JAFFNA DISTRICT

Situation update • The situation in Jaffna remained tense throughout the week. • There is a daily curfew in place from 1900 hours to 0500 hours. • On 17 June, mortar shells fell in and around the area. People living in the vicinity immediately left their homes to stay with friends and relatives and returned home the next morning. Most of the population living near the peninsula coast spend their nights away from their homes – taking refuge with friends and relatives.

Displacement/Returns • No displacements or returns were reported this week.

Sector Developments/Gaps • Shelter assistance continues for the internally displaced populations in the district. • A fishing ban in the waters off Jaffna has affected the livelihoods of some 17,000 fishing families. Minister of Social Services and Welfare Douglas Devanada promised redress to the affected population.

KILINOCHCHI & MULLAITIVU DISTRICTS & West (located in but covered by )

Situation update • The general security situation in Kilinochchi and Mullaitivu districts remain tense and unpredictable due to ongoing military operations and exchanges of mortar / artillery shelling around the northern and southern FDL areas.

Colombo Sri Lanka • During the reporting period, there was significant displacement from Nedunkerny and Vavuniya North to and Puthukkudiyiruppu AGA Divisions in Mullaitivu. There were also population movements from Manthai East into division () and further north into AGA Division (Kilinochchi) and from southern parts of Manthai West AGA division further north. Respective divisional secretaries have started registering new arrivals. • Divisional Secretariat of Oddusuddan reports 1,127 displaced families from the Nedunkerny areas over the past three weeks. The authorities provided hot meals for three days. AGA awaits government approval for the distribution of WFP rations.

Sector Developments/Gaps • RDHS Kilinochchi reported on 13 June that the second quarter medicines except Metformin, gauze and sprit were transported from Vavuniya over the past two weeks. Reduced fuel quotas (from 15,000 liters to 6,250 liters), have however impacted the hospital’s electrical supply as well as ambulance services. • On 17 June, a Joint IDP Emergency Assessment was conducted in Oddusuddan in Mullaitivu district by ZOA, CARE, FORUT and Oxfam. UN access to this area is restricted for security reasons. • No kerosene is available in the markets in . • DRC transported two lorry loads of NFRI items from Vavuniya into the Vanni for distribution to displaced populations.

MANNAR & VAVUNIYA DISTRICTS

Situation update • The general situation across Vavuniya and Mannar Districts remains tense and volatile. The deteriorating security situation continues to result in tension amongst the general population. Security forces remain on high alert throughout the District and regularly conduct cordon and search operations. • On 16 June, a suicide bomber blew himself up in front of the SSP office targeting police personnel. 12 police personnel were killed and 23 injured, 4 being civilians. Following this, movement at Madawachchiya was curtailed making it difficult for humanitarian agencies to operate. • Military operations continue in Manthai West division and intense confrontation between LTTE and SLA occurred on a daily basis north of the FDL.

Displacement/Returns • 33 families (67 individuals) arrived in Mannar by sea from LTTE-held areas during the past week. All new arrivals are being accommodated at the Kalimoddai IDP site. The total population at Kalimoddai is now 188 families (411 individuals).

Sector Developments/Gaps • Oxfam in collaboration with RDHS is conducting water quality testing in Vavuniya and Mannar districts. The programme includes a laboratory in Vavuniya to facilitate water quality-testing. The laboratory will function under the supervision of the RDHS and in future water testing will be carried out by the respective Public Health Inspectors of the division. The MOH will do the follow-up and monitoring activities. • Oxfam is implementing a dairy development project through two partner organizations in Vavuniya under its livelihood programme. This initiative feeds into the Government’s district development plan through established district cooperative federations.

TRINCOMALEE DISTRICT

Situation update • The security situation in remains relatively stable.

Displacement/Returns • On 19 June, Government authorities organized the return of 81 families from Batticaloa to Pallikudiyiruppu GN in Muttur. The returnees are temporarily residing at Pallikudiyiruppu School where they will be provided with hygiene kits and plastic sheeting by ICRC. On 20 June, 26 families of these families will return to Srinivasapuram, where houses were partially damaged and people will be able to move back into their houses. The remaining 33 families from Thangapuram

Colombo Sri Lanka will stay in the Pallikudiyiruppu School. Authorities have identified alternative land for the families whose houses are inside the HSZ. Authorities are currently clearing the terrain and after families agree on the allocation of land, NRC will start the construction of core shelters. • On 20 June, Government authorities scheduled to return 35 families to Paddalipuram from Kiliveddy transit site. • The return of 25 families to Neenakerni village, Nalloor GN division, currently residing in Kiliveddy transit site and which was scheduled to take place on 19 June has been delayed and is expected to take place next week.

Sector Developments/Gaps • All schools in Trincomalee District were closed on 11 and 12 June as a result of an island wide strike. • On 13 June, UNICEF and the Emergency Education Focal Point from Muttur Zonal Education Office visited Paddalipuram, a newly resettled area in Pallikudiruppu GN to identify solutions for gaps in the education sector. Recommendations will be shared with the education coordination group. • The Trincomalee DDMU and Town & Gravets DS Office organized a workshop for Town & Gravets on Disaster Risk Management with the participation of relevant GSs, Army, Navy, Air and Security Force representatives, INGOs and UNOCHA. The exercise was organized to identify standby actors for mobilization incase of natural disaster. The last exercise took place in end 2007 for all DS divisions except Eachchilampattai. • Mine clearance activities by DDG in Dehiwaththa (Seruvila) is suspended due to priority given to ongoing clearance in Selvanagar. • During the last inter agency meeting, UNDP highlighted the gap in livelihood activities in Nalloor, a resettlement area in the Muttur East High Security Zone (HSZ). A UNDP led Inter-agency livelihood assessment is scheduled for 23 June in Nallur Muttur East HSZ resettlement area to identify needs and gaps.

BATTICALOA DISTRICT

Displacement/Returns • According to government statistics, 4,913 families (18,379 individuals) remain displaced in the district. • The GoSL has scheduled the resettlement of 55 IDP families from Batticaloa to Srinivasapuram and Thangapuram villages, Pallikudiruppu GN Division for 19 June. In total 55 families who were staying in 9 different IDP camps in the district are returning.

Sector Developments/Gaps • A workshop on Rural Sanitation Policies and Appropriate Sanitation Designs took place at the District WASH Coordination meeting on 19 June. The agenda included a review of Sri Lankan Policies related to rural sanitation, appropriate designs, approval procedures for local government and the MoH, as well as a discussion on the participation of beneficiaries in the construction of sanitation facilities. • The ongoing Joint Monitoring Initiative by the IDP Technical Working Group at 22 IDP locations District-wide is to be completed by 20 June. The results of the assessment will be consolidated and shared at the IDP Technical meeting on 24 June.

AMPARA DISTRICT

Situation update • The security situation in is relatively stable.

Displacement/Returns • UNHCR reports displacement trend is stable at 5,106 persons (1,377 families) currently displaced in Ampara District.

Sector Developments/Gaps • UNHCR reports that the government is organizing a return for IDPs from . Out of 263 IDP families who were displaced from Trincomalee, 83 families are from the high security zone. The rest of the families will be able to return to their place of origin. UNHCR will organize “Go & See” visits for IDP families who wish to return to their original places. • The UNDP Equal Access to Justice Project implemented through the Ministry of Constitutional Affairs and National Integration commenced in Ampara district. The project aims to provide disadvantaged groups better access to formal and informal grievance redress mechanisms by strengthening the capacity of duty bearers and claim holders, specifically targeting the poor, displaced and the disabled.
