4 1.1 POLICY AND OPERATIONAL HIGHLIGHTS

2018 saw the first Parliamentary and Presidential elections in since the signature of the Peace agreement and therefore with FARC participating as a political party. Elections took place in a orderly environment, qualified by local media as the most peaceful in decades.

On the Parliamentary elections on 11 March 2018 turnout was higher than expected (45-46%). While there was no major change in seat distribution, the main winner in the Senate was Centro Democrático party and the Liberals in the House of Representatives. FARC registered low votes, not winning a seat in their own right. However, the party still benefits from 5 seats in each house as a result of the peace agreement.

Centro Democrático also won the Presidential elections and Ivan Duque became President of Colombia on 7th August. The new government expressed its commitment to implement the peace agreement and has worked closely with the EU in all aspects pertaining to the Trust Fund. Emilio Archila was appointed High Counsellor for post-conflict and stabilization and became the Colombian representative in the Trust Fund governance bodies.

At the Strategic Board of the Trust Fund, members expressed general satisfaction with state of play of the Trust Fund and the way it has been managed to date. It was agreed that strategic priorities (rural development and reincorporation) remain valid. Consensus that we should now move to a new phase in which projects should serve to anchor a structured dialogue with the government on peace implementation, achieve a greater impact and be more aligned and complementary to government programmes.

Additional pledges exceeding € 28 million were announced (details in point 3.1) Chile announced its intention to contribute $ 100.000 becoming the first non-European country that contributes to any EU Trust Fund.

5 Strategic Board of the Trust Fund in November, 2018.

At operational level, the Trust Fund reached cruise speed during 2018. € 36.5 million were contracted, reaching a total of € 56.5 mill contracted at the end of the year (plus € 2 mill. administrative expenditure). The recruitment of staff members was completed. 1.2 SUMMARY OF PROGRAMMES ADOPTED AND CURRENT PIPELINE

By the end of 2018, 16 projects were on-going representing a Trust Fund contribution of € 56.5 million (total value of the projects exceeds € 68 million including the counterparts contributions). Further 5 projects worth € 13 million had been adopted by the Operational Committee and were in the contracting process (three contracts arising from the Call for proposals on reincorporation as well as contracts pertaining to the projects in support to ECOMUN and Humanicemosw).

Out of those 16 projects, 2 started its implementation in 2017, 10 during the first semester of 2018 and 4 during the second semester. Therefore the peak of the Trust Fund implementation should take place during 2019. The peak of the Trust Fund Concerning the pipeline, apart from starting implementation implementation of the 5 projects mentioned should take place above, the main activity for 2019 will be the during 2019. design and formulation of two programmes covering both priority areas of the Trust Fund, i.e. fostering economic development of conflict affected territories and supporting the process of reincorporation, which follow the guidelines provided by the Strategic Board in relation to impact alignment and complementarity with government action.

6 Concerning the pipeline, apart from starting implementation of the 5 projects mentioned above, the main activity for 2019 will be the design and formulation of two programmes covering both priority areas of the Trust Fund, i.e. fostering economic development of conflict affected territories and supporting the process of reincorporation, which follow the guidelines provided by the Strategic Board in relation to impact alignment and complementarity with government action.

1.3 OBSTACLES ENCOUNTERED FOR EUTF IMPLEMENTATION

Difficulties reported last year due to the lack of staff were overcome in 2018. With the recruitment of two expat staff in January 2018 and the detachment of a Swedish official in October 2018 (at no cost for the EU Trust Fund), the team is now complete and coping with the intense activity of the Fund has been smoother during this year.

On the other hand, needs for specific technical assistance, both for the formulation of programmes and to support specific areas of their implementation, have been higher than anticipated. As a result, the manager informed the Operational Committee that a non-substantial increase of 20% of the programme budget, would be necessary.

The allegations appeared in the Colombian press with regards to Fondo Colombia en Paz and Fondo Colombia Sostenible in the month of April (unproved to date), somehow affected all funds related to peace in Colombia which tended to be confused by the media. This has required extra efforts on transparency and information as well as an intense work responding to queries by media and citizens.

1.4 PARTICULAR RISKS ASSOCIATED TO THE MANAGEMENT OF EUTF PROGRAMMES

The areas where the Trust Fund intervenes continue to be difficult. The vacuum left by FARC demobilization has often been filled by organized crime and armed groups linked to illicit economies (mostly drug trafficking and illegal mining). 30% of the projects monitored this year present delays in their chronograms and report difficulties on implementation. Most of these difficulties are linked to the security situation in the field, including serious situations affecting project staff. An intense monitoring activity will be necessary in 2019 to ensure that action can be taken where needed and projects are kept on track.

