Excellent draftsman, watercolorist, portraitist, nature lover and landscape lover, he was a painter, illustrator and also a sculptor. He specialized in visionary landscapes and large symbolic frescoes. Delmotte won Richard Dupierreux first prize in Painting (1960), the Chapman First Prize, the silver medal of Belgian painting (1960) and the gold medal of the European Council for Art and Aesthetics (1964). He was a student with Franz Courtens (father of the sculptor Alfred Courtens) at the Academy of Antwerp and his work is related to Albert Baertsoen. Julien Célos engraved a large number of etchings of picturesque corners in large Flemish cities, but also traveled to France, England, Tunisia and the Netherlands. He found his themes in old neighborhoods of Dutch and Flemish cities, such as beguinages, alleys and canal views. Julien Célos worked with a broad, light and pasty touch and was a member of the artists' circles "Als Ik Kan" and "La Gravure Originale Belge", of which the Mechelen painter Albert Geudens was also a member. Delporte's work is described as that of a seer who has rediscovered alchemy and is based on a scientific basis. Four movements can be distinguished in his work: realistic, genetic, geophysical and nuclear. Worldwide, more than 300 of his visual artworks have been exhibited in museums, organizations, churches and cities such as the Royal Museums of Fine Arts of Belgium, the Royal Palace of Brussels, the Élysée Palace and the National Library in Paris, the Museum of Contemporary Art Art in Tokyo, the Museum of Modern Art in São Paulo, the Museum of Fine Arts in Montevideo, the Belgian Embassy in Beijing, the University of Houston, St. Paul's Church (Antwerp) and much more. From 1990 to 2013, a museum was established in Damme, the Charles Delporte Museum. He was a student of the Belgian painter Léon Van den Houten (School of Charleroi). Ben Genaux evolved from figurative art to surrealism and then devoted himself to abstract art. Somville grew up in poor conditions after the early death of his father. Because of this and under the influence of his uncle, a lithographer, he joined the Communist Party of Belgium. The Spanish Civil War and the Second World War left a mark on his life. He studied from 1940 to 1942 at the Royal Academy of Fine Arts of Brussels and from 1942 to 1945 at the École Nationale Supérieure d'Architecture et des Arts Décoratifs by Charles Counhaye [5]. Under his influence, he developed a monumental expressive style. He was director of the Academy of Fine Arts in Watermael-Boitsfort from 1947 to 1986. In 1951 he joined La Jeune Peinture Belge. In the same year he founded the "Céramique de Dour" with his wife Simone Tits. As one of the leaders of Neo-Realism, he wrote the manifestos of 1958 and 1966. After the May days of 1968, he founded the "Mouvement réaliste" (Realistic Movement) in 1969. Most famous are his murals such as "Notre temps" (1974-76) in the Brussels metro station Hankar [6], and in the Université catholique de Louvain in Louvain-la-Neuve, (together with the 'Collectif d'art' which he founded public ',) a work of 410 m² around the theme "what is an intellectual?" In 1946, together with his friends Edmond Dubrunfaut and Louis Deltour, he founded a "Center for the renewal of the tapestry of Tournai". "Triomphe de la Paix" (Brussels Congress Palace, 1963 is one of his best known designs).     Chapter 1 Science, Technology and Innovation system in Flanders 1 - Competencies in the field of science, research and innovation Federalism in Belgium Flanders is an autonomous region located in the northern part of Belgium, with Brussels as its capital. It manages important competencies and budgets in many policy fields. This is the result of a gradual process of change since 1970, resulting from 6 state reforms that have introduced a far-reaching degree of federalism in Belgium. Consequently, many competences have been transferred to the federalised authorities (Communities and Regions). Institutionally, Belgium is divided into four language areas (the Dutch-speaking, the bilingual Dutch/French, the French-speaking and the German-speaking), and is composed of three Communities (the Flemish, the French and the German-speaking) and three Regions (Flemish, Brussels Capital and Walloon). Consequently, policy-making within the country is prepared and executed by various authorities, based on three distinct pillars, each with their own range of competencies: a federal, a community and a regional pillar. The Belgian form of federalism is unique in the world. Its main characteristics are briefly: - each entity has exclusive powers and competencies in various areas (no shared competencies); - each entity has its own separately elected parliament, government, administration, legislation, advisory bodies, etc.; - no hierarchy exists between the different entities regarding their competencies (no overruling is possible); - since the fourth state reform of 1993, the principle of “in foro interno, in fore externo” has been applied, meaning that each entity executes its competencies both inside and outside Belgium. National Museums in Belgium Felicity Bodenstein Summary The problematic and laboriously constructed nature of the Belgian nation is, to a large extent, reflected in the structure and distribution of Belgium’s federal/national museums. The complexity and contradictory nature of the administrative organisation of the Belgian state led one of its leading contemporary artists to comment that ‘maybe the country itself is a work of art’ (Fabre, 1998: 403). Its national museums - those which receive direct federal funding - are the result of a series of projects that founded the large cultural institutions of Brussels in the nineteenth century, decreed by the Belgian monarchy that was itself only founded in 1830. Brussels, the largely French speaking capital of the nation situated geographically in the centre of a Flemish speaking region, is since 1830 the seat of a constitutional monarchy and democratically elected parliament that governs over the two very distinct linguistic and cultural areas: the northern Dutch-speaking Flanders and southern French-speaking Wallonia. In his article on ‘What, if Anything, Is a Belgian?’, Van der Craen writes : ‘Belgium has been at the centre of a heated debate since its creation. The relatively young country has had little time to develop any nationalistic feelings in comparison to, for instance, the Netherlands or France’ (2002 : 32).

Volume 16, Issue 2 November 2019 In search of identities: ‘Foreigners’ in fin-de- siècle Belgian café-concerts Evelien Jonckheere, University of Antwerp, Belgium Abstract: This article reveals the substantial presence of all kinds of foreigners among the audiences in Belgian café-concerts and their position in ambitious urban and national politics in fin-de- siècle Belgian cities. Although ignored by academics for decades, Belgian fin-de-siècle café- concerts and their hedonistic atmosphere were highly influential, and even imitated, abroad. By combining quantitative and qualitative data from a wide range of research fields, it is possible to comprehend the café-concert and its audiences as transgressive identities, challenging concepts of social space, as well as nationalities, class and gender. By recognizing foreigners’ unique position in modern Belgian cities and also the café-concert as their favoured place for social encounters, new light is shed on the international community, urban economy, nationhood and modern identities. It was ornamented in a Babylonian and Sardanapalesque fashion. Compared to this, our Eden-Théâtre is the illustration of antique austerity. Le Palais offered sailors, returned after six months at sea, a summary of civilization’s supreme splendor. And to please them, there were songs in every language (1898, 311).
