PART I.—RECOMMENDATIONS.—NIL. PART II.—MINUTES. 382. Minutes: RESOLVED: That the minutes of the meeting of the 14th November, 1955, be taken as read and signed as a correct record; and that the question of signing the minutes of the meeting of 2nd December, 1955, be deferred. 383. Residential Development of Sandy Lane and Oxhey Drive Frontages: RESOLVED: That the Committee receive, and note, the report of the Town Clerk, that a local Inquiry has been arranged by the Minister of Housing and Local Government, to be held at The Pavilion, Green Lane, Oxhey, on 17th January, 1956, to hear representations in this matter; and that the will send a technical witness to the Inquiry. 384. Estimates of Income and Expenditure, 1956/1957: RESOLVED: (1) That, subject to an adjustment (as now agreed) being made in respect of the allo­ cation of salaries under the heading " Building Inspectorate " the estimates (now submitted) of income and expenditure for 1956/57, be approved and forwarded to the Finance Committee. (2) That the Committee receive, and note, a Message (26th October, 1955) from the Chancellor of the Exchequer and the Minister of Housing and Local Government in regard to expenditure of Local Authorities. 385. Harrow Coliseum: The Town Clerk reported that the County Planning Committee, on 2nd December last, decided, subject to the approval of the Minister of Housing and Local Government, that permission for the pro­ posed change of use of this theatre to a retail shop, should be granted, subject to conditions requiring (a) the submission and approval of detailed drawings, and (b) that vehicles using the premises should be loaded and unloaded clear of Station Road, Harrow; that the Minister of Housing and Local Govern­ ment had made a Direction under section 15 of the Town and Country Planning Act, 1947, requiring the application to be referred to him for final decision; and that a local Inquiry had been provisionally arranged to be held at the Council Offices, Peel Road, , on 14th March, 1956, at 10.30 a.m. RESOLVED: That the report be received and noted; and that this matter be referred to the General Purposes Committee. 386. " D " Ring Road: With reference to resolution 378 (2nd December, 1955) whereby the Chairman was appointed to accompany a representative of the Highways and Cleansing Committee on a deputation, with representatives of the /Northwood Urban District Council and , to wait upon the Minister of Transport and Civil Aviation to discuss the question of three planning consents granted, on appeal, to develop 1-65 miles of the "D" Ring Road, the Town Clerk reported that Ruislip/ Northwood Urban District Council had notified the County Council that they would not join in any deputation whose purpose would be to urge the 1277 PLANNING

Minister to approve a specific line on any part of the " D " Ring Road which might affect their District, but that they would join a deputation to seek the general guidance of the Minister on the problem of the route to be followed between Western Avenue and the Aylesbury Radial. RESOLVED: That the report be received and noted; that the Committee raise no objection to the above-mentioned variation in the matter to be discussed by the deputation with the Minister of Transport and Civil Aviation; and that the Chairman be appointed to represent the Committee on the deputation.

387. Challenge of Advertisements: RESOLVED: That the Committee receive, and note, a report by the County Planning Officer to the County Planning Committee, setting out the general principles for consideration of proposals to " Challenge " advertisements. 388. Report of the Clearance and Redevelopment Sub-Committee: RESOLVED: That the report of the Clearance and Redevelopment Sub- Committee (19th December, 1955) (printed in Appendix III to this report) be received, and, in so far as the same requires confirmation, and is not otherwise dealt with in these minutes, be hereby confirmed. 389. Town and Country Planning (Development by Local Planning Author­ ities) Regulations, 1951: RESOLVED: (1) That the following observations be submitted to Middlesex County Council upon the under-mentioned pro­ posals to be carried out in the : — (a) Electricity substation, . Avenue, Observations: No objections. (b) Erection of Goat House, Royal National Orthopaedic Hospital (amended plans). Observations: No objections. (c) Electricity substation on land adjoining " Dormers ", Priory Drive, . (Detailed plans). Observations: No objections. (d) Electricity substation on land at St. Leonards Avenue, Kenton. (Outline application). Observations: No objections. (e) Sports Pavilion at Newton Farm Playing Fields for Manor Secondary School. Observations: No objections. (/) Electricity substation on land adjoining Instrument Screw Company, Road, . (Detailed plans). Observations: No objections, (g) Erection of hose hoist at Wealdstone Fire Station, Palmerston Road, Wealdstone. Observations: No objections. (h) Electricity substation, rear of 155, Mollison Way, . Observations: No objections. (/) Electricity substation off Marsh Lane, Stanmore. (Outline application). Observations: No objections. (2) That the Committee confirm the action of the Chairman in raising no objection to a proposed electricity substation at Aldenham Transport Depot. PLANNING 1278

