    Aylesbury Vale District Council - Five year housing land supply position statement, June 2018 Purpose of this position statement 1.0 Paragraph 47-49 of the National Planning Policy Framework (NPPF, 2012) requires local planning authorities to identify and keep up-to-date a deliverable five year housing land supply against their housing requirements. Where the Council cannot demonstrate a 5 year housing land supply, there is a presumption in favour of sustainable development in line with the NPPF (para 14). Having an understanding of supply is also key to fulfilling the NPPF requirement to demonstrate the expected rate of housing delivery and how housing targets will be met (paragraph 47). 1.1 This position statement sets out the approach to meeting housing requirements in Aylesbury Vale pending the adoption of the new Local Plan (the Vale of Aylesbury Local Plan, VALP). This statement sets out how the current housing supply has been calculated, and the housing requirement target, to be used by the Council in order to apply the appropriate development plan policy tests and the tests set out in the NPPF when determining relevant planning applications in the period before VALP is adopted. 1.2 The five year housing land supply calculation is dynamic and changes as planning permissions are granted and as existing commitments are completed.     THE ARCHAEOLOGY AND HISTORY OF RENNY LODGE: ROMANO-BRITISH FARMSTEAD, WORKHOUSE, HOSPITAL, HOUSES CAROLINE BUDD AND A.D. CROCKETT with contributions from KAYT BROWN, CATHERINE BARNETT (NEE CHISHAM), JESSICA M GRIMM, LORRAINE MEPHAM AND CHRIS STEVENS Archaeological investigation on the site of the former Renny Lodge Hospital, Newport Pagnell, identified at least three phases of Romano-British activity, focused on a small roadside settle- ment, as well as a handful of poorly-dated post-Roman features probably relating to the agri- cultural use of the area. It also identified the probable routes of two suspected roads, one of Roman date, the other possibly of medieval origin. The only evidence for prehistoric activity comprised a small assemblage of worked flint recovered from later deposits. In the mid 1830s the Newport Pagnell Union Workhouse, later Renny Lodge Hospital, was constructed on the site. Although demolished to ground level in 1994, a coherent structural sequence has been established from the survey of the building's footprint coupled with cartographic and documen- tary evidence. These priorities also help to determine the sort of services and projects where Prevention Matters grants can be targeted. Population The total population of the Aylesbury Vale North locality (AV North) is 49,974 based on the populations of the 63 civil parishes from the 2011 Census statistics.

    Buckinghamshire Later Bronze Age and Iron Age Historic Environment Resource Assessment Sandy Kidd June 2007 Nature of the evidence The Sites and Monuments Records for Buckinghamshire and Milton Keynes attributes 1622 records (monuments and find spots) to the Iron Age and a further 144 records to the Middle or Late Bronze Age representing about 9.4% of total SMR records. Also, many formally undated cropmark sites probably actually date to the Bronze Age or Iron Age. In addition evidence for the survival of putatively prehistoric landscapes into modern times needs to be considered (see landscape section). Later prehistoric sites have been recognised in Buckinghamshire since the 19 th century with useful summaries of the state of knowledge at the beginning of the twentieth century being provided by the Royal Commission for Historical Monuments and Victoria County History. Essentially knowledge was restricted to a few prominent earthwork monuments and a handful of distinctive finds, mostly from the Chilterns and Thames (Clinch, 1905; RCHME, 1912 & 1913). By 1955 Jack Head was able to identify a concentration of Iron Age hillforts, settlement sites and finds along the Chiltern scarp along with a few sites (mainly hillforts) on the dipslope and a scattering of sites along the Thames. A few of these sites, notably Bulstrode and Cholesbury Camps and an apparently open settlement on Lodge Hill, Saunderton had been investigated by trial trenching (Head, 1955, 62-78). By 1979 it was possible to draw upon a wider range of evidence including modern excavations, aerial photography and environmental archaeology referring to sites in the Ouse valley as well as the Chilterns, open settlements as well as hillforts and evidence for extensive open grassland environments from the Bronze Age onwards (Reed, 1979, 35-41).

    MINUTES FROM THE PADBURY PARISH COUNCIL ANNUAL PARISH MEETING – 23rd May 2018 The Annual Parish Meeting of Padbury Parish Council was held on Wednesday 23rd May, at 7.30pm, at the Pavilion, Springfields, Padbury. Those present were: Cllrs Long, Dickens, Murray, Williamson, Burton and Morris, Cllr John Chilver, Cllr Llew Monger, Mrs Jo Bursell and Mr John Wrigley. Apologies were received from Cllrs Roberts and Renshell. The meeting was opened by Cllr Long, Chair of the Parish Council, and the minutes of the 2017 Annual Parish Meeting were agreed and accepted. Chair’s report Introduction I was elected Chairman in January 2018, replacing Cllr Ken Roberts who had to stand down for personal reasons. We all give him our grateful thanks for his leadership and commitment to the Council and to the Village throughout his tenure as Chairman. The aim of this report is to reflect on the activities of the Parish Council over the past year. Policy and Governance The Council continues to receive support from our Ward Councillors, and we are always thankful for their guidance and advice. The two major issues over the past year have been the implementation of GDPR and the proposal for a new Unitary Authority. The latter has been debated by both the County council and AVDC, and the decision to “modernise and simplify Local Government” now rests with the Secretary of State. Routine Business We would like to express our grateful thanks to Deborah O’Brien who stood in as Acting Parish Clerk on the resignation of Jo Bonney. Deborah remained in post until Rachel Taylor was appointed as Clerk to the Parish Council.
