    Nationalism and the Collapse of Soviet Communism MARK R. BEISSINGER Abstract This article examines the role of nationalism in the collapse of communism in the late 1980s and early 1990s, arguing that nationalism (both in its presence and its absence, and in the various conflicts and disorders that it unleashed) played an important role in structuring the way in which communism collapsed. Two institutions of international and cultural control in particular – the Warsaw Pact and ethnofederalism – played key roles in determining which communist regimes failed and which survived. The article argues that the collapse of communism was not a series of isolated, individual national stories of resistance but a set of interrelated streams of activity in which action in one context profoundly affected action in other contexts – part of a larger tide of assertions of national sovereignty that swept through the Soviet empire during this period. That nationalism should be considered among the causes of the collapse of communism is not a view shared by everyone. A number of works on the end of communism in the Soviet Union have argued, for instance, that nationalism played only a minor role in the process – that the main events took place within official institutions in Moscow and had relatively little to do with society, or that nationalism was a marginal motivation or influence on the actions of those involved in key decision-making. Failed institutions and ideologies, an economy in decline, the burden of military competition with the United States and instrumental goals of self-enrichment among the nomenklatura instead loom large in these accounts.1 In many narratives of the end of communism, nationalism is portrayed merely as a consequence of communism’s demise, as a phase after communism disintegrated – not as an autonomous or contributing force within the process of collapse itself.

Circuits of Capital, Circles of Solidarity The circuits of financialised capitalism birthed by neoliberal capitalism have brought us to today’s historical moment of radical domestic and international inequality and with the existential threat of global warming. Much of the world is experiencing war and ongoing conflict, including genocide and apartheid, as new powers challenge the historic dominance of the West. Unnatural disasters threaten human and other life on planet Earth. A very small proportion of humanity holds most of the wealth and the world’s resources while others live in misery. There are new, bold expressions of old hatreds. Socialisms in all their variety matter today because they seek justice and peace for humanity, which is only possible through sustainable relationships with the natural world of which we are all a part. These struggles demand critical analyses of the unequal and ecologically destructive world we have inherited, as well as practices that prefigure a more just world to come in new circles of solidarity. For more than 50 years, the Society for Socialist Studies has endeavoured to open and maintain spaces for socialist and allied critical analyses and reflection, among both scholars and activists.

    CANADA AND THE MIDDLE EAST TODAY: ELECTORAL POLITICS AND FOREIGN POLICY Donald Barry Canadian Prime Minister Stephen Harper came to power in 2006 with little experience in foreign affairs but with a well developed plan to transform his minority Conservative administration into a majority government replacing the Liberals as Canada’s “natural governing party.”1 Because his party’s core of Anglo-Protestant supporters was not large enough to achieve this goal, Harper appealed to non- traditional Conservatives, including Jews, on the basis of shared social values. His efforts were matched by those of Jewish leaders and the government of Israel to win the backing of the government and its followers in the face of declining domestic support for Israel and the rise of militant Islamic fundamentalism. These factors accelerated a change in Canada’s Middle East policy that began under Prime Minister Paul Martin, from a carefully balanced stance to one that overwhelm- ingly favors Israel. Harper’s “pro-Israel politics,” Michelle Collins observes, has “won the respect—and support—of a large segment of Canada’s organized Jewish community.”2 However, it has isolated Canada from significant shifts in Middle East diplomacy and marginalized its ability to play a constructive role in the region. Harper and the Jewish Vote When he became leader of the Canadian Alliance party, which merged with the Progressive Conservatives to form the Conservative Party of Canada in 2004, Tom Flanagan says that Harper realized “The traditional Conservative base of Anglophone Protestants [was] too narrow to win modern Canadian elections.”3 In a speech to the conservative organization Civitas, in 2003, Harper argued that the only way to achieve power was to focus not on the tired wish list of economic conservatives or “neo-cons,” as they’d become known, but on what he called “theo-cons”—those social conservatives who care passionately about hot-button issues that turn on family, crime, and defense.

When Jewish individuals and groups in Toronto who do not uniformly support Israeli government policy and actions attempt to make their voices heard as Jews they can encounter discursive techniques used by institutions and more broadly to marginalize their points of view. These discursive techniques are not limited to Jewish institutions or to the Jewish community, but, rather, can be characteristic of some processes that serve to 'naturalize' specific ideas and marginalize others. I use elements of Critical Discourse Analysis to explore recent public communications reflecting responses to dissenting Toronto Jews and narratives to identify some of these discursive techniques. We serve as a centre of evidence-based expertise and collective action. QCGN is focused on strategic issues affecting the development and vitality of Canada’s English linguistic minority communities, to which we collectively refer as the English-speaking community of Quebec. Our 48 members are also not-for-profit community groups. Most provide direct services to community members. Some work regionally, providing broad-based services. Others work across Quebec in specific sectors such as health, and arts and culture. Our members include the Quebec Community Newspaper Association (QCNA). English-speaking Quebec is Canada’s largest official language minority community. A little more than 1 million Quebecers specify English as their first official spoken language. Although 84 per cent of our community lives within the Montreal Census Metropolitan Area, more than 210,000 community members live in other Quebec regions. Media Landscape English-speaking Quebecers have consistently signalled that access to information in their own language is both a need and a priority (CHSSN-CROP survey, various years). This may seem a bit of a contradiction in a world awash in English language information through CNN, Time magazine and Hollywood movies galore. The important nuance is that English- speaking Quebecers need information in their own language about their own local and regional communities, something that is increasingly hard to access on a consistent basis in a context of the francization of daily life in Quebec and the demise of traditional community media.
