(38) MixrTKs.—The Minutes of the Meetings of the Council held on gth and 2oth April, 1934, being1 printed, were taken as read and the file copies signed, Councillor Adams dissent­ ing to the final paragraph of Minute No. 21, page 13, upon the question of discount on rates.

'39) ABSENTEE.—Councillor \Yeston reported that ITS absence from the Special Meeting of the Council on 2oth April was due to illness, which confined him to bed and prevented him from comimunicating with the Clerk before the Meeting. ist May, 1934. 30

(40) REPRESENTATIVES.—Letter (dated i2th April, 1934) re­ ceived from the Harrow, Wealdstone and District Nursing- Association intimating that the Council is able to nominate one representative to sit upon the Execu­ tive Committee of the Association, and the nomination of Councillor Lambert would be accepted. Proposed by Councillor Dawson, seconded by Councillor Cridford, and Resolved :

(50) " That Councillor Lambert be nominated for service upon the Executive Committee of the Harrow, Wealdstone and Harrow Weald Dis­ trict Nursing Association for the period ending 15th April, 1935." Communication (dated i5th April, 1934) received from the Wealdstone Employment Exchange, stating that the Council is required to nominate a representative to serve upon the Employers' Panel of the Harrow Court of Referees, which adjudicates on cases of disallowance arising under the Employment Insurance Act. Proposed by Councillor Lambert, seconded by Councillor Crosby and Resolved :

(51) '' That Councillor Crabb be nominated to serve upon the Harrow Court of Referees for the period ending i5th April, 1935." Writing under date i3th April, 1934, the Secretary to the Provincial Joint Industrial Council for Local Authorities Non-Trading Services (Manual Workers) referred to the Council's nomination of Councillors Adams, Buttle and Pratt to serve upon the Joint Industrial Council, and pointed out that one representative only was allowed. Councillor Adams withdrew his name, and it was Resolved :

(52) " That Councillor Buttle's nomination be confirmed." Clerk reported that whereas the Chairman and Vice- Chairman had been elected by the Council to serve upon the Executive Committee of the and District Councils' Association, he had been informed by the Clerk to the Association that the Council is entitled to have only one Representative with power to vote, ist May, 1934. 31

The Vice-Chairman withdrew his name and ex­ pressed the wish that the Chairman's nomination should stand. Agreed. ^i) URBAN DISTRICT COUNCILS' ANNUAL. CONFERI-NCK.—Pur­ suant to notice appearing on the Agenda for the Meeting, circulated to every Member on 25th April, 1934, the follow­ ing proposition made by Councillor Cowan and seconded by Councillor Forbes was considered and carried :— (53) " That the Chairman and Vice-Chairman be appointed (with the Deputy Acting Clerk) to represent the Council at the Conference of Urban District Councils of and Wales, to be held at Whitby on 28th, 29th and 3oth June, 1934, their reasonable expenses to be a charge against the General Rate Fund of the District." 12) JOINT ADVISORY COMMITTKK'S RKIJORT.—The Chairman sub­ mitted a print of the Report of the Joint Advisory Committee appointed bv the late Harrow-on-the-Hill and Wcaldstone Urban District Councils and Council in regard to matters arising on the Middlesex Review Order, 1934, lor amalgamation of the Councils' Areas and stated that copies would be circulated to the Council. Reference was made to the great amount of work done for the new Authority by the Joint Committee, and directions were given the Clerk to send every Member of the Committee not sitting on the Council a copj of the Report with a letter expressing the Council's deep appreciation of the Committee's labours resulting in suggestions on many matters which have been found to be of real value to the Council. The Chairman referred to the compilation of the Report for printing, and the Council (recorded their thanks to Mr. R. V. Bryant for the time and trouble taken in this work. ^) HIGHWAYS COMMITTKK.—Proposed by Councillor Cowan and duly seconded :— (54) " That the Report of the Highways Com­ mittee for their Meeting on i6th April, 1934, be received." Carried. ist May, 1934.