7 2 PROGRAMMING, IMPLEMENTATION AND RESULTS, INCLUDING EVALUATIONS

8 2.1 BRIEF DESCRIPTION OF PROGRAMMES ADOPTED

Out of the 16 projects that are under implementation, 11 of them, totalling €49 million address the first strategic priority of the Trust Fund, fostering economic development in conflict affected territories and reinforcing State presence.

Save for the first project, “Strengthening of integrated interventions mechanisms in marginalised rural areas of Colombia” (located in Chocó, Cauca, Valle del Cauca and Meta), adopted in January 2017 before the geographic priorities of the Fund were stablished, all of these projects take place in the Departments of Nariño, Caquetá, Guaviare and Putumayo.

With regards to the second priority of the Fund, support to the reincorporation of former combatants, one project is currently ongoing (FAO, essentially contributing to food security in 4 ETCRs) and two other have been approved by the Operational Committee and should start in early 2019 (support to ECOMUN and support to Humanicemos). The value of these three projects combined is roughly €13,5 million and they should allow the Trust Fund to work in all ETCRs.

Still in the area of reincorporation, the EU Trust Fund completed during 2018 the Call for Proposals from Civil Society on reincorporation. 3 contracts were awarded for a total value of €1.8 million and should start in early 2019. Furthermore, following the agreement with the Colombian Government in May 2018 to devote new funds to reincorporation, 5 of the 11 rural development projects mentioned above were increased by 20% in order to cover new activities in the ETCRs that were near the projects area of intervention. This way of proceeding allowed to swiftly turn political decisions into action on the ground. As soon as August 2018 the first activities with these new funds were being launched in ETCRs. The total value of these increases stands at €3 million, thus taking the current Trust Fund financing to reincorporation at about €18 million.

All of the above has permitted the Trust Fund to establish a solid presence in the territories. Once all contracts are ongoing at the beginning of 2019, the Trust Fund will have presence in 73 municipalities, out of which 37 are PDET municipalities, and in all ETCRs.

10 11 Finally, the Trust Fund intervention is completed with two actions of a more horizontal . The support to a peace pedagogy campaign implemented through El Espectador and community radios and a train the trainers scheme on psychosocial support to reincorporation which will bring Croatian experience to apply the lessons learnt in this area in the Balkans to the Colombian reincorporation process.

12 2.2 MONITORING AND LESSONS LEARNT

A specific monitoring facility has been set up in 2018 within the Technical Assistance of the Fund. Through this facility, the indicators framework of the Trust Fund has been put in place and there has been an intense work with the on-going projects to adjust and align their indicators to those of the Trust Fund so that we can all measure similar variables across projects and aggregated results can be produced.

In addition, we have made use of the European Commission’s external monitoring system (the so called ROM, Results Oriented Monitoring) to take a view on 13 of the current projects (the other three being to recent for meaningful monitoring at this stage).

Most of the projects have started in 2018 and therefore are still at a very initial phase to produce tangible results. However, most report that levels of trust on the peace process have increased in the areas where we are present, projects have managed in many cases to offer some hope to populations that have historically been badly hit by the conflict. We have also observed in those projects where we work with reincorporated population, that trust between former FARC combatants and surrounding communities is also being built and a genuine social reintegration and reconciliation process is taking place. This includes work in some projects with ex-combatants and the military, municipalities, etc. which goes in line with the objective of increasing trust in the State.

Trust Fund projects have also been able to provide quick wins for beneficiaries, be it in terms productive infrastructure (7 fish farming facilities, poultry and pork processing infrastructure, pineapple processing facility for ex-combatants), training (e.g. 61 women certified in rural journalism and peacebuilding, scholarships awarded to rural youth) or increased access to market (projects have started to export coffee to Europe and Australia, bananas to USA, peasant markets –mercados campesinos- have been established or revamped, food security activities have begun to yield results).

2.3 VISIBILITY OF THE EUTF AND THE PROGRAMMES FINANCED WITHIN

14 A contract with VEGA & JARAMILLO Y ASOCIADOS was signed to support implementation of the communication and visibility strategy.

Working along with the agency communication professionals, a specific narrative for the Fund has been developed based on the idea of the EU adding to the communities transformation processes and helping it to take place. Graphic and audiovisual pieces were produced (videos, banners, brochures, newsletters) in support of this narrative. We have also carried out a specific strategy for social networks to help increasing engagement levels of the Fund’s social media accounts.

V&J has established direct channels with communication staff within the Trust Fund individual projects, providing support through collective and individual work sessions so as to generate greater unity and clarity in our messages, align the Communication and Visibility strategies of all projects and generate a sense of belonging so that our activities in projects are portrayed as part of a common European effort rather than as an isolated project.

