I. Situation Overview & highlights In a 21 November statement, the UN Secretary-General Ban Ki-Moon acknowledged the progress made by the Sri Lankan Government in releasing over half of the IDPs from the camps in northern Sri Lanka. He also welcomed the Government’s decision to grant increased freedom of movement to the remaining camp population and encouraged the Government to continue to prioritise IDP returns. The Secretary-General noted that these are steps, which the UN has long advocated in its intensive engagement with the authorities in Sri Lanka. He urged the Government to continue to work with the UN and other humanitarian partners to improve the quality of the returns process, including through consultation with the IDPs themselves, and to ensure the best possible assistance and services to returnees.

From 17 to 19 November, the UN Under-Secretary General for Humanitarian Affairs and Emergency Relief Coordinator John Holmes was in Sri Lanka. On 17 November, USG Holmes flew to , where he visited Ramavil IDP camp. He also saw Manatkadu village, in Maruthankerny District Secretariat (D.S.) Division, where returned/released families from the Jaffna and Vavuniya IDP camps are being temporarily sheltered. He met the Jaffna Government Agent, an inter-faith group led by the Bishop of Jaffna and UN/INGOs. On 18 November, USG Holmes visited Menik Farm, in , and return areas in the West region of . He also held discussions with the UN and I/NGOs in Vavuniya District. On his return to on 18 November, the USG met with the Foreign Minister Rohitha Bogollagama. On the final day of his mission, Mr. Holmes met with President Mahinda Rajapakse, Minister of Disaster Management and Human Rights Mahinda Samarasinghe, the Secretary of Defense and Chairman of the Presidential Task Force on Resettlement, Development and Security in the Northern Province (PTF) Senior Presidential Advisor Basil Rajapaksa. Mr. Holmes also held meetings with donors and ambassadors. This was his fourth visit to Sri Lanka in 2009.

On 18 November, the Government lifted the security clearance restrictions placed on civilians travelling from Jaffna District to Colombo. The restrictions imposed in August 2008 required travelers to obtain security authorization and a Police report stating that they were from the . According to the Governor of the Northern Province, Maj. Gen. G. A. Chandrasiri, civilians from Jaffna may now travel on the basis of their National Identity Card or any other valid identification document.

There are reports that INGOs may be able to commence work in resettlement areas in a phased manner, given certain conditions, such as strong national partnerships, experienced national staff from the proposed geographical areas and a minimum number of expatriates. It is reported that the PTF may call a meeting with selected INGOs by the end of November/early December to discuss the matter.

II. Sector Overviews & highlights

SHELTER / NFI Vavuniya: As of 19 November, approximately 6,700 tents and shelters have been decommissioned from various zones across Menik Farm. Government authorities have indicated that all the small sites will be closed in the near future, starting with Veerapuram, Sumathipuram, Tharmapuram. There are continued reports that some of the small sites will be used to accommodate ex-combatants.

Approximately 1,200 leaking tents have been covered with polythene sheets. The polythene has generally worked well as an improvised solution in keeping the tents dry, although leading to a slight increase in the temperature inside the tents. More agency commitments have covered the remaining maintenance gaps.

The Shelter Sector will replace the tents in Blocks 2, 3 and 5 of Zone 5 with barracks, once camp authorities confirm that these blocks will be converted to a collection centre. Barracks are more advisable for a temporary collection centre than tents for reasons of hygiene.

On 18 November, a special Technical Working Group (TWG) discussed shelter assistance to IDPs going to host families. Once Shelter agencies reach a decision upon the TWG’s recommendations, assessments will be carried out in the return areas where access is possible, followed by assistance to returnee families.

Returnees to Kilinochchi and Mullaithivu districts housed at the Mallavi Central College transit site received NFI assistance and were registered for the shelter grant. During their stay in the transit site, they were provided with cooked meals by local Government authorities. Tool kits, donated by the Indian Government, were distributed to all families.