Resolved : (55) " That any Licences which may be granted for Temporary Buildings be made subject to three months' notice for termination." (56) " That the Council do allow combined drain­ age subject to an Agreement where necessary."

Having" regard to a decision of the Finance Committee (vide Recommendation No. 12 of the Report for their Meet­ ing on 26th April, 1934) to come before the Council at a later stage of the Meeting, Recommendation No. 4 of the Committee's Report was not adopted. Resolved : (62) " That the Certificates in favour of The High­ ways Construction Company for the sum of £810 be passed to the Finance Committee for settlement : — Park Lane ...... Shaftesbury Avenue ... Dudley Road ...... £100." (63) " That a communication be addressed to Middlesex urging that widen­ ing works be carried out in Sheepcotc Road as soon as possible." (64) (a) " That the offer of Mr. H. J. Clare as contained in his letter of 13/4/34 to give up land in Old Church Lane (Stanmorc North Ward) required for purposes of widening in return for land to be conveyed to him by the Council, be accepted." (b) " That an Agreement in an approved form be entered into with Mr. Clare." (65) " That the Council do make application to the Justices pursuant to the provisions of Sections 84 and 85 of the Highway Act, 1835, f°r t^c stopping-up of a part of Old Church Lane in the North Ward, disused through proposals for straightening and improving this thoroughfare. " (66) " That the Surveyor (Hendon Rural Area) be authorised to consult with the Surveyor to Urban District Council for the pur­ pose of appointing a Clerk of Works to super­ vise the construction of roads on the Stag Lane Estate, at a salary not exceeding £6 per week and as to the proportion of the remuneration to be paid by each Authority." ist May, 1934. 34

(67) " That the Chairman of the Highways Com­ mittee and the Surveyor (Hendon Rural Area) be authorised to appoint one further Clerk of Works at a salary not exceeding £6 per week."

(68) " That the Council do withhold its approval to the erection of a telegraph post to carry an overhead line of wires outside No. 165, North­ umberland Road ( South Ward)." (69) " That pursuant to Section n of the Private Street Works Act, 1892, the Council do amend the Plan relating to the Provisional Apportion­ ment for Oakington Avenue (Section 2), Pinner, to show a 24ft. road in lieu of a 2oft. road, thus increasing the width of the carriage­ way by 4ft."

(70) " That the Council do purchase a 30 cwt. Tipping Lorry at a price not exceeding ^300."

Arising from Minute No. (V) of the Committee's Re­ port, instructions were given the Clerk to convey to the relatives of the late Mr. G. Smith, Road Foreman in the Wealdstone Area, the sympathy of the Council in their bereavement.

Resolved : (71) " That the Council do accept the quotation of Mr. J. Turner, of , for the supply of Pea Shingle at 6/10 per c. yd. for the three months ending 3Oth June, 1934." (72) " That a communication be addressed to the Ministry of Transport drawing attention to the congested state of traffic at The , Weald- stone, which causes danger to pedestrians and vehicles, calling for iimmediate attention."

(73) " That pursuant to the provisions of Section 19 of the Private Street Works Act, 1892, notices be published declaring MEADOW ROAD, Pinner North Ward, to be a highway repairable by the inhabitants at large." ist May, 1934. 35

(74) " That the Surveyor to Wealdstone Area be and is hereby instructed to cause the following streets to be scavenged :— WESTFIELD DRIVE j WESTFIELD GARDENS I- Kenton \Vard. KENTON PARK CLOSE J PINNER PARK GARDENS, Headstone Ward."

(75) " That the Clerk be directed to publish the- requisite notices under Section 18 of the Public Health Act, 1925, of the Council's intention to make an Order at their meeting- on 5th June, 1934, re-naming' as ' Holrmvood Close ' the road now known as ' Holm,\vood,' Pinner."

