So it would be that for a shopkeeper the choice of an urbanized area or a dynamic neighborhood, the seeking- out of a good location at an advantageous point in a system of streets and thoroughfares constitute elements as important for the strategy of an individual or group as the application of appropriate methods of management.Spatial strategies have rapidly evolved since the outset of the 8Os, and new plans for action are being elaborated within French and European space in the perspective of the great single market of 1992. -
The Constitutional Role of the Privy Council and the Prerogative 3
Foreword The Privy Council is shrouded in mystery. As Patrick O’Connor points out, even its statutory definition is circular: the Privy Council is defined by the Interpretation Act 1978 as the members of ‘Her Majesty’s Honourable Privy Council’. Many people may have heard of its judicial committee, but its other roles emerge from the constitutional fog only occasionally – at their most controversial, to dispossess the Chagos Islanders of their home, more routinely to grant a charter to a university. Tracing its origin back to the twelfth or thirteen century, its continued existence, if considered at all, is regarded as vaguely charming and largely formal. But, as the vehicle that dispossessed those living on or near Diego Garcia, the Privy Council can still display the power that once it had more widely as an instrument of feudal rule. Many of its Orders in Council bypass Parliament but have the same force as democratically passed legislation. They are passed, unlike such legislation, without any express statement of compatibility with the European Convention on Human Rights. What is more, Orders in Council are not even published simultaneously with their passage. Two important orders relating to the treatment of the Chagos Islanders were made public only five days after they were passed. Patrick, originally inspired by his discovery of the essay that the great nineteenth century jurist Albert Venn Dicey wrote for his All Souls Fellowship, provides a fascinating account of the history and continuing role of the Privy Council. He concludes by arguing that its role, and indeed continued existence, should be subject to fundamental review. -

Both parts have been printed unamended, the only liberty I have taken with the text has been to combine the appendices. As reprinting necessitated retyping any subsequent errors and omissions are my responsibility. The document has been converted into computer text and is reproduced herewith, albeit in a much smaller and condensed typeface in order to reduce the number of pages. Colin Bradford, 2009 may well be inaccuracies. These can, of course, be corrected if they are of any significance. The final version will, it is hoped, be carefully conserved in the records of the Association so that possibly some ALAVES - 1949-1986 future member may be prepared to carry out a similar exercise in perhaps ten years’ time. The circulation of the story is limited, largely because of expense, but also because of the lesser interest of the majority of the current membership in what happened all those years Kenneth Blessley ago. The NAEP Trial Urban District Assessment
The NAEP Trial Urban District Assessment The Trial Urban District Assessment (TUDA) program measures performance on the National Assessment of Educational Progress in 27 urban school districts. The TUDA data allow for comparisons among participating districts and analyses of trends for districts which have participated over time. With the goal of improving student achievement, the TUDA program focuses attention on the specific challenges and accomplishments associated with urban education. Funded by Congress in 2002, at the request of the Council of the Great City Schools, the National Center for Education Statistics, and the National Assessment Governing Board, the TUDA program has collected and reported student achievement data for select large urban districts every other year since 2003. When the program started, six districts participated. As of 2019, the number of urban districts voluntarily participating has grown to 27. Participating districts can monitor their progress on NAEP over time in comparison to one another, to the national public results, and to results from large cities nationwide. Districts also can examine and compare information about their students’ learning experiences in and out of the classroom, which is collected via NAEP survey questionnaires. These comparisons allow TUDA districts to learn from one another about best practices for improving student outcomes. 2019 NAEP Trial Urban District Assessment The 2019 NAEP Trial Urban District Assessment provides district-level results in reading and mathematics for the participating 27 urban school districts in grades 4 and 8. Six TUDA districts joined the program in 2017, so, for them, the 2019 NAEP TUDA marks the first time they can see trends over time. -