390. Site for Proposed Grammar School, Pinnerwood Park Estate: The Town Clerk reported that the Sites and Buildings Sub-Committee of the Education Committee had suggested the erection of a three-form entry boys' grammar school on 19 acres of land near Derwent Avenue, , in place of the school which was to have been erected on the former Wealdstone Sewage Farm site, and had requested the views of this Committee thereon. RESOLVED: That the Sites and Buildings Sub-Committee be requested to reconsider their proposal; and that their attention be drawn to the in­ accessibility of the site; the absence of satisfactory public transport facilities; and to the fact that the land is included in the Green Belt. 391. Erection of Electricity Sub-Stations: RESOLVED: That the Borough Engineer be instructed to notify the Eastern Electricity Board of the Com­ mittee's apprehension at the number of electricity substations which are being erected in the Borough; and that he be further instructed to report again to the Committee in the matter, in due course. 392. 110, Road, Harrow: The Town Clerk submitted an applica­ tion for a determination under section 17 of the Town and Country Planning Act, 1947, as to whether the proposed use of the above-mentioned premises, and the land within the curtilage thereof, for the storage of non-ferrous metals, would constitute statutory development. RESOLVED: That the application be received; and that the Committee determine that the proposal would involve a " material" change in the use of the land and would, therefore, require planning permission. 393. Development by other Committees: RESOLVED: (1) That no objection be raised to proposals (now submitted) of the Housing Committee for the redevelopment of the Northolt Road Clearance Areas; and (2) that consent be granted for the continued use by the Civil Defence Committee of a gas chamber; gas compound, and incendiary bomb hut, and an incendiary bomb store, at Elmgrove Road Depot, for a period of five years from 1st January, 1956. 394. Building Byelaws: Alleged Contravention: RESOLVED: That the Com­ mittee defer, until their next meeting, consideration of a report by the Borough Engineer as to an alleged contravention of the Building Byelaws at Wellington School, Road, Hatch End. 395. Advertisement Regulations, 22, St. Anns Road, Harrow: RESOLVED: That, subject to the concurrence of the Middlesex County Council, the Town Clerk be instructed to serve a notice under Article 8 of the Town and Country Planning (Control of Advertisements) Regulations, 1948, requiring an appli­ cation for express consent in respect of the display of a "V "-shaped advertisement board at 22, St. Anns Road, Harrow. 396. Advertisement Hoarding, 209, Northolt Road, South Harrow: With reference to resolution 345 (7th October, 1955), whereby the Committee agreed to take no action to secure the removal of the above-mentioned advertisement hoarding until 1st January, 1956, the Borough Engineer re­ ported that development of the site at the rear of the hoarding is not likely to take place for at least six months; and that the owners of the hoarding had asked whether they might be allowed to retain it until the development has been completed. 1279 PLANNING

RESOLVED: That further consideration of matter be deferred until the meeting to be held in June, 1956.

397. Annual Conferences: RESOLVED: That the Committee approve the following list of bodies to whose Annual Conference delegates shall be sent, and that the General Purposes Committee be recommended accordingly: — (a) Town Planning Institute; (b) National Housing and Town Planning Council; (c) International Federation of Housing and Town Planning. (Note : The Committee agree to consult the Housing Committee in regard to the appointment of delegates to attend Conferences of the National Housing and Town Planning Council; and that representatives shall attend Conferences of the International Federation of Housing and Town Planning only when such Conferences are held in this Country.)

398. Town Planning Institute: RESOLVED : That the Chairman be appointed a representative of the Council to attend, with the Borough Engineer or his representative, the Annual Conference of the Town Planning Institute, to be held at Bournemouth on 26th and 27th April, 1956.

399. National Housing and Town Planning Council: Annual Subscription: RESOLVED : That the Borough Treasurer be instructed to pay to the National Housing and Town Planning Council the sum of seven guineas, being the Council's annual subscription to that Body for the year ending 31st March, 1956.