Additionally a bank of stories and success cases has been created, helping to humanize the communication around projects achievements. Beneficiaries become protagonists and are given a starring role so that they can testimony about the transformation taking place in their territories, thanks to the support of the EUTF. We have also strengthened direct channels bringing media, both national and international, closer to our activities.

The results of all this work have been forthcoming. During the last quarter of 2018 we have recorded 145 pieces of news in the media about the Trust Fund, including 8 appearances on TV and 23 on radio.

In addition to the above, at the Strategic Board, Germany indicated a €3 million contribution in 2019, Spain additional €3 million and Chile $ 100.000. No contribution certificates have yet been received for these. The total budget of the Trust Fund should thus increase to €125 million.

3.2 BENEFICIARIES AND AMOUNTS CONTRACTED AND PAID

In 2018 the EU Trust Fund for Colombia signed 14 contracts for which pre-financings were paid for a total value of €18.35 Mill. A total amount of €1.34 Mill was committed for Administrative expenditure. All amounts in the table reflect EUTF contributions only; additional co-funding by counterparts is not included.

4.1.1 RESULTS OF EX-ANTE CONTROLS

Payments refer almost exclusively to pre-financing payments on grants which explains the 0% of ineligible expenditure recorded ex-ante.

4.1.2 RESULTS OF EXTERNAL AUDITS

Most EUTF contracts having started their activities in 2018, no audit / expenditure verification missions has been performed yet which explains the 0% of ineligible expenditure identified by external audits.

The Trust Fund itself was audited in 2018 for its operations in 2017. The auditor stated that the annual accounts gave a fair and true view of the financial performance and position of the Fund.

4.1.3 FRAUD PREVENTION AND DETECTION

4.2 OBSERVATIONS AND RECOMMENDATIONS MADE BY INTERNAL AUDIT SERVICE/EUROPEAN COURT OF AUDITORS

4.3 ASSESSMENT OF THE EFFECTIVENESS OF THE INTERNAL CONTROL SYSTEMS

Internal controls are applied when processing operations (ex-ante verification) and in full accordance with rules and procedures in place. The financial circuits have been correctly applied and all tasks implemented according to priorities and deadlines. Regular project visits have identified some weaknesses / delays in the implementation process and corrective measures have been taken accordingly.

21 Projects have been implemented in conformity with the existing rules, procedures and instructions. Contractual deadlines, financial circuits, internal controls and impartiality have been fully respected. The resources and EUTF staff assigned to the activities have been used for their intended purpose and have ensured the regularity and the legality of the financial operations.

4.4 CONCLUSIONS AS REGARDS ASSURANCE

It is important to mention that no financial/narrative reports have been delivered yet reporting on the relevance and results of the activities implemented, and no financial audits/expenditure verification missions has taken place. Therefore, since most contracts financed by the Trust Fund entered into force in 2018 we do not have enough elements to evaluate the financial performance of the on-going projects.

BRIEF DESCRIPTION OF ON-GOING PROGRAMMES

A. MANAGEMENT OF THE TRUST FUND

1. TECHNICAL ASSISTANCE

IMPLEMENTING PARTNER: AECOM AMOUNT: €3.132.400

Objective: The service contract for the Technical Assistance supports three strategic areas for the EUTF management: I) Technical support to projects design and implementation; II) Monitoring and evaluation; III) communication and visibility.

Highlights 2018: In the area of technical support, 18 experts have been hired to ensure a proper management of projects. The experts have worked on issues such as: I) the formulation and technical support to projects; II) the design of the EUTF communication and visibility strategy: III) the design of the EUTF internal monitoring and evaluation system; IV) support and systematization of reconciliation processes.

Monitoring and follow up takes place at three levels, at individual project level, (including report in an online platform on indicators and targets met); aggregation at general EUTF indicators framework level iii) independent monitoring and evaluation (through the general EU Results Oriented Monitoring system used for all EU projects across the world). Finally, all projects have embedded provisions for external independent evaluation.

In the area of communication and visibility, the company VEGA & JARAMILLO has been contracted during 2018 (see point 2.3 for details).

2. AUDIT OF TRUST FUND 2017 – 2020

IMPLEMENTING PARTNER: Ernst & Young AMOUNT: €72.503

Highlights 2018: The Trust Fund concluded a contract with Ernst & Young to carry out all annual audits of the Fund until 2020. The 2017 audit was completed, E&Y made no remarks to the Trust Fund accounts.

