The Agency is a specialized Government body that ensures the quality of regulation is improved. It seeks to ensure that businesses are regulated in a fair, BRRA equitable, and transparent manner and for specific and legitimate reasons.

3.7 Zambia Compulsory Standards Agency The Agency is established to administer, maintain and enforce compulsory standards for the purpose of public safety, health, consumer and environmental protection.

3.8 Zambia Metrology Agency (ZMA) The Agency is responsible to overseeing and regulating scientic, industrial and legal metrology. It promotes the equitable use of measurements in commercial transactions, law enforcement and protects society from the consequences of false measurements.

3.9 Kaizen Institute of Zambia (KIZ) This is a support institution for industry, and has a mandate to spearhead the implementation of creativity and innovation in order to improve productivity and business excellence in various sectors of the economy to enhance Zambia's international condence.

3.10 Competition and Consumer Protection Tribunal The Tribunal was established by the Competition and Consumer Protection Act, No. 24 of 2010 to ensure speedy and inexpensive settlement of competition and consumer matters in Zambia. In terms of procedures the Tribunal is guided by the Tribunal Rules Statutory Instrument No. 37 of 2012.

4. 2019 PROGRAMME IMPLEMENTATION AND ACHIEVEMENTS

4.1 General Overview The Ministry continued to implement the 2018 – 2021 Ministerial Strategic Plan within the ambit of the 2017 – 2021 Seventh National Development Plan (7NDP), with the view of attaining the long-term objectives as outlined in the Vision 2030 of becoming a “prosperous middle-income country by 2030. The prioritized programmes during the period under review are discussed in the section below.

4.2 Management and Administration 4.2.1 Human Resource Management The Staff Establishment Register for the Ministry was Four Hundred and Twenty (420) inclusive of the positions for the Minister and Permanent Secretary. The college also conducted short-term courses which included; Fish production, Microsoft packages, Data Analysis Packages, Vegetable Production and Entrepreneurship.

4.3 Planning and Budget Implementation The 2019 Ministerial Annual Work Plan and Budget were prepared to provide a framework of implementation of programmes within the provided expenditure. 4.3.1 Budget Performance The Ministry operated in accordance with the 2019 Approved budget and the 2019 – 2021 Medium-Term Expenditure Framework (MTEF).

In the reference year, the Ministry was allocated a head total budget of K614.5 million compared to K404.2 million allocated in 2018. Of the head total, K297.2 million was Public (GRZ) funded, while K316.2 million was donor funded. Of the total Public funded budget about K30.8 million was allocated to Personal Emoluments (PEs) whilst K266.3 million was allocated to Non-Personal Emoluments (Non - PEs). Of the total Non-PEs K249.6 or 84.2 percent of total Non-PEs was Government subvention Grant Aided Institutions (GAI), leaving a paltry amount of K16.8 million as Recurrent Departmental Charges (RDC) for other Ministry programmes, representing 15.8 percent of Non-PEs.

From the total approved head total budget, the Ministry was funded K301.9 million, representing 49.1 percent of the total approved budget estimate. Of the released funds a total of K301.1 million 9

or 99.7 percent was spent. [Details of the approved budget, releases and expenditure are outlined in the Annex]

4.3.2 Budget Compliance In line with the Financial Management Act of 2018 and to ensure budget compliance, audit activities were carried out.

The following Audits were carried at the Ministerial Headquarters:

i. The Post Audit of Recurrent Departmental Charges (RDC) for the period January to September 2019. The objective of the post audit was to ascertain the extent of compliance with procurement, stores and nancial regulations and also to ensure that Imprest paid out to ofcers is retired according to the specied requirements;

ii. Four (4) Quarterly Audit of Ministerial arrears to ascertain the total amount of outstanding bills for the Ministry for 2019;

iii. Monthly audit verication of Payroll inputs; and

iv. Held four (4) audit committee meetings to review the adequacy of the Ministry’s internal control environment, to provide assurance that management has in place processes that are designed to ensure that the ministry key controls are appropriate and operating as intended.

Further, the following Audits were conducted at the Ministry’s Statutory Bodies and Donor funded projects:

i. Revenue and expenditure at Zambia Compulsory Standards Agency (ZCSA) to ascertain whether all the Revenue collected was banked in time, procurement procedures were being adhered to during the procurement of goods and services at the Agency;

ii. Revenue and Expenditure at Business Regulatory Review Agency (BRRA) to ascertain whether all the Revenue collected was banked in time, procurement procedures were being adhered to during the procurement of goods and services at the Agency; and

iii. Audit of Zambia Agri-Business and Trade Project (ZATP) for the period of January to December 2019. The objective of the audit was to ascertain the extent of compliance with procurement, stores, Imprest paid out to ofcers was retired according to the specied requirements and also the Impact assessment of various activities in the provinces to which it funds various agro business ventures.

4.4 Policy and Legislation The following are among the policies, strategies, legislation and regulations under development to support reforms that the Ministry embarked on with the view to creating a framework that supports and enables the private sector to ourish. 10

4.4.1 Policy Development i. National Intellectual Property Policy (NIPP) The National Intellectual Property Policy was reviewed in order to align it to international best practices. The policy is aimed at enhancing the appreciation of intellectual property as an economic tool that has the potential to contribute to solving IP related matters. The policy was submitted to Cabinet for consideration and approval. ii. Micro, Small and Medium Enterprise Development Policy (MSME) In view of the impending expiry of the MSME Policy in 2019, the review of the policy continued. The policy is meant to provide guidance and direction on development efforts related to MSMEs to ensure sustainable growth of the sector. As at the end of the review period the Ministry was consulting stakeholders. iii. National Economic Empowerment Policy The development of the National Economic Empowerment Policy commenced and reached consultative stage. The aim of the policy is to facilitate full participation of citizens in all sectors of the economy. Currently there is a draft Policy in place. iv. National Trade Policy (NTP) The National Trade Policy (NTP) and National Export Strategy (NEST) were launched in April. The Policy documents are key in supporting the national diversication agenda. In particular, the NTP seeks to enhance domestic trade and ensure effective participation of private sector players in regional and international trade, whereas the NEST seeks to enhance the export sector’s contribution to Zambia socio-economic develpment. v. National Quality Policy (NQP) Implementation Plan The review of the National Quality Policy Implementation Plan, was nalized. This was aimed at aligning the plan to the latest developments following the re-engineering of the National Quality Infrastructure Institutions. 4.4.2 Strategy Development

i. e-Commerce Strategy The development of e-Commerce strategy commenced and is expected to assist the country in increasing its competitiveness in domestic and international trade and its participation in global e- Commerce innovations. The strategy will also strengthen the legal and regulatory frameworks, enhance coordination among public and private stakeholders in order to promote the development of e-Commerce in Zambia. ii. National Aquaculture Trade Development (NATD) Strategy In conjunction with the Ministry of Fisheries and Livestock, the Ministry developed the National Aquaculture Trade Development Strategy. The Strategy is aimed at contributing to trade and market development of sh and shery products through enhanced aquaculture and capture sheries production and productivity for socio-economic development. The strategy will be 11 launched in 2020.

iii. The African Continental Free Trade Area Agreement (AfCFTA) National Implementation Strategy