400. Harrow No. 1 Planning Scheme: Tree Preservation Order: The Town Clerk reported that a Tree Preservation Order, made under the former Harrow No. 1 Planning Scheme, was operative in respect of trees within the curtilage of 36, West Drive, ; that permission had been given to fell certain trees to permit building on the site; but that an applica­ tion had been received for permission to fell all the trees. RESOLVED: That the application be received, but not granted.

401. Land at Bacon Lane Adjoining Penylan Place, Edgware: With reference to resolution 356 ('14th November, 1955), whereby the Committee authorised enforcement action in respect of the alleged use of a building on the above- mentioned site as a greengrocer's shop, the Borough Engineer reported that the shop was now closed; and that the contravening use had ceased. RESOLVED: That the report be received; and that no further action be taken in this matter.

402. Lane Works, Tyburn Lane, Harrow: RESOLVED : That the Com­ mittee receive the report of the Town Clerk as to the present position in the legal proceedings in this case.

403. Town Planning Appeals: RESOLVED: That the Committee receive the following decisions of the Minister of Housing and Local Government upon the under-mentioned appeals: — PLANNING 1280

Appellant Proposed Development Decision Winkley Estates 33 dwelling-houses and Appeal allowed, and per- (Builders) Ltd. construction of a new mission granted for the road on land adjoining erection of houses up " Northwold ", Cuckoo to a maximum of 20, Hill, Pinner. subject to the siting, design and external ap­ pearance of the houses and the layout of the roads being agreed by the Local Planning Authority. Mrs. M. J. B. Two dwelling houses on Appeal dismissed. Freeman land within the curtil­ age of Bentley Manor, Stanmore. 404. Garage No. 4, Rear of Headstone Parade, Headstone Drive, Wealdstone: The Town Clerk reported that on 29th October, 1954, an application to use the above-mentioned garage for storage purposes was refused, and such decision was subsequently upheld by the Minister of Housing and Local Government, on appeal; that the premises are still being used for the purpose mentioned; but that the appellant has made several attempts to find alterna­ tive accommodation, without success. RESOLVED: That the report be received; and that, subject to the concur­ rence of the Middlesex County Council, the Town Clerk be instructed to serve an enforcement notice requiring discontinuance of the use of Garage No. 4, rear of Headstone Parade, Headstone Drive, Wealdstone, for storage purposes, within fifty-six days of the date upon which the notice shall become effective, in accordance with the terms thereof. 405. 1-9, Peterborough Road, Harrow: The Borough Engineer reported that, on 14th November, 1955, an application for permission to convert the three upper storeys of the above-mentioned premises into offices was refused, on the grounds that the proposal would involve loss of living units which, due to the present acute shortage of living accommodation in the Borough, would be undesirable; and submitted an application made on behalf of the appli­ cant, for reconsideration of that decision. RESOLVED: That the application be received; but that the Committee re-affirm their previous decision in this matter. 406. Basement, 461, Alexandra Avenue: The Town Clerk reported that, on 14th November, 1955, the Committee (resolution 370) granted an application (HAR/1993(d)) for permission to use this basement as a designing office, subject to conditions; but that, upon closer examination, it appeared that an " existing use " right existed for the use of the basement for office purposes, and that application HAR/1993(d) need not have been made. RESOLVED: That the report be received; and that the Committee hereby rescind resolution 370 (14th November, 1955) so far as it relates to applica­ tion HAR/1993(d). 407. Advertisement Hoarding: Roxeth Farm, Northolt Road, South Harrow: With reference to resolution 381 (2nd December, 1955), whereby an appli­ cation for the continued display of an advertisement hoarding at the above- 1281 PLANNING

