The EPA defines sustainable development as “meeting the needs of the present without compromising the ability of future generations to meet their own needs.” Planning decisions must consider and account for long-term impacts and consequences, interdependence of economic, environmental and social well-being, the input of the stakeholders who will be affected by decisions, equity among generations and different groups in society, and proactive prevention which promotes efforts to prevent problems as the first course of action. 1 The Rio Grande Corridor Project has three components: a Comprehensive Plan for development along an 11-mile corridor of the Rio Grande; and two pilot projects -- construction of a 14-acre wetland, and construction of a 1.1-mile multi-use pathway. The City of Las Cruces, with assistance from the Southwest Environmental Center (SWEC), the Bureau of Reclamation (BOR) and Elephant Butte Irrigation District (EBID), constructed a flow-through wetland which utilizes water from the Picacho Drain. Several acres of Salt Cedar were removed and the area was replanted with native trees and grasses. In coming years, SWEC and EBID will be collecting data to determine whether the removal of salt cedar offsets the use of water in the wetland. The multi-use pathway was constructed with a mixture of crushed rock and a plant-based stabilizer. This mix allows some degree of permeability while ensuring durability. Durability testing will be conducted in the next twelve months to measure how well this paving method holds up under non- motorized vehicular use. These pilot projects complement the larger objectives of the Comprehensive Plan for sustainable development along the corridor by creating opportunities for multi-jurisdictional cooperation and public involvement. As pilot projects, they are intended to provide information which may be useful when considering future projects of a similar nature along the river corridor. The Comprehensive Plan is intended as a blueprint and guide for proposed projects along the corridor which may impact the environment, economic development and quality of life of the region. The Plan suggests many projects which could be carried out by various stakeholders and private land owners in order to accomplish a set of goals created as a result of public input. To create the goals, workgroups were assembled, with representation from principal stakeholders who manage projects along the river and approximately 1 Sustainable Communities Task Force Report,” President’s Council on Sustainable Development, Washington, DC, 1997, page v-vi. Rio Grande Riparian Ecological Corridor Project 4 twenty user groups whose interests specifically relate to the Rio Grande corridor. The workgroups conducted several brain-storming sessions to develop a current inventory and an initial list of needs. Two sets of public input meetings were conducted, during which information was gathered asking what residents would/would not like to have happen along the corridor. The workgroups used this public input to create a more comprehensive needs assessment. From this, they created a list of goals and objectives, which form the basis of the Comprehensive Plan. MAJOR FINDINGS Recent studies have shown that the combined uses of farm, forest and open land more than pay for themselves, costing a community only $.36 for every dollar generated. Unfortunately, Dona Ana County is losing prime farmland to development at an alarming rate, creating deficits by residents’ high demand for public services, particularly education, social services, public health and safety. For every dollar generated, residential areas cost the community $1.15. These studies conclude that on average, residential development is expensive and relies on other land uses to balance municipal budgets. 2 In general, the public is in favor of preserving the Rio Grande Corridor in as natural a state as possible, and would support proposals for open space and agriculture preservation, trails and parks along the river and outside the levee boundaries for up to one-half mile. Among residents, issues related to illegal dumping, safety, codes enforcement and vehicle restrictions are also primary concerns. These are problems which have gone un-mitigated for many years since most stakeholder agencies do not have enforcement arms through which they may be addressed. Unless this changes, Dona Ana County is the likely candidate for enforcement, perhaps with assistance from the City of Las Cruces or a specific state agency, such as the State Parks Division. The Rio Grande Corridor is managed by many stakeholders, all with individual missions and project management practices. In order to carry out projects along the river, multi-jurisdictional cooperation and responsibility is a necessity and must be made a priority. It must be noted, however, that not all stakeholders agree with all goals listed here. In order to carry out any of the projects proposed in this plan, participating agencies must agree on specific project criteria, such that individual stakeholder missions are not compromised. GOALS The workgroups decided upon six goals, with objectives and recommendations by which each goal may be achieved. In brief, these are: 1. Preserve, enhance and restore native riparian and aquatic habitat diversity in limited project areas within the 11-mile corridor. This may be achieved by restoring native vegetation at specific habitat sites on public and private J. In addition, support of the Mesilla Valley Bosque Park and the development of management partnerships are recommended. 2. Preserve farmland and open space adjacent to the Rio Grande by supporting various farmland and open space preservation efforts. 3. Create a multi-use trail system for the 11-mile corridor by establishing a design plan that accommodates all types of non-motorized transportation, then constructing an 11-mile uninterrupted main trail the length of the corridor with small spur trails to various points of interest. These trails would be accessible to the greatest extent possible. In addition, make the river corridor experience “safe, sound and sanitary” by establishing an interagency method of management