(76) " That the Clerk be directed to publish the requisite notices under Section 18 of the Public Health Act, 1925, of the Council's intention to make an Order at their meeting- on 5th June, 1934, re-naming as ' The Broadway ' that part of Church Road, Stanmore, extending- from its junction with Stanmore Hill to Marsh Lane."

(77) " That in accordance with Section 17 of the Public Health Act, 1925, approval be given to the following street names :— Approved Name. Position of Street. Stox Mead a close oil Stanhope Avenue, Long Elmes Estate, Harrow Weald. Hitherwell Drive Road No. 3, Southfield Park Estate, Harrow Weald."

Upon reaching Recommendation No. 19 of the Com­ mittee's Report, directing approval of an application for diversion of a footpath leading from Southview Road to Potter Street, Pinner, Councillor Weston recapitulated the course of events before amalgamation when the Pinner Council had before them on more than one occasion an application for diversion of the same path, and urged that the application referred to in the Committee's Recommenda­ tion should be refused. Councillor Cope supported Coun­ cillor Weston. ist May, 1934. 36

In reply, the Chairman of the Highways Committee re­ ferred to the development occurring on the estate in ques­ tion, and pointed out that the Recommendation had been made in the light of information which showed that the foot­ path would be- fcnced-in between houses and would become a menace to the Public. Resolved : (78) (a) " That the application by the Country Gardens Estates (), Limited, for diver­ sion of a footpath leading" from Southview Road to Potter Street, Pinner North \Yard, be ap­ proved and left in the hands of the Clerk to proceed at such time as a deposit of ^75 on account of the expenses to be incurred is paid." (b) " That the Common Seal of the Council be affixed to a Request for View by two of His Majesty's Justices of the Peace."

(f) " That Mr. T. V. Howells, Solicitor, be employed to deal with the application as and when the papers are lodged with the Clerk of the Peace for enrolment at Quarter Sessions." The constitution of the Plans Sub-Committee dealt with by the Committee in Minute No. (XI) of their Report was questioned and deferred for consideration by the Council " in Committee " at the end of the Meeting. Resolved :

(79) " That pursuant to Section 56 of the Local Government Act, 1894, power be delegated to

the Plans Sub-Committee of the Highwayso Committee, enabling it to :— (a) exercise and carry out without confirma­ tion the powers and duties of the Coun­ cil relating to plans for new buildings in pursuance of the Public Health Acts and bvclaws made thereunder. (/;) deal with the issue of Licences for Temporary Buildings. (c) consider plans relating to New Streets." ist May, 1934. 37

(80) " That the Council do accept the offer made by Messrs. Kenneth Brown Baker Baker on behalf of Mr. \V. E. Jones to pay the sum of ^200 in respect of vacant land adjoining 34, Road, being- the subject of Ap­ portionment No. 13 for Bonnersfield Lane, pay­ ment to be spread over a period of three years, Mr. Jones to bear the Council's Solicitor's costs."

(81) " That pursuant to Section 43 of the Public Health Acts Amendment Act, 1890, it be an in­ struction to the Surveyor to the Hendon Rural Area to plant trees along Oakfield Avenue and Beaufort Avenue, Harrow Weald."

(82) " That the sum of £2 2s. be subscribed to­ wards the expenses of the National Safety First Association."

(83) " That the Council do support the resolution passed by Wembley Urban District Council re­ questing the Minister of Transport to call a. conference of all Highway Authorities in the Area to ensure co-ordinate action being taken to give effect to the pro­ visions of the Road and Rail Traffic Act, 1933."

(84) " That the District Council do agree to Mid­ dlesex County Council taking over, pursuant to Section 34 of the Local Government Act, 1929, that portion of Honeypot Lane formerly within the Rural District of Hendon."

Referring to representations made by the Kenton and Northwick Park Ratepayers' Association for retention of the trees at Honeypot Lane, Councillor Brown enquired whether any decision had been reached in regard to replace­ ment of the trees required to be removed for the road widening.