Capacity for distribution in the return areas remains low, as Government structures have not been re- established yet and NGO access is limited.

A second distribution of leftover rainy season NFIs will be organized to large families still remaining at Menik Farm, IDPs with host families in Vavuniya and other vulnerable groups. The suggestion has also been made to distribute the balance rainy season NFIs to the returnees

Jaffna: In return areas, Shelter and WASH agencies are conducting joint needs assessments, in coordination with the respective Divisional Secretaries. Also, a Technical Working Group of Shelter agencies is working on eligibility criteria for transitional and temporary shelter assistance to returnees.

Shelter agencies are working with Government authorities on decommissioning the , Kodikamam and Mirusuvil IDP sites, which were closed following the recent releases in November.

Distributions of NFI return kits have continued to returnees from Vavuniya, as well as those released from sites in Jaffna District. The return kits include standard NFIs, hygiene items, tarpaulins and tools. In addition, agencies have continued to distribute NFIs to IDPs remaining in the Ramavil and PRI IDP sites.

WASH Vavuniya: Water distribution to the camp was disrupted, when the pumps and the water treatment plants were affected by the increased turbidity of the Malwathu Oya river as a result of the rains. Additional bowsers were directed to Zones 0 and 1 to address the inequality in supply.

Groundwater upgrade plans for improved pump, storage and power supply at the various groundwater sources around the Manik Farm continue.

Liquid and solid waste management plans, implemented by the office of the Assistant Commissioner for

Local Governance (ACLG) with Sector support, continue to yield sound results. The sewage stabilization ponds and emergency landfill have been completed. The dumping of solid waste and remediation of the site have commenced.

Hygiene promotion continues in all IDP camps. Maintenance of toilets and other sanitation facilities continues and the overall the situation is promising with visible results of a contained situation. There has been a special focus on developing training materials for further campaigns targeting children.

Jaffna: On 11 November, a WASH Sector coordination meeting was held. It was agreed that agencies, who provided WASH facilities, would be responsible for decommissioning these facilities in camps being vacated. Agencies also agreed on the importance of ensuring harmonized Shelter and WASH responses in the resettlement areas.

On 13 November, a TWG focusing on WASH services in support of resettlement occurred. WASH agencies considered the Sri Lankan Code of Practice for the design and construction of septic tanks, as well as different toilet designs. Agencies responsible for toilet design met again on 18 November and a draft drawing was prepared.

Trincomalee: On 10 November, the District WASH Sector coordination meeting was held. Discussions centered on the emergency response for the Pulmoddai camp and the ongoing planning for 2010. Furthermore, Sector partners have covered the gaps in hygiene promotion activities, supply clean water and gully sucker operations at the IDP site.

FOOD Vavuniya: Agencies are looking at the viability of rice husks/sawdust etc. as alternatives to firewood for cooking activities by both IDPs in the camps, as well as returnees.

There is still a need for cooking pots for those IDPs transferred from the school transit sites to Zone 0. The issue will be raised with NFI Sector partners.

The Sector plans to distribute the food supplies received through the Captain Ali shipment, as soon as the contents, quantities and target beneficiaries are identified.

NUTRITION Vavuniya: The Nutrition Rehabilitation Programme for children under five years of age is ongoing in all zones.

Jaffna: The Nutrition Rehabilitation Programme (NRP) for all children under 5 years of age continues district wide. Public Health Midwives and Rural Health Volunteers continue house to house visits to returned families to ensure no child is missed. All children on the NRP in Vavuniya camps that have arrived in Jaffna District have been admitted to the Jaffna NRP;

HEALTH Vavuniya: Sector partners and Government health authorities discussed the provision of Mental Health services for returnees to the five districts of the Northern Province.

PROTECTION Vavuniya A total of 103,530 IDPs have departed Vavuniya for their places of origin and protection monitoring visits were conducted in both Mullaitivu and Kilinochchi Districts. The Protection Sector continues to advocate for the voluntary return of IDPs in safety and dignity, for the implementation of preliminary go-

and-see visits before IDPs leave Vavuniya District, and for IDPs to have as much detailed information on their places of origin before their return, as per internationally accepted principles.