The draft National Strategy for Implementation of the African Continental Free Trade Area Agreement was developed. The Strategy is expected to help Zambia implement the provisions of the African Continental Free Trade Area Agreement while enabling the country to fully exploit and internalize the opportunities emerging from the implementation of the Agreement. 4.4.3 Legislation Development

i. Trade Remedies Bill, 2019 The draft Trade Remedies Layman’s Bill was developed. The new legislation seeks to provide for the harmonisation of provisions on trade remedies that are currently provided for in different pieces of legislation i.e. Control of Goods Act and Customs and Excise Act which do not provide for investigation of potential subsidised trade and dumping cases. In addition, the Bill aims to strengthen the institutional framework that will manage the trade remedy regime as well as provide for the growth of and protection of the domestic industry from unfair trading practices.

ii. The Local Content Bill, 2019 The Draft Local Content Bill was developed and subjected to provincial consultations in the 9 Provinces. Consultations in are yet to be conducted. The Bill will support the implementation of the Local Content Strategy, which aims to promote inclusive growth and sustainable development through value addition by increased utilisation of locally available goods and services in growth sectors. It will also promote conformity to local content requirements and provide a legal basis for sector specic local content calculations. iii. The Accreditation Bill, 2019 Following Cabinet approval to introduce the Accreditation Bill, the Draft Bill was developed and submitted to Ministry of Justice. The aim is to set up an Accreditation Ofce that will certify Conformity Assessment Bodies (CABs). iv. The Zambia Development Agency (ZDA) Bill, 2019 and the Investment, Trade and Enterprise Development (ITED) Bill, 2019 The Bills were submitted to the Ministry of Justice for legislative drafting. The Bills will provide for mechanisms to strengthen, promote economic growth and development in the country. In addition the bills will further support expanded investments through joint ventures and partnerships between local and foreign investors. v. The Trademarks Bill, 2019 The Bill is at the Ministry of Justice awaiting internal and Cabinet Legislative Meetings. The intent of the Bill is to provide for the registration and protection of trademarks, service marks, collective 12 trademarks, certication trademarks, and geographical indications.

vi. The Patents and Companies Registration Agency (PACRA) Bill, 2019 The Bill was nalized and approved for presentation in Parliament. The intent of the Bill is to take into account the Agency’s additional mandate of administering more statutes that have since been enacted by Parliament which directly fall under the Ministry for which PACRA has the responsibility to implement.

vii. The Competition and Consumer Protection (Amendment) Bill, 2019 The Bill is at the Ministry of Justice awaiting internal and Cabinet Legislative Meetings. The Bill will provide for the Commission’s functions as a body set up to ensure effective fair trading in the market so that consumers are well protected and their rights and obligations are clearly dened and legally backed. viii. The Zambia Institute of Marketing Bill, 2019 The Bill was submitted to Ministry of Justice for legislative drafting. The Bill is being reviewed in order to align it with international best practice. ix. The Cooperatives Societies Bill, 2019 The Bill was submitted at the Ministry of Justice for legislative drafting. The Bill seeks to address gaps in the current Cooperatives Societies Act No. 20 of 1998 which are inadequate in dealing with issues related to compliance, prudential management and sustainable cooperative development.

x. The Citizens Economic Empowerment (Amendment) Bill, 2019 The Cabinet Memorandum seeking Cabinet approval in principal to amend the Citizen Economic Empowerment Act No. 43 of 2010 was submitted to Cabinet Ofce for consideration. The Bill will provide for the denition of a company where 100 percent of its equity is owned by citizens; provide powers for the President to make regulations for the administration of the Citizen Economic Empowerment Fund; and mechanisms to strengthen enforcement modalities under Economic Empowerment measures. xi. Regulations for the Border Management and Trade Facilitation Act No. 12 of 2018 The Ministry developed draft regulations for the Act and is currently undertaking consultations with the relevant stakeholders and border agencies. Once nalized and approved, the regulations will assist to effectively implement the Act for improved Coordinated Border Management (CBM).Business Reform

The Ministry assessed and monitored Twenty - Two (22) reforms on doing business which were submitted for consideration and rating under the World Bank Ease of Doing Business Report. Out of the submitted Twenty - Two (22) reforms, three (3) were accepted, seven (7) rejected and twelve (12) remained unchanged. In this regard, from the rated 190 economies Zambia improved its position from 87th in 2019 to 85th in 2020. At regional level, Zambia was ranked 3rd in SADC and 4th in COMESA. 13

4.5 Manufacturing Sector Development The manufacturing activities slowed down in 2019 compared to 2018. This slowdown was indicated during the rst three quarters of 2019, the manufacturing sector growth was recorded at 3.0 percent compared to the growth of 4.8 percent recorded in 2018, representing a decline of about 1.8 percent, whilst the sector contribution or share to total GDP was at 7.9 percent in 2018 and marginally decreased to 7.7 percent in 2019 during the same reference period.

To stimulate industrial and economic activities in the manufacturing sector through value addition and enhance job creation, the Ministry continued to facilitate the manufacturing development during the review period. One of the major milestone was the launching of the USD 100 Million Mansa Sugar Plant, creating 1,500 direct jobs, with the daily production capacity of between 100 -150 metric tonnes. The company is owned by Sakiza Spinning Group of Companies and located in Chembe District of .

Other manufacturing related activities undertaken during the review period include:

i. Facilitated three (3) Sector Diagnostic Studies namely, Geothermal Direct Use Application, Bamboo value chain and Copper Downstream value chain.

ii. Conducted a Survey on selected companies involved in the manufacturing of medical products. The survey objective was to establish a database of Pharmaceutical companies operating and also assess their performance.

4.5.1 Multi-Facility Economic Zones Promotion The Ministry continued to promoted investment of value addition activities in the Multi-Facility Economic Zones (MFEZs) and Industrial Parks, recording the following investment levels as at end of December 2019: i. Lusaka South Multi-facility Economic Zone (LS-MFEZ) LS-MFEZ has 41 approved companies including, with six (6) projects operational and eleven (11) on site including also Hundred and Fifteen (115) residential buildings. A total of Five Hundred and Fifty (550) permanent jobs and One Thousand Eight Hundred and Thirty-One 1,831 semi-permanent jobs created, with investment valued at USD 1.7 Billion to date. ii. Chambishi Multi-Facility Economic Zone So far 49 companies, with investment valued at USD 2.3 Billion and 8,670 jobs have been created. iii. Lusaka East Multi-facility Economic Zone 15 companies are under operation with an investment of USD69.6 Million and 539 jobs created so far. iv. Roma Industrial Park 20 companies are under operation with investment valued at USD41.2 Million and 691 jobs created. 14

v. Sub-Sahara Industrial Park Four (4) companies are under operation with investment valued at USD30 Million and 120 jobs created. The status regarding the establishment of new Multi-Facility Economic Zones is as outlined in the Table below:

Jiangxi United Industrial Jiangxi United Industrial Land has been identied and the Development Limited Development Limited Developer has submitted application to ZDA for declaration as an MFEZ. Factory sheds are at 90 percent completion. Californian Beverages Californian Beverages Limited Land has been identied in Industrial Park Lusaka West and the Developer has submitted application to ZDA for declaration as an Industrial Park. Factory sheds are at 90 percent completion.

4.6 Micro, Small and Medium Enterprises (MSME) Development To support the growth of the MSMEs, the following activities were undertaken: i. Conducted three (3) Leather Trainings in Southern, Western and Copperbelt Provinces. A total of 50 SMEs were trained;

ii. Facilitated the development of the Guide for Hides and Skins traceability system in 15 Zambia which was submitted to the Ministry of Fisheries and Livestock;

iii. Conducted training in Leather and Leather products design for twenty (20) MSMES, through the support of the COMESA RISM Project.