26 B. PROGRAMMES FOCUSSING ON ECONOMIC DEVELOPMENT OF CONFLICT AFFECTED TERRITORIES

1. STRENGTHENING OF INTEGRATED INTERVENTIONS MECHANISMS IN MARGINALISED RURAL AREAS OF COLOMBIA

Activity from the Pazadentro project, in the department of Cauca

IMPLEMENTING PARTNERS: Instituto Sinchi, Infivalle, IIAP, Asociación Cabildos Nasa AMOUNT: € 11 million

Objective: the project prioritizes the following components:

• Local economies which are inclusive, legal and competitive • Territorial and environmental planning process for sustainable territorial development • Closing social gaps in education, health and housing. • Social cohesion that strengthens the social and institutional fabric

This project takes place in four different regions representing the diversity of ethnic, climate and developmental models of Colombia: Norte del Valle del Cauca, Cauca (Tierradentro), Norte del Choco y Meta.

Highlights 2018: This was the first project adopted by the Operational Committee, activities started between April and August 2017. Some early results are already apparent in the field:

27 In Norte del Valle del Cauca, the ASPROAGRO organization exported 1 Tn banana to USA, thanks to the alliance with the European Unión, Ministry of Agriculture and the Valle del Cauca Department. A solid commercial link has been established so that this organization, mainly made of women victims of the conflict can continue exports during 2019. Their banana processing plant has been revamped to meet INVIMA standard for processed food (banana flour, fried snacks, etc).

In Cauca (Tierradentro), The Asociación de Cabildos Nasa Chxa Cxha exported 3 Ton of coffee to Australia and Alemania.

900 fishermen in Chocó have been trained in sustainable fishing techniques and have been equipped with fishing sets replacing old ecologically disruptive methods.

Project ‘Frontepaz’ in Chocó

More than 20 km of eco-tourist paths set in place around Bahia Solano and Juradó in Choco where tourism become one of the few sustainable income sources for a very isolated population.

The external monitoring has detected moderate delays in the implementation of activities in Chocó, Cauca and Meta.

28 2. PROYECTO LA PAZ ÚNICA ESPERANZA PARA EL DESARROLLO ECONÓMICO Y SOCIAL – PUEDES

IMPLEMENTING PARTNER: CISP AMOUNT: €2,7 million

Objective: The project pursues empowering local communities and strengthening local governance capacity for sustainable local development of 5 targeted municipalities of the Putumayo Department. It focuses on the transfer of knowledge and integration of the DRET approach into the operational instruments of the Municipal Development Plans (PDM) and Departmental Plans (PDD) and in working towards the Participatory Territorial Profile in each intervention area.

Highlights 2018: During its first year it has provided support in the participatory planning of 25 prioritized areas, including the mapping of territorial actors, formulation of Development Plans for Veredales / Life Plans, formalization of Territorial Agreements, development of executive plans for Small Priority Investments (PIP).

Based on that planning, the project will now strengthen one strategic value chain, in each Municipality with the direct participation of national and international private companies and guaranteeing access to markets and better commercialization.

This project was increased by 20 % to include reincorporation activities in the ETCR of La Carmelita in the Putumayo department.

29 3. TERRITORIOS CAQUETEÑOS SOSTENIBLES PARA LA PAZ

IMPLEMENTING PARTNER: Instituto Marques Valle Flor AMOUNT: €3,8 million

Objective: The Project objective is two-fold. On the one hand, early impacts, which aim for communities to feel post-conflict benefits immediately. Rapid actions related to food security, construction/improvement of public goods under community schemes, modernisation of established crops (cocoa and associated crops) and social support. On the other hand, medium and long-term impacts, which promote sustainability beyond the external financing period (income generation and substitution of illicit activity/production), including actions associated with the commercialisation (national and international) of the Amazonian fine flavor cocoa and associated products with export potential, its transformation and added value.

Highlights 2018: In 2018, the project links 393 producing families in the value chains of cocoa, canangucha, coffee and pulped fruit involving 256 hectares. It has established relations with European companies (Portugal, Switzerland, Belgium) which are interested in the cocoa production.

Cacao production as part of the Project ‘Territorios Caqueteños Sostenibles para la Paz’ in the department of Caquetá.

This project was also increased in order to support the ETCR of Agua Bonita in the La Montañita Municipality, benefiting 260 ex-combatants and their families. In 2018 a production facility to process the 3 Has of pineapple planted by the ex – combatants was built. The first harvest has already been sold out.

30 4. ORGANIZACIONES INDÍGENAS, AFRODESCENDIENTES Y CAMPESINA, SE FORTALECEN COMO AGENTES CENTRALES EN LA CONSTRUCCIÓN DE LA PAZ Y LA TRANSFORMACIÓN TERRITORIAL

IMPLEMENTING PARTNER: ICCO AMOUNT: €3,6 million

Objective: This project focuses on the strengthening of 876 small and medium producers tied to specific agri-food chains (coffee, cacao, sugar-cane, chontaduro), in order to gain access to local and national markets. It also promotes entrepreneurship of rural youth, offering opportunities in their territories, promoting income-generating activities.

