AVDC (Buckinghamshire Council) Housing Land Supply Calculation Document As at Sept 2013 Aylesbury Vale District Council ‐ Housing Land Supply Calculation January 2014 Introduction This document sets out the calculations for the housing land supply in Aylesbury Vale District as at 30th September 2013. It uses the latest available published housing projections for the district, the 2011 interim CLG household projections to 2021 (published April 2013) and includes an allowance for a 3% vacancy rate in addition to the CLG figures. Assessment of current housing land supply The current supply of housing land in the District is made up from: Sites with planning permission; Sites that do not yet have planning permission, but that have been approved in principle, subject to the completion of a Section 106 or planning obligation agreement; Sites that are allocated in the Aylesbury Vale District Local Plan but that do not yet have planning permission or approval subject to a Section 106 agreement. All sites for 5 dwellings or more that are included in the supply have been individually assessed as being available, suitable and achievable. Wherever possible we have obtained up-to-date estimates of build rates from housing developers. All sites for under 5 dwellings that have full planning permission have been included in the supply, but the overall total has been subjected to a 10% discount to account for the fact that some sites will not be implemented. When these figures are compared against the trajectory of housing delivery that has taken place within the district, they indicate that there is sufficient supply to deliver an increased level of housing over the next 5 years, compared to earlier years (the average annual number of dwellings completed over 2008-2013 was 866). A target of 10,176 dwellings in the District for the 2011-2021 period is based on the 2011 CLG interim household projections, published in April 2013, and includes in addition to this an allowance for a 3% vacancy rate (in line with Council Tax records which indicates that 2.6% of dwellings in the District are vacant1). 1 ONS records for October 2012 show 72,990 dwellings in total, of which 1,922 are vacant Position at end September 2013 1 Total requirement Annual average Average over 5 year 2011-2021 requirement period District Total 10,176 1,018 5,088 Tables are set out below showing the calculations of housing land supply based on these CLG figures. This is shown firstly for the period 2013 to 2018, and then for the period 2014 to 2019. In accordance with the National Planning Policy Framework (paragraph 47) a buffer of 5% is added to the requirement2. This has exceeded the 2011 interim CLG projections requirement. The oversupply is subtracted from the requirement for the remaining 8 years of the 10 year period. So the requirement for the first five years is decreased by 5 x 1/ 8. Housing land supply for 1st April 2014 to 31st March 2019 District Requirement 5,088 Pre-2014 oversupply 82 Adjustment to requirement * -59 Total 5 year requirement 5,029 Total 5 year requirement plus additional buffer of 5,280 5% Total projected supply from deliverable sites 4,955 Projected supply as percentage of requirement 93.8% (4.7 years) *This adjustment takes account of the number of actual housing completions in the period 2011 to 2013 and the number of projected completions from 2013 to 2014. This has exceeded the CLG requirement. The oversupply is subtracted from the CLG requirement for the remaining 7 years of the 10 year period. So the requirement for the first five years is decreased by 5 x 75 / 7. 2 The NPPF (paragraph 47) requires housing land supply has an additional buffer of 5% added (moved forward from later in the plan period). Or, where there has been ‘a record of persistent under delivery of housing’, local planning authorities should increase the 5% buffer to 20%. “Persistent under delivery” is not defined in the NPPF. Table 2: Past housing delivery rates against AVDLP and interim 2011-based CLG Household Projections in the Five Year Housing Land Supply Position Statement illustrates that whilst there have been fluctuations in completions rates, there has not been “persistent” under delivery of housing. There has been particularly high delivery in the past couple of years with 1,103 dwellings delivered in 2011/12 and 934 in 2012/13.     Aylesbury Vale District Council - Five year housing land supply position statement, June 2018 Purpose of this position statement 1.0 Paragraph 47-49 of the National Planning Policy Framework (NPPF, 2012) requires local planning authorities to identify and keep up-to-date a deliverable five year housing land supply against their housing requirements. Where the Council cannot demonstrate a 5 year housing land supply, there is a presumption in favour of sustainable development in line with the NPPF (para 14). Having an understanding of supply is also key to fulfilling the NPPF requirement to demonstrate the expected rate of housing delivery and how housing targets will be met (paragraph 47). 