4.6.1 MSME Business Clinics Business Clinics were conducted on the sidelines of the 59th Zambia International Trade Fair, 2019 Copperbelt, North-Western and Southern Province Trade and Investment Expos. The Statutory Bodies under the Ministry and others such as ZRA, NAPSA and National Credit Guarantee Scheme participated in the Business Clinics. Over 3000 clients accessed the services offered by different Statutory Bodies that participated in the clinics.

A business clinic is an expert led peer to peer forum that facilitates sharing knowledge, experience and ideas to solve business challenge and business growth. It also offers entrepreneurs mentoring, training, business advice and business counselling processes. 4.6.2 Business Linkages This is a business initiative to link the SMEs to off takers (large companies) as suppliers and distributors among others. Linking cooperatives to off-takers was one of the major tasks the Ministry undertook. The Ministry recorded 274 cooperatives linked to major off-takers. The following were some examples obtained from : i. Milk producers linked to milk collection centres; ii. Moringa farmers linked to Sakaximbi Eco Village Foundation in Chingola; iii. Gold Leaf Multi-Purpose Cooperative Society (MPCS) linked to Stewards Global Limited (Afriseed) to grow beans and cow peas; iv. Shimulala Multi-Purpose Cooperative Society (MPCS) supplies Nono’s Ice Cream with honey; v. Twasanta Youth Cooperative linked to supply vegetables to Kajem Mining; vi. Milambo Women involved in tailoring and supply uniforms to schools; and vii. Cooperatives were linked to Cross border trader Association, Local markets i.e Lubengele and Kasumbalesa Border markets.

4.7 Zambia Annual Quality Awards The Ministry facilitated the 4th Zambia Annual Quality Award in collaboration with Zambia Association of Manufacturers (ZAM) and sponsored by Zambia Agribusiness and Trade Project (ZATP). Quality awards is aimed at industrial excellence in the quality of goods produced on the market. The quality awards at national level are designed to mirror the SADC annual quality awards so that the rst Prize categories winners feed into the SADC regional quality awards. Companies were awarded in different categories as follows:

4.8 Cooperatives Development and Promotion Cooperatives are important engines for development as they represent people centered businesses which empower citizens to fulll their human, social and economic rights and needs. Cooperative enterprises also enable sustainable, locally anchored and inclusive development process and reinforce partnerships between diverse cooperative actors. To drive this national agenda, the Ministry continued to accelerate co-operative development process through cooperative promotion, registration and capacity building. i. Cooperative Promotion A total of 1,050 promotional activities which included sensitization meetings and radio programmes using community stations were undertaken resulting in an increase in the number of cooperatives registered. The Ministry commemorated the International Cooperative Day under the theme ‘Coops for Decent Work’ in Lusaka and other provinces. An entourage of 15 cooperators, from Lesotho participated. The objective of the visit was to learn international best practices. During their visit, the following cooperatives were visited; Livestock Services, Mapepe Dairy and Kafue Multi- purpose, Nkwazi, Zambia Police Thrift and Care Savings and Credit Cooperatives, Zambia Cooperative Federation (ZCF) Trade Centre and Cooperative College. ii. Cooperative Registration A total of 4,548 cooperatives were registered during the review period well above the annual Target of 2,000 and compared to 1,901 registered in 2018. Of the total registered cooperatives, 4,263 were agriculture related. The rest of the registered cooperatives were in the following sectors; 242 in Savings and Credit (Financial), 21 in mining, 5 in artisans (artisan cooperatives embraces a wide range of craft works such as general construction, fabrication, carpentry and electricians), three (3) i n marketing, one (1) in housing, and 13 in other sectors.

The registration pattern shows that the agriculture related cooperatives was still dominant at 94 percent of the total registered cooperative. Mainly this is because the rural economy depends largely on agriculture. In terms of geographical location, Eastern Province registered the highest number of 1,531 cooperatives, representing about 37 of the total registered cooperatives, with Luapula Province recording the lowest number of 32 cooperatives or 0.7 percent of the total registered cooperatives.

In order to enhance cooperative registration and database consolidation, the Ministry launched and operationalised the automated registration system in seven (7) provincial towns namely: Chipata, Solwezi, Kitwe, Livingstone, Mansa, Kasama and Kabwe. The automated registration system will drastically reduce the cost of doing business in the context of people wishing to registered cooperatives as they would no longer be required to travel to Lusaka as the case was in the past.

iii. Cooperative Capacity Building A total of that 802 cooperatives received capacity building against an annual target of 1,000, representing 82 percent achievement rate. The trainings focused on value chain development and market linkages. iv. Cooperatives Inspection and Audit In order to ensure compliance and effective implementation of business plans, a total of 3,525 cooperatives were inspected in the 116 . Membership verication and training needs assessment were carried out in on the Gold Mining Cooperative. Arbitration was also conducted in Chisamba, Luangwa, Lusaka and Chongwe. Out of the four (4) arbitrations two (2) (Briken/Lua and ACSZ) were resolved and the operations came to normal, while at Kamaila cooperative members failed to reach a consensus on the issue of selling land. The remaining Arbitration was not concluded. Audits on cooperative books of accounts is a huge requirement by law. A total of 1,074 audits were done country-wide. The number is very low, considering that in excess of 10, 000 are 18 registered countrywide. The low number is attributed to the high cost of auditing books of accounts; which most non-enterprising cooperatives could not afford.

v. Strengthen Climate Resilience in the Kafue Basin (SCRiKA) This project was aimed at providing climate mitigation support to cooperatives in three (3) provinces, namely: Southern, Central and Lusaka Provinces. A total of 11 cooperatives were funded and most of them received a maximum of K250 000. The table below shows the support rendered to Cooperatives during the period under review.

vi. Cooperatives College Production Unit The College farm is part of the Cooperative College production unit, with the production of crops and livestock being its primary concentration. The College also serves as a tool to inculcate practical agricultural skills and production protocol to trainees. The Livestock production include; Dairy, Poultry and Piggery whilst Crop production includes; Agroforestry, Vegetable, Horticulture and Field crops. The production output is largely consumption by the college students.

vii. Presidential Milling Initiative (Solar Powered Mills) The Solar Powered Milling Plants Project is part of the Presidential Milling Initiative aimed at reducing the cost of mealie meal and promoting employment creation for the people of Zambia. The project is implemented by the Zambia Cooperative Federation (ZCF) through primary cooperatives societies on lease arrangement across Zambia. As at end of December, the Project completed installation of 1,557 solar milling plants. Out of that, 1,547 have been handed over to cooperatives. 21 extra slabs that were still under constru- ction during the review period.

4.9 Additionally, Provincial Service and Training Centres have been constructed in eight provinces namely: Lusaka Province (Chongwe), Eastern Province (Chipata), Southern Province (Choma), Copperbelt Province (Kalulushi), Northern Province (Kasama), Central Province (Serenje), North-Western Province (Mufumbwe) and Western Province (Mongu).

4.10 Domestic Trade Promotion

4.10.1 Formalization of Informal Sector Trade As part of the continued efforts to implement the Simplied Registration System (SRS) aimed at formalising informal sector trade, a Road Map towards the implementation and roll out of the SRS was formulated. A communications strategy which sets all the communication activities for the roll out of the system was also developed and stakeholders to nance the strategy were identied and support pledges were made.

Relevant institutions were engaged to provide data for incorporation in the SRS. With support from the Enhanced Integrated Framework (EIF) project, ten market were identied in Lusaka to undergo training in collection of data from the informal sector using the SRS.