Highlights 2018: Support is being provided through an agri-food-SMEs Fund, TRUVALU, which acts as “co-entrepreneur” and provides Business Development Services (BDS) to agri-food SMEs. Potential SMEs have already been identified and will benefit from potential investment and improve their skills on management, governance and technical processes. 10 agri-food organisations are being trained to produce better quality products for the market and 200 women participate actively in local markets, stimulating women’s economic empowerment.

At Manq’a Schools, young people, from a wide range of backgrounds come together and learn to cook and improve their skills on gastronomy, tourism and hospitality. Mobile Schools are being implemented through”Food-Trucks”, adding value to food producers, and creating linkages between producers and consumers. It has also promoted food security initiatives with indigenous communities and small scale farmers such as 7 fish-farming modules and productive infrastructure for boiler chicken, benefiting 450 indigenous and afro-descendants.

But above all, the project is contributing to generate peace-building scenarios, with a focus on dialogue and recognition, creating new attitudes and skills based on peaceful coexistence, non- violent conflict resolution and social collaboration.

31 5. IMPLEMENTACIÓN DE ACCIONES PARA LA ESTABILIZACIÓN ECONÓMICA Y SOCIAL DEL MUNICIPIO DE PUERTO GUZMÁN (FAO)

IMPLEMENTING PARTNER: FAO AMOUNT: €2 million

Objective: In one of the regions most affected by the conflict, and still partially controlled by the FARC dissidences, the project aims to provide protection and resilience solutions to 3.750 families. It seeks to impact the communities with restored water, basic sanitation and health services; families with diversified food availability; functional justice system in the communities targeted; communities with strategies for generating functional income; men and women victims of conflict with restored basic rights and with a perception of confidence in the peace and stability of their territory;

This project presents important delays of implementation which need to be addressed with FAO in 2019.

6. AMAZONIA JOVEN: “CORREDORES AMAZÓNICOS SOSTENIBLES PARA LA PAZ LIDERADOS POR JÓVENES”

IMPLEMENTING PARTNER: FAO + Corpomanigua AMOUNT: €4,3 million

Objective: The “Young Amazonia” Project is located in the middle Caguán River basin (department of Caquetá), the upper Guaviare River basin and lower Guayabero River basin (department del Guaviare). These basins make up three strategic biological corridors for the conservation of biodiversity in the Amazon. But they have historically undergone a territorial marginalisation process. They have faced an intense spoliation due to colonisation processes, extractive economies (extensive cattle farming, lumbering and other cash crops) as well as illegal economies (coca crops, illegal mining, animal trafficking).

The “Young Amazonia” project is precisely looking to transform these basins from “strategic war corridors” to “corridors of life”. To this end, the following objectives are pursued:

• Innovative and inclusive sustainable green businesses that preserve the Amazonia and stop deforestation.

• Local capacities for young people, trained in sports, cultural schools and digital literacy, promoting real involvement of women in the process. • Improvement of public goods for socio-economic inclusion and social welfare.

Highlights 2018: In 2018, this project did grant scholarships to 50 rural youngsters (48% women and 51% men) between 16 and 25 years in agricultural labour technical training and food processing. 100 small producers and indigenous people were trained and supported with food security initiatives. Also, 100 environmental conservation pacts were singed in the Guaviare department.

The part of this project that takes place in Guaviare was increased by 20 % to include reincorporation activities in the ETCR of Charras and Colinas. Besides in Caqueta department in the ETCR of Miravalle.

7. DESARROLLO TERRITORIAL EN NARIÑO

IMPLEMENTING PARTNER: AECID AMOUNT: €6,5 million

Launch of the project ‘Proyecto de Desarrollo Territorial’ in Pasto, Nariño

33 Objective: This project reinforces the institutional presence of the State in the territory of Nariño and enhances citizen participation. It promotes local ownership and community- level engagement to improve territorial development. For that, the project has a multi-sector approach, focusing on value-chain development, improving institutional capacities through effective tools, enhancing civil-society’s participation, improving the provision of public goods such as water and sanitation and promoting gender equity and women’s rights. Support to the Strategic Territorial Development Program in Tumaco is part of this approach.

Highlights 2018: The project supports around 8000 cocoa producers in Tumaco, implementing 10 demonstration plots, integrating technologies which have been developed by research institutions. A “cocoa network”has been formed including private and public sector, the aim being to focus on quality and to encourage solid agreements with chocolate companies fostering profit-sharing so that profits are fed back into the chain.

Besides, the project is strengthening “Women roundtables” in Pasto, Tumaco and Ipiales, enhancing women empowerment and consolidating women’s leadership.

