NYE COUNTY REGIONAL TRANSPORTATION COMMISSION MEETING AGENDA February 17, 2016 10:00 AM Commissioner Schinhofen-Chair Commissioner Carbone-Vice-Chair Mr. John Koenig-Member The Nye County Regional Transportation Commission will hold a meeting on Wednesday, February 17th, 2016 at 10:00 A.M. at the Board of County Commissioners Chambers located at 2100 Walt Williams Drive, Pahrump, Nevada 89048. SPECIAL NOTE: Any member of the public who is disabled and requires accommodation or assistance at this meeting is requested to notify Nye County Public Works Office in writing or telephone (775.751.6262) prior to the meeting. READ INTO AGENDA: Items on the Agenda may be taken out of order. The public body may combine two or more agenda items for consideration. MEMBERS PRESENT: Commissioner Schinhofen Commissioner Carbone Mr. John Koenig Public Works Staff: Mr. David Fanning Mr. Tim Carlo Ms. Lynnette Atkinson Ms. Annette Shaw Commissioner Carbone called the meeting to order at 10:00 a.m. 1. GENERAL PUBLIC COMMENT: Commissioner Schinhofen opened up item 1. Mr. Koenig asked that the Pledge of Allegiance get put on all future Agendas. Ms. Linda Hatley came forward to find out about road repair that needs to be done on Pahrump Valley Blvd. Ms. Hatley stated that it is a rollercoaster and very bumpy, not full of potholes just very shaky to drive on. Mr. Fanning stated that they have looked at a series of other additional roads that are highly traveled and major corridors like Pahrump Valley and it is actually rated by the length and width of the easement and the amount of ADT’s. Pahrump Valley falls under this from 372 to Gamebird and then the other portion on Pahrump Valley all the way down to Thousandaire, so that entire section is being examined for what we can do to it. Mr. Fanning also stated that we will have to take it in increments because the funding is not there to actually redo the entire road of 7 miles. Ms. Hatley stated that she didn’t live in the area but she travels it a lot and wanted to get it on record for the Road Dept. to look at. Commissioner Carbone stated that there is a whole list of roads that Tim Carlo is putting together a plan on. Commissioner Schinhofen asked if there were any other Public Comment. There were no more at this time. Regional Transportation Commission – Minutes January 20, 2016 Page 2 2. COMMISSIONER/MEMBER COMMENTS: Mr. Koenig had no comments at this time. Commissioner Carbone had none at this time. Commissioner Schinhofen stated that he would like to talk about the I-11 Corridor at the next RTC meeting. 3. FOR POSSIBLE ACTION: Discussion, deliberation and possible decision regarding: the approval of the minutes from November 18, 2015. Commissioner Carbone motioned to approve the minutes. Mr. Koenig second. Motion approved. 4. FOR POSSIBLE ACTION: Discussion, deliberation and possible decision regarding: Nye County Gas Tax: Mr. Fanning stated that he wanted to give an update as to when we, meaning this RTC Board, the Commissioners and the Public, would start seeing the increased gas tax that was approved last October. Mr. Fanning stated that it will be registering in January 2016. He also stated that he wanted to make sure this gets repeated and heard again just for the sake of the board and for the people that are wondering what happen to that tax and it’s about how the State does their reporting and how it gets recorded. Mr. Fanning also stated that we will be watching the actual revenues that are going through the system. We will be monitoring it closely so that when the information is available we can provide you with a report as to what we are seeing for growth as far as how many miles and many gallons are pumped and what the gas prices are. Mr. Fanning stated that we have seen the gas prices drastically drop at the pump but that doesn’t mean the people are driving more because the price drop and the increase went up, we are still going to get the 9 cents regardless but we are in a role reversal in the economy. Mr. Fanning also stated that we would like to deliver something that is substantial between the collected 4 cent and where we are at the 9 cent and try to estimate where we are going to be. Commissioner Schinhofen stated that he is glad the press is here so that it can get reported correctly. Mr. Koenig stated that he asked for this item to be on today’s agenda so that he could clarify that if he’s been paying the 5 cents for the last few months, then the State has not given us the money. Mr. Fanning stated that the State system runs by sending out an audit report to the gas station owners so that they can start reporting the additional 5 cent increase, 9 cent total. It takes the State a couple of months to gather the information and then start collecting the money in January. Mr. Fanning stated that if we had approved this one week before then it would have kicked in prior to the reporting cut off and that he mentioned it in the Board meeting back in October. Mr. Koenig clarified that the State just started paying it then a few weeks ago. Mr. Fanning stated yes. Mr. Koenig stated that the other reason he brought this up is so that we could have a discussion about what we are going to do with the money. He also asked if this would be discussed in the update 2 Regional Transportation Commission – Minutes January 20, 2016 Page 3 of Roads that need repair from Tim Carlo. Mr. Schinhofen stated that this would be discussed when we set the budgets for the following year. Mr. Fanning stated that it is going to pave the way for us to look at what we want to do for the adjusting budget for fiscal year 16/17. Mr. Koenig stated that it’s nice to get something out to the public to let them know what we are going to do with the money. Commissioner Schinhofen stated that Mr. Andy Alberti is trying to get a petition signed to repeal the increase because he says we didn’t tell him what we were going to do with the money. Commissioner Schinhofen also stated that we have had at least 6 meetings regarding the gas tax increase and he wished that he had shown up but he hasn’t come to any of them to discuss the tax increase and what we are going to do with it, which is what we discuss at these meetings. Commissioner Schinhofen agrees that this needs to get out to the public so they know what we are doing with the money and when we get the funds this is where we would discuss it. Commissioner Carbone clarified that Mr. Alberti doesn’t want to just repeal the 5 cents; he wants to repeal the whole 9 cents. Mr. Fanning stated that he is in favor of the Board of County Commissioners and this RTC Board for being diligent over the years to actually get this done.