4.10.2 Promotion of Domestic Procurement and Supply Through the Zambia Association of Manufacturers (ZAM), Twenty-One (21) companies registered to use the ofcial Proudly Zambian Campaign (PZC) Logo and the presentation of the certicates was done during the Annual Buy Zambian Expo held in November.

4.11 Investment and Trade Promotion The Investment and Trade Promotion is aimed at promoting Zambia’s investment opportunities in the different sectors as well as attract Foreign Direct Investment (FDI). These promotions can either be done locally or internationally. During the period under review, the Ministry facilitated a number of Investment and Trade Promotion Activities as discussed below. 4.11.1 Bilateral Investment Treaties –State to State Strengthened the economic relationships, the Ministry facilitated the nalisation of the Investment Promotion and Protection Agreement with the United Arab Emirates and continued negotiations with Japan and Canada. So far, Zambia had two round table negotiations with Japan.

4.11.2 Investment and Trade Missions The following investment and trade missions were recorded: i. Trade mission of South African Companies who expressed interest to invest in various sectors in Zambia; ii. Gemstone industry companies from Ghana undertook trade mission to Zambia and are considering signing a Memorandum of Understanding (MOU) with Association of Zambian Women in Mining (AZWIM). 4.11.3 Provincial Expositions Provincial Expositions are meant to showcase each Province's unique resources, investment and business opportunities, increase trade and to also unlock private sector nance and investment in various parts of the country. The Ministry participated in the following Expositions:

i. Copperbelt Exposition The Exposition was held from 24 th to 28 thJuly, 2019 in Ndola themed “Broadening the Copperbelt Economy through Diversied Investment”. The Expo hosted a total of 128 exhibitors in the various sectors and four (4) international exhibitors. The Ministry continued working with the provincial administration in actualizing the investment pledges during the Expo. ii. North Western Provincial Expositions The Expo took place from 18th to 24th August, 2019 in under the theme: “Unveiling the Hidden Treasures”. The expo attracted a total number of 178 exhibitors of which 95 were local business entities and 83 were foreign.

Additionally, the expo also gave an opportunity to innovators to showcase their projects and innovations and initiate connections and dialogue with would-be investors. The following institutions signed letters of intent to invest in the province:

i. Industrial Development Centre (IDC) expressed interest to invest USD100 Million in a fruit company called Kaleni Hills Fruit Processing Company. The project is expected to create 2000 direct jobs and 7000 indirect jobs;

ii. ZAFFICO and the Matero Royal Establishment expressed intent to establish palm plantations in Mushindamo and Kalumbila Districts and

iii. NAPSA expressed intent to build 400 housing units in Solwezi before the end of the year, 2019.

iii. Southern Province Investment Expositions The Expositions was held from 14th to 21 st September, 2019 in Livingstone themed: 'Accelerating Development through Value Addition and Diversication'. A total of 126 exhibitors participated comprising 122 local exhibitors and 4 foreign drawn from South Africa, England, Canada and Ghana. Letters of intent to invest in the province were signed by the following local and foreign investors: · KEMAC a South African Company expressed interest to invest USD 1 Billion in Solar Energy, Infrastructure (Construction of shopping mall and Five-star Hotels, housing and Roads); · African Safari Experience a British Company expressed interest in Hospitality industry with a USD 1 Million; · Herocean Investment intend to invest K500,000 in Manufacturing and distribution of building materials; · Coviex Uranium from Canada expressed interest to investment USD 121 Million in Uranium mining; · NIPA intends to invest USD 200,000 to construct a Convention Center; · Sable Ltd expressed interest to establish a Coconut production and processing plant costing USD 30 million; 22 · Benash Transport from South Africa to invest USD 500,000 in Transportation sector; and · Maamba Collieries to Re-Invest USD 11 Million.

Other activities at the Southern Province Expo included sensitization meeting on the Africa Growth and Opportunity Act (AGOA) and the opening of the Zambia Development Agency One Stop Shop (OSS) in the Province.

4.11.4 International Expositions The Ministry received and forwarded at least 40 invitations of international Fairs, shows and Expos to various institutions for private sector participation. The Ministry also coordinated participation in the following Expositions: i. MACFRUT Investment Exposition Zambia participated in the 2019 edition of Fruit and Vegetables Professional Show (MACFRUT EXPO) which took place from 8th to 10th May at the Rimini Expo Centre in Bologna, Italy. The Expo was considered as one of the most important Italian Agricultural Trade Fairs in the horticulture sector and attracted over 3000 participants from more than 50 Countries around the world. The exposition rendered participant’s exposure to innovations in the fruits and vegetable industry and an opportunity to interact and form business networks. Seven (7) companies in the fruits and vegetable industry participated in the expo and created joint ventures as well as clinched business deals worth USD 20 million. The products exhibited included among others avocados, cashew nuts, ground nuts, pineapples, sweet potatoes, dry vegetables, Moringa, dry mangoes, cashew butter, essential oils, investment opportunities and tourism in Zambia.

ii. China International Import Expositions (CIIE) During the 2019 China International Import Expo (CIIE) Zambia held a Bilateral meeting with General Administration of Customs in China to sign the Trade Bilateral protocol on Export of Pork, Beef and Poultry, Goat Meat and dairy products. The Bilateral Trade Protocol on Honey was signed in January and it is currently in effect. Twelve (12) companies participated at the CIIE and exhibited different products such as, Honey, Cashew nuts, Moringa, Gem Stones, Soya beans, crafts among many others. Among the outcomes of participating in the CIIE was strengthened bilateral relationship with China, who expressed interest in a wider range of products. One the Chinese companies showed interest to establish a dry Port in Lusaka. The Ministry also facilitated nancial support from International Trade Centre (ITC) and Zambia Agribusiness Trade Project for Technical Assistance on behalf of Daisy Meats Products L imited to ensure the company was export ready.

iii. China- Africa Economic Trade and Expo (CAETE) and FOCAC Coordinator’s Meeting. Zambia participated in the Forum on China-Africa Cooperation (FOCAC) coordinators meeting in Beijing and the rst ever China-Africa Economic and Trade Expo (CAETA) in Changsha, 23

Hunan Province, China. The Expo by design provided the private sector, non-state actors and policymakers with a valuable platform for engagement, collaboration, interaction and networking. The CAETA provided an opportunity for Zambian entrepreneurs to tap into the wider China market and also establish business networks, share market intelligence information, exchange ideas and sell their products. A Letter of Intent for an investment worth USD 143.8 million was signed with Chenguang Biotech Group signed. Chenguang Biotech Zambia Agri-Development Limited also expressed intent of engaging in farming activities to produce paprika, marigold and stevia as well as set-up processing factories for farming equipment and material such as drip-pipe plant irrigation systems, agro- chemicals and woven bags. At least 500 direct jobs and over 1,000 indirect jobs was pledged.

iv. Expo 2020 Dubai Preparations The Ministry facilitated preparations for Zambia’s participation in the Expo 2020 Dubai scheduled to take place from 20 October, 2020 to 10 April, 2021 under the theme “Connecting minds, creating the future”. The theme is in three (3) thematic districts namely Opportunity, Sustainability and Mobility of which Zambia falls in the “Opportunity thematic district”. Zambia plans to exhibit under the Theme Statement "Come to Zambia, a land of Peace and Opportunities" and the National Day Celebration is scheduled to fall on 29th of November, 2020.

