This instruction has been updated in accord with the new English translation of The Order of Celebrating Matrimony. Priests, deacons, and the entire Christian community have a great responsibility to preserve the integrity of the family. A primary way to accomplish this goal is by forming engaged couples in the vocation of marriage. The following instruction seeks to assist those in the Diocese of Richmond who are primarily responsible for preparing couples for marriage. This document represents a development of the previous printing of this instruction in a few key areas; namely, an expanded scope of marriage formation, convalidation recommendations, requirements for entering sacramental records, synthesis of the process for immediate formation, an emphasis on marriage as an opportunity for evangelization, recommendations for couples who are cohabiting, updated liturgical guidelines, and an updated FAQ section. I hope it will provide a more comprehensive approach to marriage formation in the Diocese of Richmond so that marriage may continue to enrich our local Church and the Commonwealth of Virginia. Full implementation of this diocesan Instruction for Marriage will enrich parish communities, the couples who present themselves for marriage, and their families.

What is a Tribunal? Church law calls for the existence of a Tribunal in every diocese of the world. The Tribunal of the Diocese of Manchester is under the direction of the Bishop of Manchester and is supervised by his delegate, the Judicial Vicar. He, together with his Judges and a staff of specially trained and experienced priests, religious and lay persons, offers assistance to those who request that the Church study a marriage in order to determine whether or not there is any possibility of a declaration of invalidity. The Tribu- nal then investigates the marriage, and on completion of their in- vestigation, declares whether or not invalidity has been proved. The Tribunal is, first and foremost, a Court of Law. The law we adjudicate is the canon law of the Catholic Church, which has as its foundation and its heart the teachings of Jesus Christ in the Gospel. The fundamental law of the Church is the commandment of Jesus to love God above all else and to love one another as ourselves. The procedural laws which govern Tribunals exist pri- marily to protect the rights of all persons connected with a Tribu- nal case by providing a structured process of examining the issues and questions surrounding marriage and divorce.