8. DESARROLLO RURAL INTEGRAL DEL GUAVIARE PARA LA PAZ (ONFA)

IMPLEMENTING PARTNER: ONFA (Office National des Fôrets Andin) AMOUNT: €5.3 million

Objective: This project focuses on territorial planning, the improvement of food security and the implementation of sustainable and inclusive production. ONFA takes part on the “territorial planning round-table” in order to share approaches and working methods and explore complementarities. The European tool FORLAND is being deployed in Guaviare, as a platform, based on open source tools, dedicated to follow up territorial planning and support decision- making.

The project also looks at improving food and nutrition security of most vulnerable population.

34 Highlights 2018: A forest management plan for 2000 Ha has been initiated, stimulating the management on legal timber, so that wood can be extracted, traded and used, coming from legal sources. A “community fund” has already been launched, benefiting 3 organizations promoting sustainable management of resources and implementing sustainable productive alternatives, such as rubber.

On farm planning, ONFA has developed “KOBO”, a tool to undertake a baseline survey, gathering information on farming systems and tracking progress.

A nutritional assessment has been launched and will provide insights on the nutritional status of children under 5 years old and pregnant and lactating women. This assessment will guide future intervention on food security and nutrition.

This project was increased by 20 % to include reincorporation activities in the ETCR of Charras and Colinas.

9. EMPODERAMIENTO POLÍTICO Y ECONÓMICO TERRITORIAL CON ENFOQUE EN LAS MUJERES RURALES; “TEJEDORAS DE VIDA” DEL PUTUMAYO

IMPLEMENTING PARTNER: Caritas Alemania AMOUNT: €6,5 million

Objective: The project seeks to contribute to the political and economic territorial empowerment with a focus on rural women in the department of Putumayo, one of the most affected by the armed conflict and prioritized for the implementation of the Peace Agreement measures. Decades of armed conflict have left multiple traumas to the victims with special affectation to women, generating a fracture of the social fabric and polarization around political options or ideologies. The project recognizes women as one of the population groups most affected by the conflict, while also being a fundamental actor in the construction of peace and development with a territorial approach.

3,000 Putumayo women and their families (approximately 10,000 people) who are part of women’s organizations, including female coca farmers and victims of gender-based violence and/or sexual violence, indigenous women and ex-combatants participate in the project. So does the population of 7 Municipalities (Puerto Asís, Guamuez Valley, San Miguel, Puerto Guzmán, Puerto Caicedo, Orito and Mocoa) and the Gobernación del Putumayo.

35 Highlights 2018: The project has set in motion an innovative process of dialogue and joint construction between public institutions of the territory, 7 municipalities and the Governorate of Putumayo, and the Alianza de Tejedoras de Vida, which brings together more than 65 grassroots women’s organizations. Above political interests, partners seek to identify alternatives that benefit rural women.

In this process, municipal technical round tables have been set up, where the Alianza, other women’s and grassroots organizations, the social managers and different municipal Secretariats have come together. It is expected that these tables will continue to function as a focal point for technical assistance and social support of all initiatives throughout the project.

This project has had important implementation difficulties during its first months. Some activities have suffered significant delays and for some others the level of ownership by local authorities is unclear. An external evaluation and a financial audit are envisaged in early 2019 so as to provide us objective elements to discuss with the main stakeholders (Gobernación, municipalities and beneficiaries) and possibly re-adjust the project.

10. ESTRATEGIAS DE RESTAURACIÓN ECOLÓGICA EN LOS MUNICIPIOS DE PUERTO GUZMÁN, PUERTO LEGUÍZAMO, ORITO, SAN MIGUEL Y PUERTO ASÍS, EN EL DEPARTAMENTO DE PUTUMAYO

IMPLEMENTING PARTNER: Corpoamazonia AMOUNT: €2 million

Launch of the Project, which is implemented in the department of Putumayo

36 Objective: The project seeks to stimulate licit economic activity for the community and improve productivity in remote rural areas affected by the conflict in the Department of Putumayo, as well as to encourage the development of alternative products and sustainable use of natural resources to improve livelihoods. It emphasizes the importance of the productive reintegration of ex-combatants leading to their adaptation to civil life, by supporting economic initiatives, in the ETCR of the Carmelita.

The action embraces two main components: one is based on providing evidence-based information to guide the implementation of sustainable and eco-friendly productive models. The second one will encourage the implementation of these sustainable models, some of which have already been proved by Corpoamazonía and need a scaling – up effect, such as:

(I) the implementation of agroforestry systems managed with food crops and animal production; (II) the establishment of traditional “Amazonian gardens” by indigenous families, (III) the creation of local nurseries with seedlings coming from indigenous species, (IV) the strengthening of green businesses (V) the promotion of local brands linked to local markets.

Other initiatives can be promoted as a pilot phase, including production of local and ornamental fish species, potable water supply or tourism.