Other notable milestones recorded include the approval of the 256 square metres two storey national pavilion being constructed for Zambia by the Government of Dubai at no cost. The Ministry also mobilized Fifteen (15) companies to participate in the Dubai Expo. Additionally, Under the Global Best Programme and Expo Live Innovation Programmes, “Dytech” and “Live Well” were chosen to participate and showcase their products at the Expo among the 25 Global Innovators. 4.11.5 Trade Fairs and Exhibitions

i. Zambia International Trade Fair (ZITF) The Ministry hosted and participated in the Zambia International Trade Fair (ZITF) which took place from 26 June to 2 July in Ndola, under the theme “Inclusive Growth through Entrepreneurship”. The Fair hosted a total of 262 exhibitors of which 112 were commercial exhibitors in the Industrial and Mining sectors and 150 in the Agricultural and Livestock Industry. The commercial exhibitors comprised 43 foreign entities from seven (7) countries namely Australia, China, Spain, Germany, South Africa, USA and Zimbabwe. More than 2,598 visitors attended the exposition.

During the Fair, Alicia Designs, an SME in the leather and craft industry scooped the Best Chairman’s award which was presented by H.E. Mr. Felix Tshisekedi , President of the Democratic Republic of Congo.

ii. Agriculture and Commercial Show (ACSZ) The Ministry participated at the 93rd Agricultural and Commercial Show of Zambia that took place 24 from 31st July to 5th August in Lusaka under the theme "Embracing Industrial Development".

SME beneciaries of the Ministerial Projects and Statutory Bodies support showcased various commodities ranging from Agribusiness, leather and textiles, services and Agro processing.

The ACSZ recorded over 1000 local exhibitors and over 250 foreign Exhibitors drawn from 20 countries in Africa, Asia, Europe and South America.

The Ministry also participated in the Copperbelt, Agricultural, Mining, Industrial, Networking and Enterprise Exhibitions (CAMINEX) from 4th to 6th June in Kitwe under the theme “Innovative Partnership for Empowerment and Growth”.

4.12 Trade Facilitation and Expansion

4.12.1 One Stop Border Posts i. Launch of the Nakonde/Tunduma One-Stop Border Post (OSBP) The Nakonde/Tunduma Border post was ofcially launched on 5th October, 2019 as a One-Stop Border Post (OSBP) by the two heads of state for the Republic of Zambia and the United Republic of Tanzania. However, to effectively operationalize the OSBP, there is still need to improve the bor d e r infrastructure on the Zambian side and construct access lanes to align the border facility to t h e Tanzanian side. ii. Kazungula Border Post The Ministry participated in the monitoring and assessment exercise regarding the operational readiness of the OSBP components at Kazungula, which recommended that border agencies should submit requisites for their effective operations at the OSBP once operationalized. The Ministry also participated in the skills Development and Change Management Training from 20th to 24th May, aimed at building capacity in key stakeholders and relevant border agencies on the OSBP model at Kazungula.

iii. Kipushi Border Post A technical committee comprising of ofcers from key Ministries and relevant border agencies was constituted to review the proposed concession agreement for the mordernisation of the Kipushi border post. The Ministry also engaged the Road Development Agency (RDA) to facilitate the construction of the Solwezi-Kipushi road. iv. Chanida/ Cassacatiza Border Post A bilateral meeting with Mozambique was held during the third Nacala Development Corridor Tripartite Meeting held from 25th to 27th September in Lilongwe, Malawi. The two countries discussed the way forward on the establishment of a One Stop Border Post at Chanida/Cassacatiza Border Post where it was agreed that a needs assessment be undertaken in 2020. v. Chirundu OSBP In order to facilitate for improved border operations at Chirundu OSBP, the Ministry participated 25 and undertook the following activities:

Through support from the International Organisation for Migration (IOM) a bilateral meetings with Zimbabwe and Malawi were convened to review and validate the Chirundu and Mwami- Muchinji OSBPs operational Manuals. The operational manuals are aimed at providing guidance on the conduct of border agencies. vi. Wenela/Katima Mulilo Border Post A sensitisation exercise was undertaken at Katima Mulilo border post aimed at sensitizing border agencies on the importance of establishing a One Stop Border Post (OSBP). The bilateral meeting was also held to develop the requisite documents for the establishment of the OSBP at Wenela/Katima Mulilo. The documents include; the Terms of Reference (ToRs), Draft Concept Note, Operational Manual and Road Map to establish the OSBP. Zambia has since validated its documentation and awaits feedback from the counterpart state on the matter. 4.12.2 The Simplified Trade Regime

In the bid to successfully implement the Simplified Trade Regime (STR) at Zambia’s border posts and facilitate for small cross border trade, the Ministry with support from the Common Market for Eastern and Southern Africa (COMESA) coordinated the revision of the STR list of products which is under implementation between Zambia-Malawi and Zambia-Zimbabwe. The Ministry also assessed the implementation of the STR at Chirundu OSBP and Victoria Falls border posts. The STR in Chirundu was operational and the Trade information desk (TID) is active to assist Cross Border Traders (CBT) with trade related information. At Victoria Falls border post there was no TID to effectively implement the STR, hence the ofce space is being sought to accommodate the TID. 4.12.3 Non-Tariff Barriers

i. Trade Obstacles Alert Mechanisms With support from Regional Integrated Capacity Building (RICB) Project a meeting was held in Livingstone from 25th to 26th March to sensitize the business community on the Reporting, Monitoring and Eliminating Mechanism for Non-Tariff Barriers (NTBs) to trade and Trade Obstacle Alert Mechanism (TOAM). Stakeholders were orientated on how to access the online platform, report an NTB and how to track procession of the reported cases. ii. Non-Tariff Barrier SMS Reporting Tool In collaboration with COMESA, a Non-Tariff Barrier Short Messaging (SMS) Reporting Tool was launched. The Tool is an enhancement of the Tripartite online Reporting, Monitoring and Eliminating Mechanism on Non-Tariff Barriers (NTBs), and enables businesses, traders and other economic operators to report any obstacles to trade directly from their mobile phones through SMS to the designated number, +260 976 757643.

Following the launch, the Ministry convened a sensitization meeting with relevant stakeholders on the use of the NTB SMS tool. The tool will be rolled out to other areas during the course of 2020.

iii. COMESA Trade and Trade Facilitation Sub-Committee

The Fourth Sub-Committee meeting was held from 17th to 19th October in Kenya. The main objective of the meeting was to discuss trade and trade related issues. Zambia shared measures with the COMESA Secretariat to assist the development of a coordinated and a comprehensive regional program for capacity building and technical assistance purposes among others.

iv. Southern African Development Community (SADC)

a) Trade in Services Trade in services is becoming more important for the growth and development prospects of most countries, and has become increasingly pronounced in regional economic communities. The Ministry participated in the 38th and 39th Trade Negotiation Forums - Services (TNF-Services) held in Johannesburg, South Africa. The negotiations on the Construction and Energy Related Services and the Annex on Postal and Courier Services were nalized.

Further, at the 31st SADC Meeting of Council of Ministers’ of Trade held on 14th June in Windhoek, Namibia, thirteen (13) lists of commitments in construction and related professional services, and twelve (12) in energy-related services were adopted.

v. Tripartite Free Trade Area (TFTA) Consultations on the ratication of the COMESA-EAC-SADC Tripartite Free Trade Area (TFTA) Agreement were undertaken in Lusaka, Northern and Southern Region Chambers of Commerce and Industry. A Cabinet Memorandum on the ratication of the TFTA was developed and submitted to Cabinet Ofce. Several meetings aimed at actualizing the TFTA Agreement in coming up with working procedures for various annexes to the Tripartite Agreement were also held.

vi. African Continental Free Trade Area (AfCFTA) Agreement Zambia signed the AfCFTA Agreement during the assembly of Heads of State and Governments held in Addis Ababa, Ethiopia from 10th to 11th February, 2019. With this development, the Ministry embarked on necessary processes required to ratify the agreement. Some of the major activities undertaken include consultative meetings with Lusaka, Northern and Southern Region Chambers of Commerce and Industry.

