Electoral Divisions Affected Parishes within the LAF

Background

1. From 2010 this standard report will be issued to each Local Area Forum (LAF) from Transport for Buckinghamshire.

2. It will aim to provide a comprehensive update on current and relevant Transportation issues which are tailored to each individual LAF.

3. Standard topics to be covered will be:

- Dates of when Local Community Gangs will visit parishes - Major issues likely to affect parishes within the LAF - Update on ongoing local issues - Policy Development - Any other information

4. In addition, it will cover any emerging issues which could or will affect Local Areas Forum areas.

Traffic Management

It was predicted that there will be a large increase in housing and employment place numbers over the next 15 years in Vale and Milton Keynes as part of their Local Development Frameworks (LDF’s). It is accepted that this has been called into question with Central Government scrapping the regional housing allocations and the abandonment of the draft LDF but some increase is still anticipated. Based on the figures in the draft LDF, central government agreed to fund an improved traffic management system for Aylesbury through the Community Infrastructure Fund (CIF) to help the County Council cope with the predicted increase in traffic in and around Aylesbury. As a result TfB have been working on a 2 year project, starting April 2009, known as the Urban Traffic Management & Control (UTMC) project. One element of the project has been to install equipment on all the key routes into Aylesbury so actual vehicle journey times can be recorded and compared to historic data to show if traffic conditions are ‘normal or abnormal’. One of the timing points is in Stone approximately 100 metres from the St Johns Drive roundabout and over the last few weeks a new column has been erected next to the existing street light. An Automatic Number Plate Reading camera (ANPR) and radio transmitter has been attached to the column and paired with a similar installation in Aylesbury town centre. Vehicle information is not recorded by the County Council and the only data retained is the time taken to pass between the two timing points. The information will be used by the County Council and also available to the public via additional pages to be added to the TfB website. A second element of the project has been to install CCTV equipment on key junctions to allow TfB staff to monitor traffic levels and intervene if necessary and possible to improve traffic flow. Live ‘jamcam’ images will also be available to the public via the TfB website. One such camera has been erected on the centre of the roundabout at the junction of A418 and Coldharbour Way. Works are programmed to reduce the height of a number of the taller trees on the roundabout so as not to inhibit the views of the camera. A third element of the project has been to install new electronic traffic signs on all the main approaches to the town including a sign on the A418 prior to the roundabout with Coldharbour Way. The signs will be used to display traffic information in the town centre and on strategic key routes beyond Aylesbury, allowing drivers to divert if necessary.

Policy

Information regarding 2011/12 Delegated Budget increase TFB is pleased to advise you that following full Council on 17 February 2011 they have been able to double the funds currently allocated to the overall delegated budget. The total budget for the County has increased from £500,000 to £1,000,000 and will be allocated across the 19 Locality areas on the same criteria as before (using needs based assessment and technically weighted data).

It is appreciated that some schemes have already been identified for funding for 2011/12. In order that the full benefit of the increase in budget allocation is achieved, each LAF will be asked to consider whether or not to review those schemes already identified and consider the following three options;

1. To proceed with the identified schemes and identify additional schemes that fit in with the local priorities.

2. To proceed with the identified schemes but increase the size of the allocation to those schemes which will deliver additional quantity of that scheme.

3. To remove the schemes that have already been identified and identify alternative schemes that may not have been considered due to the cost of providing those schemes.

Any alterations to schemes already identified for 2011/12 should be submitted to Ann-Marie Davies by 2 May 2011 and LAF’s will be expected to make a final decision on their programme in the June/July meeting. Officers within TFB will assess schemes and provide feedback prior to the June/July round of LAF’s.

For your information the allocation for the Haddenham & Long Crendon LAF is now £53,031.55

All LAF’s will have the opportunity to discuss their wishes at the March/April round of their meetings.

Guidance on how to make a bid will be emailed to each parish during March.