Although no information could be given, Coun­ cillor Brown was assured that the matter would be borne in mind. ist May, 1934. - 38

Resolved : (85) " That the attention of the Ministry of Trans­ port be directed to a dangerous bend in the road by a railway bridge at Headstone Lane Station, requiring rectification."

(44) VALUATION ANO RATING COMMITTEE.—Proposed by Coun­ cillor Lambert and duly seconded :— (86) " That the Report of the Valuation and Rating Committee for their Meeting on i6th April, 1934, be received, with the following amend­ ments :— (a) the date of Meeting to be quoted as 'i6th' in place of ' i7th ' April; (b) the expression ' Rating Authority ' to be substituted for ' Assessment Committee ' in the seventh line of Minute No. (XV)." Carried. Resolved : (87) " That at the appropriate time the Council do notify its objection to the item of expenditure (;£i2o) incurred by the Central Middlesex Assessment Committee, being remuneration to Officials of the Wembley Urban District Coun­ cil for revision of the Draft Valuation List pre­ pared by that Authority." Arising in regard to Minute No. (VII) of the Report, in which the Committee dealt with the question of discount for prompt payment of rates, Councillor Adams enquired on whose authority the matter had been placed on the Agenda for the Meeting. In reply the Acting Clerk stated that in preparing agendas for meetings he endeavoured to bring on all matters requiring imimediate consideration, and in the present case although the Middlesex Review Order, 1934, provided for the action taken by the late Harrow-on-the-Hill Urban District Coun­ cil in matters of rating to continue in force temporarily, the question of discount seemed to require early consideration bv the new Council. ist May, 1934. 39

The Vice-Chairman stated that the subject arose at the First Meeting of the Council, and reference to a verbatim report of proceedings at such Meeting confirmed that the question was then referred to the Valuation and Rating and Finance Committees. Resolved : • (88) " That discount for prompt payment of rates be not allowed in the Harrow Urban District." (89) " That where an undertaking is given by Agreement in writing with the Owner to pay the rates chargeable in respect of any heredita­ ment, the rent of which is payable or is collected at intervals shorter than quarterly, the Council do make to such Owner an allowance of seven and one-half per cent, in accordance with the provisions of Section n (2) (b) of the Rating and Valuation Act, 1925, payment to be made on or before the 3©th June or 3ist December, according to the particular rate period." (90) " That a letter of appreciation be sent to British Building Supplies, Ltd., for allowing" use of a room as a Rates Sub-office, free of charge until 3oth September, 1934." (91) " That power be given the Valuation and Rating Committee pursuant to Section i (3) of the Rating and Valuation Act, 1925, to execute and carry out without confirmation the duties of the Council under the Rating and Valuation Act, 1925, and any Acts amending the same, as well as all Statutory Rules and Orders made thereunder relating to the follow­ ing matters of urgency :— (a) the valuation of all rateable property. (b) the preparation, making, and revision of Valuation Lists, including Draft Valua­ tion Lists. (<•) appearance in the hearing of objections or appeals against valuations included in the Valuation List or Draft Valuation List. - ist May, 1934- 40