Further, in collaboration with the United Nations Economic Commission for Africa (UNECA) and the African Union Commission, the Ministry held a National Consultative Forum on the African Continental Free Trade Area (AfCFTA) from 23rd to 24 th May, 2019 in Lusaka. The Forum aimed at sensitizing stakeholders on the AfCFTA in terms of the opportunities it provides, the implications for Zambian stakeholders as well the technical issues on the ratication of the agreement. The workshop also served as a platform to further engage the stakeholders for more interactive consultations on the formulation of the AfCFTA National Implementation Strategy.

Additionally, in collaboration with the United Nations Conference on Trade and Development (UNCTAD), the Ministry held a Capacity Building and Sensitisation workshop on the AfCFTA in 27 Lusaka. The Ministry highlighted the modalities for tariff phase down, and urged stakeholders to carefully study and identify products for consideration on the sensitive and exclusion lists.

The rst meeting to develop Zambia's tariff phase down schedule was held from 17th to 19th September, in Lusaka, Zambia. Stakeholders were updated on the AfCFTA Negotiations and allowed to participate in the designation of products which would be in the sensitive and excluded lists of products.

Besides to the consultative meetings, the Ministry continued to participate in bilateral, regional and multilateral meetings which include the following among others:

a. Specialised Technical Committee of Trade, Industry and Minerals The objective of the Technical Committee was to consider draft continental strategies and the various technical reports and presentations in the areas of Trade, Customs, Industry and Mining critical to supporting the (AfCFTA). The AU SME Strategy and the Draft Commodity Strategy was approved and circulated to all stakeholders for consideration in the next STC Meeting.

b. Technical Working Group on Trade in Services

The Sixth Technical Working Group meeting on Trade in Services was held from 12th to 16th February, 2019 in Addis Ababa, Ethiopia. The purpose of the meeting was to provide training and capacity building to Member States on the preparation of requests and offers which would assist them in developing their respective Schedules of Specic Commitments. The Roadmap on Trade in services was shared with Member States outlining the sequence of activities leading to the submission of initial offers and requests, as well as the nal offers.

c. African Ministers of Trade Meeting (AMOT) The Nineth Meeting of the African Ministers of Trade (AMOT) took place from 1st to 2nd July, 2019 in Niamey, Niger. The meeting was a continuation of discussions on outstanding work on Trade in Goods such as the draft Annex IV on Rules of Origin. The Meeting covered other issues within the built-in agenda on Rules of Origin. The outcomes of the meeting were:

i. Initiated preparations for the launch of the operational phase of the AfCFTA; ii. Developed proposals for adoption by Summit of the agreed Rules of Origin under Annex IV and iii. Convened the inaugural meeting of the AfCFTA Council of Ministers by October, which would consider the structure and budget of the AfCFTA Secretariat to be established in Ghana.

d. 12th Extraordinary Summit of Heads of State and Government The Twelvth Extraordinary Summit of Heads of State and Government took place on 7th July, 2019 in Niamey, Niger. The Summit launched the Non-Tarrif Barrier Monitoring, Reporting and Elimination System; the African Union Trade Observatory Dashboard; the Password Protected Online Negotiation Portal; the Pan African Digital Payment and Settlement System; and the agreed Annex IV Rules of Origin.

vii. World Trade Organization (WTO) Trade Facilitation

The WTO Trade Facilitation Committee Meetings and a dedicated session on assistance and capacity building were held in Geneva, Switzerland on 15th and 16th October, 2019 respectively. The meetings were part of the implementation of the provisions of the WTO Trade Facilitation Agreement (TFA) which aims at streamlining, speeding-up and coordinating trade procedures. The main outcome of these meetings was the notication of Zambia's denitive dates of implementing provisions which could be implemented after a self-determined period, and only after having received technical assistance.

i. The African Caribbean, Pacic (ACP) Group of States

a. ACP Council of Ministers Meeting Zambia was represented by its Mission in Brussels – Belgium at the 109th Session of the African Caribbean and Pacic (ACP) Council of Ministers which was held from 20th to 24 th May in Brussels, Belgium. This session included the 44th Session of ACP-EU Council of Ministers meeting on 23 to 24 May. The objective was to consider the report of the Ministerial Central Negotiating Group (CNG) on the status of the Post-Cotonou negotiations. The Meeting also considered and adopted the report of the Committee of Ambassadors and the Secretary General's Report to Council.

b. ACP Council of Ministers Meeting

The Ministers of the African, Caribbean and Pacic Group (ACP) Southern Africa Region held a meeting on 18th July in Lusaka on the Margins of the SADC Organ on Politics, Defence and Security. The objective was to look at the state of play of the process of appointment of the next Secretary General of the ACP for the Period 2020 to 2025. By principle of rotation, the position of Secretary General is allocated to the ACP Southern Africa Region. Candidates from Angola, Malawi and Zimbabwe made it to the top 3, out of which the Angolan candidate was appointed to the Position.

ix. Commonwealth Meetings

a. Commonwealth Trade Ministers Meeting (CTMM)

The Commonwealth Trade Ministers Meeting (CTMM) was held on 10th October 2019 at the Commonwealth Secretariat at Marlborough House, London. The CTMM was necessitated by the need to discuss Commonwealth’s position on support for Multilateral Rules Based Trading System, Deepening Commonwealth Trade and Investment, and leveraging Trade and Investment for Inclusive and Sustainable Growth. Commonwealth Trade Ministers agreed to work together, and with other WTO Members to support and defend an open, transparent, fair, inclusive and rules based multilateral trading system. The Meeting reviewed the progress made since the last Commonwealth Heads of Government Meeting (CHOGM) and discussed actions to be implemented in the forthcoming CHOGM in June 2020, in Rwanda.

b. Public-Private Dialogue on Women in the Digital Economy and International Trade The Public-Private Dialogue on Women in the Digital Economy and International Trade was held from 29th to 30 th January, 2019, Kuala Lumpur, Malaysia. The objective of the dialogue was to identify emerging practices and areas for further engagements in Commonwealth member countries to address women's full participation in the digital economy and international trade. The meeting came up with a policy tool to empower women in international trade.

x. Bilateral Trade Agreements and Joint Permanent Commissions

a. The Joint Permanent Commission between Zambia and the Democratic Republic of Congo

The Twelveth Session of the Regional Joint Permanent Commission (RJPC) for Copperbelt, Luapula and Haut Katanga Provinces between the Government of the Republic of Zambia and the Government of the Democratic Republic of Congo (DRC) was held in Ndola. This was pursuant to the resolutions of the 11th Session of the Regional Joint Permanent Commission held in Lubumbashi, DRC at the invitation of Honourable Ministers of Copperbelt and Luapula Provinces. Among other things, the Ministry was expected to make follow ups on procurement of Zambian fertilizers by DRC, with the expectation of creating opportunities for Zambian companies.

b. Zambia – Democratic Republic of Congo

Zambia and DRC held several meetings and addressed the following issues: i. Trafc congestion at Kasumbalesa Border post, and the two countries resolved to institute measures to expedite the clearance of goods; opening up on trucking parks on the DRC side; and ii. The two countries signed a Memorandum of Understanding on the supply of maize and thirteen additional products. In the MoU, Zambia committed to export 200, 000 metric tonnes of maize and 400, 000 metric tonnes of mealie meal to DRC in the 2019/2020 farming season.

c. Zambia and Angola Bilateral Trade Agreement

Zambia initiated a follow up meeting with Angola to review the bilateral trade relations between the two countries. The two countries committed to conclude outstanding issues on the product list to facilitate ratication of the Bilateral Trade Agreement.