    MESILLA VALLEY BOSQUE STATE PARK DOÑA ANA COUNTY, NEW MEXICO VEGETATION SURVEY Robert Sivinski EMNRD-Forestry Division August 2005 OVERVIEW The proposed Mesilla Valley Bosque State Park consists of west bank Rio Grande floodplain roughly between the Mesilla Dam and the State Road 538 Bridge. Several hundred acres of desert uplands occur to the east of the southern half of this river park. Substrates are mostly recent alluvial and colluvial deposits and generally consist of alkaline, sandy soils. Some of the lowest areas in the floodplain have alkaline silt and fine sand soils, and there are a few clayey outcrops in the desert uplands. The vegetation in this park area has been heavily impacted by river channelization, irrigation ditches, drains, roads and off-road vehicles, alien weeds (especially saltcedar), and centuries of livestock grazing. Nevertheless, there are some interesting remnants of the original Rio Grande floodplain in this area. The saltgrass/sacaton flat between the levee and irrigation ditch is especially noteworthy. Despite a few vague irrigation or drainage furrows, I believe this alkaline grassland (with a few scattered stands of cottonwood trees) is a small remnant piece of the natural vegetation community that dominated much of the middle Rio Grande floodplain prior to channelization and conversion to agriculture. This grassland is not especially diverse in species, but is the most interesting part of the park in terms of its historical significance. Plant association changes in composition and density occur frequently and gradually throughout the park and cannot be mapped with any accuracy. Therefore, the vegetation map of this survey only recognizes three major plant communities: floodplain grassland, mixed riparian (woody plants), and Chihuahuan Desert scrub (also woody plants).

    A Proposed Low Distortion Projection for the City of Las Cruces and Dona Ana County Scott Farnham, PE, PS City Surveyor, City of Las Cruces NM October 2020 Introduction As part of the ongoing modernization of the U.S. National Spatial Reference System (NSRS), the National Geodetic Survey (NGS) will replace our horizontal and vertical datums (NAD83 and NAVD88) with new geometric datums assigned in the North American Terrestrial Reference Frame of 2022 (NATRF2022). The City of Las Cruces / Dona Ana County and the City of Albuquerque / Bernalillo County submitted proposals to NGS to incorporate Low Distortion Projections (LDP) as part of the New Mexico State Plane Coordinate Systems. Approval by NGS was obtained on June 17, 2019 for the proposed systems (see approval notice). Design of the LDP is the responsibility of the submitting agencies and must be submitted to NGS on or prior to March 31, 2021. Mark Marrujo1 with NMDOT is submitting final LDP design forms to NGS for the State of New Mexico. The City of Las Cruces (City) is designing a new Low Distortion Projection for Public Works Department, Engineering and Architecture projects to NGS criteria. To meet NGS LDP minimum size and shape criterion, the LDP area extends to Dona Ana County (County) boundary lines. This report presents design analysis and conclusions of the proposed City / County local NGS LDP system for stakeholders’ review prior to NGS final design submittal. NGS NM SPCS2022 Zones and Stakeholder Organizations NGS is designing new State Plane Coordinate Systems (SPCS2022) for New Mexico. Sensitive information on site locations, including maps and geographic coordinates, has been removed in accordance with State and Federal antiquities regulations. Executive Summary Since the passage of the National Historic Preservation Act (NHPA) in 1966, at least 50 cultural resource surveys or reviews have been conducted within the boundaries of the Desert Peaks Complex. These surveys were conducted under Sections 106 and 110 of the NHPA. More recently, local avocational archaeologists and supporters of the Organ Monument-Desert Peaks National Monument have recorded several significant rock art sites along Broad and Valles canyons. A review of site records on file at the New Mexico Historic Preservation Division and consultations with regional archaeologists compiled information on over 160 prehistoric and historic archaeological sites in the Desert Peaks Complex. Hundreds of additional sites have yet to be discovered and recorded throughout the complex. The known sites represent over 13,000 years of prehistory and history, from the first New World hunters who gazed at the nighttime stars to modern astronomers who studied the same stars while peering through telescopes on Magdalena Peak. Prehistoric sites in the complex include ancient hunting and gathering sites, earth oven pits where agave and yucca were baked for food and fermented mescal, pithouse and pueblo villages occupied by early farmers of the Southwest, quarry sites where materials for stone tools were obtained, and caves and shrines used for rituals and ceremonies.