mentioned site was refused on amenity grounds, the Borough Engineer submitted a letter from the applicant asking that the matter be reconsidered. RESOLVED: That the letter be received; but that the Committee re-affirm their decision set out in resolution 381 (2nd December, 1955) against appli­ cation No. HAR/6131(a). 408. Garage 395, Alexandra Avenue, South Harrow: Arising out of resolution 361 (14th November, 1955) the Borough Engineer reported that inspections had been made, but that it was not at present possible to report a definite contravention of planning control at this garage. RESOLVED: That the report be received; and that the Borough Engineer be instructed to continue enquiries in this matter, with a view to reporting further to the Committee. 409. Deposited Plans: RESOLVED: (1) That the following report of the Plans Sub-Committee be received, and the recommendations contained therein (as now amended) be approved and adopted: — PLANS SUB-COMMITTEE: 3rd January, 1956. PART I.—RECOMMENDATIONS RECOMMENDATION 1.—Deposited Plans and Applications for Planning Permission. The Borough Engineer reported upon (a) plans deposited for approval under the Public Health Act, 1936, the Building Byelaws and the Byelaws with respect to New Streets, and (6) applications for planning permission under the Town and Country Planning Act, 1947, and the County of Middlesex (Delegation of Planning Functions) Scheme, 1948, respectively. Resolved to RECOMMEND: That decisions be made upon such plans and applications in accordance with the recommendations set out opposite the respective application numbers in Schedules A and B to this report. PART II.—MINUTES. 23. Minutes: RESOLVED : That the minutes of the meeting of the Sub-Committee held on 23rd November, 1955, having been circulated, be taken as read and signed as a true record. (2) (a) that, in the case of each plan specified in schedule A (appearing in appendix I to this report), the decisions stated in columns (5) and (6) thereof, be made; provided that the passing or rejection of a plan under a byelaw submission shall relate only to the requirements of the Public Health Act, 1936 (sections 25, 37, 43, 53, 55, 59, 64 and 137, as the case may be), the Building Byelaws and the Byelaws with respect to New Streets (as the case may be); (b) that the grant or refusal of planning permission shall be made, pursuant to Part III of the Town and Country Planning Act, 1947, and the County of Middlesex (Delegation of Planning Functions) Scheme, 1948; and (c) save where otherwise stated, the passing or the grant of permission shall not extend to or imply approval, under any other Acts, Orders, Byelaws or Regulations. (3) That, in the case of each plan specified in Schedule B (appearing in appendix I to this report), being excepted applications within the meaning of the County of Middlesex (Delegation of Planning Functions) Scheme, PLANNING 1282

1948, the decisions stated in column (5) of that schedule be made upon byelaw submissions (as denned in paragraph (2) above), and the recom­ mendations appearing in column (6) thereof, in respect of the grant of planning permission (as above) be made to the Central Middlesex Area Planning Committee. (4) That the Committee receive the list (set out as appendix II to this report) of decisions of the Central Middlesex Area Planning Committee upon ex- cepted applications for the grant of planning permission, and that the same be hereby accepted, and the Borough Engineer instructed to issue decisions accordingly. Your Sub-Committee have also considered a suggested layout prepared by the Borough Engineer for the redevelopment of the Northolt Road clearance areas, providing for 241 dwelling units, at a density of 68 habitable rooms to the acre, office accommodation, seven small shops and six large shops. Resolved to RECOMMEND: That the layout for the redevelopment of the Northolt Road clearance areas be hereby approved and forwarded to the Housing Committee for consideration.

PART H.—MINUTES. 3. Minutes: RESOLVED: That the minutes of the Sub-Committee of 4th July, 1955, having been circulated, be taken as read and signed as a correct record. 4. Northolt Road Clearance Areas: The Borough Engineer reported that he had been approached by two of the occupiers of business premises at Northolt Road, who stated that they had been asked by a number of residential and business occupiers within the business areas to safeguard their interests in the statutory proceedings pending in this matter; and sought an assurance that the business interests of their neighbours would be given favourable consideration in the pro­ gramming of the redevelopment scheme, so that vacant new premises could be offered to the existing business users before their present accommodation is demolished. The Borough Engineer reported that the layout referred to in recommendation 2 of this report would provide adequate accommodation for displaced existing shop and business users in the Northolt Road clearance areas, and that it would be possible for arrangements to be made to offer new premises to displaced business users before their existing accommodation is required to be demolished. RESOLVED : That the report be received; that the Borough Engineer be instructed to inform the two persons mentioned in the preamble above that every consideration will be given to the difficulties of shop and business users in the Northolt Road clearance areas; that adequate provision has been made in the Council's scheme for the redevelopment of the area to accommodate displaced shop and business users; and that, when detailed plans have been formulated, they will be available for inspection by interested parties.