4.12.4 Trade Performance

Overall, arising from the various trade promotion interventions and initiatives, the total exports in 2019 were valued at K 90.99 billion compared to K 94.40 billion recorded in 2018, representing a decrease of 8.5 Percent. Imports were valued at K93.07 billion in 2019, translating into trade decit of K2.08 billion. On the other hand, the Non-Traditional Exports (NTEs) were valued at K26.22 billion in 2019 compared to K23.39 billion in 2018 representing an increase of 12.1 Percent. The 30 trend for Traditional Exports (TEs) was the same with total exports, recording a decrease of about 14.8 Percent from K64.77 billion recorded in 2019 compared to K76.01 billion recorded in 2018.

The major export by product category during the period under review, comprised Intermediate goods at 83.7 Percent, Consumer goods at 8.2 Percent, Raw materials at 4.7 Percentand Capital goods at 3.5%. The major TE's products were; Copper blister, Cathodes of rened copper, copper anodes for electrolytic rening, while the major NTE's products were; Sulphuric acid, Bullion semi- manufactured forms, Tobacco, Sulphur, Cane or beet sugar, cotton, Portland cement, maize (excluding seed) etc.

The major regional export destination for Zambian products was Asia which accounted for 32.5 Percent of the total export earnings, an increase from 27.5Percent recorded in 2018. Within Asia, China was the dominant export market, other notable markets in Asia were Singapore, United Arab Emirates, India and Japan all accounting for 90 Percent of all the exports to Asia.

SADC Region was the second main destination of Zambia's exports accounting for 22.7 Percent, showing an increase from 17.9 Percent recorded in 2018. Congo DR and South Africa were the main dominant markets within SADC. COMESA and EU were third and fourth major export destinations accounting for 17.5 Percent and 2.0 Percent respectively.

4.13 Information Provision and Dissemination

i. Zambia Trade Information Portal The Ministry resumed engagements with the United States Southern Africa Trade and Investment Hub (SATIH) to nalize work related to the establishment of a national electronic trade information portal. A team comprised of SATIH, Smart Zambia Institute, and the Ministry was constituted to develop the Portal. The process of uploading information onto the portal commenced and it is projected that the Portal would be launched in May, 2020. ii. Sensitization of Parliamentarians and the Business Community A sensitization meeting for Members of Parliament to discuss key elements of the African Continental Free Trade Agreement as well as the recent developments in the on-going process of 31

Zambia’s involvement in the AfCFTA. The meeting was held on 20th February at the National Assembly.

The Ministry also held a sensitisation breakfast meeting with various stakeholders whose purpose was to inform members of the implications i.e. costs and benets of signing the AfCFTA and make clarications on various aspects of the agreement. It was also an opportunity for the stakeholders to discuss key elements on the AfCFTA .

4.14 Annual Reporting Requirements

In fullling, the reporting requirements of the Seven National Development Plan (7NDP) as well the as 2018-2021 Ministerial Strategic Plan, the Ministry prepared Quarterly and Annual Monitoring and Evaluation Reports, and submitted to Ministry of National Development Planning for further reporting, through the relevant 7NDP reporting structures. The Ministry further, provided input into the 2019 National Economic Report that provide an assessment on the Trade and Industrial performance. The 2018 Ministerial Annual Report was prepared and submitted to the National Assembly and Cabinet Ofce.

4.15 Events and Cross Cutting Issues The Ministry participated in commemorating the following events, among which included cross cutting issues during the period under review: a. Commemoration of World Accreditation Day b. International Day of Cooperatives; c. International Credit Union Day; d. World Standards Day; e. Public Service Day; f. Labour Day; g. International Women's Day; h. Youth Day; i. World Consumers Rights Day; j. World Accreditation Day 2019 k. World Intellectual Property Day l. International Day for Persons with Disabilities; m. 16 Days of Activism Against Gender Based Violence; n. International AIDS day.

5. DONOR FUNDED PROJECTS IN THE MINISTRY The Ministry continued to receive donor support under the following projects: Zambia Agribusiness and Trade Project (ZATP), Enhanced Integrated Framework (EIF), Regional Integration Capacity Building Project (RICB), UNDP - Innovate for Inclusive Growth Project, Great Lakes Trade Facilitation Project, Lobito Corridor, SADC Trade Related Facility, Skills Development and Entrepreneurship Project -Supporting Women and Youths (SDEP-SWY). Below are the major achievements/milestones by each respective project.

5.1 Enhanced Integrated Framework

The National Implementation Unit Sustenance and Capacity Enhancement (NIUSCE) Project has since 26th June, been implementing the Cooperatives Development Sustainability Project (CDSP), with the support of the Enhanced Integrated Framework Programme (EIF). The (EIF) Programme represents an Aid for Trade partnership in Action for the Least Developed Countries (LDCs). It is a multi-donor programme, which supports LDCs to be more active players in the global trading system by helping them tackle supply-side constraints to trade. Essentially, the EIF Programme works towards a wider goal of promoting economic growth and sustainable development and consequently assists in lifting more people out of poverty. The major project outcomes included the following:

i. Provided capacity building to District Cooperative Development Ofcers enabling them to provide Business Development Services (BDS) to trade-focussed primary and secondary cooperatives in selected Districts of Zambia; and ii. Generation of evidence-based inputs supporting formulation and implementation of pro-poor trade policies and strategies.

5.2 Lobito Corridor Trade Facilitation Project (LCTFP)

The project is aimed at accelerating growth in domestic and cross-border trade along the Lobito Corridor through the implementation of harmonized trade facilitation instruments, strengthening coordination of joint corridor development activities, and fostering effective participation of SMEs in value chains. The project implemented the following Components;

Component I – Capacity Building for Trade Facilitation and Corridor Coordination

The LCTFP made headway in enhancing institutional capacity for corridor development. The LCTFP signed a contract to provide Legal and technical services to harmonise Laws, polices and measures for trade among Angola, Democratic Republic of Congo and Zambia. The Memorandum of Understanding to guide the three countries in trade was approved by Government and is yet to be signed by the three (3) countries after incorporation of comments from Angola and DRC. In view of the foregoing, the Project commenced the implementation of trade facilitation instruments.

Component II-Technical Assistance for Value Chains and Clusters

The National Council for Construction undertook training needs assessment for SMEs in the construction sector from 28th October to 17th November. Subsequently, the training syllabus for construction SMEs and list of tools required for training was prepared. 33

5.3 Zambia Agribusiness and Trade Project (ZATP) The Project is a ve (5) year World Bank funded whose objective is to contribute to increased market linkages and rm growth in agribusiness between producers and buyers focusing on the emerging farmers and growth-oriented agribusiness SMEs.

Outreach programmes were conducted in the ve (5) initial provinces with a total of 5,437 of farmers oriented in basic requirement of building producer alliances involving 453 cooperatives. This included; 1,238 farmers in Lusaka province in 128 cooperatives, 1,091 farmers in Eastern provinces in 6 cooperatives, 1,331 farmers in Southern province in 64 cooperatives, 1,064 farmers in Copperbelt province in 177 cooperatives, and 713 farmers in Central province in 78 cooperatives.