    USER NOTES : LAS CRUCES, NEW MEXICO, NATIONAL WETLANDS INVENTORY MAP Map Preparation The wetland classifications that appear on the Las Cruces NWI Base Map are in accordance with Cowardin et al .(1977) . The delineations were produced through stereoscope interpretation of 1 :110,000-scale color infrared aerial photographs taken in February, 1971, and 1 :80,000-scale bladk-and-white-aerial photographs taken in March, 1977 . The delineations were enlarged using a zoom transferscope to overlays of 1 :24,000-scale and 1 :62,500-scale . These overlays were then transferred to 1 :100,000-scale to produce the Base Map . Aerial photographs were unavailable for the western portion of the Las Cruces area 1 :62,500-scale map, the western and southern portion of the Afton area 1 :62,500-scale map, and the eastern portions of the White Sands NW, Davies Tank, Newman NW, and Newman SW area 1 :24,000-scale maps . These areas are therefore without wetland designations on the Las Cruces NWI Base Map . Extensive field checks of the delineated wetlands of the Las Cruces NWI Base Map were conducted in June, 1981 to determine the accuracy of the aerial photointerpretation and to provide qualifying descriptions of mapped wetland designations . The user of the map is cautioned that, due to the limitation of mapping primarily through aerial photointerpretation, a small percentage of wetlands may have gone unidentified . Changes in the landscape could have occurred since the time of photography, therefore some discrepancies between the map and current field conditions may exist .     RIO GRANDE BASIN 143 08328500 JEMEZ CANYON RESERVOIR NEAR BERNALILLO, NM ° ° 1 1 LOCATION.--Lat 35 23'40", long 106 32'50", in SW ⁄4 SW ⁄4 sec.32, T.14 N., R.4 E., Sandoval County, Hydrologic Unit 13020202, at corner of outlet works control tower of Jemez Canyon Dam on Jemez River, 2.8 mi upstream from mouth, and 6.0 mi north of Bernalillo. DRAINAGE AREA.--l,034 mi2. PERIOD OF RECORD.--October 1953 to September 1965 (monthend contents only), October 1965 to current year. GAGE.--Water-stage recorder. Datum of gage is National Geodetic Vertical Datum of 1929 (levels by U.S. Army Corps of Engineers). REMARKS.--Reservoir is formed by earthfill dam, completed Oct. 19, 1953. Capacity, 172,800 acre-ft, from capacity table adapted Jan. 1, 1999, between elevations 5,125.0 ft, sill of outlet gates, and 5,252.3 ft, operating deck of spillway. Maximum controlled capacity, 102,700 acre-ft at elevation 5,232.0 ft (floor of spillway, which is located about 0.8 mi south of dam). Capacity by original survey was 189,100 acre-ft. Original plan for reservoir operation was to desilt all flow above 30 ft3/s by storage for one day before releasing to Rio Grande, and for possible detention during flood stage on Rio Grande.