(d) the issue and collection oi" aM necessary notices particulars and returns and the certification of all necessary documents under the hand of the Valuation Officer unless in the case of any special matter they shall require any such notice, re­ turn or document to be authenticated by the signature of the Clerk of the Council. (c) any other matters wherein delay would be prejudicial to the interests of the Rating- Authority." (92) " That the Council do proceed to elect a further representative to the C'entral Middlesex Assessment Committee, in place of Councillor Brown." On the motion of Councillor Lambert, seconded by Councillor Cridford, it was Resolved :— (93) " That Councillor Buttle be appointed to serve upon the Central Middlesex Assessment Com­ mittee for the period ending i5th April, 1935, in the place of Councillor Brown." Discussion ensued upon the Committee's Recommenda­ tion No. 7, seeking an alteration in the time of their Meet­ ings, and it was Resolved :— (94) " That the Recommendation be referred back to the Committee for further consideration and report to the Council at their next Meeting." (45) J'o\v\ PLANNING COMMITTKK.—Proposed b\ Councillor Charles and duly seconded :— (95) " That the Report of the Town Planning Committee for their Meeting on i7th April, 1934, be received." Carried. Resolved : (96) " That it be an instruction to the Surveyors to prepare and submit to the Town Planning Committee for consideration, proposals for town planning the whole of that portion of the Council's area which is not yet town planned, with relative plan shewing distinctively the built-up land." (97) " That the Hendon Rural Town Planning Scheme and proposals for revision be referred to the Surveyors for early consideration and re­ port to the Town Planning Committee." (99) " That the General Purposes, Establishment and Legal Committee be asked to consider the question of appointing an experienced Town Planning Officer." (104) " That the District Valuer be asked to negotiate informally with the under-mentioned Owners for determining the purchase price of land south of Watery Lane, Stanmore, as in­ dicated below, required for a Public Open Space, and in due course to submit to the Coun­ cil a Report covering the present market value of the sites :— Name of Owner. Bayliss Silver and Messrs. Silver Estates with respect to the re­ maining trees in their ownerships which are quoted in the Resolution of the Hendon Rural District Council dated 22110! February, 1934."

(107) (a) " That the Chairman of the Council and the Chairman of the Town Planning Committee be appointed to attend the Annual Conference of Local Authorities convened by the National Housing and Town Planning Council for 6th June, 1934, at the , "." ist May, 1934. 45

Resolved : (no) " That a Report of the District Valuer be obtained in regard to a proposal to acquire ap­ proximately 3 acres of land adjoining White- friars School (Wealdstone North Ward), for which an application would in due course re­ quire to be made to the Ministry of Health for loan sanction." Upon reaching- Recommendation No. / of the Report reference was made to the personnel of the proposed Fire Protection Sub-Committee, and it was considered desirable that Councillor Champion, as a representative from Pinner, should be included.

Resolved : (146) " That a Fire Protection Sub-Committee be constituted by Councillors Adams, Buttle, Champion, Crabb, Ousey, and Rust, to con­ sider and report to the Lighting and Fire Pro­ tection Committee upon :—

(a) uniformity of Fire Brigade equipment throughout the Harrow Urban District; (b) their Inspection of the appliances and equipment at the Harrow-on-the-Hill, Little Stanmore, Pinner and Weald- stone Fire Stations ; (c) the provision of further Fire Hose at the Harrow-on-the-Hill Station ; (d) work of Inspection which requires to be performed by Officers of the Brigades ; (c7 ) means for overcoming the failure of volunteer firemen to answer day-time fire calls ; (/) the condition of the \Yealdstone Am­ bulance ; (g) a proposed Fire Station at Pinner, accommodation to be provided, etc." The Clerk was asked to arrange for certain information called for to be supplied to the Sub-Committee in order that they might function without delay. • Resolved : (147) " That a Sub-Com.mittee consisting of Coun­ cillors Adams, Champion, Cornish, Dawson and Smith be appointed, to report through the Lighting' and Fire Protection Committee on (o) existing Public Lighting in the Urban District; ist May, 1934.

(/?) letter (dated 6th April, 1934) from the North Metropolitan Electric Power Supply Company and agreement for the public lighting- of Little Stanmore ; (c) letters (dated gth and 28th June, 1933) from the Gas Light and Coke Company ; (d) providing lamps in private streets in proportion to the building development of the streets, and recovery oi the cost froan frontagers when the streets are made up for taking over as highways ; (c) the lighting of the Bridle Path on Occupation Lane, leading along Charl- ton Avenue to Honeypot Lane."

(148) " That authority be given for a lamp-post to be erected on the left-hand side of High Worple, between \Vorple Close and \Vorple Way ; the cost thereof to be recovered from Mr. Robinson upon his entering into an agreement to make up the road to the required standard, or from the frontager when the street is made up for the purpose of being taken over as a highway."