Abercrombie’s green-wedge vision for London: the County of London Plan 1943 and the Greater London Plan 1944 Abstract This paper analyses the role that the green wedges idea played in the main official reconstruction plans for London, namely the County of London Plan 1943 and the Greater London Plan 1944. Green wedges were theorised in the first decade of the twentieth century and discussed in multifaceted ways up to the end of the Second World War. Despite having been prominent in many plans for London, they have been largely overlooked in planning history. This paper argues that green wedges were instrumental in these plans to the formulation of a more modern, sociable, healthier and greener peacetime London. Keywords: Green wedges, green belt, reconstruction, London, planning Introduction Green wedges have been theorised as an essential part of planning debates since the beginning of the twentieth century. Their prominent position in texts and plans rivalled that of the green belt, despite the comparatively disproportionate attention given to the latter by planning historians (see, for example, Purdom, 1945, 151; Freestone, 2003, 67–98; Ward, 2002, 172; Sutcliffe, 1981a; Amati and Yokohari, 1997, 311–37). From the mid-nineteenth century, the provision of green spaces became a fundamental aspect of modern town planning (Dümpelmann, 2005, 75; Dal Co, 1980, 141–293). In this context, the green wedges idea emerged as a solution to the need to provide open spaces for growing urban areas, as well as to establish a direct 1 connection to the countryside for inner city dwellers. Green wedges would also funnel fresh air, greenery and sunlight into the urban core. -

London and Middlesex in the 1660s Introduction: The early modern metropolis first comes into sharp visual focus in the middle of the seventeenth century, for a number of reasons. Most obviously this is the period when Wenceslas Hollar was depicting the capital and its inhabitants, with views of Covent Garden, the Royal Exchange, London women, his great panoramic view from Milbank to Greenwich, and his vignettes of palaces and country-houses in the environs. His oblique birds-eye map- view of Drury Lane and Covent Garden around 1660 offers an extraordinary level of detail of the streetscape and architectural texture of the area, from great mansions to modest cottages, while the map of the burnt city he issued shortly after the Fire of 1666 preserves a record of the medieval street-plan, dotted with churches and public buildings, as well as giving a glimpse of the unburned areas.1 Although the Fire destroyed most of the historic core of London, the need to rebuild the burnt city generated numerous surveys, plans, and written accounts of individual properties, and stimulated the production of a new and large-scale map of the city in 1676.2 Late-seventeenth-century maps of London included more of the spreading suburbs, east and west, while outer Middlesex was covered in rather less detail by county maps such as that of 1667, published by Richard Blome [Fig. 5]. In addition to the visual representations of mid-seventeenth-century London, a wider range of documentary sources for the city and its people becomes available to the historian. -
Local Government in London Had Always Been More Overtly Partisan Than in Other Parts of the Country but Now Things Became Much Worse
Part 2 The evolution of London Local Government For more than two centuries the practicalities of making effective governance arrangements for London have challenged Government and Parliament because of both the scale of the metropolis and the distinctive character, history and interests of the communities that make up the capital city. From its origins in the middle ages, the City of London enjoyed effective local government arrangements based on the Lord Mayor and Corporation of London and the famous livery companies and guilds of London’s merchants. The essential problem was that these capable governance arrangements were limited to the boundaries of the City of London – the historic square mile. Outside the City, local government was based on the Justices of the Peace and local vestries, analogous to parish or church boundaries. While some of these vestries in what had become central London carried out extensive local authority functions, the framework was not capable of governing a large city facing huge transport, housing and social challenges. The City accounted for less than a sixth of the total population of London in 1801 and less than a twentieth in 1851. The Corporation of London was adamant that it neither wanted to widen its boundaries to include the growing communities created by London’s expansion nor allow itself to be subsumed into a London-wide local authority created by an Act of Parliament. This, in many respects, is the heart of London’s governance challenge. The metropolis is too big to be managed by one authority, and local communities are adamant that they want their own local government arrangements for their part of London. -