A cumulative total of 171 business plans for the Producer Organisations (POs) were evaluated by the Independent Evaluation Panel (IEP), out of which a cumulative total of 35 business plans POs were approved representing 20.5 percent. Whilst, 51 business plans were referred for redevelopment and 85 were rejected. Of the 35 successful POs, 13 were funded while Due Diligence was conducted for 18 POs pending recommendation for approval for Matching Grant support.

From the 13 POs, 1,128 direct household beneted translating into 6,768 indirect beneciaries while from the SMEs, 290 jobs were created translating to 1,740 indirect beneciaries. The Project therefore, reached a total of 8,508 indirect project beneciaries (Taking an average household size of 6) out of target of 10,130 representing 84 percent achievement rate.

As at end of December, an amount of K4.2 Million had been disbursed to 13 of the 35 successful POs (cooperatives) in Dairy, Livestock, Aquaculture, Honey, Poultry, and annual crops (Soya beans and Sorghum).

Further, in supporting growth-oriented SMEs in the agro-processing sector by growing their businesses, the Supplier Development Programme is being implemented using the Business Linkage Fund (BLF). The eligible agribusiness SMEs will be provided with technical assistance and monetary and/or matching grants in the range of USD 10, 000 to USD 100, 000 . Over 200 Agribusiness SMEs have been reached as potential beneciaries out of which 76 are beneciaries of the project. Of the 76 SME beneciaries, twenty (20) were recommended for funding under BFL with the investment value from the project of USD 804,622.01.

5.4 SADC Trade Related Facilitation Project The SADC Trade Related Facilitation (SADC TRF) Project focuses on reducing customs duties and other barriers to trade on imported products amongst SADC Member States and to attain higher level of compliance and implementation of commitments made thereby contribute towards sustainable development in the country.

A total of 205 farmers and agro-processors were trained in prerequisite programmes for food safety in seven sites namely; Mongu, Ikelengi, Rufunsa, Choma, Siavonga, Luanshya and Kabwe districts of Zambia. The project also facilitated certication of the Choma Dairy Cooperative in the Local Supplier Certication Scheme by the Zambia Bureau of Standards (ZABS). The product certified is Yogurt and Mabisi produced by the Cooperative. In addition, a total of 42 Dairy Farmers were trained in the use of Mobile Testing equipment in Choma, Mumbwa, Kabwe and Luanshya. 5.5 Skills Development and Entrepreneurship Project-Supporting Women and Youths (SDEP-SWY) The goal of the Project is to contribute to job creation, promotion of gender equality and poverty reduction, while supporting women and youth through skills development and entrepreneurship. Progress was achieved under the following project components: i. Industrial Yards Development The establishment of the Industrial Yards for light manufacturing targeting metal fabrication, wood works, agro-processing, gemstone processing and automotive works including the manufacturing of motor spares was on course, with Three (3) industrial yards in Chipata, Mongu and Kasama districts fully established but not yet operationalised. In Ndola and Solwezi the construction was at 85 percent completion rate, whilst in Kitwe, Mansa and Lusaka at 40 percent.

ii. Cassava Value Chain Development

A total of 2,324 cooperatives were involved in value chains mainly related to the agriculture. The notable value chains include maize and cassava processing, dairy marketing and edible oil processing. The value chains were carried out in North Western, Luapula and Northern Provinces. Further in collaboration with the Ministry of Agriculture through Zambia Agriculture Research Institute (ZARI) the project supported the production of cassava plantlet variety suitable for the different needs of the market. The objective is to produce high quality, improved disease free plantlets. As of December, ZARI produced over 114,811 plantlets against the annual target of 150,000 plantlets. A total of 93 seed multipliers were trained as seed growers as per requirements of the Seed Law in order to facilitate seed quality control. In addition a total of 54.5 hectares of cassava seed crops in the three provinces were registered to produce seed class B of Mweru variety. Regarding the development of indexing, multiplication infrastructure and production of diseases- free planting materials. As of December, 85 percent of Laboratory equipment at ZARI was delivered. The equipment is aimed at enhancing the capacity of infrastructure at the institute. Furthermore, twelve (12) Seed Inspectors, of which three (3) were females trained in inspection of cassava using developed certication protocol. In terms of business loans to MSMEs, for the purpose of encouraging value addition along the cassava value chain, a total of K3.6 Million had been disbursed to the target groups. Of the total disbursement, 41.1 percent went to Men, 39.8 percent to the youths and 19.1 percent to Women. To increase the uptake of cassava produced by small holder producers, Premiercon Starch Company nished the installation of the processing equipment and awaits the connection of ZESCO power. Commission of the plant is scheduled in 2020.

6. MONITORING AND EVALUATION The Ministry continued to conduct periodic monitoring the implementation of major national developmental programmes within the 7NDP Implementation Framework through the existing coordination structures. Further, routine monitoring and evaluation activities were carried out to measure implementation of the various Ministerial Policies and Strategies. The following programmes/activities were monitored;

i. To monitor industrial performance, a total of 31 large companies, 8 MSMEs operating in different sectors (Copperbelt, North Western, Northern and Lusaka provinces) and 7 CEEC empowered companies on the Copperbelt province were visited. The monitoring revealed numerous operational challenges facing the manufacturing industry and necessitated appropriate policy interventions.

ii. Monitored the Southern African Development Community Accreditation Service (SADCAS) accredited Conformity Assessment Bodies (CABs) in Zambia, with the aim to appreciate the experiences and challenges, which in turn assist in structuring the accreditation body, identifying and creating the database of Conformity Assessment Bodies accredited in ISO/IEC 17025 and ISO 15189 and identifying the training needs and possible manpower to be trained as Lead Assessors.

The institutions visited include Zambia Railways Limited, Lukanga Water & Sewerage, Australian Laboratory Group Zambia Limited, North-Western Water and Sewerage, Nchanga North General Hospital Laboratory, Alfred H. Knight, SGS Inspection Services Ltd, Tropical Research Disease Control, Indeni Laboratory and Livingstone Central Hospital Laboratory. A total of 18 CABs were found to be accredited to SADCAS.

iii. Monitoring visits were undertaken to Jimbe and Chavuma border posts to determine the levels of cross border trade, trafc volumes, and types of imported and exported products 37 for both commercial and small scale trade. The other purpose of the monitoring visits was

to assess the possibility of formalizing trade through the establishment of the Simplied Trade Regime (STR). The visits revealed that the trade volumes were very low at both border posts mostly due to poor infrastructure such as the roads leading to the borders. Upgrading of road infrastructure would enhance trade business.

7. CHALLENGES The Ministry encountered a number of challenges which included but not limited to the following: i. Inadequate funding and delayed release of funds from the Treasury to implement all planned programmes and dismantling of outstanding arrears; ii. Inadequate eet to effectively undertake programmes; iii. Inadequate stafng levels and high turnover at Provincial, District and Headquarters which was mainly to due pending Treasurer Authority from Ministry of Finance for Frozen Positions. iv. Inadequate Information and Communication Technology (ICT) equipment.

9. CONCLUSION AND 2020 FUTURE OUTLOOK

The Ministry is determined to continue contributing towards the realization of the national economic developmental agenda through the implementation of the Strategic programmes that are aligned to 7NDP. Within the limited available resources, focus will be on promoting industrialisation and the contribution of the private sector to job creation and ultimately wealth creation. Further, the Ministry will work towards assuring an enabling policy and regulatory environment, while enhancing the capacity of the businesses, particularly cooperatives and Small and Medium Enterprises (SMEs) to take advantage of the enabling environment through targeted interventions.