(149) " That upon receipt of applications to erect lamp-posts in private streets, the Surveyors be authorised to as they have in the past until a definite policy is defined." In regard to Minute Xo. (XX), it was pointed out that traffic lights is a matter jor the Highways Committee to con­ sider, and directions were given for any further corres­ pondence on the subject to go before that Committee. Resolved : (150) " That the various scales of charges in force at the 3ist March, 1934, relating to the Weald- stone, Pinner and Little Stanmore Fire Brigades, be repealed, and the scale of charges relating to the Harrow-on-the-Hill Brigade be adopted and apply to the' four Brigade Units now serving the Urban District of Harrow (Ref. (151) " That the Finance Committee be asked to expend not exceeding ^256 8s. yd. in discharg­ ing outstanding instalments for lamp stan­ dards erected in Road, Woodridings and Pinner Road, Pinner." Referring to Minute No. (II) of the Committee s Re­ port, concerning motor ambulances (non-infectious), atten­ tion was drawn to a break-down of the Council's " Morris " 14 h.p. ambulance whilst answering a call to a street acci­ dent, and the Fire Protection Sub-Committee were asked to investigate the case. Councillor Weston reported that his absence from the Meeting of the Committee was due to illness, which pre­ vented him from communicating with the Clerk prior to the Meeting.

50) APPOINTMENT OF HONONARY CHIEF OFFICER OF THE FIRE BRIGADES.—Councillor Cowan referred to the Chairman's connection with the Harrow Fire Brigade over a period of forty-seven years, and proposed.:— (152) " That Councillor Charles be appointed Honorary Chief Officer of the Council's Fire Brigades." The proposition was seconded by Councillor Adams and carried unanimously. The Chairman expressed thanks to the Council for his appointment.

51) PUBLIC HEALTH COMMITTEE.—Proposed by Councillor Crabb and duly seconded :— (153) " That the Report of the Public Health Com- imittee for their Meeting on 23rd April, 1934, be received, with the following amendments :— (a) addition of Councillor Ousey's name to the list of Members present at the Meet­ ing ; (b) addition of Councillor Crosby's name to those of the Sub-Committee referred to in Recommendation No. i (a)." Resolved: (154) " That the following matters be referred to a Sub-Committee consisting of Councillors Webb, Crabb, Crosby, Forbes, Walker and Wibberley, for Report through the Public Health Committee ; (i) Provision of adequate Hospital accom- mnodation f^r the treatment of Infectious Disease and as to whether the Council should support or oppose a Scheme pro­ moted by the County Council under Sec­ tion 63 of the Local Government Act, 1929 ; (ii) Consideration of a Return to be fur­ nished showing the number of beds at present available, the number by which the accommodation will require to be in­ creased to reach the County Standard, present cost per bed compared with rela­ tive cost of the County Scheme ; (iii) Additions to the existing Isolation Hos­ pital at Honeypot Lane, Stanmore."

(164) (a)" That in consequence of non-compliance with a notice served upon the owner of the pre­ mises known as 4 and 9, Waldron Road, Harrow, pursuant to Section 17 of the Hous­ ing Act, 1930, the Council do themselves pro­ ceed to carry out the works required at these premises in accordance with the provisions of Section 18 of the Act; ist May, 1934. 56

In regard to Recommendation Xo. i (g) of the Com­ mittee's Report, providing for the establishment of an Ante­ natal Clinic at the Welfare Centre at The Broad\vay, Weald- stone, it was agreed that the date of the sessions should be altered to the fourth Monday in each month.

E. Johnson, one of the Sanitary Inspectors, be temporarily appointed to carry out the necessary duties under the Shops Acts for the Hendon Rural portion of the District, with salary at the rate of ^25 per annum."