In Menik Farm registration for returns to Manthai East has begun

Persons with Special Needs (PWSNs), including pregnant women, lactating mothers and their families, continue to be released from Menik Farm. The release of the elderly has almost been completed. The Protection Sector continues to monitor the situation of PWSNs in Menik Farm and referring cases as appropriate, to various government service providers and other stakeholders.

A total of 22,218 individuals have been released to host families. Due to the accelerated rate, at which IDPs are being released and returned, the population figures in Menik Farm zones have reduced dramatically. Most zones are now less than half of the size of their original population. The accelerated rate, at which individuals are being released, and the lack of prior information as to when releases will take place, remain a challenge.

During the reporting period all school emergency sites were closed in Vavuniya, with IDPs being transferred to Menik Farm.

Volunteers in the Zone 1 Menik Farm Child Focus Unit were trained on issues relating to Sexual- and Gender-based Violence (SGBV). Standard Operating Procedures for SGBV work were redrafted in order to reflect the current situation with regard to service provision. Legal, psychosocial and medical services continue to be provided for survivors of SGBV incidents.

Jaffna: Protection agencies have continued to monitor and assess the situation of the IDPs who have recently returned from Vavuniya. Agencies are conducting assessments to identify particularly vulnerable returnees, in order to provide support and assistance, to enable communities to rebuild their lives.

Agencies have also continued to monitor the two remaining sites accommodating IDPs from the , Ramavil and PRI, and to follow up on protection issues identified.

CHILD PROTECTION Vavuniya: The Child-Friendly Unit in Zone 1 has been equipped. A Child Focused Coordination Centre was also opened.

Trincomalee: The number of children benefiting from the recreational activities declined drastically due to the accelerated release of IDP from the Camp. The start of the heavy rainy season has also made it difficult to facilitate outdoor play activities.

On 15 November, Sector partners together with the Eastern Provincial Department of Education and Eastern Provincial Department of Probation and Child Care Services, organized an awareness raising session on the role of teachers/volunteers in protecting child rights in plot 2 of the Pulmoddai IDP camp.

MINE ACTION On 19 November, two deminers were injured when a landmine was inadvertently detonated at the Swiss Foundation for Demining (FSD) clearance site in Alankulam, Mannar District. They received immediate medical attention and are in a stable condition. FSD has initiated a formal investigation of the incident in line with its Standard Operating Procedures.

During the week of 7 to 13 November, demining tasks have been completed in the DS Divisions of (Jaffna) and Poonagari (Kilinochchi).

As at 15 November 2009, approximately 669,861,123 square meters of land has been cleared and released in the North and East this year, including Battle Area Clearance (a quick visual method) and

minefield clearance using mechanical and manual methods.

As of 15 November 2009, an area of 91,487,627 square meters is currently under clearance in the North and East, while 123,857,981 square meters are under survey in the districts of Mannar, Vavuniya and Jaffna. A further 828,778,429 square meters in the and Karachchi DS Divisions of Killinochchi District have been assigned for mine action survey. Approximately 24,038 anti-personnel mines, 19 anti-tank mines, 8,026 UXOs and 62,282 small arms and ammunition has been cleared by demining agencies from since January 2009.

Currently 94 mine/UXO clearance tasks are ongoing in the districts of Mannar, Vavuniya, Jaffna, Mullaitivu, , and Killinochchi.

The current monsoon weather has slowed down demining operations in the north. In the low lying areas of the Mannar Rice Bowl, certain demining sites have gone under water, posing a challenge to the operators to meet agreed deadlines.

