King Philippe of Belgium Received a Philippine Ambassador for the First Time When H.E

BELGIAN KING RECEIVES PHILIPPINE ENVOY, FONDLY RECALLS 1996 VISIT TO PH His Majesty (H.M.) King Philippe of Belgium received a Philippine Ambassador for the first time when H.E. Ambassador Eduardo José A. de Vega presented his credentials in a stately ceremony at the Royal Palace of Brussels on 23 May 2018. King Philippe, 58, ascended to the Belgian throne last 21 July 2013, upon the abdication of his father, King Albert II. His official title as the Belgian monarch is His Majesty, the King of the Belgians. In a private audience conducted in English and French following the presentation of credentials, the King fondly recalled his visit to the Philippines in 1996. The King, who was Crown Prince at that time, led a 100-strong Belgian Economic Mission and oversaw the signing of two key agreements. He recounted fond memories of his visit, and was pleased to note that Belgian companies remain active in the Philippines and have contributed to the economic development of the country. The King also asked about the situation in Marawi, and gave his thoughts for the people of Marawi as they rebuild and recover from the conflict. Highlighting the historical connections between the Philippines and Belgium, Ambassador de Vega wore the sash of a Knight Grand Officer of Rizal (KGOR) of the Order of the Knights of Rizal. The Belgian Monarch and the Philippine envoy also honored the accomplishments of Philippine national hero José Rizal in Belgium, which included the publication of his novel El Filibusterismo in the Belgian city of Ghent in 1891, the same year that Belgian engineers completed construction of the San Sebastian Church in Manila. Ambassador de Vega is a career diplomat who has been in government for over 25 years, and has served in Philippine Foreign Service Posts in Tel Aviv, Washington D.C., New York, and Barcelona. His most recent posting prior to his arrival in Belgium was as Philippine Ambassador to Mexico. As the new Ambassador based in Brussels, he will also present his credentials to the Grand Duchy of Luxembourg and to the European Union. L1W-26w51-lLe 1. Let me express my deep appreciation to His Majesty King Albert of Belgium, who is recovering from a minor procedure and could not join us today. I wish him a speedy recovery. I am grateful to Prince Philippe for honouring this event with his presence, and to His Excellency Prime Minister Guy Verhofstadt, and the Government of Belgium for their gracious support and hospitality. This event would not have taken place without you. The road that brought all of us to Brussels was long. It may not have been as tortuous, nor as solitary, as the road travelled by some of the world’s 200 million migrants. But in its own way, ours was a road full of detours and obstacles. I am heartened that we have reached this stage at last. For many years, Member States of our United Nations found it hard to discuss the sensitive issue of migration in the international arena. So the topic was never high on the UN agenda -- until the High-Level Dialogue at UN Headquarters in New York last September.

Chapter 1 Science, Technology and Innovation system in Flanders 1 - Competencies in the field of science, research and innovation Federalism in Belgium Flanders is an autonomous region located in the northern part of Belgium, with Brussels as its capital. It manages important competencies and budgets in many policy fields. This is the result of a gradual process of change since 1970, resulting from 6 state reforms that have introduced a far-reaching degree of federalism in Belgium. Consequently, many competences have been transferred to the federalised authorities (Communities and Regions). Institutionally, Belgium is divided into four language areas (the Dutch-speaking, the bilingual Dutch/French, the French-speaking and the German-speaking), and is composed of three Communities (the Flemish, the French and the German-speaking) and three Regions (Flemish, Brussels Capital and Walloon). Consequently, policy-making within the country is prepared and executed by various authorities, based on three distinct pillars, each with their own range of competencies: a federal, a community and a regional pillar. The Belgian form of federalism is unique in the world. Its main characteristics are briefly: - each entity has exclusive powers and competencies in various areas (no shared competencies); - each entity has its own separately elected parliament, government, administration, legislation, advisory bodies, etc.; - no hierarchy exists between the different entities regarding their competencies (no overruling is possible); - since the fourth state reform of 1993, the principle of “in foro interno, in fore externo” has been applied, meaning that each entity executes its competencies both inside and outside Belgium.