(207) " That the arrangements at present in force in the various parts of the District, in connec­ tion with petroleum inspection, be temporarily continued." (208) " That the Surveyor (Hendon Rural Area) be instructed to expedite preparation of a specification for the external work to be carried out at the Council Offices, Harrow Weald, so that tenders may be invited therefor as soon as possible." In reply to an enquiry from Councillor Lambert, the Chairman stated that it had been agreed with the Lessor of the Council Offices, Harrow Weald, that internal decorations should be undertaken during the Council's Vacation when a number of the Officers would be away and there would be more room in the Offices, ist May, 1934. 68

Resolved : (209) " That the Acting Clerk be instructed to communicate with the Local Registrar with a view to improving the facilities for the registra­ tion of Births, Deaths and Marriages, particu­ larly with regard to the Hendon Rural portion of the District." (210) " That advertisements be issued, inviting ap­ plications for the post of Assistant Nurse at the Isolation Hospital, Stanmore, with re­ muneration at the rate of £60 per annum, sub­ ject to the deduction of 5 per cent, for super­ annuation purposes." Upon reaching Recommendation No. 20, Councillor Ellis submitted particulars of the White Lion Hotel at Little Stanmore and of other licensed premises in the same locality, each of which held a Music Licence, and spoke strongly against the Committee's Recommendation, suggesting in­ stead that the Council should intimate to the County Council that they had no objection to a Music Licence being granted to the White Lion Hotel. The Chairman of the Committee, in reply, referred to the principle involved in a matter of the kind, and stressed the advisability of the Council's awaiting a further crystallisation of public feeling rather than of granting at the present juncture of their history a licence involving a principle on which it was known certain of the electorate held very strong views. Discussion ensued, following which the Committee's Recommendation in the following terms was put to the Meeting :— (211) " That the be in­ formed, in reply to their letter of 6th April, 1934, that the Council object to the granting of a Music Licence to the White Lion Hotel, Little Stanmore, for Sunday Entertainments." There voted in favour 21, and against n. Declared carried. It was agreed that in writing the Middlesex County Council the voting on the Committee's Recommendation should be stated. (212) " That authority be given for proceeding with the preparation of a Year Book for the use of Councillors, the skeleton proof thereof to have the approval of the Chairman of the General Purposes, Establishment and Legal Committee."

(213) (a) " That the Council Meeting arranged to be held on 7th August, 1934, be advanced to 3ist July, 1934; that no Meetings be held during August or in the first week in Septem­ ber, Committees resuming sittings at loth September, 1934, as previously fixed." (b) " That any urgent matters needing at­ tention during such vacation be referred to the Chairman for his decision, he having authority with any two other Members, to draw Orders on Bankers required for payments to be made.''

(214) " That the presentation clock in the Council Chamber at the Council Offices, Harrow Weald, having sentimental value, be returned to Mrs. G. R. Mann (widow of the late Councillor G. R. Mann)."

(215) " That advertisements be issued inviting quotations for quarterly Stocktaking and periodical surprise visits for the Highways and Hospital Stores." (216) " That Minutes and Agendas for Meetings of the Council be supplied to the recognised Ratepayers' Associations, Chambers of Com­ merce and local newspapers, and to other similar bodies by request at the discretion of the Acting Clerk, who will consult the General Purposes, Establishment and Legal Committee if in doubt." In regard to Recommendation No. 26 of the Committee's Report, Councillor Crabb moved and Councillor Cowan seconded :— " That the Recommendation be referred back." Resolved : (217) " That no premiums shall be required from Pupils articled to Officers of the Council, and the selection of Pupils by Officers shall be sub­ ject to the Council's approval." (218) (a) " That Tenders received from time to time by the Council, be opened and listed in accordance with directions given the Acting- Clerk by the General Purposes, Establishment and Legal Committee at their Meeting on the 24th April, 1934," and (b) " That consideration of any List of Tenders so presented to the Council be taken ' In Committee '."