Highlights 2018: The project was only signed in the last quarter of 2018.

11. COLOMBIA PUEDE

IMPLEMENTING PARTNER: International Trade Centre (ITC) AMOUNT: €2,7 million

Objective: This project aims at improving producers’ livelihoods, both men and women, and their families in conflict-affected areas through the promotion of fruits exports to Europe. The action directly targets 2,000 beneficiaries, including producers, former FARC members and 30 farmer organizations producing crops with commercialization potential in approximately 2800 hectares of land. 1. PROCESOS DE INTEGRACIÓN SOCIOECONÓMICA Y COLECTIVA COMO ESTRATEGIA DE DINAMIZACIÓN COMUNITARIA Y CONSTRUCCIÓN DE PAZ

IMPLEMENTING PARTNER: FAO AMOUNT: €2 million

Objective: It supports reintegration and reconciliation in four ETCRs and surrounding areas in the departments of Guajira, Cesar, Antioquia and Nariño. It focuses on providing social infrastructure such as, local schools, water wells for irrigation, and others contributing to foster reconciliation. Furthermore, food security has been improved through the cultivation of food crops for most vulnerable population.

This project focuses on providing social infraestructure and improving food quality and security through the cultivation of food crops in the ETCRs and the surrounding areas in the departments of Guajira, Cesar, Antioquia and Nariño.

Highlights 2018: Income generating activities such as the production of bananas, tomatoes, eggs, are being supported. These have the potential to improve food security and to be sold in local markets. Potential commercial buyers have already been identified and a first commercial delivery of eggs has been made.

Uncertainties (at the cut-off date of this report) around the future of ETCRs and around the long term availability of land are having an impact on investments in productive projects and are discouraging people to participate actively in productive projects

38 D. HORIZONTAL PROGRAMMES

1. PROYECTO COLOMBIA 2020, CONSTRUYENDO PAÍS DESDE LAS REGIONES

IMPLEMENTING PARTNER: El Espectador AMOUNT: €1,15 million

Objective: Colombia 2020 is a pedagogical and journalistic campaign of social responsibility, which has specialized in post-conflict issues in Colombia. It is the first information portal that generates spaces for participation and debate in the territories. It proposes working upon information and communication as fundamental elements of a pedagogy for peace built from the regions, with its leaders, authorities and media, with the purpose of listening and giving voice to sectors of rural and urban society that have been marginally made visible in the mass media.

Forum moderated by the team of Colombia 2020

Highlights 2018: In 2018, it contributed to the construction of peace through a platform of contents and activities (written articles, regional and national debates and seminars systematically available on streaming, webpage, social networks, etc.) that help overcoming the information gap between the territories and the big cities, impacting different audiences and thus reaching as many Colombians as possible.

53 Specials were published in the newspaper on Mondays or Tuesdays, 144 articles on other days of the week and over 884 articles in the Colombia 2020 website.

More than 100 municipalities in 18 departments of the country were visited by Colombia 2020journalists, working hand in hand with the different organizations at national and territorial levels.

39 Thanks to the alliance with the European Union, Colombians have learnt of how other nations in conflict have overcome the violence.

Colombia 2020 has contributed to closing the information gaps between peripheral and central regions, by providing updated, pertinent and truthful information on peacebuilding initiatives and the role of local actors in this process. Regional and national events, publications in the printed and digital editions of Colombia 2020 and El Espectador, and synergies with other regional and national media were generated.

Left apart, conflict-affected and remote communities have been spotlighted, thus increasing the production of information and reports (coverage) from the territories which promote the mutual understanding and the reconciliation of the country

Through the pedagogical material for children that circulated in the newspaper for 8 weeks over 7,700,000 people were reached. This aimed at enhancing the value of imagination and ideas to overcome conflicts.

WEBSITE AUDIENCE

The growth of the website of Colombia 2020 has been significant in 2018. Users have almost doubled compared to the end of 2017, proving that there is a genuine interest for this kind of contents.

In social networks, the goals set for the year were also exceeded:

• Facebook 45,303 followers with an increase of 80% compared to 2017 • Instagram 2,666 followers with an increase of 57% compared to 2017 • Twitter 21,250 followers with an increase of 76% compared to 2017 • YouTube 3,681 followers with an increase of 238% compared to 2017

40 RADIOS COMUNITARIAS PARA LA PAZ Y CONVIVENCIA - FASE II (RESANDER)

Radios Comunitarias Project

Objective: As part of the Trust Fund peace pedagogy action, the Project seeks to reinforce the dialogue of community radios with their audiences in the departments of Nariño, Caquetá, Guaviare and Putumayo around peacebuilding, and peaceful coexistence.

