Leah Brooks, Urbashee Paul and Rachel Shank APRIL 2018 POLICY BRIEF APRIL 2018 | LEAH BROOKS, URBASHEE PAUL AND RACHEL SHANK1 In 1977, the White Flint Mall opened to great acclaim as Maryland’s premier mall, complete with glass elevators, glamorous anchor stores, and an exciting eatery. Now, more than four decades later, White Flint Mall is situated in a sea of empty parking lots. Except for anchor tenant Lord and Taylor, with which the mall owner is in protracted litigation, the mall sits empty. About a decade before White Flint launched, Northern Virginia’s Tysons Corner Center opened, also to acclaim. Tyson’s Corner has seen continued success,2 welcoming Apple’s flagship store in 2001,3 and Spanx’s first brick and mortar store in 2012.4 The promised increase in walkability ushered in by the Silver Line expansion has heralded opportunity for new residential and commercial development.5 To what extent is this divergence due to e-commerce? The Rise of E-commerce Indeed, there is substantial evidence that brick-and-mortar retail is suffering. CNN Money10 reports that 2017 marked E-commerce dates to 1994, when the New York Times the highest number of retail store closure announcements in reported that Philadelphia’s Phil Brandenberger used his history. Within the past year, once-prominent malls in computer to purchase a Sting album. In the following year, New Jersey and Pennsylvania have closed almost 200 Amazon sold its first book, and Pierre Omidyar founded stores. The buyer is an entity affiliated with Ashkenazy Acquisition Corp., the New York developer that controls the existing Union Station building near the U.S. Capitol, according to D.C. deed records. The company purchased the 300,000-square-foot shopping center from the Teachers Insurance Annuity Association of America, or TIAA. The educational retirement fund, which was formerly known as TIAA-CREF, purchased the property in 2004 for $76.5 million, according to D.C. property records. The retail center is located on 1.9 acres at 5300 Wisconsin Ave. NW. We've reached out to AAC for more information on its plans for the property and will update this post if we hear back. Mazza Gallerie has undergone some tenant shifts in recent years. Harriett Kassman left in 2009, and Willams-Sonoma left in 2015. Filene’s Basement closed and T.J. Maxx took the space in 2013. The Mazza Gallerie, which is home to Neiman Marcus and T.J. Maxx, has been sold for $78 million. Both bargain brands have shared the center with luxury department stores Neiman Marcus and Saks Fifth Avenue Men’s as well as high-end jewelers such as Chas Schwartz & Son and Pampillonia Jewelers. -

Conklin County Executive Director February 25, 2020 Mr. Sidney Katz, President Montgomery County Council 100 Maryland Avenue Rockville, MD 20850 Dear Council President Katz: Each year, the Maryland Department of Transportation (MDOT) compiles a Consolidated Transportation Plan (CTP) that outlines the State's capital investment program. The projects included in the CTP are determined by MDOT based on their assessment of project priorities. A component of their analysis is letters provided by Counties and other jurisdictions that outline local priorities. Montgomery County last updated its priorities in 2017. Since that time, numerous factors have changed including the initiation of construction of the Purple Line and the US 29 Flash. Additionally, Vision Zero has been adopted by the County and MDOT has advanced a Traffic Relief Plan for 1-270 and 1-495. These significant changes, coupled with change of County Executive and Council indicate that it is time to update the County Priorities Letter. On behalf of County Executive Ehich, the Montgomery County Department of Transportation began work on a new priorities letter in the fall of 2019. A preliminary draft was developed and refined to reflect the priorities of the Executive Branch, including MCDOT. This draft was provided to the County's State Delegation for review and comment and was provided to the Montgomery County Planning Board. In December 2019, the Planning Board was provided with a briefing and held a work session to discuss the preliminary letter. Additionally, several suggestions were received from members of our State delegation. It is now time for the County Council to review the preliminary draft, with the benefit of the comments from the Planning Board and our Delegation. -