(219) " That all officers or servants of the Coun­ cil shall give their whole time in the service of the Council; an officer or servant shall not hold any position, or engage in any paid occupation whatever outside his appointment, except with the express consent of the Council given in writing. Any breach of this regulation shall render an employee subject to instant dis­ missal."

(220) " That the Council make a payment of ^5 per annum to E. G. Martin, of 54, Whitchurch Avenue, towards the cost of caring for and cleaning the Edgware and Little Stanmore War Memorial, such amount to be payable by monthly instalments of 8s. 4d."

(()[) LONDON PASSENGER TRANSPORT BOARD BILL.—Clerk re­ ported receipt of a letter (dated 28th April, 1934) from Messrs. Lees & Co., Parliamentary Agents, intimating that Clause 6 of the London Passenger Transport Board Bill—Minister of Transport may authorise additional routes—had been withdrawn, which disposed of the objections raised in the Petitions lodged by the Council's predecessors, with the ex­ ception possibly of Clause 7 (turning spaces for trolley vehicles), which may affect the District in view of the proximity of existing tramways.

Clerk stated that he had been in communication with Messrs. Lees & Co., and having regard to the fact that Clause 7 relates to County Main Roads and the Middlesex County Council are employing counsel in their opposition to on behalf of opposing Local Authorities in the County, he considered it unnecessary for the District Council to incur expense in further active opposition. ist May, 1934.

UNDERTAKING OF THE COLXE VALLEY ELECTRIC SUPPLY Co., LTD.—Replying to an enquiry from Councillor \Yeston, the Vice-Chairman stated that the late Hendon Rural District Council decided to exercise their option to purchase at i5th August, 1934, the Undertaking of The Colne Valley Elec- trict Supply Co., Ltd., in Pinner, and delegated their powers in the matter to the London and Joint Elec­ tricity Authority. At the present time it appeared to be a question of valuation, and negotiations with the Company would be watched by the Council's Representatives on the Executive Committee of the Joint Authority. It was agreed that the Reports of these Representa­ tives to the Council from time to time should be made in writing. (64) SOLICITORS' BILLS OE COSTS.—Reference was made to Solicitors' Bills of Costs submitted to the Council, and a suggestion that these in future should go before the General Purposes, Establishment and Legal Committee in the first instance for perusal with a view to taxation, was noted. (65) BUSINESS " IN COMMITTEE."—Proposed by Councillor Cowan, and seconded by Councillor Forbes:— (246) " That the Council do resolve itself ' into Committee ' to consider the constitution of the Plans Sub-Committee as quoted in Minute No. (XI) of the Highways Committee's Report for their Meeting on i6th April, 1934." Eventually in open Council it was Resolved :— (247) " That Councillor \Vibbcrley be co-opted to the Plans Sub-Committee of the Highways Committee in the place of Councillor Lambert."

It was pointed out that the constitution of the Sub- Committee could be fully discussed by the General Purposes, Establishment and Legal Committee at the time of dealing with the revision of Standing Orders necessitated through the passing of the Local Government Act, 1933, which comes into force at ist June, 1934.

(66) DEPOSITED PLANS.—

(248) Resolved : " That in regard to plans deposited under the Byelaws, Notices of Approval or Dis­ approval by the Council be signed by the Sur­ veyor for that section of the District in whirh the development in question is situate."

(67) REPAIRS TO COUNCIL HOUSES, HONEYBUN ESTATE.—The question of supervision of the repairs and decorations being carried out by Contract at houses on the Honeybun Estate was raised, and the Surveyor (Harrow-on-the-Hill Area) reported that pending the appointment of a Clerk of Works, special arrangements had been made for the works to be supervised by certain of his Staff.

(68) BOUNDARIES' INSPECTION.— (249) Resolved : " That the inspection of boundaries referred to in Resolution \o. 199, passed earlier in the Meeting, be spread over two afternoons, the second date to be agreed at the inspection r>ri i-th May." 1J.