The project works with 80 radio professionals from 40 community stations and three regional radio networks which together reach a combined audience of 200.000 in rural areas of these departments.

41 2. DESARROLLO DE CAPACIDADES PARA EL APOYO PSICOSOCIAL

IMPLEMENTING PARTNER: PSA AMOUNT: €0,7 million

Objective: The purpose of this project is to increase the number of care professionals skilled to train other professionals by providing adequate psychosocial support to communities in need, in the areas of intervention of the EUTF; to strengthen the professional competences of the psychosocial services providers in order to support conflict-affected population; and to strengthen SENA’ (National Training Service) institutional capacity through professional training and knowledge sharing. In doing so, it will apply the best practices and lessons learnt in Croatia in this area of work

Target groups are Colombian care providers of psychosocial services (medical doctors, psychologists, social workers, nurses, health promoters). The capacity building effort will focus on training these care providers to increase their effectiveness and use evidence-based interventions. They will later serve as SENA instructors. The training program will be implemented with 4 groups of 40 participants, a total of 160 participants.

Highlights 2018: The contract was signed mid-2018. An inception mission and kick-off event took place in September 2018 and the training will start in early 2019.

REPORTE DE IMPACTOS EN PRENSA

Durante el periodo de octubre a diciembre de 2018, el Fondo Europeo para la Paz tuvo 145 impactos de prensa: 8 en televisión, 20 en medios impresos, 23 en radio y 94 en medios digitales. Tres eventos en particular captaron la atención de los medios: la visita del director general de Cooperación Internacional de la Unión Europea, Stefano Manservisi; el lanzamiento del proyecto ‘Implementación de Alternativas Sostenibles y Eco-amigables en Putumayo’ y el lanzamiento de los tres proyectos de la FAO.

Este documento destaca algunos de los artículos elaborados por los medios de comunicación durante octubre y diciembre de 2018, un trabajo valioso que evidencia cómo ha empezado a posicionarse el Fondo Europeo Para la Paz entre los validadores y líderes de opinión. En Colombia hay varios fondos de paz, y que la gente empiece a reconocer y a diferenciar lo que cada uno de estos hace permite que, en las zonas donde el Fondo está presente, los beneficiarios sientan que hacen parte de un proyecto apoyado por personas que saben lo que significó la guerra y los desafíos que conlleva el posconflicto; que aprovechen ese valor agregado de la Unión Europea para capitalizar la extensa experiencia que esta tiene.

Pero el valor de estas notas de prensa va mucho más allá de salir en un medio; el trabajo de los periodistas ha sido especialmente significativo porque ha permitido que los comunicadores se acerquen a los territorios, se acerquen a la gente del común y le den voz a quienes normalmente no son escuchados. Al ser entrevistados, pueden contarle al mundo lo que ha representado el apoyo internacional en la transformación de sus comunidades.

Si bien hay una visibilización nacional, buena parte de estos artículos se han publicado en prensa regional, lo que permite que en los territorios la gente vea que Colombia está atenta a los resultados. Esto motiva a los proyectos a mostrar lo que hacen y contar con quiénes lo hacen, para reconocer a las personas que están trabajando por la paz en el país. Además, esta gestión impulsa a que, en el terreno, los proyectos exhiban con orgullo sus pendones, en los que aparece la bandera de la Unión Europea, no como un adorno, sino como un símbolo de que Europa cree en Colombia. Los motiva, también, a sumarse a esa unión de esfuerzos por la consolidación de la Paz. TELEVISIÓN

Adicionalmente, los principales medios televisivos de Colombia (Caracol Noticias, RCN Noticias, y Cablenoticias) cubrieron estos tres eventos, en franja prime (a las 7 de la noche), late (9-10 de la noche), así como en su edición principal del mediodía. Noticieros regionales como CityTv (uno de los principales de Bogotá, galardonado como el mejor noticiero regional de Colombia) también reportaron cobertura.

Además de los impactos de prensa, durante este periodo el Componente de Comunicación y Visibilidad de la Asistencia Técnica efectuó otras gestiones, principalmente en lo concerniente a los proyectos del Fondo Europeo para la Paz. Durante este trimestre se redactó y se diseñó el Manual de Visibilidad y la Guía de Sistema Gráfico del Fondo, que se compartió con los enlaces de Comunicaciones de los proyectos, para establecer estándares de visibilidad del Fondo que sean comunes a todas las iniciativas.

Estos documentos, y la asesoría técnica brindada a los proyectos, permitieron posicionar al Fondo Europeo para la Paz a través de los productos de comunicación interna y externa de los proyectos, de forma que elementos como pendones, brochures, backings, boletines e indumentarias, entre otros, se ajusten a los lineamientos de visibilidad establecidos desde la Delegación de la Unión Europea.