1.1 This position statement sets out the approach to meeting housing requirements in Aylesbury Vale pending the adoption of the new Local Plan (the Vale of Aylesbury Local Plan, VALP). This statement sets out how the current housing supply has been calculated, and the housing requirement target, to be used by the Council in order to apply the appropriate development plan policy tests and the tests set out in the NPPF when determining relevant planning applications in the period before VALP is adopted. 1.2 The five year housing land supply calculation is dynamic and changes as planning permissions are granted and as existing commitments are completed. CROCKETT with contributions from KAYT BROWN, CATHERINE BARNETT (NEE CHISHAM), JESSICA M GRIMM, LORRAINE MEPHAM AND CHRIS STEVENS Archaeological investigation on the site of the former Renny Lodge Hospital, Newport Pagnell, identified at least three phases of Romano-British activity, focused on a small roadside settle- ment, as well as a handful of poorly-dated post-Roman features probably relating to the agri- cultural use of the area. It also identified the probable routes of two suspected roads, one of Roman date, the other possibly of medieval origin. The only evidence for prehistoric activity comprised a small assemblage of worked flint recovered from later deposits. In the mid 1830s the Newport Pagnell Union Workhouse, later Renny Lodge Hospital, was constructed on the site. Although demolished to ground level in 1994, a coherent structural sequence has been established from the survey of the building's footprint coupled with cartographic and documen- tary evidence. It is a very rural locality in the north of Buckinghamshire. There are officially 63 civil parishes covering the area (approximately a third of the parishes in Bucks). There are 2 small market towns, Buckingham and Winslow, and approximately 70 villages or hamlets (as some of the parishes cover more than one village). Population The total population of the Aylesbury Vale North locality (AV North) is 49,974 based on the populations of the 63 civil parishes from the 2011 Census statistics.

    Buckinghamshire Later Bronze Age and Iron Age Historic Environment Resource Assessment Sandy Kidd June 2007 Nature of the evidence The Sites and Monuments Records for Buckinghamshire and Milton Keynes attributes 1622 records (monuments and find spots) to the Iron Age and a further 144 records to the Middle or Late Bronze Age representing about 9.4% of total SMR records. Also, many formally undated cropmark sites probably actually date to the Bronze Age or Iron Age. In addition evidence for the survival of putatively prehistoric landscapes into modern times needs to be considered (see landscape section). Later prehistoric sites have been recognised in Buckinghamshire since the 19 th century with useful summaries of the state of knowledge at the beginning of the twentieth century being provided by the Royal Commission for Historical Monuments and Victoria County History. Essentially knowledge was restricted to a few prominent earthwork monuments and a handful of distinctive finds, mostly from the Chilterns and Thames (Clinch, 1905; RCHME, 1912 & 1913). By 1955 Jack Head was able to identify a concentration of Iron Age hillforts, settlement sites and finds along the Chiltern scarp along with a few sites (mainly hillforts) on the dipslope and a scattering of sites along the Thames. A few of these sites, notably Bulstrode and Cholesbury Camps and an apparently open settlement on Lodge Hill, Saunderton had been investigated by trial trenching (Head, 1955, 62-78). By 1979 it was possible to draw upon a wider range of evidence including modern excavations, aerial photography and environmental archaeology referring to sites in the Ouse valley as well as the Chilterns, open settlements as well as hillforts and evidence for extensive open grassland environments from the Bronze Age onwards (Reed, 1979, 35-41).

This delay has been caused mainly by the discovery, during the preparation of the work, that many of the documents which go to make up a Sessions Roll had become misplaced. It was thus necessary to examine and arrange all the rolls for a period long after the date when this calendar was likely to end, in order to ensure that all records covering the period would be brought together and noted in the calendar.