MINE ACTION: MINE RISK EDUCATION Jaffna: Two-day workshop was conducted for 22 MRE facilitators for scaling up the MRE activities due to the need of the emergency MRE for the newly released children and their families

EDUCATION Vavuniya: In Vavuniya, following advocacy by the Education Cluster, the Provincial Chief Secretary has agreed to discuss with the Northern Governor, the issue of better access for NGOs to assist in resettlement areas.

In Vavuniya, 3 schools formerly occupied by IDPs were released for education activities and 2,000 children are now attending classes in these schools. Advocacy is ongoing for the release of all schools still hosting IDPs. Schools in Menik Farm continue to function with the support of volunteer teachers as a coping strategy to deal with teacher shortages due to the ongoing return process. An overall strategy is also required to ensure there are no gaps in the availability of teachers in return areas.

Jaffna: In Jaffna, a needs assessment on resettled students and schools in Vadamaradchy educational zone was conducted by the Department of Education (DoE). Key issues identified include the need for additional class rooms, furniture, uniform material, text books, stationary kits, bicycles, shoes, ect, along with the need for catch up classes especially for resettled children from Vavuniya and psychosocial support.

In Jaffna, arrangements are being made to decommission TLSs that are no longer in use due to the closure of several IDP camps.

LOGISTICS Security restrictions remain on movements into the Vanni due to landmines and unexploded ordnance. In cooperation with the Sri Lankan Army and UNDP Mine Action, UNDSS is endeavouring to clear more roads. Meanwhile, agencies are cooperating with government bodies to provide assistance to returnees.

The Inter Agency Logistics base in Malawi () is being developed further with a VHF antenna being set up this week. An office container is also in use. IOM and WFP are using storage space at the base. Liaison with the Sri Lankan Army and UNDP Mine Action is ongoing on the set up of further Inter Agency Logistics bases.

Division Poyitty CWC: Conducted awareness training regarding Health and Nutrition for parents, who are having children (age range 1-18). Total number of participants was 34. Conducted conflict resolution training programme for youth. 33 beneficiaries were participated. Exercise books were distributed to 93 children Totally 16 parents were participated on take care on children’s education and health. There are 18 families returned. They were asked to send their children to the CWC to participate in evening classes and recreational activities. Conducted family visits and discussed about children’s problem. Kopay D.S. Division Poyitty CWC: Early marriage awareness training was conducted for youth and parents. Total number of participants was 34 and awareness training regarding Health and Nutrition was conducted for young parents. 24 parents participated. 6 family visits were carried out. Conducted community mobilization awareness training for 15 mobilizers. Chankanai D.S. Division Muthalikovil CWC: Early marriage awareness programme also was conducted for youth. Total number of beneficiaries was 26 and awareness programme on conflict resolution was carried out for parents and youth. Altogether 35 participants participated.a15 families were visited and discussed regarding children’s issues Chavakachcheri D.S. Sarasalai CWC: Conducted CRC awareness training for Division children and 45 participated. CWC construction work is going on well Velanai D.S. Vavuniya IDP camps Oxfam GB organised the third, 3 days workshop on “Introduction to health and hygiene in emergencies” from November 13-15, 2009. Participants were from 7 organisations from Vavuniya and Mannar districts. A total of 26 participates (8 female and 18 male) were trained. Oxfam and partners are supporting the ACLG (local government) to mobilise community and volunteers to collect plastic waste as a continuous campaign in IDP camps. Finally the waste is recycled for reuse. With the resettlement now more then 45% of the volunteers left the camps and the trained volunteers are being identified in the resettlement sites to reutilise them for maintaining the health and hygiene of the returnees. In this regard Oxfam supported health department by providing 2,000 certificates to be issued through public health inspectors and agencies to the volunteers. Health Sector recovery: IOM has started rehabilitating a ward at Mallavi Hospital in Mullaitivu District under directive of MOH immediately after the rapid assessment. Basic medical and non- medical equipment were provided. Water supply and power generator for the hospital will be installed in the coming week. IOM has provided two ambulances to support the medical referral process for the returnees in the district. They assisted 12 patients during last week.
